What does import compliance cost in India in total?
It depends on the product, but the bill always has three layers: government fees (fixed and published), laboratory testing (published by BIS labs, quoted by others), and consultants or representatives (entirely private). For one Bluetooth product, our worked example below comes to about Rs 1.74 lakh to Rs 1.99 lakh before GST.
Government fees are what regulators charge for the approval itself: BIS, WPC, TEC, BEE, CPCB and Legal Metrology. They are the only figures we can state as fact.
Lab charges are set by each lab. BIS-recognised labs must declare their charges, which then stay fixed for three years[12], so BIS's LIMS gives real ranges. Other labs publish less.
Consultant and AIR fees are not regulated. We quote them only where a firm publishes them, and label them as reported. A June 2026 consultancy guide puts the realistic total for BIS certification of most products at Rs 60,000 to Rs 1,80,000 or more[13].
For a quick figure for your own product, use the compliance cost estimator. The full fee list with sources is on India compliance fees 2026.
What are the official government fees for each approval?
These are the published fees, excluding GST where the regulator charges it. Each has its own detailed cost page.
| Approval | One-time fee | Recurring fee | Validity | Detail |
|---|---|---|---|---|
| BIS CRS | Rs 1,000 application + Rs 25,000 processing a year, in advance; Rs 20,000 per extra report[1] | Rs 1,000 annual licence fee[1] | 5 years, renewable[14] | BIS CRS cost, CRS fees |
| BIS ISI (Scheme-I) | Rs 1,000 application; Rs 7,000 per inspection man-day[2] | Rs 1,000 a year plus the product's minimum marking fee[2] | Up to 5 years first, renewable up to 5 more[1] | ISI licence cost, ISI fees |
| BIS FMCS | As Scheme-I, plus officers' travel and visa[15] | As Scheme-I | Up to 5 years, renewable up to 5 more[1] | FMCS fees |
| WPC ETA | Rs 10,000 per model[4] | None | Life of the model[4] | WPC ETA cost |

How much do test labs charge?
For BIS, the LIMS portal shows each recognised lab's declared charge, excluding taxes. On 1 November 2026 the spread was wide:
| Standard | What it covers | Labs listed | Range | Median | Source |
|---|---|---|---|---|---|
| IS 13252 (Part 1) | IT and AV equipment safety | 68 | Rs 25,000 to Rs 2,00,000 | about Rs 63,750 | [11] |
| IS 16046 | Lithium cells and batteries | 72 | Rs 37,500 to Rs 4,80,000 | about Rs 80,000 | [20] |
| IS 15885 (Part 2/Sec 13) | LED control gear | 52 | Rs 20,000 to Rs 1,85,000 | about Rs 45,000 | [21] |
Two rules keep these figures meaningful: a recognised lab's charges stay fixed for three years[12], and the lab must issue the report within 7 days of finishing testing[12]. Compare labs city by city in our guides to Delhi NCR, Mumbai and Pune and Hyderabad.
Outside BIS, figures are reported rather than official. A consultancy estimates WPC RF testing at Rs 15,000 to Rs 40,000 per model[22]. SGS India publishes MTCTE testing at Rs 85,000 for a router and Rs 55,000 for a tracking device[23]; TEC has told its labs to publish their charges[24].
How much do consultants and Indian representatives charge?
There is no regulated rate. The figures below are what individual firms publish; treat them as one data point each, not a market price.
| Service | Reported fee | Government fee it sits on | Source |
|---|---|---|---|
| WPC ETA filing | Rs 7,500 professional fee; range Rs 7,000 to Rs 12,000 | Rs 10,000 per model | [25] |
| LMPC importer registration | Rs 4,999 (Rs 9,999 urgent) | Rs 500 | [26] |
| MTCTE | A "test report" fee of Rs 50,000 to Rs 2,00,000 by group on top of the admin fee | Rs 10,000 to Rs 30,000 (Groups A to C) | [27] |
| BIS CRS, wireless headphones | Rs 14,999 professional fee, plus Rs 25,000 lab fee | Rs 27,000 official fees in year one | [28] |
| AIR for an FMCS licence | Rs 46,000 per year per licence | Not a government fee | [29] |
Do you have to use a consultant at all?
No regulator requires one. BIS requires the manufacturer to apply[30] and a foreign maker to name an Indian representative[31], but neither has to be a consultant. Under e-waste EPR, using a producer responsibility organisation does not move the liability: it stays with the producer[32].
Consultants earn their fee on portal work, document matching and lab coordination, where errors cost more than the fee. BIS does not refund fees when an application is rejected after processing[33]. If you hire one, read how to choose a BIS consultant and compare firms in our BIS consultants, EPR consultants, WPC consultants and LMPC consultants directories.
Worked example: what does one Bluetooth earphone model cost to make compliant?
About Rs 1.49 lakh to Rs 1.74 lakh before GST in year one, on our arithmetic. Assumptions: a new importer with turnover under Rs 5 crore, one TWS model from a foreign factory with no CRS registration, sold in plastic packaging, using a consultant only for ETA and LMPC.
Earphones are a CRS category[34], likely need a WPC ETA[35], and bring battery EPR[36] and plastic EPR[37].
| Item | Type | Amount | Source |
|---|---|---|---|
| CRS application + annual licence + first year's processing | Government | Rs 27,000 | [1] |
| CRS safety test (median IS 13252 lab, as a guide) | Lab | Rs 63,750 | [11] |
| WPC ETA | Government | Rs 10,000 | [4] |
| RF test report (reported range) | Lab | Rs 15,000 to Rs 40,000 | [22] |
| Battery EPR registration | Government | Rs 10,000 | [7] |
| Plastic EPR registration | Government | Rs 10,000 | [8] |
| LMPC registration | Government | Rs 500 | [6] |
| Consultant: ETA + LMPC (reported) | Private | Rs 12,499 | [25][26] |
| Total | Rs 1,48,749 to Rs 1,73,749 | Our arithmetic |
Government fees are Rs 57,500 of that, well under half. From year two the CRS fees recur at Rs 26,000 a year[1]. Earphones now test against IS/IEC 62368-1, so get a real quote; the IS 13252 median is a guide only. Detail: Bluetooth earphones and importing electronics cost.
Worked example: what does a Wi-Fi router cost?
About Rs 1.6 lakh to Rs 1.86 lakh before GST, on our arithmetic, mostly testing. A router is not a CRS category, though its power adaptor is[34]; it likely needs a WPC ETA[35] and needs MTCTE[38], where routers are Group C[5]. Routers are also listed e-waste (ITEW22)[39].
| Item | Amount | Source |
|---|---|---|
| WPC ETA | Rs 10,000 | [4] |
| RF test report (reported range) | Rs 15,000 to Rs 40,000 | [22] |
| MTCTE administrative fee, Group C | Rs 30,000 | [5] |
| MTCTE testing (SGS published rate for a router) | Rs 85,000 | [23] |
| E-waste EPR, new producer | Rs 10,000 | [18] |
| Plastic EPR | Rs 10,000 | [8] |
| LMPC | Rs 500 | [6] |
| Total | Rs 1,60,500 to Rs 1,85,500 | Our arithmetic |
The adaptor's CRS registration is the adaptor maker's cost. Product guide: Wi-Fi routers.
Worked example: what does an ISI licence cost a foreign toy factory?
For a factory paying the large-enterprise rate, about Rs 1.14 lakh in fees plus BIS officers' travel and a USD 10,000 bank guarantee, on our arithmetic. Toys need the ISI mark under the Toys QCO against IS 9873 and IS 15644[40], so a foreign factory goes through FMCS.
| Item | Amount | Source |
|---|---|---|
| Application fee | Rs 1,000 | [15] |
| Inspection, assuming 2 man-days | Rs 14,000 | [15] |
| Annual licence fee | Rs 1,000 | [15] |
| Minimum marking fee, IS 9873 (Part 1), large | Rs 98,000 | [41] |
| Officers' tickets, visa, insurance, per-diem | At actuals | [15] |
| Performance bank guarantee | USD 10,000 (security, not spent) | [3] |
| Fees before travel | Rs 1,14,000 | Our arithmetic |
The marking fee for IS 9873 (Part 1) drops to Rs 19,600 for a micro enterprise[41], but the concession categories follow India's MSMED Act definitions[42], so check eligibility first. Fees outside SAARC are paid in US dollars[15]. See importing toys and toys from China.
Worked example: what do LED bulbs cost, including the BEE label?
About Rs 57,500 in fees plus a Rs 3 lakh refundable deposit before the first shipment, plus lab testing, on our arithmetic for one model and 1,00,000 bulbs a year. LED bulbs need CRS under IS 16102 (Part 1)[34] and the mandatory BEE star label[43].
| Item | Amount | Source |
|---|---|---|
| CRS fees for year one (application, licence, processing) | Rs 27,000 | [1] |
| BEE company registration | Rs 5,000 | [9] |
| BEE model registration | Rs 5,000 | [9] |
| BEE label security deposit (refundable) | Rs 3,00,000 (Rs 50,000 for small-scale industry) | [9] |
| BEE label fee, 1,00,000 bulbs at Rs 10 per 100 | Rs 10,000 | [9] |
| Plastic EPR + LMPC | Rs 10,500 | [8][6] |
| Fees excluding deposit and lab | Rs 57,500 | Our arithmetic |
The deposit is interest-free and refunded when you permanently stop[9]. Product guide: LED bulbs; also LED bulbs from China.
Which costs come back every year?
The first year is the expensive one, but several fees recur, and EPR certificates grow with your sales.
- BIS CRS: Rs 1,000 annual licence fee[1]; the Rs 25,000 processing fee every year in advance[1], and at renewal Rs 1,000 renewal application plus the same Rs 25,000 a year[1]. A missed yearly fee suspends the licence for 90 days; paying with a Rs 5,000 late fee lifts it[1]. Missing the date adds a Rs 5,000 late fee[44]. Use the licence renewal date tool.
- BIS ISI: the marking fee is settled against actual production at renewal[45].
- Plastic EPR: 25% of the registration fee with each annual return[8].
- E-waste EPR: Rs 5,000 annual maintenance[18].
- BEE: label fees every quarter, within 30 days of quarter end[9].
- EPR certificates: priced between 30% and 100% of the environmental compensation rate, for batteries and plastic[46][47].
- No recurring fee: WPC ETA[4] and the IEC update[10].
The yearly CRS fee comes from the 2026 amendment to BIS's regulations[1]. It replaced the 2018 table's one-time Rs 50,000 processing fee[48], so over five years a CRS licence costs about the same as before, but more of it falls in later years.
Which concessions can cut the bill?
Three are worth checking before you pay:
| Concession | Who gets it | Saving | Source |
|---|---|---|---|
| BIS CRS processing fee | Indian micro enterprises and start-ups 80%, small 50%, medium 20%, until 31 May 2029; 20% for all MSMEs from 1 June 2029 | On the Rs 25,000 yearly processing fee | [1] |
| BIS ISI minimum marking fee | Micro 80%, small 50%, start-ups 80%, plus 10% more for women-led firms, 17 Mar 2026 to 31 May 2029 | On the annual marking fee | [49] |
| BEE label security deposit | Small-scale industry | Rs 50,000 instead of Rs 3 lakh | [9] |
Traders are classed as MSMEs only for priority-sector lending[50], so a trading importer should not assume it qualifies. See EPR for small importers.
What does it cost to skip compliance?
Far more than the fees. Dealing in notified goods without a BIS licence carries a fine of at least Rs 2 lakh for a first contravention and Rs 5 lakh after that, up to ten times the value of the goods, or up to two years in prison[51]. Uncertified MTCTE equipment can be certified within 180 days only at ten times the normal fee[52].
Late paperwork costs too: a late Bill of Entry costs Rs 5,000 a day for the first three days[53], and a missed battery-rule filing costs Rs 20,000 for a first default[54]. See what happens if you sell without BIS.
How do you estimate the cost for your own product?
List the approvals first, then price them. The HS code approval finder or approval checker gives the list; the compliance cost estimator and BIS CRS fee calculator price it. For the reasoning behind BIS costs, read how much a BIS certificate costs.
