BIS consultants in Ahmedabad: branch offices, testing outside Gujarat, Mundra and fees

Ahmedabad has two BIS branch offices on Ashram Road, but no Ahmedabad-named lab on BIS's IS 13252 or IS/IEC 62368-1 lists, so CRS samples usually travel. BIS fees are national: Rs 25,000 processing a year, paid in advance, plus Rs 1,000 application.

Do Ahmedabad importers need a local BIS consultant?

No. BIS CRS is filed online by the manufacturer on crsbis.in[8], so a consultant in any city can file it. What an Ahmedabad importer needs most is someone who can manage testing outside the city and clearance at Mundra or the Ahmedabad ICDs.

Ahmedabad is unusual among big import cities: on 1 November 2026, no lab name on BIS LIMS's IS 13252 (Part 1) or IS/IEC 62368 (Part 1):2023 lists mentioned Ahmedabad, and the only Gujarat-named lab was ERDA[2]. BIS's own directory lists no BIS laboratory in Ahmedabad either[1]. So for most electronics, your sample will go to Pune, Mumbai or Delhi NCR.

This guide covers the BIS offices in Ahmedabad and Gujarat, where Ahmedabad importers test, the customs points and Mundra's QCO alert, Legal Metrology registration for a Gujarat firm, consultant fees, and worked examples. For the national picture, see BIS consultants in India.

Settle one question before you call anyone: who is the applicant? If you import finished goods, the overseas factory applies for CRS and holds the licence, and your firm can at most be its Authorised Indian Representative[9][6]. If you manufacture in Gujarat, you apply yourself. The consultant you need is different in each case: a document-and-logistics manager for an importer, and a testing and inspection planner for a factory.

Which BIS offices are in Ahmedabad and Gujarat?

BIS runs two Ahmedabad branch offices, ABO-I and ABO-II, at 3rd floor, Navjivan Amrut Jayanti Bhavan, behind Gujarat Vidyapith, Ashram Road, Ahmedabad 380014, and further Gujarat branch offices at Rajkot and Surat[1].

Office Address Relevance
Ahmedabad Branch Offices I and II Navjivan Amrut Jayanti Bhavan, Ashram Road[1] ISI (Scheme-I) licensing and factory inspections for local factories
Rajkot and Surat Branch Offices Listed in the BIS directory[1] Other Gujarat branches
Western Regional Laboratory Andheri (East), Mumbai[1] Nearest BIS-run lab in the west
FMCD, BIS HQ New Delhi[10] FMCS files from foreign factories

BIS's directory does not map branch offices to districts[1], so confirm which office handles your factory for ISI work. For CRS, the grant runs on the portal from test request to R-number[8]; the branch does not process it, and no local contact can shorten it.

Where do Ahmedabad importers get CRS products tested?

Mostly outside Gujarat. With no Ahmedabad-named lab on the main CRS lists[2], Ahmedabad consultants usually send samples to Pune, the Mumbai region or Delhi NCR, where most recognised labs are.

How does a consultant manage testing from Ahmedabad?

By shipping the sample against an online test request and tracking two deadlines: the sample must reach the lab within 60 days of the request[8], and the report must be filed within 90 days of issue[6].

Practical points:

  • The lab need not be local. BIS accepts reports from any lab it recognises for the product[6], and samples for initial registration go directly to any recognised lab[13].
  • Every sample needs the portal QR code and an online test request; labs accept CRS samples only that way[14].
  • Plan for the new standard. IS 13252 (Part 1) is superseded for CRS and usable concurrently only until 1 November 2028[15]. ERDA does not appear on the 62368-1:2023 list[2].
  • Labs keep remnants for at least three months after the report[16], which helps if BIS queries the result.

Ask the consultant to agree the lab's current turnaround in writing before the test request is generated, because the 60-day sample clock starts on that day, not when the courier leaves Ahmedabad. See BIS CRS test labs, BIS labs in Mumbai and Pune and BIS labs in Delhi NCR.

How much do BIS consultants in Ahmedabad charge?

Ahmedabad consultants price like national firms: published CRS consultant fees run from Rs 7,899 to Rs 14,999[17][18]. Add BIS fees, lab charges and courier costs to an out-of-state lab.

Cost line Amount Type
BIS application + annual licence Rs 1,000 + Rs 1,000[5] Official
BIS processing fee Rs 25,000 a year, in advance[5] Official
Extra test report Rs 20,000[5] Official

Gujarat LMPC help Rs 4,999 plus Rs 500[20] Reported
GST On BIS fees[21] Official

Run your numbers in the BIS CRS fee calculator and the compliance cost estimator.

How long does BIS registration take for an Ahmedabad importer?

BIS targets 20 working days for a clean CRS file[6]; sample transit to another state and the lab's queue come before that. Plan the lab booking around the 90-day filing window.

Stage Rule Source
Sample to lab Within 60 days of the test request [8]
Report Within 7 days of finishing testing [16]
Filing Report no more than 90 days old [6]
BIS grant 20 working days if right first time [6]
Query reply At least 30 days [6]
ISI licence About one month (option 2), four months (option 1) [22]

Read how long BIS registration takes.

Where do Ahmedabad imports clear customs?

Ahmedabad importers clear at inland depots near the city or at the Kutch ports. A port-code directory compiled from ICEGATE lists ICD Sabarmati (INSBI6), ICD Thar Dry Port, Sanand (INSAU6), Mundra SEZ Port (INMUN1) and the Custom House, Kandla (INIXY1)[3].

The BIS check is national. DGFT made BIS registration a condition of import for goods under the electronics CRS order[23], and CBIC is reported to require a system check of BIS registration on every such consignment[24]. For goods made abroad, the landing date decides whether a new CRS deadline applies[25].

File the Bill of Entry before arrival day[26]; late filing costs Rs 5,000 a day for three days and Rs 10,000 a day after[27]. Out of Charge without manual intervention now applies to all importers who have paid duty and have no pending alerts[28]. See ICEGATE and the customs documents checklist.

What did Mundra Customs say about QCO goods?

Mundra Customs issued Alert Notice 02/2025 warning that imported goods must meet DPIIT Quality Control Orders from the implementation date, whatever MSME relaxations apply to domestic licensing, and that non-compliant goods face seizure and penalties[4].

The point for Ahmedabad importers is that MSME extensions in some QCOs help Indian factories get licences; they do not let you import uncertified goods. The BIS Act bars importing notified goods without a Standard Mark under a valid licence[29], and "person" includes importers[29]. Check your product with the QCO deadline checker and the QCO tracker before ordering.

How does LMPC registration work for an Ahmedabad importer?

Every importer of pre-packed goods must register under rule 27, paying Rs 500, within 90 days of starting imports[7]. An Ahmedabad firm applies to Gujarat's Controller of Legal Metrology or, if it sells in several states, to the Central Government.

Rule 27 names both the Director (central) and the Controller (state) as registering authorities[7]; commentators say single-state sellers use the state and multi-state sellers the centre[30]. New central applications run through the National Single Window System[31]. The application must state the address where imports are made and the commodities imported[7]; incomplete applications are returned within seven working days[7].

2026 changes apply in Gujarat too: name the responsible Director[32], update details annually online[32], and certificates stay valid until cancelled[32]. One consultancy's Gujarat page lists Rs 4,999 plus the Rs 500 fee[20]. We could not reach an official Gujarat Legal Metrology page to confirm the state's own forms. See LMPC importer registration and LMPC consultants.

What should Gujarat factories know about ISI licences?

A Gujarat factory making a QCO product, such as steel items, chemicals or pressure cookers, needs an ISI (Scheme-I) licence on Manakonline[22], with a BIS inspection before grant.

Fees: Rs 1,000 application, Rs 7,000 per man-day inspection, and after the grant decision an annual licence fee plus the product's minimum marking fee[22]. For domestic pressure cookers under IS 2347, the minimum marking fee is Rs 46,000 for large units and Rs 9,200 for micro units[33]. Micro and small units get marking-fee concessions until 31 May 2029[34]. A separate application is needed for each standard and each factory[22]. See ISI mark and ISI fees.

How does an Ahmedabad importer get BIS CRS through a consultant, step by step?

Follow the official CRS steps[8]; the Ahmedabad-specific decision is which out-of-state lab to use.

  1. 1
    Confirm coverage

Run the product through the approval checker and confirm the CRS category and standard.

  2. 2
    Choose a lab city

Compare labs recognised for your exact standard in Pune, the Mumbai region and NCR on LIMS.

  3. 3
    Prepare factory documents

English business licence, trade mark papers, Form I and the AIR nomination for a foreign factory.

  4. 4
Generate the test request and courier the sample

The sample must reach the lab within 60 days with the portal QR code.

  5. 5
    Verify the report

Match models, ratings and labels; file within 90 days of issue.

  6. 6
    File and pay

Upload Form I, the notarised affidavit and AIR letter; pay BIS fees.

  7. 7
    Answer queries

Reply within the time given (at least 30 days).

  8. 8
Mark goods and brief your broker

Print the Standard Mark with the R-number and give your broker at Mundra or the ICD the R-number, EPR and LMPC details.

Worked example: an Ahmedabad importer of solar panels via Mundra

Solar modules are a BIS-registered product under MNRE's Solar Systems, Devices and Components Goods Order, 2025 (S.O. 492(E))[35], which BIS says has been in effect from 27 July 2025[36]. Crystalline modules must meet IS 14286 (Part 1):2023 and IS/IEC 61730[37].

The order also sets a minimum module efficiency as a licence condition: 18% for mono-crystalline and 17% for poly-crystalline[37]. For project use, DGFT requires registration on MNRE's import monitoring system for solar cells and modules[38], and modules are an e-waste category with their own storage and return rules[39]. A consultant who only does consumer-electronics CRS may not know this path. See solar panels.

Worked example: an Ahmedabad e-commerce seller of earphones

An Ahmedabad Amazon seller importing Bluetooth earphones needs the factory's CRS licence under IS/IEC 62368 (Part 1):2023[40], a WPC ETA and LMPC.

Item Cost Source
BIS fees, year one Rs 27,000 plus GST [5]
Lab (Palghar, 62368-1:2023) Rs 95,000 declared [11]
WPC ETA Rs 10,000 per model [41]
LMPC Rs 500 [7]

That is Rs 1,32,500 in year one before GST, RF testing and consultant fees; the BIS fees then recur at Rs 26,000 a year. An amendment notified in April 2026 is reported to require e-commerce entities to give imported listings a searchable country-of-origin filter from 1 July 2027[42]. See Amazon sellers and before listing on Amazon.

Which EPR registrations does an Ahmedabad importer need?

Most electronics importers need at least one CPCB EPR registration before goods land. Anyone offering imported electrical and electronic equipment for sale is a producer under the E-Waste Rules[43], and battery importers must register with CPCB before importing[44].

EPR Who it catches Registration fee Checked at customs?
E-waste EPR Producers of listed EEE Rs 2,500 upwards by recycling target[45] -
Battery EPR Importers of batteries or battery-containing equipment Rs 10,000 to Rs 40,000 by turnover[46] CPCB asked CBIC to verify[47]
Plastic EPR Importers using plastic packaging Rs 10,000 to Rs 50,000 by tonnage[48] CPCB asked CBIC to verify[49]

Plastic EPR is registered per state for units in different states[50], so a firm with a Gujarat warehouse and a Maharashtra unit may need two. See EPR consultants and the EPR registration checklist.

Should the same consultant handle WPC and MTCTE?

If your product has Bluetooth, Wi-Fi or a SIM, you will need WPC and possibly TEC as well as BIS, so it helps if one consultant coordinates them. The WPC ETA fee is Rs 10,000 per model[41], and one consultancy lists its WPC help at Rs 7,500 on top[51].

TEC's MTCTE administrative fee ranges from Rs 10,000 for Group A to Rs 50,000 for Group D[52]; testing is extra and is done by TEC-designated bodies. RF testing for a WPC ETA is estimated by one consultancy at Rs 15,000 to Rs 40,000 per model[53]. See WPC consultants, WPC ETA and TEC MTCTE.

What must an Ahmedabad importer do after the licence is granted?

Keep the licence alive and visible. CRS licences are now granted for up to five years with fees paid annually in advance[54]; missing the annual payment suspends the licence for 90 days, and unless it is paid with a Rs 5,000 late fee in that window, the licence is cancelled[5].

Register each R-number on MeitY's STPI-run surveillance portal[55]. New models are added by inclusion at Rs 30,000 per application[5]. Apply for renewal three months before expiry[56]. Use the licence renewal date tool and read CRS renewal.

What red flags should an Ahmedabad importer watch for?

Distrust any offer that promises a fixed date, avoids testing or uses old rules. BIS's 20-working-day target applies only to a clean file[6], and BIS lists the grounds on which it rejects applications[57].

  • "We have a lab in Ahmedabad." No Ahmedabad-named lab appears on the main CRS lists[2]; ask which lab, and check it on LIMS.
  • "Your licence lasts two years." That was the old rule; CRS licences are now granted for up to five years[54].
  • Lab steering. Recognised labs may not pay agents or referral commissions[16].
  • "You can hold the licence yourself." Under CRS the factory holds it[9].

Read how to choose a BIS consultant.

What do Ahmedabad importers get wrong?

The most common mistake is relying on an MSME relaxation that only applies to domestic licensing; Mundra Customs has warned that imports must comply from the implementation date[4].

Mistake Fix
Report aged past 90 days while the sample travelled[6] Book the lab only when the factory is ready to file
Duplicate CRS filings for one product and brand[58] One consultant, one file per factory
Address mismatch across documents[59] Match business licence, report and portal
LMPC not filed within 90 days[7] File with Gujarat or centrally in parallel
Withdrawing after processing starts[60] Decide before submitting

How do you vet a BIS consultant in Ahmedabad?

Ask for past R-numbers you can verify in BIS Care, the labs they use outside Gujarat, and a written fee split. BIS Care verifies R-numbers and searches CRS registrations by product, model and brand[61].
