How ICEGATE works for importers: registration on ICEGATE 2.0, documents, IEC-GSTIN mapping, two-factor login and what you can do once you are in

ICEGATE is the Indian Customs national trade portal and the gateway for filing bills of entry and paying duty online. An importer registers with its IEC, GSTIN, a DSC and the authorised person's Aadhaar, using the email and mobile on its GST and DGFT records; CBIC approves the ID in about 3-4 working days.

What is ICEGATE, and do importers need to register?

ICEGATE stands for Indian Customs Electronic Data Interchange Gateway. CBIC describes it as the Indian Customs national trade portal, built as a single window for customs and import-export tax matters[1]. It is run by CBIC's Directorate General of Systems and Data Management.

Registration is a prerequisite for filing customs documents such as bills of entry and shipping bills online[1]. Once registered, you can file documents, track jobs, receive acknowledgements with your Bill of Entry numbers by email, and pay customs duty and cess online[1]. ICEGATE also lists eSanchit, the system for uploading supporting documents to Customs, among its services[3].

Do you need your own ID if you use a broker? Your customs broker registers on ICEGATE in its own role[4] and files the Bill of Entry for you. Many small importers rely on that. Your own ICEGATE ID becomes useful when you want to pay duty yourself, track filings directly, or file your own declarations. Whoever files, the Bill of Entry carries your IEC.

Who can register on ICEGATE?

ICEGATE registration is open to 16 roles: airlines, authorised terminal operators, console agents, customs brokers, custodians, e-seal vendors, participating government agencies, non-IEC/UIN holders, freight forwarders, importers and exporters, NVOCCs, shipping lines, shipping agents, container train operators, courier operators under ECCS, and SEZ entities[1]. Each role has its own documents.

What do you need before you start ICEGATE registration?

Get these in place first; most failed registrations trace back to one of them.

  • Matching contact details. Your email and mobile must be registered with GSTN, and for importers and exporters also with DGFT, and the name you enter must match the PAN[1]. If you want to use different contact details, update them on GST and DGFT first.
  • A valid IEC and GSTIN. The registration asks you to enter and verify your GSTIN, and importers must also give a valid IEC[4]. Get your IEC on the DGFT portal first.
  • DSC and Aadhaar. The process is paperless; no paper application is accepted, and the applicant must have a DSC and an Aadhaar card for validation[1].
  • Authorisation letter. The letter must be signed by the proprietor, by all partners of a partnership, or for a company or LLP by a majority of directors or designated partners or the company secretary, with a board resolution[4].
  • Scans in the right format. Colour scans, JPG or PDF, each under 1500 KB[1].

How do you register on ICEGATE 2.0, step by step?

ICEGATE's user manual splits registration into five parts: role selection, GSTIN verification, user verification, mobile and email verification, and the role registration form[4].

  1. 1
    Click Register Now

On www.icegate.gov.in choose Register Now, then 'Fresh Registration - Don't have Reference ID'.

  2. 2
    Select your role

Pick Importer/Exporter (or your role) and proceed.

  3. 3
    Verify GSTIN and IEC

Enter your GSTIN; as an importer, also enter your IEC. Both are validated online.

  4. 4
    Pick contact details

The system shows the email and mobile on GSTN and DGFT records. Choose one of each; these will be used for all ICEGATE communication.

  5. 5
    Verify OTPs

Generate and enter the six-digit OTPs sent to the mobile and email within 600 seconds. Three wrong OTPs end the session.

  6. 6
    Note your Reference ID

A Reference ID is generated and emailed to you. It is valid for 15 days.

  7. 7
    Fill the role form

Complete the role registration form, upload the IEC, authorisation letter and other documents, and sign with the authorised person's DSC.

  8. 8
    Wait for approval

CBIC reviews the application. The ICEGATE ID and password are emailed after approval, usually within 3-4 working days.

What should you watch for during ICEGATE registration?

OTP limits. OTPs are six digits, must be entered within 600 seconds, and three wrong entries terminate the registration[4].

The 15-day clock. The Reference ID is valid for 15 days; if you do not submit the form in time, the draft is deleted and you start again[1].

No status screen. ICEGATE's FAQ says there is no online status check once you submit; you call or email the helpdesk[1], at 1800-3010-1000 or [email protected][1].

Approval and rejection. Processing normally takes 3-4 working days, and both the ID and any rejection reasons are emailed[1]. Applications are rejected if the DGFT or other licence copy, or the authorisation letter or board resolution, is unclear, not in the prescribed format, or not self-attested or stamped[1].

Old accounts. If you registered on ICEGATE 1.0, you need not register again, but 'simplified registration' users must upgrade to DSC-based registration[4].

How do you map your IEC and GSTIN on ICEGATE?

Customs needs to know which GSTIN belongs to which IEC, for example to match IGST paid on imports. ICEGATE's IEC-GSTIN mapping service does this[5].

  1. 1
    Open the mapping service

On the ICEGATE home page go to Services, Registration, 'For Matching IEC GSTIN'.

  2. 2
    Enter IEC and GSTIN

Type the IEC and the GSTIN to map, fill the captcha and submit.

  3. 3
    Wait 24 hours

On success the message says the IEC-GSTIN has been updated and will reflect within 24 hours.

  4. 4
    Integrate GSTIN if prompted

If ICEGATE says your GSTIN is not available with Customs, follow the GSTIN integration advisory first, then map again.

How does ICEGATE login and two-factor authentication work?

Since the advisory of 16 January 2026, ICEGATE 2.0 requires two-factor authentication: every login needs an OTP sent to the registered mobile before you reach the dashboard. You can also turn on email OTP under Dashboard, My Profile, Alert Management, but the mobile OTP cannot be disabled[2].

That makes the registered mobile critical. If you lose access to the registered email, ICEGATE's FAQ says the ID must be deactivated and a fresh registration made[1]. Keep the contact details tied to a role in the business, not to one employee who might leave.

What can an importer do on ICEGATE after registering?

With an approved ID you can file customs documents online, track filed jobs on the document tracking system, receive acknowledgements with Bill of Entry numbers by email, and pay customs duty and cess online[1]. Supporting documents for a declaration go through eSanchit[3].

ICEGATE is also where other regulators' checks begin. For food, the Bill of Entry filed on ICEGATE is risk-assessed and, if needed, referred to FSSAI's FICS system[6]; see FSSAI import. For gas cylinders, Customs expects the PESO licence to be produced before landing[7]; see PESO. CPCB has also asked Customs to verify battery EPR registration at clearance[8].

After assessment and duty payment, Customs gives out of charge and the goods can leave the port. Our customs clearance documents checklist lists what to have ready.

How do you file and track a bill of entry on ICEGATE?

The importer or its customs broker files the bill of entry electronically with a digital signature, and the system's BE number marks it as filed and self-assessed[9].

Timing matters. Since 2021 the bill of entry must normally be filed before the end of the day before the vessel or aircraft arrives[10], with later filing allowed in some cases up to the end of the arrival day[11]. Late filing without sufficient cause costs Rs 5,000 a day for the first three days and Rs 10,000 a day after that[12].

To track it, log in and use the 'Bill of Entry - Job Status' widget on the dashboard; its 'Detailed Status' link downloads a BE-wise Excel file[13]. Once the goods are cleared you get out of charge. Leave cargo uncleared for long and demurrage builds. Keep the assessed BE and originals for five years[9].

What do common bill of entry error codes mean?

An error code means ICEGATE rejected the BE job before it reached an officer; ICEGATE's list (posted September 2026) gives a code and a short text for each check[14]. The ones importers hit most are below.

Frequent ICEGATE BE submission errors and fixes
CodeTextUsual fix
000BE Submitted[14]No error; wait for the BE number
105IEC/Branch invalid[14]Check the IEC and branch serial number in the DGFT profile
125 / 126IEC Suspended / Cancelled[14]Resolve on the DGFT portal

132CHA Licence Expired[14]Broker must renew or another broker files
144Invalid AD Code[14]Register the bank AD code at the port
156Exchange rates not available[14]Refile once the rate is in the system
175Duplicate Record found[14]A BE for this job already exists
316 / 336Invalid CTH; CTH and CETH first four characters differ[14]Correct the HS code
329 / 335Wrong licence code; licence details not available[14]Fix the licence or permit details
605 / 635IGM rotation needed for prior BE; IGM or BL not available[14]Wait for the shipping line's manifest
634Gross weight not matching IGM line[14]Align the weight with the manifest

How do you pay customs duty on ICEGATE?

Pay through ICEGATE's Customs ePayment platform (CeP) 2.0, which handles Customs duty, ECCS, SEZ and ACES GST challans by NEFT/RTGS, internet banking or the Electronic Cash Ledger, and is linked to RBI and 16 banks[16].

Duty under self-assessment is due on the day the BE is presented, or within a day of return after reassessment[17]. Late payment carries interest of at least 10% a year[17]. Since February 2026, out of charge can be granted without manual intervention to all importers once duty is paid and no other hold applies[18], so paying promptly now directly speeds clearance. A Customs officer can still invoke a 'HOLD' to override it[19].

Which product approvals does Customs check against your bill of entry?

Customs checks the approvals other laws require for the goods, so a missing BIS, WPC or EPR registration surfaces at the BE stage, not later. CBIC reportedly tells officers to check BIS registration in the system for every consignment of CRS-notified electronics[20], and DGFT reportedly makes BIS registration a condition of import for those goods[21].

The importer is responsible for the accuracy of everything in the BE and the validity of supporting documents[17]. Our why shipments get held at Indian ports walks through what happens when one is missing.

How is ICEGATE different from the DGFT portal and other trade portals?

Importers deal with several government portals, and each does a different job. ICEGATE is the customs one; the others feed into it.

Should you file on ICEGATE yourself or through a customs broker?

Most small importers let a licensed customs broker file the bill of entry, but still register their own ICEGATE ID to pay duty and track jobs; the legal responsibility for the declaration stays with the importer either way[17].

Brokers register on ICEGATE under their own role with the CHA licence, an authorisation letter, an F or G card and a DSC[4], and they must verify their client's details[28]. That does not shield you: in a 2026 order JNCH held an importer liable for a penalty over invalid PESO licences submitted through its broker[29]. So check the approvals before they go to the broker, not after.

Our first-time importer guide explains how to choose a broker, and the cost of importing electronics shows typical broker and port charges alongside duty. If you are unsure which approvals your shipment needs, ask us for a free compliance check.

What does ICEGATE registration look like for a small importer?

Meera runs a private limited company that imports kitchen gadgets. She already has a GSTIN and has just received her IEC from DGFT. Her customs broker files the bills of entry, but she wants her own ICEGATE ID to pay duty and track shipments.

  1. She checks that the company email and her mobile are the ones on both the GST and DGFT records[1].
  2. Two of the company's three directors sign the ICEGATE authorisation letter, with a board resolution attached[4].
  3. She registers, enters the GSTIN and IEC[4], verifies the OTPs within the time limit[4], and finishes the role form well inside the 15-day Reference ID window[1].
  4. She uploads the IEC and authorisation letter as colour PDFs under 1500 KB[1] and signs with her DSC.
  5. Four working days later the ICEGATE ID arrives by email[1]. She maps the IEC to the GSTIN and waits 24 hours for it to reflect[5].

From then on, every login needs an OTP on her registered mobile[2], so she makes sure that number stays with the business.

What are the common ICEGATE registration problems?

These are the issues ICEGATE's own FAQ and manual warn about.

How do you get help from ICEGATE?

Call the 24x7 helpdesk on 1800-3010-1000 or write to [email protected][1]. The helpdesk offers a choice of language, issue categories, a technical team that can fix problems by call or screen sharing, and real-time ticket creation[30].

Formal grievances go through 'Lodge Grievances', which lists the helpdesk, a self-help webform and SMTP/e-mail[31]. The volume is large: in the week of 19 to 25 October 2026 ICEGATE reported 23,681 grievances handled and 3,69,977 documents filed[32], so include your IEC, BE number and a screenshot in the first message. Before registering, the public Registration Enquiry tells you whether a PAN is already registered[33], which avoids a duplicate application.

Frequently asked questions

Is ICEGATE registration mandatory for importers?

It is a prerequisite for filing customs documents such as bills of entry online[1]. Importers who use a customs broker often rely on the broker's own ICEGATE role[4].

What documents does an importer need for ICEGATE registration?

The IEC as the entity document, plus an authorisation letter and the authorised person's DSC, all self-attested[4].

How long does ICEGATE registration take?

Normally 3-4 working days after submission; the ID and password are emailed after CBIC approval[1].

Can I register on ICEGATE without a DSC?

No. Registration is paperless and needs a DSC and an Aadhaar card for validation[1].

Why does ICEGATE not show my new email?

ICEGATE uses only the email and mobile registered with GSTN, and with DGFT for importers[1]. Update those first.

Can I switch off the login OTP?

No. Mobile OTP is mandatory on every login since January 2026; email OTP is optional[2].

What is the ICEGATE helpdesk number?

1800-3010-1000, or email [email protected][1].

How do I check my bill of entry status on ICEGATE?

Log in and use the 'Bill of Entry - Job Status' widget on the dashboard. Its 'Detailed Status' link downloads the BE-wise status as an Excel file[13].

What does ICEGATE error 127 'IEC Not Registered' mean?

The IEC on the bill of entry is not registered in the customs system[14]. Check the CBIC transmission status of the IEC under 'My IEC' on the DGFT portal[15], then refile.

How do I pay customs duty online?

Use ICEGATE's Customs ePayment platform 2.0, which accepts NEFT/RTGS, internet banking and the Electronic Cash Ledger through 16 integrated banks[16]. Under self-assessment, duty is due on the day the bill of entry is presented[17].

Can I check whether my PAN is already registered on ICEGATE?

Yes. ICEGATE's public Registration Enquiry shows whether a particular PAN is registered[33]. Old ICEGATE 1.0 users do not need to register again[4].
