How do you use the compliance cost estimator?
Pick your product, set the number of models and your size band, and the estimator adds the official fee for each approval the product needs, showing GST separately where the source says GST applies. Each fee line names its source.
- 1Pick the product
The estimator loads the approvals our approval checker lists for that product. Use the HS code approval finder if you only know the code.
- 2Enter models and test reports
WPC ETA and BEE model fees are per model; BIS CRS charges per test report, at Rs 20,000 for each one after the first[1]. Ask your lab how your models group.
- 3Choose your size band
EPR fees depend on your e-waste target, battery turnover or plastic tonnage, and ISI marking fees depend on enterprise size. Pick the band that fits.
- 4Read the total and the excluded costs
The total is government fees only. The estimator lists what it leaves out, such as lab testing, per-piece BEE label fees and consultant fees, so you can add them.
What does the estimate include, and what does it leave out?
It includes only fees a government body or regulator charges under a published rule or fee table. It leaves out everything paid to private parties.
Included: BIS application, processing, test-report, licence and marking fees; WPC ETA; the TEC MTCTE administrative fee; BEE company and model registration; CPCB EPR registration fees; Legal Metrology registration.
Left out: lab testing, which is the largest cost for most electronics (BIS-recognised labs declared charges of Rs 25,000 to Rs 2,00,000 for IS 13252 (Part 1)[9]); BEE per-piece label fees; EPR certificates bought from recyclers; consultants and the Authorised Indian Representative; sample shipping; and customs duty.
For a full budget, read the cost of importing electronics or the India compliance fees 2026 data page.
What are the official government fees for each approval in 2026?
These are the fee rows the estimator uses. Each cites the official fee table it comes from.

How is the BIS CRS part of the estimate worked out?
The CRS line is Rs 1,000 application plus Rs 50,000 processing plus Rs 20,000 for each extra test report plus Rs 1,000 licence fee per year, before GST. For one report and one year that is Rs 52,000.
The estimator uses the verified June 2018 fee table. Under the February 2026 amendment, fees are paid annually in advance[13], and consultancies report that the processing fee became Rs 25,000 a year[14]; we have not seen the official new table, so we do not use that figure. Micro and small firms may also qualify for processing fee concessions[15].
For the CRS line alone with more inputs, use the BIS CRS fee calculator and BIS CRS fees.
Why is the ISI mark estimate so much higher for some products?
Because the ISI route charges an annual minimum marking fee set per Indian Standard, and for some standards it runs to six figures. It is payable whether or not you mark any goods[16], as reported from a BIS grant letter.
How does the estimator pick the EPR fee band?
By the size measure each EPR regime uses, which differs for each. Pick the band from your expected first-year numbers.
- E-waste: by annual recycling target in tonnes. A producer whose sales have just started pays Rs 10,000; established producers pay Rs 2,500 under 50 MT, Rs 7,500 for 50 to under 100 MT and Rs 1,50,000 for 100 to under 1,000 MT[6]. Plus a Rs 5,000 annual maintenance charge[6].
- Batteries: by turnover: under Rs 5 crore Rs 10,000, Rs 5-50 crore Rs 20,000, over Rs 50 crore Rs 40,000[7].
- Plastic: by plastic waste generation: under 1,000 TPA Rs 10,000, up to 10,000 TPA Rs 20,000, above that Rs 50,000[12], plus 25% a year when filing returns[12].
Registration is the small part of EPR. The ongoing cost is buying EPR certificates to meet targets, which the estimator does not include; see EPR registration costs and e-waste targets.
Worked example: TWS earbuds, one model
Pick Bluetooth earphones, one model, one test report, battery turnover under Rs 5 crore, plastic under 1,000 TPA.
| Line | Fee |
|---|---|
| BIS CRS application + processing + 1 year licence | Rs 52,000 + GST[1] |
| WPC ETA, 1 model | Rs 10,000[3] |
| EPR batteries, turnover under Rs 5 crore | Rs 10,000[7] |
| EPR plastic, under 1,000 TPA | Rs 10,000[12] |
| LMPC registration | Rs 500[8] |
| Total government fees | Rs 82,500, plus GST on the Rs 52,000 BIS part |
Worked example: LED bulbs, one model
Pick LED bulbs, one model, one test report, new e-waste producer.
BIS CRS comes to Rs 52,000 plus GST[1]. BEE company and model registration add Rs 10,000[5]. E-waste EPR for a new producer is Rs 10,000[6], and LMPC Rs 500. Total: Rs 72,500 plus GST on the BIS part.
On top, every lamp sold carries a BEE label fee of Rs 10 per 100 pieces[5], paid quarterly against a production statement[5]. At 1,00,000 lamps a year that is Rs 10,000, which the estimator shows as a note rather than in the total.
Worked example: Wi-Fi router, one model
Pick Wi-Fi routers. No BIS line appears, but two telecom approvals do.
WPC ETA is Rs 10,000[3]. Routers sit in MTCTE fee Group C at Rs 30,000[4], because Wi-Fi access points need MTCTE as well as ETA[21]. Routers are EEE code ITEW22[22], so e-waste EPR applies: Rs 10,000 for a new producer. LMPC adds Rs 500. Total: Rs 50,500.
MTCTE testing is charged separately by the lab[23]. Start-ups and micro and small firms can claim back part of telecom testing and certification charges under a DoT scheme[24].
Worked example: toys from a foreign factory (FMCS)
Pick toys, large enterprise, made abroad, so the ISI licence goes through FMCS.
Application Rs 1,000[11], one man-day of factory visit at Rs 7,000[11], the Rs 10,000 contingency fund[11], the Rs 1,000 annual licence fee[11] and the IS 9873 (Part 1) minimum marking fee of Rs 98,000[17]. With LMPC at Rs 500, the total is Rs 1,17,500.
BIS officers' tickets, visa, insurance and per diem are extra and vary by country. A micro enterprise would pay a Rs 19,600 minimum marking fee instead, and 2026 concessions run to 31 May 2029[25].
What do importers usually pay on top of government fees?
Lab testing first, then consultants. These are not in the estimate because no official table sets them.
- Lab testing. Declared BIS lab charges run from Rs 25,000 to Rs 2,00,000 for IS 13252 (Part 1)[9] and from Rs 37,500 to Rs 4,80,000 for IS 16046 battery testing[26]. See BIS labs.
- Consultants. One consultancy reportedly charges Rs 7,500 on top of the WPC ETA fee[27], and another reportedly charges Rs 4,999 for LMPC[28]. See how to choose a BIS consultant.
- No-fee items. Migrating registered models to IS/IEC 62368-1 costs no BIS fee[29], and the yearly IEC update is free[30].
When should you ask us instead of relying on the estimate?
The estimate is a floor, not a quote. Ask us through the free compliance check when:
- You have many models. The number of BIS test reports depends on how your models group under MeitY's series guidelines[31].
- You sell large volumes of a BEE product. Per-piece label fees can exceed every registration fee.
- Your product's ISI standard is not in the table. Marking fees are set per standard[10]; we can look yours up.
- You need a renewal budget. Use the licence renewal date calculator for dates, and ask us for the renewal fees.
Frequently asked questions
How much does BIS CRS registration cost in government fees?
Rs 1,000 application, Rs 50,000 processing with one test report, Rs 20,000 per extra report and Rs 1,000 a year licence fee, plus GST[1]. One report and one year totals Rs 52,000 before GST.
How much is the WPC ETA fee?
What does MTCTE certification cost?
Is GST charged on these fees?
BIS states that all CRS fees exclude tax and GST is charged on every payment[1]. The other fee sources we cite do not state GST, so the estimator shows those fees without it.
Why is the ISI mark estimate higher than CRS for toys?
Because the ISI route adds an annual minimum marking fee per standard, Rs 98,000 for a large enterprise under IS 9873 (Part 1)[17]. Micro enterprises pay Rs 19,600.
Does the estimate include lab testing?
No. Lab charges are set by each lab; BIS-recognised labs declare Rs 25,000 to Rs 2,00,000 for IS 13252 (Part 1)[9]. Add your lab's quote to the total.
How much is EPR registration for e-waste?
It depends on your annual recycling target: Rs 2,500 under 50 MT up to Rs 15,00,000 above 5,000 MT, or Rs 10,000 for a producer whose sales have just started[6].
What does LMPC importer registration cost?
Does BEE charge per product sold?
Yes, on top of registration. Label fees are charged per piece or per batch, such as Rs 15 per refrigerator[32] or Rs 10 per 100 LED lamps[5]. The estimator shows these as a note.
Is there a discount for small businesses?
For some fees. BIS gives Scheme-I marking fee concessions of 80% for micro and 50% for small enterprises until 31 May 2029[25], and EPR fees fall with smaller targets and turnover.
