Do Delhi importers need a local BIS consultant?

No law requires one. BIS CRS is filed online by the manufacturer on crsbis.in[9], so a consultant anywhere can do it. A Delhi consultant helps most with nearby labs, ISI inspections and Delhi's Legal Metrology registration.

The case for a Delhi-based consultant is mostly about geography. On 1 November 2026, at least 32 of the 68 labs on BIS's IS 13252 (Part 1) list had names in Delhi NCR[2]. If your sample is already in Delhi, or your factory sends one by courier to Delhi, the lab is a short drive away and a consultant can walk a query over to it.

This guide covers what is specific to Delhi: the BIS offices, the labs, the customs points where BIS checks happen, Delhi's Legal Metrology department, what consultants here charge, and worked examples. For the national picture, see BIS consultants in India.

Which BIS offices are in Delhi, and what do they handle?

Delhi has BIS's Central Regional Office and two branch offices, DLBO-I and DLBO-II, all at Konnectus Tower-1, DMRC Building, Bhavbhuti Marg, New Delhi-110002[1]. BIS headquarters, where foreign-factory ISI (FMCS) files go, is also in New Delhi.

What each office means for you:

Office Address Relevance for an importer
Central Regional Office 601/A, Konnectus Tower-1, 6th floor, DMRC Building, Bhavbhuti Marg[1] Regional administration
Delhi Branch Offices DLBO-I and DLBO-II Same building[1] ISI (Scheme-I) licences and inspections for Delhi factories
FMCD, BIS HQ New Delhi FMCS applications from foreign factories go to FMCD at BIS HQ or online[8]
BIS Central Laboratory Plot 20/9, Site IV, Sahibabad Industrial Area[1] BIS's own testing

For CRS, you rarely deal with a branch office in person: the whole application, from test request to grant, runs on the portal[9]. A consultant who says they "know someone at the branch" cannot speed up a CRS file, and you should treat that pitch as a red flag. BIS's directory also does not say which branch covers which district[1].

Which BIS-recognised labs are in Delhi?

Six labs on BIS LIMS's IS 13252 (Part 1) list are named in Delhi, including Intertek India (New Delhi), Planet Electro Labs (Wazirpur), Alpha Test House, ACE Test Lab, ERTL (North) of STQC and Delhi Test House (Azadpur), with declared charges of Rs 40,000 to Rs 1,75,000[2].

For the newer standard, IS/IEC 62368 (Part 1):2023, four Delhi-named labs appear, at Rs 65,000 to Rs 1,92,000, and at least 24 NCR-named labs in total[3]. That matters because IS 13252 (Part 1) has been superseded by IS/IEC 62368-1:2023 for CRS, with concurrent use only until 1 November 2028[10]. A consultant booking a new test in 2026 should ask which standard the lab is testing to.

Delhi 6 [2]
Gurugram 6 [2]
Ghaziabad 5 [2]
Faridabad / Ballabhgarh 3 [2]

These are counts of lab names that state a place, taken from LIMS on 1 November 2026. Each lab's charges are declared at recognition and stay fixed for three years[11]. See BIS labs in Delhi NCR and CRS test labs.

How should a Delhi consultant choose between NCR labs?

Pick on three things: recognition for your exact standard, the declared charge for your product, and the lab's queue. The cheapest lab on paper is not always cheapest once excluded tests are added.

LIMS shows, for each lab and standard, the clause-wise charge breakup and any excluded tests, such as components under clause 1.5 of IS 13252 (Part 1)[12]. A lab that excludes component tests may send you elsewhere for those, adding cost and time. Testing time depends on the lab's workload and on the manufacturer sending the technical details BIS needs[13].

Also check recognition status. If a lab is suspended, BIS will not accept reports it issued during the suspension; you can send fresh samples to another lab and continue in the same file with a Rs 10,000 scrutiny fee per report[14]. Under BIS rules, recognised labs may not pay referral commissions[11], so a consultant has no legitimate reason to steer you to one lab only.

How much do BIS consultants in Delhi charge?

One firm's Delhi page says BIS certification charges in Delhi start from Rs 9,999 excluding GST[15]. Its national CRS page lists Rs 14,999[16]. These are published prices, not regulated rates, and BIS and lab fees come on top.

Cost line Amount Type
BIS application fee Rs 1,000[4] Official
BIS annual licence fee Rs 1,000[4] Official
BIS processing fee Rs 50,000 incl. one test report[4] Official
Delhi lab, IS 13252 (Part 1) Rs 40,000 to Rs 1,75,000[2] Official (lab-declared)
Delhi lab, IS/IEC 62368-1:2023 Rs 65,000 to Rs 1,92,000[3] Official (lab-declared)
Consultant fee From Rs 9,999 (one Delhi page)[15] Reported
GST On BIS fees[4] and on the consultant fee Official

Ask every Delhi consultant for this split. Check the BIS numbers in our BIS CRS fee calculator and the CRS fees page.

How long does BIS registration take for a Delhi importer?

The BIS stage targets 20 working days when the file is clean[5]. Being in Delhi shortens the sample and lab leg, not the BIS stage. The same report-age and query windows apply everywhere.

Stage Rule or estimate Source
Ship sample to lab Within 60 days of the online test request [9]
Lab issues report Within 7 days of finishing testing [11]
File with BIS Report no older than 90 days [5]
BIS grant 20 working days if right first time [5]
Reply to a BIS query At least 30 days given [5]
One Delhi consultant's estimate CRS 30 to 45 days, ISI 60 to 90 days [15] (reported)

Where do Delhi imports clear customs, and how is BIS checked there?

Delhi imports mainly clear at the inland container depots and at the IGI Airport custom house: a port-code directory compiled from ICEGATE lists INTKD6 for ICD Tughlakabad, INPPG6 for ICD Patparganj and INDEL4 for the New Custom House at IGI Airport[17].

BIS is checked at clearance in two ways:

  • CRS goods. DGFT made BIS registration (or a MeitY exemption letter) an import condition for goods under the electronics CRS order, as reported in Notification 50/2015-2020[18]. CBIC is reported to have told officers in Instruction 28/2023 to check BIS registration in the system for every such consignment[19].
  • EPR. CPCB has asked CBIC to have customs verify battery EPR registration for batteries and battery-containing equipment[20], and plastic packaging EPR registration for importers[21].

Timing rules are national. The Bill of Entry must be filed before the end of the day before arrival[22]; late filing costs Rs 5,000 a day for the first three days and Rs 10,000 a day after[23]. Since February 2026, Out of Charge without manual intervention is extended to all importers if duty is paid and no compliance alert is pending[24]; an officer can still put a hold[25]. A missing R-number is exactly the kind of alert that stops it. See why shipments get held and the customs documents checklist.

Has BIS enforced against sellers in Delhi?

Yes. BIS reportedly searched an Amazon Sellers warehouse in Mohan Cooperative Industrial Area, Delhi, on 19 March 2025 and seized over 3,500 products, including geysers and food mixers, without ISI marks or with fake ones[26].

In the same month BIS reportedly searched a Flipkart group warehouse in Trinagar, Delhi, and found sports footwear without the ISI mark[27]. Section 28 of the BIS Act lets a BIS certification officer enter premises, search and seize goods involved in a section 17 contravention[28].

For a Delhi distributor or marketplace seller, the lesson is simple: check the licence before goods reach your warehouse. Registered goods must show the Standard Mark during surveillance, and a trader can back this up with the registration certificate and purchase documents[29]. Read what happens if you sell without BIS.

How does LMPC importer registration work in Delhi?

Delhi's Legal Metrology authority is the Department of Weights and Measures (Legal Metrology), Government of NCT of Delhi, at Plot No 17, Institutional Area, Vishwas Nagar, Delhi-110032[6]. Importers of pre-packed goods must register under rule 27 within 90 days of starting imports[7].

Delhi-specific points from the department's own documents:

  • The form asks for your name and complete address, the warehouse addresses where imported goods are kept, the packaged commodities with their country of import, and the name of the responsible person[30].
  • Documents include a trade or factory licence or premises affidavit, address proof and photographs of proprietors, partners or directors, tax registration and the label used on packages[30].
  • One registration for the registered office is enough where a concern has several units, and adding commodities later means returning the certificate for a revised one[30].
  • Not a district job. The department's norms keep registration of manufacturers, packers and importers out of district-level disposal[31].

The fee under rule 27 is Rs 500[7]. An incomplete application is returned within seven working days[7]. If you sell in more than one state, commentators say you apply to the Central Government instead[32]; new central applications run through the National Single Window System[33]. Full details: LMPC importer registration and LMPC.

How does a Delhi importer get BIS CRS through a consultant, step by step?

The sequence is national, but a Delhi importer can save days by testing at an NCR lab and keeping the sample close. The steps below follow BIS's official CRS process[9].

  1. 1
    Confirm coverage

Run the product through the approval checker and confirm the CRS category and standard. Coverage doubts go to MeitY, not BIS.

  2. 2
    Agree the scope in writing

List models, brands, lab, fees and who will be the AIR. Make sure the factory owns its portal login.

  3. 3
    Get factory documents ready

English business licence or certified translation, trade mark documents, and for an MSME the current-year certificate.

  4. 4
    Book an NCR lab

Choose a lab recognised for your standard on LIMS, compare its declared charge, and generate the test request on crsbis.in.

  5. 5
    Ship and test

Get the sample with its QR code to the lab within 60 days of the request.

  6. 6
    Verify the report

Check model numbers, ratings and label artwork against the application before filing.

  7. 7
    File and pay

Upload Form I, the notarised affidavit and the AIR nomination; pay the BIS fees.

  8. 8
Answer queries and receive the R-number

Reply within the time BIS gives, then print the Standard Mark with the R-number before shipping.

  9. 9
Register LMPC and EPR in parallel

Apply to Delhi's Weights and Measures department within 90 days of starting imports, and register for the EPR categories that apply before goods land.

Worked example: a Delhi importer of Bluetooth earphones

A Delhi importer bringing in TWS earphones from one factory needs BIS CRS for the factory, a WPC ETA for the Bluetooth radio, and LMPC registration. Bluetooth earphones are a CRS category under IS/IEC 62368 (Part 1):2023[34].

  • BIS: Rs 52,000 in BIS fees (application, annual licence, processing) plus GST[4].
  • Lab: a Delhi lab for IS/IEC 62368-1:2023 declares Rs 65,000 to Rs 1,92,000[3].
  • WPC ETA: Rs 10,000 per model[35], plus RF testing that one consultancy estimates at Rs 15,000 to Rs 40,000 per model[36].
  • LMPC (Delhi): Rs 500[7].

At the low end of the lab range, official and lab costs come to about Rs 1,27,500 before GST and before RF testing and consultant fees. Two colours of the same model? Ask about series grouping before you pay for a second report at Rs 20,000[4]. See WPC ETA vs MTCTE and WPC ETA.

Worked example: a Delhi trader of LED bulbs from two factories

A Delhi lighting trader buying the same bulb design from two factories needs two CRS licences, one per factory, because CRS is granted per manufacturing unit[37]. LED bulbs are a CRS category under IS 16102 (Part 1)[34].

The trader cannot hold the licence. Each factory applies and pays Rs 52,000 in BIS fees plus GST[4]. If both factories sell under the trader's brand, BIS grants one registration number per manufacturer for a product and brand, and duplicate applications for the same product and brand from one manufacturer get all pending files rejected[38]. A careful consultant files once per factory and keeps the brand details consistent.

For the LED drivers inside, the standard is IS 15885 (Part 2/Sec 13), where 52 labs on LIMS declare Rs 20,000 to Rs 1,85,000[39]. See LED drivers.

Worked example: a Delhi importer of toys

Toys are not CRS. They fall under the Toys QCO, certified under Scheme-I (the ISI mark)[40], so a foreign toy factory needs an FMCS licence, and FMCS applications go to FMCD at BIS HQ in New Delhi or online[8].

FMCS adds a BIS factory visit before grant[41] and, after grant, a USD 10,000 performance bank guarantee[41]. From 1 June 2026, only online FMCS applications are accepted[8].

Toys also face sampling at customs: DGFT's 2019 policy condition has a sample picked from each toy consignment and sent to an NABL-accredited lab, with goods released on condition they are not sold until the result[42]. A Delhi consultant who handles toys should know both the FMCS file and this customs step. See toys, toys QCO and FMCS.

What mistakes do Delhi importers make with BIS consultants?

The common ones are paying a consultant before checking coverage, letting a test report expire, and assuming the importer can hold the CRS licence. All three are avoidable.

Mistake What it costs Fix
Report older than 90 days at filing[5] A new lab test Fix the filing date before booking the lab
Two filings for the same product and brand[38] All pending files rejected One consultant, one file per factory
Factory address differs across documents[43] Query or rejection Match business licence, report and portal
Missed annual fee under the 2026 rules[44] Reported 90-day suspension, then cancellation Calendar the due date
LMPC not filed within 90 days[7] Exposure under the Legal Metrology Act File with Delhi W&M in parallel with BIS
Withdrawing late[45] No refund once processing starts Decide before submitting

How do you vet a BIS consultant in Delhi?

Verify their past R-numbers in BIS Care, get a written fee split and see the lab's LIMS listing for your standard. BIS Care checks an R-number and searches CRS registrations by product, model and brand[46].

What does Comploa do for Delhi importers?

Comploa gives Delhi importers a free, sourced first check: which approvals your product needs, the official fees, and what to ask a consultant. We do not file applications ourselves.

Ask for a free compliance check with your product, HS code and supplier details, and we send back a written list of approvals, official fees and the Delhi-specific steps, such as LMPC with the Weights and Measures department. If you want filing help, we can introduce you to a consultant from our partner network; you agree terms with them directly. Consultants can apply at become a partner.
