Which BIS-recognised labs are in Mumbai and Pune?
Mumbai, Navi Mumbai, Thane, Palghar, Raigad and Pune together have 45 entries on BIS's Group-1 lab list of 30 October 2026[1]. Only 14 hold LIMS recognition for any of the 14 import-heavy standards we searched; most of the rest test chemicals, food, petroleum, packaging, rubber or switchgear.
For CRS electronics the region is mid-sized: eight operative labs for IS 13252 (Part 1), three for IS/IEC 62368-1 and one for IS 16046 batteries[2]. Importers landing goods at Jawaharlal Nehru Custom House, Nhava Sheva[8], may find more lab choice for those standards in Delhi NCR.

How do you read the BIS lab list for Mumbai and Pune?
Each line of the BIS Group-1 list gives a lab's name, state, whether it is private or government, its OSL code, the date its recognition runs to, and a remarks column with any suspension history[1]. The OSL code is the lab's unique BIS identity[5], so use it, not the name, when you compare the list with LIMS.
Three things on the list trip people up. First, one company can have several entries: separate units, separate addresses or separate OSL codes, each recognised for different standards. Second, the remarks column records old suspensions that were later revoked, so a long remark does not mean the lab is suspended today; read the most recent line. Third, the list says nothing about which products a lab can test. That is on BIS LIMS, searched by Indian Standard number[9], which also shows each lab's charges, exclusions and validity[10].
Our tables join the two: we took every Mumbai and Pune entry on the Group-1 list[1] and matched it by OSL code to LIMS search results for 14 standards that importers use most[2]. A blank against a lab means it holds none of those 14, not that it holds no recognition at all.
How much do Mumbai and Pune labs charge for BIS testing?
Headline prices in the region sit between Delhi NCR and Bengaluru. The median IS 13252 (Part 1) charge is Rs 84,000 and the IS/IEC 62368-1 median Rs 1,20,000[2], against national medians of about Rs 63,750[10] and Rs 1,25,000[11].
The spread is the story. EAMP Laboratories in Palghar declares Rs 25,000 for IS 13252, the lowest headline in the national range, while Hi Physix in Pune declares Rs 1,38,952[2]. ERTL (West), the government electronics lab in Mumbai, declares Rs 78,000 for both IS 13252 and IS 616[2]. Remember the headline is not always the product price; LIMS shows clause breakups and remarks[10].
How do you send samples to a BIS lab in Mumbai and Pune?
Generate the test request on the CRS portal first, choose the lab there, then ship the sample with the portal's QR code on it within 60 days[4]. A recognised lab will not accept a CRS sample without an online test request[12].
Samples for a Mumbai or Pune lab usually come through Mumbai's air cargo complex or JNPT. Read importing samples for BIS testing before you ship from abroad.
- 1Confirm the standard
Find the Indian Standard for your product on the BIS CRS product list or with the approval checker. Electronics are moving to IS/IEC 62368-1, with the old standards withdrawn after 1 November 2028[13].
- 2
- 3Ask for a written quote and sample count
The number of units depends on the product and the tests; one lab's terms say it tells the client once the test programme is fixed[14]. For model coverage, follow the series guidelines: one sample for every ten models in a series, worst case first[15].
- 4Raise the test request
On the CRS portal, enter category, product, models and brands exactly. These cannot be changed later; cancel and redo the request before testing starts if you spot an error[16].
- 5Pack and ship
Paste the QR code on each sample or packet and send it within 60 days of the request[4]. Do not put the BIS Standard Mark on samples[17]. Foreign makers should read importing samples for BIS testing.

How long does BIS testing take at Mumbai and Pune labs?
BIS does not publish a testing time. One compliance firm reports around 10 to 15 days of lab testing for a typical CRS product, then 10 to 15 days for BIS review[18]. Treat that as a planning figure, not a promise.
With only three labs in the region on IS/IEC 62368-1 and one on IS 16046, plan for queues on those standards, or use a Delhi NCR or Bengaluru lab.
The official clock around testing is fixed, and it is what you should plan against.
| Stage | Limit | Source rule |
|---|---|---|
| Ship sample after raising the test request | Within 60 days[4] | CRS portal |
| Lab issues report after tests end | Within 7 days[5] | Lab Recognition Scheme |
| Lab keeps sample remnants | At least 3 months from the report[5] | Lab Recognition Scheme |
| You file the BIS application | Within 90 days of the report date[6] | BIS grant of licence guidelines |
| BIS decides a clean application | Expected within 20 working days[6] | BIS grant of licence guidelines |
What do Mumbai and Pune importers test most?
Recognitions in the region lean towards IT and audio-video safety, LED lighting and automotive-linked electronics[2]. ARAI's homologation centre in Pune holds LED luminaire, driver and lamp standards, and Hi Physix in Pune covers the widest range, from IS 13252 to batteries and solar modules[2].
In product terms: power banks, Bluetooth speakers, set-top boxes, LED luminaires and LED drivers. For toys, three labs in Thane and Mumbai hold IS 9873[2]. JNCH's 2019 public notice on toy sampling nominated Reliable Analytical Laboratories in Thane among six labs[19], and customs still sends a sample of every toy consignment to an NABL lab[20]. See the toys QCO.
Which BIS office covers Mumbai and Pune?
Mumbai's branch office, MUBO-I, shares the 5th floor of the MTNL CETTM building in Powai with BIS's Western Regional Office[3]. Pune has its own branch office at the MAIDC building, Market Yard, Gultekdi[3].
For CRS you deal with BIS online on the CRS portal[4]. Branch offices handle ISI licences, inspections and surveillance. Local consultants are listed under BIS consultants in Mumbai and BIS consultants in Pune.
Does BIS have its own laboratory in Mumbai?
Yes. BIS's Western Regional Laboratory is at Manakalaya, E-9, MIDC, behind Marol Telephone Exchange, Andheri (East)[3]. It is one of four BIS regional laboratories, alongside Kolkata, Mohali and Chennai[21].
BIS's own labs test samples from its certification schemes[5]. For a CRS test request you pick a recognised lab from the table above.
What does a first CRS registration cost with a Mumbai and Pune lab? A worked example
For one power bank model, budget the lab charge plus BIS's processing fee and small fixed fees, then add GST. Using a Mumbai and Pune lab as the example:
- Lab test: EAMP Laboratories, Palghar declares Rs 25,000 for IS 13252 (Part 1) on LIMS, excluding taxes[2].
- BIS processing fee: Rs 50,000, which includes one test report[7].
- Application fee: Rs 1,000[7]; annual licence fee: Rs 1,000[7].
- GST: charged on every BIS fee[7], and the lab adds tax to its declared charge.
So the government and lab amounts before tax are the lab charge plus Rs 52,000. A second model in the same application adds Rs 20,000 per extra test report on the BIS side[7], plus another lab charge. Micro and small firms may get a concession on the processing fee[22]. Courier, consultant and AIR fees are extra and not set by BIS; see BIS CRS fees, the fee calculator and the power bank guide. The test standard is IS 13252 (Part 1), moving to IS/IEC 62368-1.
Worked example: lithium battery packs tested in Pune
A Mumbai importer of lithium-ion battery packs needs an IS 16046 report. Only one operative lab in the region, Hi Physix in Pune, was recognised for IS 16046 on 1 November 2026, at a headline Rs 1,03,000[2]. Nationally the IS 16046 median is about Rs 80,000 across 72 entries[23].
With one local lab, the importer should compare a quote from an NCR lab: 30 operative NCR labs hold IS 16046 at a median of Rs 77,500[2]. Battery packs also need battery EPR registration, with a CPCB fee of Rs 10,000 for turnover under Rs 5 crore[24]. If cells and pack are tested together, parallel testing is allowed, but BIS still grants licences in sequence[25].
What goes wrong with lab testing in Mumbai and Pune, and how do you fix it?
Most delays come from paperwork around the sample rather than the test itself. These are the problems that cost importers the most time.
- The lab is suspended mid-test. BIS does not accept reports a lab issued while suspended; you send fresh samples to another lab[26]. Check the remarks column before you ship. In this region Wakefield Inspection Services, Mumbai is shown as deferred from 31 August 2026.
- Wrong model or brand in the test request. Details in the request are locked; cancel it before testing and raise a new one[16].
- Report and label do not match. BIS's January 2025 advisory requires model numbers, category and label ratings in the report to match the portal and the product[27]. See common BIS CRS rejections.
- The report goes stale. Reports older than 90 days at filing are refused[6]. Prepare documents before the sample reaches the lab.
- A lab or agent promises speed for a fee. Recognised labs may not use agents or pay referral commissions[5]. Be wary of anyone selling a 'guaranteed' slot.
- Critical components lack certificates. Where a standard requires component conformity, BIS accepts a BIS mark on the component first, then a BIS-accepted lab report, then IEC/UL/VDE certificates[28]. Collect these before testing.
How do you check a Mumbai and Pune lab before you pay?
Check three things in this order: the lab's current status on the BIS Group-1 list, its recognition for your exact standard on LIMS, and the scope of its accreditation. All three take ten minutes and cost nothing.
- Group-1 list. Find the lab and read the latest remark. Six labs across the five big regions were shown as suspended on the 30 October 2026 list[1], and some entries show a validity date that had already passed with no remark[1].
- LIMS. Search by IS number[9] and confirm the validity date, the product scope and any excluded clauses[10]. Labs declare their charges here and cannot raise them for three years unless the standard changes[5].
- NABL. Recognition requires ISO/IEC 17025 accreditation covering the standard's tests[5]. NABL's site has a 'Verify Certificate' option for this[29].
Once the report arrives, use how to read a BIS test report to check it before you file.
How does Mumbai and Pune compare with other lab regions?
On headline price and choice, Delhi NCR leads on every main CRS standard, Bengaluru is the dearest, and Chennai and Hyderabad have one CRS electronics lab each. The figures below count operative labs per region and give the median headline charge excluding taxes[2].
| Region | IS 13252 (Part 1) | IS/IEC 62368-1 | IS 16046 | IS 15885 |
|---|---|---|---|---|
| Delhi NCR | 46 labs, Rs 50,000 | 37 labs, Rs 1,00,000 | 30 labs, Rs 77,500 | 41 labs, Rs 45,000 |
| Mumbai and Pune | 8 labs, Rs 84,000 | 3 labs, Rs 1,20,000 | 1 lab, Rs 1,03,000 | 5 labs, Rs 50,000 |
| Bengaluru | 7 labs, Rs 1,15,000 | 6 labs, Rs 2,40,000 | 4 labs, Rs 1,89,000 | 3 labs, Rs 52,000 |
| Chennai | 1 lab, Rs 68,000 | None | None | None |
| Hyderabad | 1 lab, Rs 45,000 | 1 lab, Rs 80,000 | None | 1 lab, Rs 30,000 |
| National (all labs on LIMS) | 68 labs, about Rs 63,750[10] | 46 labs, about Rs 1,25,000[11] | 72 entries, about Rs 80,000[23] | 52 labs, about Rs 45,000[30] |
Which Mumbai and Pune labs need a second look?
One entry in the region is not operative: Wakefield Inspection Services India, Mumbai, shown as deferred from 31 August 2026[1]. No Mumbai or Pune lab was among the labs shown as suspended on the 30 October 2026 list.
Other entries carry long remarks recording suspensions that were later revoked. Read the most recent remark only, and confirm validity on LIMS. Recognition runs three years at a time[5], and reports from a lab during suspension are not accepted[26].
Should you test in Mumbai and Pune or somewhere else?
Test locally if a Mumbai or Pune lab holds your standard at a fair price and a short queue, especially for IS 13252, IS 616 and LED products. For IS/IEC 62368-1 and batteries, the region's few labs mean Delhi NCR often offers more choice[2].
Compare Delhi NCR, Bengaluru, Chennai and Hyderabad, and read BIS test labs for CRS. The BIS labs hub covers recognition and charges. For help choosing a lab and standard, ask for a free compliance check.
