Do Bengaluru importers need a local BIS consultant?
You do not need one by law, and you do not need one in Bengaluru to file. CRS is an online process on crsbis.in[11], and the licence goes to the manufacturer[13]. A foreign factory names an Authorised Indian Representative[14], which is often the Bengaluru importer or brand.
Bengaluru's real advantage is labs. On 1 November 2026, six Bengaluru labs were listed on BIS LIMS for IS/IEC 62368 (Part 1):2023[4], six for IS 13252 (Part 1)[5] and four for lithium batteries under IS 16046[6]. No other southern city comes close. A consultant who works with these labs every week can save you a retest, a missed 90-day window or a mismatched model list. One who cannot explain the lab choice is not worth the fee.
This page is a local guide, not a directory. It covers the BIS office and lab at Peenya, the Bengaluru lab list with declared charges, how Bengaluru customs is split, Karnataka's Legal Metrology picture, fees, timelines and how to vet anyone you hire. For the national picture, see BIS consultants in India.
What does BIS compliance look like from Bengaluru, in one table?
Filing is national. The lab, the customs office and the state Legal Metrology office are local.
| Item | Bengaluru position | What it means for you |
|---|---|---|
| BIS branch office | Peenya Industrial Area, 1st Stage, Bengaluru-Tumkur Road[1] | ISI-mark work for Karnataka factories and local surveillance |
| BIS's own lab | Bangalore Branch Laboratory, Peenya[2] | Tests BIS scheme samples; you choose a recognised lab for CRS |
| Regional office | Southern Regional Office, Chennai[3] | Oversees the southern branches |
| IS/IEC 62368-1 labs | 6, Rs 1,50,000 to Rs 2,99,000[4] | The main standard for earphones, speakers, laptops, chargers |
| IS 13252 (Part 1) labs | 6, Rs 60,000 to Rs 1,70,000[5] | Legacy IT safety standard, usable until 1 Nov 2028 |
| IS 16046 labs | 4[6] | Lithium cells and battery packs |
| ICD and inland cargo | Bengaluru City Customs: ICD Whitefield, ICD Malur, CONCOR Mysuru, FPO[8] | Containers moved inland from Chennai or other ports |
| Air cargo | Airport and Air Cargo Commissionerate, Devanahalli[9] | Electronics and samples by air; courier terminal too |
| LMPC | Karnataka Controller of Legal Metrology or the Centre[15] | Rs 500 under rule 27[15] |
Where is the BIS office in Bengaluru, and what does it handle?
The BIS Bengaluru Branch Office sits in Peenya Industrial Area, 1st Stage, on the Bengaluru-Tumkur Road, and belongs to BIS's Southern Region[1]. BIS's own Bangalore Branch Laboratory shares the Peenya address[2]. The Southern Regional Office above it is in Chennai[3].
For importers of CRS electronics, the branch office is not where your file is decided; that runs on the portal[11]. It matters more for:
- ISI-mark licences for Karnataka factories under Scheme-I, which are filed on Manakonline[16] and involve factory inspection, with an inspection fee of Rs 7,000 per man-day[16].
- Market surveillance, which branch offices can carry out in their areas for any BIS Act or QCO violation[17].
- Enforcement, including search and seizure by a BIS certification officer under section 28[18].
For CRS products, MeitY's surveillance is run by a PMU at STPI; every R-number must be registered on crsbis.stpi.in with model, channel, location and MRP[19]. See CRS surveillance.
Which BIS-recognised labs in Bengaluru test electronics?
Bengaluru has the deepest electronics lab bench in south India. These are the labs BIS LIMS listed on 1 November 2026, with the declared charge for the whole standard, excluding taxes. Lab names come from BIS's list; Comploa has no relationship with any of them.
| Lab (as listed on LIMS) | IS 13252 (Part 1) | IS/IEC 62368-1:2023 | IS 616 |
|---|---|---|---|
| UL India Pvt Ltd, Bengaluru | Rs 1,70,000[5] | Rs 2,98,500[4] | Rs 1,80,000[20] |
| SGS India Pvt Ltd, Bengaluru | Rs 1,15,000[5] | Rs 2,40,000[4] | Rs 1,15,000[20] |
| CSA India Pvt Ltd, Bengaluru | Rs 1,05,000[5] | Rs 2,99,000[4] | Rs 1,05,000[20] |
| TUV SUD South Asia, Bengaluru | Rs 1,60,000[5] | Rs 2,00,000[4] | Rs 1,21,000[20] |
| TUV India, Peenya, Bengaluru | Rs 60,000[5] | Not listed[4] | Rs 60,000[20] |
| React Compliance and Testing Laboratories, Bengaluru | Rs 65,000[5] | Rs 1,50,000[4] | Rs 65,000[20] |
| TUV Rheinland (India), Bengaluru | Not listed[5] | Rs 2,40,000[4] | Not listed[20] |
Where in Bengaluru can lithium batteries and LED drivers be tested?
For lithium cells and batteries under IS 16046, four Bengaluru labs were on LIMS: UL India, React Compliance, TUV Rheinland and TUV India at Peenya[6]. Nationally, declared IS 16046 charges run from Rs 37,500 to Rs 4,80,000, with a median of about Rs 80,000[21]. Chennai, Hyderabad and Kolkata had no lab with a city name in the IS 16046 list[6], so Bengaluru often serves the whole south for batteries and power banks.
For LED control gear under IS 15885 (Part 2/Sec 13), three Bengaluru labs were listed: TUV Rheinland at Rs 52,000, TUV India at Rs 50,000 and TUV SUD South Asia[22]. National charges run Rs 20,000 to Rs 1,85,000[23].
Two technical points save money here. Since 9 January 2024, parallel testing lets components and the end product be tested at the same time, though BIS grants licences in sequence and you carry the risk if a component fails[24]. And lithium cells under IS 16046 (Part 2) must now meet rated-capacity marking rules from February 2026[25]. Ask your consultant how they will handle both.
How should a Bengaluru consultant choose between labs?
Price is the least important factor. The declared charges above vary by a factor of two, but a cheap lab that excludes one clause or has a long queue costs more in the end.
- Check the scope line by line. LIMS shows each lab's clause-wise breakup and any excluded tests[26].
- Check status. BIS does not accept reports issued while a lab is suspended[27]. The Group-1 list shows suspension history.
- Check the charge is the declared one. Declared charges stay fixed for three years unless the standard changes[28].
- Refuse referral commissions. A recognised lab may not use agents or pay commissions for referrals[28].
- Plan the series. The models in one test report follow MeitY's series guidelines, and BIS's revised Annexure-2 caps the number of models per series[29].
BIS's Group-1 list has 34 Karnataka entries, 30 in Bengaluru[7], but that list covers all schemes, from chemicals to tyres. Search LIMS by standard number instead[30]. Our BIS labs in Bengaluru guide goes deeper, and CRS test labs covers the national rules.
Why does IS/IEC 62368-1 matter so much for Bengaluru labs right now?
Because the whole CRS electronics list is moving to it. MeitY says IS 13252 (Part 1):2010 has been superseded by IS/IEC 62368 (Part 1):2023 for CRS, with concurrent use allowed only until 1 November 2028[31]. BIS's 9 March 2026 guidelines require existing licensees in 38 CRS categories to submit complete IS/IEC 62368-1:2023 reports for lead models[32], and its July 2026 FAQ says one representative sample per licence is not enough[30].
That means two kinds of work for Bengaluru labs: new registrations and migration of existing licences. Expect queues. Declared 62368 charges in Bengaluru run Rs 1,50,000 to Rs 2,99,000[4], well above the IS 13252 range. When a consultant quotes, ask which standard the quote assumes. Our page on IS/IEC 62368-1 explains the migration, and CRS series guidelines explains how models are grouped.
Where do Bengaluru imports clear customs, and how is BIS checked there?
Bengaluru customs is split in two. Bengaluru City Customs covers Karnataka except the Mangalore Commissioner's area, and handles ICD Whitefield (code INWFD6, with CWC, HAL and Marigold CFSs), ICD Malur, the CONCOR ICD at Kadakola near Mysuru, and the Foreign Post Office[8]. The Airport and Air Cargo Commissionerate at Devanahalli supervises Kempegowda International Airport, the air cargo complex and the International Courier Terminal[9].
The BIS check is the same everywhere. According to a reported copy of CBIC Instruction 28/2023-Customs, officers must check BIS registration in the system for every CRS consignment, the Risk Management System picks consignments for sampling, and out of charge is given only if the sample passes limited safety tests[33]. The import condition itself is reported to come from DGFT Notification 50/2015-2020[34].
For a Bengaluru electronics brand, air cargo is common for high-value, low-volume goods like smartwatches and earphones. That makes the airport commissionerate your usual point of contact, and the Bill of Entry your usual point of failure if the R-number is missing. See our customs clearance documents checklist.
| Entry point | Customs office | Typical use |
|---|---|---|
| Kempegowda International Airport air cargo | Airport and Air Cargo Commissionerate, Devanahalli[9] | Finished electronics by air; lab samples |
| International Courier Terminal | Same commissionerate[9] | Samples and small consignments |
| ICD Whitefield (INWFD6) | Bengaluru City Customs[8] | Containers moved inland by rail or road |
| ICD Malur, CONCOR Mysuru | Bengaluru City Customs[8] | Inland container traffic |
| Foreign Post Office | Bengaluru City Customs[8] | Postal imports |
Can a Bengaluru brand fly in samples for testing without BIS registration?
Yes. MeitY's CRS FAQ says the Order does not apply to goods imported for demonstration, R&D or testing in India[35]. Do not put the Standard Mark on those samples[36]. Once the test request is generated, the sample must reach the lab within 60 days[11], which is easy when the lab is a short drive from the airport. Read importing samples for BIS testing.
Which products do Bengaluru importers usually register?
Comploa has no official count of registrations by city, so we do not claim a local product mix. These are the categories most often handled through Bengaluru labs because the labs list the standard.
| Product | Standard | Other approvals |
|---|---|---|
| Smartwatches | IS/IEC 62368 (Part 1):2023[37] | WPC ETA; exempt from prior MTCTE[38] |
| Laptops and tablets | IS/IEC 62368 (Part 1):2023[37] | Battery EPR[39], e-waste EPR |
| Bluetooth earphones | IS/IEC 62368 (Part 1):2023[37] | Battery EPR[39] |
| Power banks | CRS category under IS/IEC 62368-1[37] | Battery EPR[39] |
| Lithium-ion battery packs | IS 16046 (Part 2)[37] | Battery EPR |
| Mobile chargers | Reported to fall in the power adaptor category under IS/IEC 62368-1[37] | Usually none extra for wired chargers |
| CCTV cameras | IS/IEC 62368-1 with security essential requirements[37] | WPC ETA for wireless models |
| LED drivers | IS 15885 (Part 2/Sec 13)[23] | Three-sample series rule[40] |
Which other approvals does a Bengaluru electronics brand need besides BIS?
Most Bengaluru device brands sell connected products, so WPC and sometimes MTCTE join BIS. Batteries bring battery EPR, and almost every box brings plastic EPR and LMPC.
| Approval | Fee | When it applies | Guide |
|---|---|---|---|
| WPC ETA (self-declaration) | Rs 10,000 per model[41] | Any licence-exempt radio, including Wi-Fi and Bluetooth[41] | WPC ETA |
| MTCTE | Rs 10,000 to Rs 50,000 by group[42] | Wi-Fi access points, IoT gateways, trackers and routers[43] | MTCTE |
| Battery EPR | Rs 10,000 to Rs 40,000 by turnover[44] | Any import of batteries or equipment with batteries[45] | Battery EPR |
| E-waste EPR | Rs 2,500 to Rs 15,00,000 by target[46] | Schedule I equipment such as laptops (ITEW3)[47] | E-waste EPR |
| Plastic EPR | Rs 10,000 to Rs 50,000[48] | Importers of goods in plastic packaging[49] | Plastic EPR |
| LMPC | Rs 500[15] | Importers of pre-packaged commodities[15] | LMPC |
How does LMPC importer registration work in Karnataka?
Karnataka follows the national rule 27: register within 90 days of starting to import pre-packaged goods[15], pay Rs 500[15], and state your name, the full import address and the commodities[15]. The registering authority is either the State Controller of Legal Metrology or the Central Director[15]; commentators report that single-state sellers go to the state and multi-state sellers to the Centre[50].
We could not confirm Karnataka's own portal or timeline from an official source. The Karnataka Legal Metrology website did not load when we checked. Oddly, Maharashtra's Legal Metrology portal describes packer and importer registration in text that names the Karnataka department, and says these certificates have lifetime validity[51]. National rules now say certificates are valid until cancelled[52]. One consultancy advertises LMPC importer help at Rs 4,999 plus the Rs 500 government fee[53].
From 29 May 2026, a company must name the director responsible for violations[52] and update details online every year[52]. See LMPC consultants and LMPC registration costs.
How much does BIS CRS registration cost a Bengaluru importer in 2026?
BIS's fees do not change by city. A new CRS licence costs a Rs 1,000 application fee[10] and a Rs 50,000 processing fee including one test report[10], plus GST[10]. Additional test reports are Rs 20,000 each[10], and the annual licence fee is Rs 1,000[10]. Consultancies report that the 2026 amendment moved the processing fee to Rs 25,000 a year, paid annually in advance[54].
MSMEs should ask about concessions. Under the 2024 amendment, the Scheme-II processing fee concession was 80% for micro enterprises and start-ups, 50% for small and 20% for medium enterprises, moving to 20% for all MSMEs from 1 June 2026[55]. Use the BIS CRS fee calculator or see BIS CRS fees.
| Line | Low case | High case | Basis |
|---|---|---|---|
| BIS application + processing | Rs 51,000 | Rs 51,000 | [10] |
| IS/IEC 62368-1 test in Bengaluru | Rs 1,50,000 | Rs 2,99,000 | [4] |
| Consultant professional fee (published) | Rs 7,899 | Rs 14,999 | [56][57] |
| Total before GST and taxes | About Rs 2.09 lakh | About Rs 3.65 lakh | Comploa arithmetic |
How much do BIS consultants charge in Bengaluru?
There is no official rate, and Comploa has found no published Bengaluru-only price list. National price pages give a floor: Professional Utilities lists Rs 14,999 for CRS and Rs 7,500 for renewal, excluding GST[57]; IndiaFilings starts at Rs 7,899[56].
Read those pages carefully. Both still show government figures that differ from BIS's table: a Rs 15,340 'application fee' and two-year validity on one[57], and a Rs 5,000 to Rs 10,000 CRS application fee on the other[56]. BIS's own figures are Rs 1,000 plus Rs 50,000[10] and five-year validity after the 2026 amendment[12]. Ask any consultant to separate their fee, the lab's declared charge and BIS's fee in writing.
How long does BIS registration take for a Bengaluru importer?
BIS aims to grant within 20 working days of a complete application[14]. Before that, testing time depends on the lab's workload[58], and Bengaluru labs carrying 62368 migration work may be busy. Once testing ends, the lab must issue the report within 7 days[28]. You then have 90 days to apply with it[14], and 30 days to get the affidavit to BIS[59]. Our post on how long BIS registration takes lays out realistic ranges.
How does a Bengaluru importer get BIS CRS through a consultant, step by step?
The order below keeps the 60-day and 90-day clocks under control.
- 1Confirm category and standard
Use the approval checker and the product page to confirm the CRS category and whether IS/IEC 62368-1 or another standard applies.
- 2Agree the AIR
For a foreign factory, agree who will be the Authorised Indian Representative and sign the nomination.
- 3Open the factory's portal account
The factory registers on crsbis.in with an English (or translated) business licence.
- 4Pick a Bengaluru lab from LIMS
Search LIMS by IS number, compare declared charges and exclusions, and confirm the lab's slot before generating the test request.
- 5Generate the test request and send the sample
Get the sample and test request to the lab within 60 days, with the QR code on the packet.
- 6Verify the report and apply
Verify the report online and apply within 90 days, paying BIS fees plus GST.
- 7Courier the affidavit
Send the notarised Rs 100 stamp-paper affidavit to reach BIS within 30 days.
- 8Answer queries
Reply to any deficiency notice inside the window, which is at least 30 days.
- 9Mark, register for surveillance and line up the rest
Apply the Standard Mark with the R-number, register the R-number on crsbis.stpi.in, and finish WPC, EPR and LMPC before shipping.
Worked example: a Bengaluru D2C brand launching a smartwatch
A Bengaluru D2C brand imports a smartwatch made in Shenzhen and flies stock into Kempegowda airport.
- BIS: Smart watches are a CRS category under IS/IEC 62368 (Part 1):2023[37]. The brand's consultant books React Compliance at a declared Rs 1,50,000 or TUV SUD at Rs 2,00,000[4]. BIS fees are Rs 51,000 plus GST[10].
- WPC: On Comploa's reading a Bluetooth smartwatch needs a self-declaration ETA[60], at Rs 10,000 per model[41], downloaded on submission[61].
- MTCTE: Smart watches are exempt from prior MTCTE under S.O. 2372(E)[38].
- Battery EPR: The watch contains a battery, so the brand is a producer[39].
Government fees for BIS and WPC come to Rs 61,000 before GST. With the lower lab charge, the total passes Rs 2.1 lakh before consultant fees. See BIS for D2C brands.
Worked example: a Bengaluru e-bike startup importing battery packs
An e-mobility startup imports lithium-ion battery packs and chargers.
- Batteries: Lithium cells and batteries for portable applications are a CRS category under IS 16046 (Part 2)[37]. Four Bengaluru labs list IS 16046[6]. All lithium-system cells fall under one licence, but each application can include reports for only one chemistry[62]. Note that EV traction batteries are a different matter from portable packs; confirm scope first.
- Chargers: See e-bike chargers for the charger's own BIS position.
- Battery EPR: Importers of batteries are producers[39]. Two-wheeler EV battery targets start in 2026-27 at 70% of 2022-23 placement[63].
The consultant's real job here is scoping, not filing.
Worked example: a Bengaluru subsidiary acting as AIR for its parent
A European parent's Bengaluru subsidiary becomes AIR for three factories. A liaison or branch office is one of the allowed AIR types[64]. Each factory gets its own licence[13], and each brand needs its own application unless the brand owner is the same[14]. The AIR, the company and its officers can all be liable under section 30[65]. Plan for three renewals, three annual fees and three sets of surveillance charges. See BIS for foreign manufacturers.
What mistakes do Bengaluru importers make with BIS consultants?
- Testing to the wrong edition. A report to IS 13252 when the product must migrate to IS/IEC 62368-1 buys you time, not a future[31].
- Mismatched factory details. BIS lists different factory names or addresses across documents among its most common deficiencies[66].
- Changing models after the test request. Product, models and brands in the test request cannot be changed at application stage[67].
- Making goods elsewhere. Producing licensed products at premises other than the licensed one is misuse that can lead to cancellation[68].
- Ignoring the penalty. Importing CRS goods without registration can mean up to two years in prison or a fine of at least Rs 2 lakh for a first offence[65].
See BIS CRS rejections and selling without BIS.
How do you vet a BIS consultant in Bengaluru?
- Ask them to open LIMS with you and show the lab, standard and declared charge[30].
- Ask for BIS's fee table, not their own. It should show Rs 1,000 and Rs 50,000[10].
- Ask about 62368 migration and the March 2026 lead-model rule[32].
- Ask whether they take lab commissions. Recognised labs may not pay them[28].
- Ask what is out of scope: WPC, EPR, LMPC, surveillance registration.
- Check grants yourself in the BIS Care app, which verifies R-numbers[69].

What does Comploa do for Bengaluru importers?
Comploa is an independent reference site; BIS, DoT, CPCB and the Legal Metrology departments make every decision, and we cannot speed them up. We offer a free compliance check: tell us the product, HS code and factory through the contact page, and we will list the approvals, the Bengaluru labs that list your standard and the government fees, with sources. If you want filing help, we can introduce a partner; their fee is separate and agreed with them. See our services.
What could Comploa not confirm about Bengaluru?
We could not reach Karnataka's Legal Metrology website, so the state's own LMPC portal, fee schedule and timeline are unconfirmed; this page relies on the national rule 27[15]. Some LIMS entries do not name a city, so Bengaluru lab counts are minimums[5]. CBIC Instruction 28/2023 is cited from a reported copy[33]. Tell us through contact if you have better sources.
