What this checklist covers, and what it does not
This checklist covers what the law requires of the product and of you as the seller before an electronics product goes on sale online in India. It is built from official rules: BIS, Legal Metrology, CPCB's EPR rules, WPC and BEE.
It does not set out Amazon's or any other marketplace's own seller policies, document requests or category approval steps. Those are set by each marketplace, change often, and we have no official source for them. Where the law puts a duty on the e-commerce platform itself, we say so; everything else is your responsibility as the seller.
The legal starting point is simple. For CRS-listed electronics, no one may import, store for sale, sell or distribute goods that do not bear the Standard Mark with a BIS registration number[1]. Listing a product online is offering it for sale, and the Legal Metrology penalty now expressly reaches sales through e-commerce platforms and online marketplaces[6].
Amazon electronics listing checklist at a glance: 14 checks and the rule behind each
Fourteen legal checks decide whether an electronics listing is lawful; each traces to a rule, and each has a usual way of going wrong. The last column tells you who holds the document, because on a marketplace three parties are involved: the factory, you as the seller, and the platform.
| Check | Rule | What goes wrong | Who holds it |
|---|---|---|---|
| Product is in a CRS category[11] | CRO 2021[12]; see electronics CRS order | Accessory assumed exempt; chargers, for example, are reported to fall under 'power adaptors for IT equipment'[13] | Seller checks |
| CRS licence covers your brand | Separate application per brand[14] | Factory's own brand licensed, yours not | Factory |
| Every listed model on the licence | Inclusion[15] | Colour or capacity variant listed as a 'new' ASIN without inclusion | Factory |
| Licence valid and not suspended | 2026 annual fee rules[16] | Factory missed the annual fee | Factory; seller verifies |
| Standard Mark, R-number and IS number on product or pack | Marking guidelines[2] | Mark printed on a removable sticker | Factory prints, seller checks |
| www.bis.gov.in printed | [17] | Left off when an e-label is used | Factory |
| LMPC importer registration | Rule 27[5] | Never filed because a distributor imported the first lot | Importer |
| LMPC declarations on every retail pack | Rule 6 list[18] | Unit sale price or consumer care e-mail missing | Importer |
| Importer's name and address on imported packs | Rule 10(1)[5] | Only the overseas factory's address shown | Importer |
| Battery EPR registration and number | [8] | EPR number not on the equipment or its pack | Importer |
| Plastic EPR registration | [19] | Importer thinks only manufacturers register | Importer |
| WPC ETA for wireless models | [20] | ETA held for a different model number | Importer or Indian representative |
| BEE label for Schedule A appliances | [10] | Label missing from the online listing image | Permittee |
| Seller details to the platform | E-Commerce Rules, rule 6(5)[21] | Country of origin not supplied | Seller |
In what order should you check a product before listing it?
Check the licence before you check the label, and the label before you list: a label cannot fix an unlicensed model, and a listing cannot fix a wrong label. This order takes a product from supplier quote to live listing.
- 1Identify the category and approvals
Run the product through the approval checker or, from a tariff code, the HS code approval finder. Note every approval it lists.
- 2Collect the factory's licence
Get the CRS licence and model list. Check the R-number in the BIS Care app, which verifies an R-number and the manufacturer's self-declaration registration[22]. Our guide to verifying a BIS licence shows each screen.
- 3Match brand and model
Compare the brand and every model number on the licence with your purchase order. Anything not listed is not covered[15].
- 4Check your own registrations
Confirm your LMPC certificate[5], battery EPR[23] and plastic EPR[19]. The EPR registration checklist covers the applications.
- 5Photograph and check the pack
Photograph a production unit and its box. Run the artwork through the label checker and the product label checklist.
- 6Prepare the listing data
Copy the LMPC declarations, country of origin and importer details into the listing. Under rule 6(5) of the E-Commerce Rules the seller must give the platform these details[21].
- 7File the compliance pack
Save the licence, certificates and photos in a per-model folder before the first unit ships to a fulfilment centre.
BIS: is the licence valid for what you are listing?
If you are reselling an imported product, the CRS licence belongs to the factory[1]. Your job is to check that it covers exactly what you list.
BIS: Standard Mark and R-number on the product and package
Photograph the actual product and box you will ship and check them against this list. Our CRS labelling guide has the detail.
Legal Metrology: registration and package declarations
Every importer of pre-packed goods for sale must register[5], and every retail package must carry a set of declarations. The duty to display those declarations online is reported to sit with the e-commerce platform[27], but the platform can only show what you give it.
EPR: registration numbers and battery marking
Selling online does not change who is the producer. Under the e-waste rules a producer includes anyone who offers imported EEE for sale, whatever the selling technique, including e-retail[9].
Wireless, telecom and energy labels
Which approvals do popular Amazon electronics categories need?
Most electronics sold on Amazon India fall into a dozen categories. The table shows which approvals each usually needs; the product pages explain the borderline cases.
| Category | BIS | WPC ETA | Battery EPR | Watch out for |
|---|---|---|---|---|
| Bluetooth earphones | CRS[13] | Likely[36] | Yes[39] | Mark may go on the box only[3] |
| Power banks | CRS[13] | Only with wireless charging or Bluetooth[36] | Yes[39] | Each capacity must be on the licence or in an accepted series |
| Mobile chargers | CRS, reported as power adaptors for IT equipment[13] | Only Qi pads[36] | No for mains chargers[39] | Charger sold with a phone needs its own registration |
| Smartwatches | CRS[13] | Likely[36] | Yes[39] | Activity trackers may be classified differently[40] |
| Bluetooth speakers | CRS[13] | Likely[36] | Portable units[39] | Smart speakers are a separate CRS category[24] |
| Keyboards and mice | Keyboards CRS; mice not listed[13] | Wireless only[36] | If battery-powered[39] | Combo packs need the keyboard registered |
| USB cables | Not a CRS category[13] | No[36] | No[39] | Plastic EPR and LMPC still apply[41] |
| LED bulbs | CRS[13] | Smart bulbs only[36] | Rechargeable bulbs only[39] | BEE star label is mandatory[42] |
| Extension boards | ISI under the plugs QCO, likely[43] | Smart boards only[36] | No[39] | ISI is Scheme-I, not CRS; see CRS vs ISI |
| Smart plugs | Not CRS; plug part may need ISI[13] | Yes[36] | No[39] | Two regimes on one product |
Keep a compliance file for every listing
Marketplaces, regulators and buyers can all ask for proof. A simple per-model folder saves time. Our guide to the documents an Amazon India seller should keep lists them in detail.
| Document | Why | Source |
|---|---|---|
| Factory CRS licence and model list | Shows the Standard Mark is used under a valid licence | [44] |
| Photos of product and box showing the mark | Shows the marking rules are met | [2] |
| LMPC registration certificate | Required of every importer of pre-packed goods | [5] |
| Package artwork with declarations | Source for what the platform displays | [18] |
| Battery, plastic and e-waste EPR certificates | You may not trade without registration | [7][19][9] |
| WPC ETA certificate | Required for wireless devices | [20] |
Listing pass marks: the numbers a compliant listing must meet
A listing passes only if the product and pack meet these numbers. Each is a hard limit in a rule, not a marketplace preference.
| Item | Pass mark | Rule |
|---|---|---|
| Text in the Standard Mark | Arial size 6 or larger | [2] |
| E-label on a screen | Reachable within four menu steps, with a physical label still on the pack | [26] |
| Bin symbol on a battery | At least 3% of the largest side; 1.5% for cylindrical cells | [32] |
| Hg, Cd or Pb marking | At least a quarter of the bin symbol's size | [31] |
| LMPC letter height (2011 text) | At least 1 mm; 2 mm if moulded or embossed | [5] |
| Unit sale price | In rupees, to two decimals (reported) | [45] |
| LMPC registration | Within 90 days of the first import | [5] |
| Grievance acknowledgement by the seller | Within 48 hours | [21] |
Does stock in a marketplace warehouse count as 'stored for sale'?
Yes. Section 17 of the BIS Act bars storing or exhibiting notified goods for sale without a Standard Mark under a valid licence, not only selling them[44]. Stock sent to a fulfilment centre is stored for sale, so it must be compliant before it leaves your warehouse.
BIS uses its search and seizure power under section 28[46]. It reportedly searched an Amazon Sellers warehouse in Delhi on 19 March 2025 and seized over 3,500 products without ISI marks[47], and a Flipkart group warehouse in the same month[48]. In FY 2024-25 BIS reportedly bought 344 samples of QCO products from e-commerce platforms for testing[49].
For CRS products, MeitY's market surveillance is run through STPI, and manufacturers, AIRs and brands must register each R-number on the surveillance portal[50]. A trader asked during surveillance supplements the Standard Mark with a copy of the registration and proof of where the goods came from[51]. Keep both in your listing file. More in what happens if you sell without BIS.
Worked example: a reseller listing three power bank models
A seller in Pune buys three power bank models from a Shenzhen factory: 10,000 mAh, 20,000 mAh and a 10,000 mAh version with wireless charging. The factory's CRS licence lists the first two under the seller's brand. Here is how the checklist plays out.
- Licence check. Two models pass. The wireless model is missing, so it cannot carry the Standard Mark. The factory adds it by inclusion at Rs 30,000 including one test report[52], or with a supplementary test report if it fits an accepted series; power banks can share a series only with the same rated input, construction, PCB design and cell[53]. See series guidelines.
- Wireless check. The Qi model may need a WPC ETA[36] at Rs 10,000[20], filed on Saral Sanchar. The other two have no radio.
- Battery EPR. All three contain lithium-ion cells, so the seller, as importer, is a producer[39]. Registration under Rs 5 crore turnover costs Rs 10,000[54], and the EPR number goes on the power bank or its box[8].
- Labels. The box shows the Standard Mark with the R-number, the importer's Pune address, country of origin, MRP and unit sale price[18].
- Result. Two models list now. The third waits for the inclusion and ETA. Listing it early would breach section 17[44], with a fine of at least Rs 2 lakh on a first contravention[44].
The full product view is on power banks; costs are in the compliance cost estimator.
What should you do when a listing check fails?
Do not list, or pause the listing, until the failed item is fixed; then fix it at the source rather than patching the listing. These are the common failures.
| Failed check | Fix | Read more |
|---|---|---|
| Model not on the licence | Factory files inclusion or a supplementary series report[55] | CRS application checklist |
| Licence expired | No marking or dispatch until renewed[4]; renewal within 90 days with late fee[4] | CRS renewal |
| R-number does not verify | Ask the factory for the licence and check BIS Care's CRS search by brand and model[22] | Verify a BIS licence |
| Wrong MRP on the box | A reduced-MRP sticker is allowed; covering the original MRP is not[5] | LMPC label rules |
| Declarations missing on stock already in India | Relabel in an AEO Tier-2 or Tier-3 bonded warehouse before release[56] | LMPC |
| No battery EPR registration | Register in Form 1(A)[7]; unregistered producers face environmental compensation[9] | Battery EPR |
| Improvement notice from Legal Metrology | Fix the listed non-compliances within the time given to avoid the penalty[6] | Free compliance check |
What happens if a listing is not compliant?
- BIS. Selling, storing or exhibiting for sale notified goods without a Standard Mark under a valid licence breaches section 17[44]. The penalty is up to two years' imprisonment or a fine of at least Rs 2 lakh for a first contravention, extendable to ten times the value of the goods[44]. BIS can also direct a recall of non-conforming marked goods[44].
- Legal Metrology. Offering a non-conforming package, including through an online marketplace, draws an improvement notice first, then a penalty of up to Rs 5 lakh, then Rs 25-50 lakh[6].
- BEE. Online non-compliance can lead BEE to direct the platform to de-register the model[10].
- EPR. Unregistered producers can be charged environmental compensation[9].

Which free tools help before listing on Amazon?
Use the approval checker to confirm what a product needs, the HS code approval finder when you start from a tariff code, the label checker on your box artwork, and the compliance cost estimator to price any missing approvals. Seller-specific guidance is on Amazon sellers, and the same checks for the other big marketplace are in before listing on Flipkart. If a supplier's papers do not add up, ask for a free compliance check.
Frequently asked questions
Do I need my own BIS licence to sell electronics on Amazon India?
Does the R-number have to appear in my listing?
The BIS marking rules require the R-number in the Standard Mark on the product, its package or both[2]. We have not found an official rule requiring it in the listing text; what each marketplace asks for is its own policy.
Where should the BIS mark go on earphones?
Who must show Legal Metrology details on an online listing?
Do I need the battery EPR number on the product?
Can I sell old stock after the CRS licence expires?
No. After the validity date of an unrenewed licence, the licensee may not mark or dispatch goods with the Standard Mark, including stock in hand[4].
Does a country-of-origin filter apply to my listings?
Can BIS seize my stock from an Amazon fulfilment centre?
Do USB cables need BIS before listing?
USB cables, including Type-C cables, do not appear as a CRS product category[13]. They still need LMPC declarations on the retail pack and plastic EPR registration if sold in plastic packaging[41].
What must I give Amazon about myself as a seller?
