What does IS 2347 cover?
IS 2347 is the Indian Standard specification for domestic pressure cookers, and the Domestic Pressure Cooker QCO makes it compulsory[1]. It covers the body, lid, gasket, pressure regulating device (the weight or whistle), safety relief devices, handles, coatings and the pressure tests that prove a cooker is safe[9].
BIS's standards portal lists the current edition as IS 2347:2023 (Seventh Revision), an indigenous Indian product specification kept by committee MED 33, the Utensils, Cutlery and Domestic Hardware Sectional Committee[2]. "Indigenous" matters: unlike the electrical standards on this site, there is no IEC or ISO twin, so a foreign test certificate cannot simply be mapped across.
We do not reproduce the standard's text; buy it from BIS. This page explains its editions, scope, testing, fees and how it connects to the ISI mark, the pressure cooker QCO and the pressure cooker import guide.
IS 2347 and the standards beside it: who covers what?
IS 2347 covers the cooker as a finished product; a few other standards and orders cover its parts, its cousins and the paperwork around it. Knowing which is which stops you testing to the wrong document.
| Standard or order | What it covers | How it relates to IS 2347 | Source |
|---|---|---|---|
| IS 2347:2023 | Domestic pressure cookers | The licence standard under the pressure cooker QCO | [2] |
| IS 7466 | Pressure cooker gaskets | Gaskets must conform to it; checked as part of IS 2347 testing | [9] |
| IS 21 | Wrought aluminium alloys | The 2023 edition specifies aluminium alloy grades to IS 21 for cookers | [3] |
| IS 21:1992 (utensil aluminium) | Aluminium for utensils | Its own QCO enforcement is listed by BIS for 1 December 2026 | [10] |
| Cookware QCO (IS 14756, IS 1660) | Stainless steel and aluminium utensils | A separate order; pressure cookers sit under their own QCO | [11] |
| IS 302 (Part 1):2024 | Electrical appliance safety | Electrical safety for appliances; IS 2347:2023 adds its own rules for electric pressure cookers | [12][3] |
How do you check a pressure cooker against IS 2347 in 6 steps?
Check the edition, the licence scope, the gasket, the markings, the test report age and the factory. These six checks catch most problems before goods ship; the approval checker confirms nothing else applies.
- 1Confirm the edition
Ask for the BIS licence and latest test reports and check they cite IS 2347:2023, not 2017; the 2017 edition stopped being usable after 28 March 2024[3].
- 2
- 3Check the licence is live
Search the CM/L number on Manakonline; licences more than 90 days past validity expire automatically[14]. Our guide to verifying a BIS licence walks through it.
- 4Check the gasket source
Gaskets must meet IS 7466[9]; a cheaper replacement gasket is a common way a good cooker becomes a non-conforming one.
- 5Check the marking
Look for the Standard Mark on each cooker, the CM/L number and the BIS website line on the product or package[6].
- 6Check the factory address
The licence covers one factory; a second plant needs its own licence[15].
Which version of IS 2347 applies: 2017 or 2023?
IS 2347:2023 applies. BIS published the revision in 2023 and set 28 March 2024 as the last date to implement it[3].
The paperwork still mentions 2017 in two places:
- The QCO of January 2020 names IS 2347:2017[1], and BIS's Scheme-I list still shows that edition[16].
- The order's own note resolves it: the latest version of the standard, with amendments, applies from the date BIS notifies it[1].
BIS's February 2025 product manual is written for IS 2347:2023 with one amendment[17], while the standards portal showed no amendment issued when we checked[2]. Treat the product manual as the operative document and ask your lab which amendment state it tests to.
The marking fee did not change with the edition: Rs 46,000 minimum and Rs 0.87 per piece[8].

What changed in IS 2347:2023?
The 2023 revision tightened materials and added tests, especially for electric and induction-base cookers. BIS's implementation guidelines list the changes[3]; the table summarises them without quoting the standard.
| Area | Change | What it means for a supplier |
|---|---|---|
| Capacity | Positive tolerance on gross capacity | Re-check declared capacity on the label and body |
| Body material | Aluminium alloy grades to IS 21 specified | Get mill or supplier certificates for the alloy grade |
| Safety relief device | Material specified | Ask the device supplier for material proof |
| Electric pressure cookers | Extra rules for resettable relief device, handles and knobs, regulator, temperature-responsive device and lid-removal test | Electric models need these tests on top of the stovetop ones |
| Optional fittings | Glass serving lid, visual pressure indicator, regulator chain, internal level marking | Each fitting you add brings its own test |
| Shape | "Change in shape" requirement added | Shape is also a grouping factor |
| Pressure drop | New pressure-drop test after the relief device operates (Annex G) | Needs a fresh test report |
| Screw-clamp lids | Lid-removal test for screw-clamp or other locking lids | Relevant to clamp-style and some electric designs |
| Induction base | Test of induction bottom effectiveness (Annex S) | Induction-friendly models need it |
Which products and HS codes need IS 2347?
Every domestic pressure cooker under the QCO needs IS 2347[1]. The order lists no HS codes[1], so coverage follows the product description, not the tariff line.
Aluminium cookers are commonly declared under tariff item 7615 10 11, as reported in tariff practice[23]. Stainless steel and 3-ply cookers fall in other chapters, but the QCO still applies because the scope is the product. Use the HS code approval finder to see what else attaches to your code.
BIS's licence scope shows how far the standard reaches[5]:
| Factor | Options | Source |
|---|---|---|
| Nominal capacity | Group I 1 to 6.5 L; Group II 7 to 15.5 L; Group III 16 to 24 L | [5] |
| Coating | Hard anodised, non-stick, powder coated, ceramic coated, high-temperature liquid coated | [5] |
| Lid | Inner lid, outer lid, or screw clamp / other locking device | [5] |
| Material | Aluminium alloy, stainless steel, 3-ply construction | [5] |
| Base | Induction friendly or composite bottom | [5] |
| Heat source | Stovetop, or external/integral electrical heat source | [5] |
Are electric pressure cookers and multi-cookers covered by IS 2347?
Yes, if they are pressure cookers: the licence scope has an "external/integral electrical heat source" option[5], and the 2023 edition adds specific requirements for electric pressure cookers[3].
The electrical side is a separate question. The household appliances QCO covers electrical appliances up to 250 V single-phase[12] but steps aside for any appliance already under another QCO[12]. Whether an electric pressure cooker sits only under the pressure cooker order, or also needs IS 302 testing, is not settled by anything we have read; ask BIS before you tool up. See IS 302 (Part 1) and the appliances QCO.
Plain pots, pans and kadhais are not pressure cookers. Stainless steel and aluminium utensils fall under the cookware QCO instead[11].
What does IS 2347 testing involve?
BIS tests one cooker (two with an induction bottom) plus a spare gasket, regulator and relief device, and all tests except coatings can be done in a day[6].
The scheme of inspection and testing covers[9]:
- Capacity and materials of the body, lid, safety relief device, gasket (to IS 7466), handles, pressure regulating device, vent parts and spring.
- Construction: pressure regulating device, safety relief device and temperature-responsive device.
- Coatings: for hard-anodised cookers, thickness, abrasion, hardness, staining and alkali resistance.
- Pressure tests: air pressure, proof pressure, the operating test of the regulator, the safety relief device test, bursting pressure and lid removal under pressure.
Since the 2023 revision, labs also run the pressure-drop test after relief-device operation and, where relevant, the induction-bottom and electric-cooker tests[3].
| Test | Recommended level | Source |
|---|---|---|
| Air pressure test | One per control unit | [9] |
| Proof pressure test | One per capacity and type, monthly | [9] |
| Bursting pressure test | One per capacity and type, monthly | [9] |
| Pressure regulating device operating test | Each device | [9] |
How much does IS 2347 lab testing cost?
BIS's laboratory system lists IS 2347:2023 test charges from Rs 24,000 to Rs 56,000, excluding taxes[7]. These are lab fees, separate from BIS's own fees.
BIS's own labs (Central, Northern, Southern and Western Regional, and Bengaluru branch) also test IS 2347, and the portal counted 19 laboratories against the standard on 1 November 2026[2][7]. For lab choice by city, see BIS labs, Delhi NCR labs and Bengaluru labs.
| Laboratory | Charge |
|---|---|
| Standard Testing Laboratory | Rs 24,000 |
| LPG Equipment Research Centre, Bengaluru | Rs 26,000 |
| Indian Testing Laboratory, Greater Noida | Rs 32,500 |
| National Test House, Chennai | Rs 56,000 |
| BIS regional laboratories | Listed; charge shown on request |
What does a BIS factory inspection for IS 2347 look for?
BIS checks that the factory can make and test cookers consistently, not just that one sample passed. A licence is granted after BIS assesses infrastructure, process control, quality control and testing capability through a visit[24].
For pressure cookers that means the control-unit tests above, gasket conformity, and records. Since 16 December 2025 a factory no longer needs its own lab; it may use shared or sub-contracted BIS-recognised or ISO/IEC 17025 labs, and the product manual's testing scheme is recommendatory[25]. BIS has also allowed licensees to share anodizing facilities since January 2023[20].
Inspection costs Rs 7,000 per man-day[15]. After grant, BIS runs surprise factory visits and buys marked cookers in the market for testing[15].
Which QCO makes IS 2347 mandatory, and from when?
The Domestic Pressure Cooker QCO, S.O. 294(E) of 21 January 2020, made IS 2347 compulsory[22]. It was to start on 1 August 2020; an amendment moved that to 1 February 2021[1][4].
The order has no MSME, R&D or old-stock relief; only goods for export are outside it[1]. BIS's Scheme-I list showed no rescission or later amendment on 1 November 2026[16]. Track dates in the QCO tracker or with the QCO deadline checker.
How does a foreign factory certify pressure cookers to IS 2347?
Through BIS's Foreign Manufacturers Certification Scheme, which covers every product except MeitY-notified electronics[26]. The foreign manufacturer applies; an importer cannot apply on its behalf[27].
- 1Apply online with an AIR
The factory applies on Manakonline (offline applications stopped after 31 May 2026) and nominates an Authorised Indian Representative[28].
- 2BIS factory visit
BIS officers check manufacturing and testing set-up and draw samples for independent testing[29].
- 3Test in India
Samples are tested only in BIS or BIS-recognised labs in India, at the applicant's cost, and only reports to the Indian Standard count[27].
- 4Pay fees
Domestic fees apply, plus officer travel, visa and insurance and a Rs 10,000 contingency payment[30].
- 5Bond and guarantee
After grant, sign an indemnity bond and furnish a USD 10,000 bank guarantee[29].
How long does an FMCS licence for pressure cookers take?
What goes wrong with IS 2347 certification and surveillance?
Most problems are about scope and paperwork, but BIS treats almost every test parameter as critical. Its May 2024 guidance lists only coatings, the stainless-steel staining test and a few markings as non-critical when a surveillance sample fails[18].
| Problem | Why it matters | Fix | Source |
|---|---|---|---|
| Test report cites IS 2347:2017 | BIS certifies against 2023 since 28 Mar 2024 | Re-test to the 2023 edition | [3] |
| No pressure-drop or induction-bottom test | New in 2023 | Add the missing tests | [3] |
| New capacity band or coating added | Capacity group and coating are grouping factors | Apply for inclusion first | [5] |
| Gasket from an unqualified source | Gaskets must conform to IS 7466 | Lock the gasket supplier | [9] |
| Surveillance sample fails a pressure test | Not on the non-critical list, so treated as critical | Stop, investigate, retest | [18] |
| Licence scope does not list the model | Mark only on varieties in scope | Change scope before shipping | [13] |
| Test report too old | Option-2 reports generally under 90 days | Time testing to the application | [15] |
| Licence lapses | No marking after validity | Renew before expiry | [31] |
What does an IS 2347 licence cost in BIS fees?
BIS charges Rs 1,000 to apply, Rs 7,000 per man-day of inspection, Rs 1,000 a year as licence fee and the IS 2347 minimum marking fee[15]. Lab testing is extra.
IS 2347 worked examples: what do real cases cost?
These examples add BIS's published fees to listed lab charges. They assume one inspection man-day for illustration; BIS decides the actual number.
1. Large Indian factory, simplified procedure. Application Rs 1,000 + one man-day Rs 7,000 + licence fee Rs 1,000 + minimum marking fee Rs 46,000[15][8] + a Rs 32,500 test at Indian Testing Laboratory[7] = Rs 87,500 before GST. BIS's average grant time on this route is about one month[15].
2. The same factory sells 1,00,000 cookers a year. At Rs 0.87 each the actual marking fee is Rs 87,000, above the Rs 46,000 minimum[8]. A BIS grant letter, as reported, says the higher of minimum and actual is payable[32], worked out from a CA-certified production statement at renewal[33].
3. Micro enterprise. The minimum marking fee drops to Rs 9,200[8]. With Rs 1,000 + Rs 7,000 + Rs 1,000 and a Rs 24,000 test[7], the first-year BIS-plus-lab bill is Rs 42,200.
4. Foreign factory under FMCS. Domestic fees apply, plus a Rs 10,000 contingency payment and officer travel[30], and a USD 10,000 bank guarantee after grant[29]. Adding a stainless-steel range later costs Rs 5,000 per variety or group[30].
Run your own numbers in the compliance cost estimator, and see BIS ISI licence costs.
What happens if pressure cookers do not meet IS 2347?
Selling or importing notified goods without a valid Standard Mark breaches section 17 of the BIS Act[34]. The penalty is up to two years' imprisonment or a fine of at least Rs 2 lakh (Rs 5 lakh for repeat offences), up to ten times the value of the goods[34].
If marked goods fail, BIS can direct a stop to supply and a recall[34]. Consumer regulators act too: CCPA ordered Amazon in 2022 to recall and refund 2,265 cookers sold in breach of the QCO and pay Rs 1,00,000[21]. More in selling without BIS.
Which other approvals apply to pressure cookers besides the ISI mark?
The ISI mark is the only product-safety approval the QCO requires, but importers usually also need:
- Plastic packaging EPR, because importers of any commodity with plastic packaging are covered[35] and must register on CPCB's portal[35]. See plastic EPR.
- LMPC registration for retail packs, on our reading of Rule 27[36], at Rs 500[37], with the Legal Metrology declarations on each pack[38]. See LMPC and the label checker.
How does IS 2347 link to the ISI mark?
The QCO requires conformity to IS 2347 and the Standard Mark under a Scheme-I licence[1]. BIS's manual requires the mark on each cooker, and the CM/L number and the line "For details of BIS certification please visit www.bis.gov.in" on the product or package[6].
A licence may be granted for up to two years and renewed for up to five[15]. Diarise renewal with the licence renewal date tool and see ISI renewal and ISI documents. Need a second opinion? Ask for a free compliance check.
What could we not confirm about IS 2347?
- The standards portal showed no amendment to IS 2347:2023, while the February 2025 manual records one[2][17]. We could not read the amendment.
- Whether electric pressure cookers also need IS 302 (Part 1) testing under the appliances QCO is not settled in anything we read[12].
- Lab charges are what labs list on BIS's system and can change[7].
