Which BIS-recognised labs are in Chennai?

Chennai and its Tiruvallur suburbs have 23 entries on BIS's Group-1 lab list of 30 October 2026[1]. Only four of them hold LIMS recognition for any of the 14 import-heavy standards we searched, and none is recognised for IS/IEC 62368-1 or IS 16046 batteries[2].

So Chennai is a strong city for government-run electrical and appliance testing, but a thin one for CRS electronics. The one Chennai lab on IS 13252 (Part 1) is the Central Electronics Centre at IIT Madras, at a headline Rs 68,000[2]. Most Chennai electronics importers will compare it with labs in Bengaluru and Delhi NCR.

Which government labs in Chennai test for BIS?

Chennai's recognised labs for consumer electrical goods are mostly government bodies. The Central Electrical Testing Laboratory at Kakkalur holds LED lamp (IS 16102), luminaire (IS 10322), appliance (IS 302), plug (IS 1293) and cable recognitions; National Test House (Southern Region) holds IS 2347 for pressure cookers and IS 694 cables; and the MSME Testing Centre holds IS 694[2].

Government labs can be cheap: CETL Kakkalur's headline IS 16102 charge is Rs 17,000 and its IS 1293 charge Rs 11,500[2]. Queue and turnaround vary, so ask for both in writing.

How do you read the BIS lab list for Chennai?

Each line of the BIS Group-1 list gives a lab's name, state, whether it is private or government, its OSL code, the date its recognition runs to, and a remarks column with any suspension history[1]. The OSL code is the lab's unique BIS identity[6], so use it, not the name, when you compare the list with LIMS.

Three things on the list trip people up. First, one company can have several entries: separate units, separate addresses or separate OSL codes, each recognised for different standards. Second, the remarks column records old suspensions that were later revoked, so a long remark does not mean the lab is suspended today; read the most recent line. Third, the list says nothing about which products a lab can test. That is on BIS LIMS, searched by Indian Standard number[9], which also shows each lab's charges, exclusions and validity[10].

Our tables join the two: we took every Chennai entry on the Group-1 list[1] and matched it by OSL code to LIMS search results for 14 standards that importers use most[2]. A blank against a lab means it holds none of those 14, not that it holds no recognition at all.

Which Chennai labs need a second look before you send samples?

Three Chennai entries need checking. ETDC Chennai has been shown as deferred since 8 October 2021[1]. Interstellar Testing Centre and Winwall Technology India show validity dates that had passed by the 30 October 2026 list with no remark[1]. The list does not say whether renewals are pending, so confirm on LIMS.

Recognition runs for three years at a time[6], and a report from a suspended lab is not accepted[11].

How much do Chennai labs charge for BIS testing?

With so few recognised electronics labs, Chennai has no meaningful median for most CRS standards. CEC IIT Madras declares Rs 68,000 for both IS 13252 (Part 1) and IS 616[2], close to the national IS 13252 median of about Rs 63,750[10].

For ISI-mark products, National Test House (SR) declares Rs 56,000 for IS 2347 pressure cookers[2]. That is only the test; an ISI licence also has a minimum marking fee, which for IS 2347 is Rs 46,000 for a large enterprise[12].

How do you send samples to a BIS lab in Chennai?

Generate the test request on the CRS portal first, choose the lab there, then ship the sample with the portal's QR code on it within 60 days[5]. A recognised lab will not accept a CRS sample without an online test request[13].

If you choose a Bengaluru or NCR lab instead, the process is the same; only the courier leg changes. Foreign makers should read importing samples for BIS testing.

  1. 1
    Confirm the standard

Find the Indian Standard for your product on the BIS CRS product list or with the approval checker. Electronics are moving to IS/IEC 62368-1, with the old standards withdrawn after 1 November 2028[14].

  2. 2
    Shortlist labs on LIMS

Search LIMS by IS number[9] and keep only labs in the tables on this page whose recognition is current. Check the clause exclusions: a lab may exclude tests such as components[10].

  3. 3
Ask for a written quote and sample count

The number of units depends on the product and the tests; one lab's terms say it tells the client once the test programme is fixed[15]. For model coverage, follow the series guidelines: one sample for every ten models in a series, worst case first[16].

  4. 4
    Raise the test request

On the CRS portal, enter category, product, models and brands exactly. These cannot be changed later; cancel and redo the request before testing starts if you spot an error[17].

  5. 5
    Pack and ship

Paste the QR code on each sample or packet and send it within 60 days of the request[5]. Do not put the BIS Standard Mark on samples[18]. Foreign makers should read importing samples for BIS testing.

  6. 6
    Track the report

The lab must issue the report within 7 days of finishing the tests[6]. Verify it on the portal, then file your BIS application within 90 days of the report date[7].

How long does BIS testing take at Chennai labs?

BIS does not publish a testing time. One compliance firm reports around 10 to 15 days of lab testing for a typical CRS product, then 10 to 15 days for BIS review[19]. Treat that as a planning figure, not a promise.

With one Chennai lab on IS 13252 and none on IS/IEC 62368-1, plan to use a lab outside the city for most electronics, and add courier time to your plan.

The official clock around testing is fixed, and it is what you should plan against.

What do Chennai importers test most?

Chennai's recognitions point to electrical products and appliances rather than consumer electronics: LED lamps and luminaires, plugs and sockets, cables, household appliances and pressure cookers[2]. In product terms that is LED bulbs, LED luminaires, extension boards, pressure cookers and appliances such as electric irons.

For power banks, laptops or battery packs, you will usually need a lab elsewhere: Bengaluru has seven operative IS 13252 labs and four on IS 16046, and Delhi NCR 46 and 30[2]. Pressure cookers are an ISI product under the pressure cooker QCO, which needs a Scheme-I licence, not CRS.

Which BIS office covers Chennai?

BIS's Chennai Branch Office is at the C.I.T. Campus, IV Cross Road, Taramani, on the same campus as the Southern Regional Office[3]. For CRS you deal with BIS online through the CRS portal[5]; the branch office matters for ISI licences, inspections and surveillance. Local consultants are listed under BIS consultants in Chennai.

Does BIS have its own laboratory in Chennai?

Yes. BIS's Southern Regional Laboratory is at the C.I.T. Campus, IV Cross Road, Chennai, alongside the Southern Regional Office[4]. It is one of four BIS regional labs, with Kolkata, Mohali and Mumbai[4].

BIS's own labs test samples from its certification schemes[6]. For a CRS test request you choose from recognised labs on the portal.

What does a first CRS registration cost with a Chennai lab? A worked example

For one mobile charger model, budget the lab charge plus BIS's processing fee and small fixed fees, then add GST. Using a Chennai lab as the example:

  • Lab test: Central Electronics Centre, IIT Madras declares Rs 68,000 for IS 13252 (Part 1) on LIMS, excluding taxes[2].
  • BIS processing fee: Rs 50,000, which includes one test report[8].
  • Application fee: Rs 1,000[8]; annual licence fee: Rs 1,000[8].
  • GST: charged on every BIS fee[8], and the lab adds tax to its declared charge.

So the government and lab amounts before tax are the lab charge plus Rs 52,000. A second model in the same application adds Rs 20,000 per extra test report on the BIS side[8], plus another lab charge. Micro and small firms may get a concession on the processing fee[20]. Courier, consultant and AIR fees are extra and not set by BIS; see BIS CRS fees, the fee calculator and the mobile charger guide. The test standard is IS 13252 (Part 1), moving to IS/IEC 62368-1.

Worked example: a pressure cooker importer testing in Chennai

A pressure cooker brand importing from abroad needs an ISI licence through FMCS, because the pressure cooker QCO requires IS 2347 and the Standard Mark[21]. The factory test can be done at National Test House (SR) in Chennai, which declares Rs 56,000 for IS 2347[2].

On the BIS side, the Scheme-I application fee is Rs 1,000 and inspection costs Rs 7,000 per man-day[22], plus the annual minimum marking fee of Rs 46,000 for a large enterprise[12]. FMCS adds a USD 10,000 performance bank guarantee[23]. See ISI mark fees and BIS FMCS fees.

What goes wrong with lab testing in Chennai, and how do you fix it?

Most delays come from paperwork around the sample rather than the test itself. These are the problems that cost importers the most time.

  • The lab is suspended mid-test. BIS does not accept reports a lab issued while suspended; you send fresh samples to another lab[11]. Check the remarks column before you ship. In Chennai, check ETDC's deferment before choosing it.
  • Wrong model or brand in the test request. Details in the request are locked; cancel it before testing and raise a new one[17].
  • Report and label do not match. BIS's January 2025 advisory requires model numbers, category and label ratings in the report to match the portal and the product[24]. See common BIS CRS rejections.
  • The report goes stale. Reports older than 90 days at filing are refused[7]. Prepare documents before the sample reaches the lab.
  • A lab or agent promises speed for a fee. Recognised labs may not use agents or pay referral commissions[6]. Be wary of anyone selling a 'guaranteed' slot.
  • Critical components lack certificates. Where a standard requires component conformity, BIS accepts a BIS mark on the component first, then a BIS-accepted lab report, then IEC/UL/VDE certificates[25]. Collect these before testing.

How do you check a Chennai lab before you pay?

Check three things in this order: the lab's current status on the BIS Group-1 list, its recognition for your exact standard on LIMS, and the scope of its accreditation. All three take ten minutes and cost nothing.

  1. Group-1 list. Find the lab and read the latest remark. Six labs across the five big regions were shown as suspended on the 30 October 2026 list[1], and some entries show a validity date that had already passed with no remark[1].
  2. LIMS. Search by IS number[9] and confirm the validity date, the product scope and any excluded clauses[10]. Labs declare their charges here and cannot raise them for three years unless the standard changes[6].
  3. NABL. Recognition requires ISO/IEC 17025 accreditation covering the standard's tests[6]. NABL's site has a 'Verify Certificate' option for this[26].

Once the report arrives, use how to read a BIS test report to check it before you file.

How does Chennai compare with other lab regions?

On headline price and choice, Delhi NCR leads on every main CRS standard, Bengaluru is the dearest, and Chennai and Hyderabad have one CRS electronics lab each. The figures below count operative labs per region and give the median headline charge excluding taxes[2].

Should you test in Chennai or somewhere else?

Use Chennai for LED lamps, appliances, plugs, cables and pressure cookers, where government labs here are recognised and cheap. For CRS electronics, especially IS/IEC 62368-1 and batteries, look at Bengaluru and Delhi NCR, which hold far more recognised labs[2].

Frequently asked questions

Can a lab in Chennai test for BIS CRS?

Yes, if it is a BIS-recognised lab whose LIMS recognition covers your product's Indian Standard. BIS accepts CRS reports from labs it runs or recognises for the product[7].

Do I have to use a lab near me?

No. You choose any recognised lab on the CRS portal when you raise the test request[5]. Pick on recognition, price and queue; the sample can be couriered.

How many samples should I send?

It depends on the product and the tests, and the lab will tell you[15]. For model coverage, the series guidelines ask for one sample per ten models, worst case first[16].

Do I get my samples back?

Labs must keep sample remnants for at least three months after the report[6]. One lab's terms say it then returns them and the client must take them back[15].

How long is a lab report valid for BIS?

You must file your BIS application within 90 days of the report's issue date[7]. After that you need a fresh test.

What if the lab gets suspended after testing my product?

BIS does not accept reports a lab issued during its suspension; you would retest at another recognised lab and can continue in the same file[11].

How many BIS-recognised labs are in Chennai?

BIS's Group-1 list of 30 October 2026 has 23 entries in Chennai and Tiruvallur[1].
