What do India's import compliance approvals cost in 2026?

Government fees for the approvals an importer of consumer goods needs range from nothing to a few lakh rupees. An IEC costs Rs 500[1], a WPC ETA Rs 10,000 per model[5], and a first BIS CRS registration Rs 27,000 in BIS fees for year one before GST, most of it the Rs 25,000 yearly processing fee[2]. The big variable costs, lab tests and BIS marking fees, depend on the product.

This dataset puts every official fee for the approvals Comploa covers into one cited table, with the unit each is charged in. It then separates the costs that are not government fees and works through four typical import cases. Each row links to the approval guide where the full rules sit.

Which fees are one-time, which are per model and which recur?

The unit matters more than the headline. A fee charged per model or per piece can outgrow a large one-time fee within a year.

  • One-time or per application: IEC[1], LMPC registration[10], BEE company registration[7], BIS application fees.
  • Per model: WPC ETA[5], BEE model registration[7], extra CRS test reports at Rs 20,000 each[2].
  • Per year: the CRS processing fee of Rs 25,000[2], the CRS and ISI annual licence fees, the ISI minimum marking fee[17] and the plastic EPR annual processing fee[9].
  • Per piece sold: BEE label fees, such as Rs 30 per room AC[15] and Rs 10 per colour TV[7].
  • Refundable security: the BEE label security deposit[7] and the FMCS bank guarantee[4] are held, not spent.

How much does BIS CRS registration cost in 2026?

Since 25 February 2026 (Gazette No. 142), BIS charges Rs 1,000 to apply, Rs 25,000 a year in advance to process and Rs 1,000 a year for the licence[2]. With one test report that is Rs 27,000 in year one, Rs 26,000 a year after and Rs 1,31,000 over a five-year licence[18]. Each further test report adds Rs 20,000[2], and adding models later costs Rs 30,000 per inclusion application[2].

The 2018 table charged Rs 50,000 once, including one test report[19]; the crsbis.in PDF still shows it, but the Gazette governs. Indian micro enterprises and start-ups get 80% off the processing fee, small enterprises 50% and medium 20%, until 31 May 2029[2], which makes year one Rs 7,000 for a micro firm. Full detail: BIS CRS fees and the fee calculator.

How much do the ISI mark and FMCS cost?

The ISI mark's fixed fees are small: Rs 1,000 to apply, Rs 7,000 per inspection man-day and Rs 1,000 a year for the licence[3]. The real cost is the annual minimum marking fee, set per Indian Standard, plus a unit rate per piece[17]. For toys to IS 9873 (Part 1) it is Rs 98,000 a year for a large firm and Rs 19,600 for a micro firm[12].

Foreign factories pay the same fees through FMCS[14], plus travel and visa costs for BIS officers, a USD 10,000 bank guarantee[4] and payment in US dollars outside SAARC[14]. Micro firms get 80% off the minimum marking fee and small firms 50%, until 31 May 2029[20]. See ISI mark fees and FMCS fees.

How much do WPC ETA and MTCTE cost?

A WPC Equipment Type Approval by self-declaration costs Rs 10,000 per model, paid through Bharat Kosh[5], and lasts for the life of the model[5]. MTCTE charges an administrative fee by product group, Rs 10,000 to Rs 50,000[6]; routers and LAN switches fall in Group C at Rs 30,000[6].

Since 1 January 2024 only the administrative fee is charged for ER-based MTCTE applications[21]. Testing is paid to the lab separately[22]. Start-ups and micro and small firms can claim back part of telecom testing charges under a DoT scheme[23]. See WPC ETA, MTCTE fees and WPC ETA vs MTCTE.

How much does a BEE star label cost?

BEE charges Rs 5,000 once to register the company[7] and Rs 5,000 per model[7]. It then holds a Rs 3 lakh label security deposit per appliance category, Rs 50,000 for small-scale industry[7], and charges a label fee on every unit.

Label fees vary by appliance: Rs 30 a piece for room ACs[15] and washing machines[15], Rs 15 for refrigerators[15], Rs 5 for storage water heaters[15] and Rs 2 for ceiling fans[15]. They are paid quarterly, with prepaid fees due from 1 April 2027 if BEE's portal supports it[7]. See BEE star label.

How much does EPR registration cost?

Each EPR regime has its own fee, set in CPCB's procedures. E-waste registration runs from Rs 2,500 to Rs 15,00,000 by recycling target, and Rs 10,000 for a producer whose sales have just started[16]. Battery registration is Rs 10,000, Rs 20,000 or Rs 40,000 by turnover[8]. Plastic packaging registration is Rs 10,000 to Rs 50,000 by tonnage, plus 25% a year as a processing fee[9].

These are registration fees only. Meeting EPR targets means buying EPR certificates from recyclers, a market cost not set by the government. See EPR costs and EPR for small importers.

How much do the IEC and LMPC importer registration cost?

Both are cheap. The IEC fee is Rs 500, paid through Bharatkosh[24], the annual update is free[1], and the IEC has permanent validity[25]. LMPC importer registration under rule 27 costs Rs 500[10], and a change to the certificate Rs 100[10]. Since 29 May 2026 LMPC certificates stay valid until cancelled[26]. See IEC code and LMPC registration costs.

Is GST charged on government compliance fees?

On BIS fees, yes: BIS states that all CRS amounts exclude tax and GST is charged on every payment[19]. A sample BIS invoice indexed on BIS's services site is reported to show IGST at 18% on a Rs 1,000 application fee[27]. BIS also charges GST on the Rs 5,000 AIR change fee[19].

For other authorities, check the payment screen. WPC and MTCTE fees go through Bharat Kosh[6], the IEC fee too[24], and battery EPR fees are paid online exclusive of transaction charges[8]. Lab and consultant invoices carry GST as commercial services.

Which compliance costs are not government fees?

Lab testing, consultants, the Authorised Indian Representative, courier and EPR certificates are not government fees, and together they often cost more than the fees. Lab charges are declared on BIS LIMS and fixed for three years[28], but each lab sets its own.

Worked example: government fees for a power bank importer

A small importer bringing in one power bank model in plastic packaging needs an IEC, BIS CRS, battery EPR, plastic EPR and LMPC registration.

  • IEC: Rs 500[1]
  • BIS CRS: Rs 1,000 application + Rs 25,000 processing for year one + Rs 1,000 annual licence = Rs 27,000[2]
  • Battery EPR, turnover under Rs 5 crore: Rs 10,000[8]
  • Plastic EPR, under 1,000 TPA: Rs 10,000[9]
  • LMPC: Rs 500[10]

Government fees: Rs 48,000 for year one, plus GST on the BIS part. The CRS processing and licence fees then recur at Rs 26,000 a year. Add a lab test (median about Rs 63,750 for IS 13252[29]) and any consultant fee. See the power banks guide and the compliance cost estimator.

Worked example: Bluetooth earphones with two models

Bluetooth earphones need BIS CRS and WPC ETA. With two models on one CRS application:

  • BIS CRS: Rs 27,000 for year one with the first model[2] + Rs 20,000 for the second test report[2] = Rs 47,000
  • WPC ETA: Rs 10,000 x 2 models = Rs 20,000[5]
  • IEC Rs 500 and LMPC Rs 500
  • Plastic EPR: Rs 10,000

Government fees: Rs 78,000 for year one, before GST and before two lab tests and two RF tests. Battery EPR may also apply to the built-in cells; see the Bluetooth earphones guide.

Worked example: a Wi-Fi router

A Wi-Fi router needs MTCTE and WPC ETA[37]. Government fees: MTCTE Group C Rs 30,000[6] + WPC ETA Rs 10,000[5] + IEC Rs 500 + LMPC Rs 500 = Rs 41,000. The MTCTE lab test is separate; SGS India publishes Rs 85,000 for a router[33]. Check whether BIS CRS also applies to your model in the Wi-Fi routers guide.

Worked example: a room air conditioner brand selling 1,000 units

An AC brand importing from a foreign factory needs an ISI licence through FMCS and a BEE star label.

  • FMCS: Rs 1,000 application[14], Rs 7,000 per inspection man-day plus travel[14], Rs 1,000 annual licence[14], the minimum marking fee for the standard, and a USD 10,000 bank guarantee[4].
  • BEE: Rs 5,000 company + Rs 5,000 model[7], a Rs 3 lakh refundable deposit[7], and Rs 30 x 1,000 units = Rs 30,000 in label fees[15].

Excluding the marking fee, inspection days and deposits, the recurring fees are modest; the deposit and guarantee tie up the most cash. See the air conditioners guide and BEE star label fees.

What do renewals cost, and how long does each approval last?

First-year fees are only part of the bill. Validity decides how often you pay again, and some approvals never need renewing at all.

Validity and renewal cost by approval
ApprovalValidityRenewal cost
BIS CRSUp to 5 years, renewable for up to 5, fees paid annually in advance[18]Rs 1,000 renewal application + Rs 25,000 processing a year[2]; late fee Rs 5,000[11]
BIS ISI mark / FMCSUp to 5 years first, renewable up to 5 more, fees yearly in advance[2]Renewal fee plus marking fee; Rs 5,000 late fee within 90 days[38]
WPC ETALife of the model[5]None
MTCTEFixed term; renew two months before expiryAdministrative fee of the group again[22]
EPR battery / plasticFixed termRenewal fee equals registration fee[8][9]
IECPermanent, with free annual update[25]Nil[1]
LMPC registrationUntil cancelled[26]None

What should you watch for when using this fee data?

Fees change, and some changes are not yet fully published. The 2026 BIS amendment restructured CRS fees to a yearly processing fee; we have read it in Gazette No. 142[2], but BIS's own fee PDF on crsbis.in still shows the 2018 table. Marking fees have been amended repeatedly, most recently in January and June 2026[39]. E-waste fees come from a state-board copy of CPCB's SOP[16].

Always confirm the amount on the payment screen. If you find a fee that has changed, tell us through contact.
