Do Hyderabad importers need a local BIS consultant?
No. BIS CRS is filed online on crsbis.in[7], the licence belongs to the manufacturer[11], and a foreign factory nominates an Authorised Indian Representative[9]. Nothing in that chain needs a Hyderabad address.
What Hyderabad does have is a cost angle. Vimta Labs, the one Hyderabad lab on BIS LIMS for the main electronics safety standards, declared Rs 80,000 for IS/IEC 62368 (Part 1):2023 on 1 November 2026[3], while the six Bengaluru labs declared Rs 1,50,000 to Rs 2,99,000[5]. A declared charge is not a quote and not a promise of speed, but it is a fair starting question for any consultant: why this lab?
This page is a local guide, not a list of firms. It covers the BIS office at Moula-Ali, what Vimta and other Telangana labs list, how Hyderabad's air cargo and ICDs fit in, Telangana's Legal Metrology process, fees, timelines and how to vet a consultant. See BIS consultants in India for the national view.
What does BIS compliance look like from Hyderabad, in one table?
Hyderabad is an inland city, so most electronics arrive by air or as containers moved inland. Here is the local picture.
| Item | Hyderabad position | What it means for you |
|---|---|---|
| BIS branch office | Moula-Ali, Hyderabad 500040[1] | ISI-mark work for Telangana factories, local surveillance |
| Regional office | Southern Regional Office, Chennai[2] | Oversees Hyderabad, Bengaluru and Chennai branches |
| IS 13252 (Part 1) lab | Vimta Labs, Rs 45,000[3] | Below the national median of about Rs 63,750[12] |
| IS/IEC 62368-1 lab | Vimta Labs, Rs 80,000[3] | The standard most electronics are moving to |
| IS 616 lab | Vimta Labs, Rs 50,000[3] | Audio and video apparatus |
| IS 15885 lab | Vimta Labs, Rs 30,000[3] | LED drivers |
| IS 16046 lab | None listed[3] | Lithium batteries usually go to Bengaluru[13] |
| Customs | RGIA air cargo, ICD Sanathnagar, ICD Thimmapur (reported)[14] | Air cargo is the usual route for finished electronics |
| Legal Metrology | Telangana: online, 15 days[6] | Register before selling packaged goods |
Where is the BIS office in Hyderabad, and what does it do?
BIS's Hyderabad Branch Office is at Plot No. 1, Survey No. 367/1, ZTS-NFC Main Road, Industrial Development Park, Moula-Ali, Hyderabad 500040, in BIS's Southern Region[1]. The regional office above it is in Chennai[2].
For imported CRS electronics, the branch office does not decide your registration; that is an online process[7]. The branch office matters for:
- ISI-mark licences for Telangana factories under Scheme-I, filed online on Manakonline[15], with BIS inspecting the factory.
- Market surveillance and QCO enforcement, which branch offices may carry out in their areas[16].
- Search and seizure by a BIS certification officer under section 28 of the BIS Act[17].
CRS market surveillance for MeitY is run by a PMU at STPI through crsbis.stpi.in[18]. See CRS surveillance.
Does a Hyderabad importer have to go to BIS in person for CRS?
No. The official CRS steps are: log in, generate a test request, test at a BIS-recognised lab, verify the report, apply within 90 days of its issue, and upload documents[7]. The factory needs portal login credentials, which require its business licence in English or with a certified translation[7]. The only paper step is the notarised affidavit on Rs 100 stamp paper[19], which must reach BIS within 30 days[20].
So a consultant who sells 'local BIS access' in Hyderabad is selling something that does not exist for CRS. Pay for document quality and lab management instead. Our BIS CRS documents page and application checklist show the whole set.
Which BIS-recognised labs in Hyderabad can test electronics?
For the main CRS electronics standards, one: Vimta Labs Limited, Hyderabad. On 1 November 2026 it was the only Hyderabad lab on BIS LIMS for IS 13252 (Part 1), IS/IEC 62368 (Part 1):2023, IS 616 and IS 15885 (Part 2/Sec 13)[3]. No Hyderabad lab was listed for lithium batteries under IS 16046[3].
Telangana's wider lab base is small and not electronics-led. BIS's Group-1 list of 30 October 2026 has 8 entries tagged Telangana and 3 more Hyderabad labs still tagged 'A.P.'[4], mostly in pharma, food, cement and chemicals. Search LIMS by IS number for your product[21], or see BIS labs in Hyderabad.
| Standard | Vimta Labs declared charge | National picture | Products |
|---|---|---|---|
| IS 13252 (Part 1) | Rs 45,000[3] | 68 labs, Rs 25,000 to Rs 2,00,000[12] | Adaptors, IT equipment |
| IS/IEC 62368-1 | Rs 80,000[3] | Bengaluru labs Rs 1,50,000 to Rs 2,99,000[5] | Earphones, speakers, laptops, smartwatches |
| IS 616 | Rs 50,000[3] | Bengaluru labs Rs 60,000 to Rs 1,80,000[22] | Audio and video equipment |
| IS 15885 (Part 2/Sec 13) | Rs 30,000[3] | 52 labs, Rs 20,000 to Rs 1,85,000[23] | LED drivers |
| IS 16046 | Not listed[3] | 72 entries, Rs 37,500 to Rs 4,80,000[24] | Lithium cells, power banks |
What is the risk of relying on one Hyderabad lab?
Concentration. If your only nearby option is busy, suspended or excludes a clause, your 60-day sample window and 90-day report window keep running[7][9].
- Suspension. BIS does not accept reports issued while a lab is suspended[25]. The Group-1 list records suspension history for each lab.
- Exclusions. LIMS shows any excluded tests for each lab and standard[12]. An exclusion means part of the testing goes elsewhere.
- Fixed test request. Once a test request names a lab, product, models and brands, they cannot be changed at application stage[26].
A sensible consultant keeps a Bengaluru fallback ready; Bengaluru had six labs for IS/IEC 62368-1[5]. Read CRS test labs and compare BIS consultants in Bengaluru.
How does Hyderabad compare with Bengaluru and Chennai for BIS testing?
Hyderabad sits between the two southern lab cities on cost and depth. Bengaluru has the most labs; Hyderabad has the lowest declared 62368 charge among the three; Chennai has one IS 13252 lab and none for 62368. These are declared charges for the whole standard, not quotes, and queues matter more than price when a 90-day report clock is running[9].
| Standard | Hyderabad | Bengaluru | Chennai |
|---|---|---|---|
| IS 13252 (Part 1) | Vimta, Rs 45,000[3] | Six labs, Rs 60,000 to Rs 1,70,000[27] | CEC IIT, Rs 68,000[28] |
| IS/IEC 62368-1:2023 | Vimta, Rs 80,000[3] | Six labs, Rs 1,50,000 to Rs 2,99,000[5] | None listed[28] |
| IS 616 | Vimta, Rs 50,000[3] | Six labs, Rs 60,000 to Rs 1,80,000[22] | CEC IIT, Rs 68,000[28] |
| IS 16046 | None listed[3] | Four labs[13] | None listed[28] |
| IS 15885 (Part 2/Sec 13) | Vimta, Rs 30,000[3] | Three labs[29] | None listed[28] |
Where do Hyderabad imports clear customs, and how is BIS checked?
Hyderabad Customs, as reported by Telangana Today in July 2026, operates at Rajiv Gandhi International Airport, the Air Cargo Complex, ICD Sanathnagar, two container freight stations and ICD Thimmapur, with two new ICDs in the pipeline[14]. The same report put FY 2025-26 revenue at Rs 9,391 crore[14]. Comploa could not find a current official jurisdiction notification, so treat these details as reported.
The BIS check is national. A reported copy of CBIC Instruction 28/2023-Customs says officers must check BIS registration in the system for every CRS consignment, random samples go to BIS-recognised labs, and out of charge follows only a pass[30]. The import condition is reported to come from DGFT Notification 50/2015-2020, with Customs able to deform non-compliant notified goods[31].
Practical points for Hyderabad: put the R-number on the Bill of Entry, make sure goods carry the Standard Mark, and register on ICEGATE early. ICEGATE says registrations are normally processed in 3-4 working days[32]. See why shipments get held.
Can a Hyderabad company import samples for BIS testing?
Yes. The Compulsory Registration Order does not apply to goods imported for demonstration, R&D or testing in India, per MeitY's CRS FAQ[33]. Do not mark samples with the Standard Mark[34]. If Vimta is your lab, the sample can travel from RGIA air cargo across town; if the lab is in Bengaluru, budget a courier hop inside the 60-day window[7]. See importing samples for BIS testing.
Which products do Hyderabad importers typically register under CRS?
We have no official count of CRS registrations by city, so we do not claim a Hyderabad product mix. These are common categories and the standard each one is tested to.
| Product | Standard | Hyderabad lab on LIMS? |
|---|---|---|
| Laptops and tablets | IS/IEC 62368 (Part 1):2023[35] | Yes, Vimta Labs[3] |
| Set-top boxes | IS/IEC 62368 (Part 1):2023[35] | Yes, Vimta Labs |
| Bluetooth speakers | IS/IEC 62368 (Part 1):2023[35] | Yes, Vimta Labs |
| LED drivers | IS 15885 (Part 2/Sec 13) | Yes, Vimta Labs at Rs 30,000[3] |
| Power banks | CRS category under IS/IEC 62368-1[35] | Yes for 62368; batteries inside follow their own registration |
| Lithium-ion battery packs | IS 16046 (Part 2)[35] | No; Bengaluru has four[13] |
| UPS and inverters | IS 16242 (Part 1)[35] | Check LIMS for IS 16242 |
Which other approvals does a Hyderabad importer need with BIS?
BIS is usually one of four or five approvals. Price the full set before you hire.
| Approval | Official fee | When | Guide |
|---|---|---|---|
| IEC | Rs 500[36] | Before the first import | IEC code |
| WPC ETA | Rs 10,000 per model[37] | Products with licence-exempt radios[37] | WPC ETA |
| MTCTE | Rs 10,000 to Rs 50,000[38] | Routers, Wi-Fi access points, IoT gateways[39] | MTCTE |
| Battery EPR | Rs 10,000 to Rs 40,000[40] | Batteries or equipment containing them[41] | Battery EPR |
| E-waste EPR | Rs 2,500 to Rs 15,00,000[42] | Schedule I equipment[43] | E-waste EPR |
| Plastic EPR | Rs 10,000 to Rs 50,000[44] | Goods in plastic packaging[45] | Plastic EPR |
| LMPC | Rs 500[46] | Pre-packaged goods[46] | LMPC |
How does LMPC importer registration work in Telangana?
Telangana's Department of Legal Metrology takes manufacturer, importer and packer registrations online, with the fee paid through its payment gateway. The Assistant Controller scrutinises and recommends, the approving authority signs, and the certificate is downloaded online; the stated timeline is 15 days[6].
The department's checklist asks for a municipal or gram panchayat trade licence, sales tax registration, a label sample for importers, proof of the authorised signatory, the partnership deed or company articles, and Aadhaar[6]. That document is dated 2017 and marked 'draft', so ask your consultant to confirm the live list.
The national rules sit on top: Rs 500 fee[46], application within 90 days of starting imports[46], a named responsible director for companies since 29 May 2026[47], and certificates valid until cancelled[47]. Single-state sellers are reported to register with the state and multi-state sellers with the Centre[48]. See LMPC importer registration and LMPC consultants.
How much does BIS CRS registration cost a Hyderabad importer in 2026?
BIS's fees are national: Rs 1,000 application[8], Rs 50,000 processing including one test report[8], Rs 20,000 per additional report[8] and Rs 1,000 annual licence fee[8], all plus GST[8]. Consultancies report a 2026 change to Rs 25,000 a year paid annually in advance[49].
| Line | Test at Vimta, Hyderabad | Test in Bengaluru (lowest declared) | Basis |
|---|---|---|---|
| BIS application + processing | Rs 51,000 | Rs 51,000 | [8] |
| IS/IEC 62368-1 lab charge | Rs 80,000 | Rs 1,50,000 | [3][5] |
| Consultant fee (published floor) | Rs 7,899 to Rs 14,999 | Rs 7,899 to Rs 14,999 | [50][51] |
| Total before GST | About Rs 1.39 lakh to Rs 1.46 lakh | About Rs 2.09 lakh to Rs 2.16 lakh | Comploa arithmetic |
How much do BIS consultants charge in Hyderabad?
There is no official rate. National price pages give a floor of Rs 7,899 from IndiaFilings[50] and Rs 14,999 from Professional Utilities, with Rs 7,500 for renewal[51], both plus GST.
Those same pages show outdated government numbers: a Rs 15,340 'application fee' and two-year validity on one[51], and Rs 5,000 to Rs 10,000 on the other[50]. BIS's figures are Rs 1,000 plus Rs 50,000[8] and five-year validity since February 2026[10]. Insist on a written split between consultant fee, lab charge and BIS fee.
How long does BIS registration take for a Hyderabad importer?
How does a Hyderabad importer get BIS CRS through a consultant, step by step?
Use this order to keep the deadlines in hand.
- 1Confirm the category and standard
Use the HS code approval finder and the product page to confirm the CRS category.
- 2Decide the AIR
Choose who will act as Authorised Indian Representative for the foreign factory.
- 3Open the factory's crsbis.in account
Upload the factory's English or translated business licence.
- 4Choose Vimta or a fallback lab
Check LIMS for your standard, charge and exclusions; keep a Bengaluru option if Vimta's slot or scope does not fit.
- 5Generate the test request and ship the sample
Get the sample to the lab within 60 days with the QR code.
- 6Verify the report and apply
Apply within 90 days of issue and pay BIS fees plus GST.
- 7Courier the affidavit
Notarised, on Rs 100 stamp paper, to reach BIS within 30 days.
- 8Answer queries and get the R-number
Reply inside the deficiency window, then mark goods with the Standard Mark and R-number.
- 9Register with STPI and finish the rest
Register the R-number on crsbis.stpi.in, then complete Telangana LMPC, EPR and WPC before the first commercial shipment.
Worked example: a Hyderabad IT distributor importing laptops
A Hyderabad distributor imports a brand's laptops through RGIA air cargo.
- BIS: Laptops are a CRS category under IS/IEC 62368 (Part 1):2023[35]. The brand's factory holds the licence[11]. If the distributor is AIR, it shares liability under section 30[55].
- Lab: Vimta's declared 62368 charge is Rs 80,000[3].
- WPC: Laptops with Wi-Fi or Bluetooth need a WPC ETA, on Comploa's reading[56]; the fee is Rs 10,000 per model[37].
- E-waste and battery EPR: Laptops are Schedule I code ITEW3[57] and contain lithium-ion batteries[58].
BIS fees plus the Vimta charge and one ETA come to Rs 1,41,000 before GST. EPR fees depend on tonnage and turnover; see EPR registration costs.
Worked example: a Telangana cable operator importing set-top boxes
A cable operator imports hybrid set-top boxes as a brand owner.
- BIS: Set top boxes are a CRS category under IS/IEC 62368 (Part 1):2023[35].
- WPC: On Comploa's reading, boxes with Wi-Fi, Bluetooth or RF remotes need an ETA; IR-only boxes do not[56].
- MTCTE: 'Hybrid Set Top Box' is listed as an MTCTE SCS-category product but does not appear in the July 2024 mandatory list, as reported[59]. Ask your consultant to confirm the current position with TEC.
- E-waste: Set top boxes are Schedule I code CEEW8[57].
The consultant's value here is resolving the MTCTE question in writing before the first shipment, not the BIS filing.
Worked example: a Hyderabad lighting trader adding LED drivers
A lighting trader already sells BIS-registered LED luminaires and wants to add separate LED drivers from the same factory.
- Inclusion, not a new licence, if the standard is the same: inclusion costs Rs 30,000 including one test report[8]. A driver under IS 15885 is a different standard from the luminaire, so it is usually a separate application; check with the consultant.
- Lab: Vimta declared Rs 30,000 for IS 15885 (Part 2/Sec 13)[3].
- Series: LED control gear needs three samples covering the range[60].
See LED drivers and IS 15885.
What goes wrong for Hyderabad importers, and how do you fix it?
- No fallback lab. With one local electronics lab, a suspension or exclusion stalls you[25]. Keep a Bengaluru option.
- Battery products tested in the wrong city. No Hyderabad lab listed IS 16046[3]; plan battery testing elsewhere from day one.
- Mismatched details. Factory names and addresses that differ across documents are a top deficiency[61]; so are report models that differ from the test request[62].
- Selling before grant. Section 17 breaches carry up to two years in prison or a fine of at least Rs 2 lakh for a first offence[55].
- Missed renewal. After validity you may not mark goods[54]. Use the licence renewal date tool.
See BIS CRS rejections.
How do you vet a BIS consultant in Hyderabad?
- Ask which lab and why, and check it on LIMS together[21].
- Ask for BIS's current fees; the right answer starts with Rs 1,000 and Rs 50,000[8].
- Ask about lab commissions. Recognised labs may not pay referral commissions[53].
- Ask who the AIR will be and who carries liability[55].
- Ask what they do after grant: STPI registration, renewal reminders, inclusions.
- Verify any grant yourself in the BIS Care app[63].
See how to choose a BIS consultant and how to verify a BIS licence.
What does Comploa do for Hyderabad importers?
Comploa is an independent reference site. BIS, DoT, CPCB and Telangana's Legal Metrology department make every decision; we cannot influence or speed them up. We offer a free compliance check through our contact page: send the product, HS code and factory details and we will list the approvals, labs and government fees with sources. If you want filing help, we can introduce a partner whose fee is separate and agreed with them. See our services.
What could Comploa not confirm about Hyderabad?
We found no current official notification setting out Hyderabad Customs' jurisdiction; the customs details here are reported[14]. Telangana's LMPC procedure document is dated 2017 and marked draft[6]. CBIC Instruction 28/2023 is cited from a reported copy[30]. LIMS city counts depend on lab names that include a city. Tell us through contact if you have better sources.
