Which BIS-recognised labs are in Bengaluru?
Bengaluru has 31 entries on BIS's Group-1 lab list of 30 October 2026, counting one lab in nearby Hosur[1]. 10 of them hold LIMS recognition for at least one of the 14 import-heavy standards we searched, almost all of them large international testing groups and two government bodies.
The city is strong on high-end IT and solar testing and thin on low-cost volume testing. Seven operative Bengaluru labs are recognised for IS 13252 (Part 1) and six for IS/IEC 62368-1, against 46 and 37 in Delhi NCR[2]. Three hold IS 14286 for solar PV modules[2].

How do you read the BIS lab list for Bengaluru?
Each line of the BIS Group-1 list gives a lab's name, state, whether it is private or government, its OSL code, the date its recognition runs to, and a remarks column with any suspension history[1]. The OSL code is the lab's unique BIS identity[7], so use it, not the name, when you compare the list with LIMS.
Three things on the list trip people up. First, one company can have several entries: separate units, separate addresses or separate OSL codes, each recognised for different standards. Second, the remarks column records old suspensions that were later revoked, so a long remark does not mean the lab is suspended today; read the most recent line. Third, the list says nothing about which products a lab can test. That is on BIS LIMS, searched by Indian Standard number[10], which also shows each lab's charges, exclusions and validity[11].
Our tables join the two: we took every Bengaluru entry on the Group-1 list[1] and matched it by OSL code to LIMS search results for 14 standards that importers use most[2]. A blank against a lab means it holds none of those 14, not that it holds no recognition at all.
How much do Bengaluru labs charge for BIS testing?
Bengaluru is the dearest of the five regions on headline price. The median Bengaluru charge for IS 13252 (Part 1) is Rs 1,15,000 and for IS/IEC 62368-1 Rs 2,40,000, roughly double the Delhi NCR medians of Rs 50,000 and Rs 1,00,000[2]. Nationally the IS 13252 median is about Rs 63,750[11] and the IS/IEC 62368-1 median about Rs 1,25,000[12].
The spread inside the city is wide. TUV India's Bengaluru lab declares Rs 60,000 for IS 13252, broken up clause by clause on LIMS[11], while UL India declares Rs 1,70,000[2]. For batteries, TUV India declares Rs 4,80,000 for IS 16046 (Part 2), most of it for the 'reasonably foreseeable misuse' tests[3]; React Compliance declares Rs 65,000[2]. Ask what each quote includes before comparing.
Some brands may still prefer a particular lab, for example one they already use for other markets. That is a business choice, not a BIS requirement: any recognised lab's report is accepted for the standard it is recognised for[8].
Can Bengaluru labs test solar panels for BIS?
Yes. Three operative Bengaluru labs are recognised for IS 14286, the crystalline silicon PV module standard: CPRI, TUV Rheinland's PV module laboratory and UL India[2]. Solar modules come under MNRE's Solar Systems, Devices and Components Goods Order, 2025, which requires a BIS Scheme-II registration[13] and has applied since 27 July 2025[14].
Solar testing is far dearer than electronics testing: the Bengaluru headline charges for IS 14286 run from Rs 12,95,440 to Rs 23,84,500[2], because module tests include long environmental sequences. Budget for that before you commit to a module range, and read the solar panels guide and solar inverters guide.
How do you send samples to a BIS lab in Bengaluru?
Generate the test request on the CRS portal first, choose the lab there, then ship the sample with the portal's QR code on it within 60 days[6]. A recognised lab will not accept a CRS sample without an online test request[15].
For foreign makers, Bengaluru labs are reachable through the city's air cargo complex; read importing samples for BIS testing for how samples clear customs before they reach the lab.
- 1Confirm the standard
Find the Indian Standard for your product on the BIS CRS product list or with the approval checker. Electronics are moving to IS/IEC 62368-1, with the old standards withdrawn after 1 November 2028[16].
- 2
- 3Ask for a written quote and sample count
The number of units depends on the product and the tests; one lab's terms say it tells the client once the test programme is fixed[17]. For model coverage, follow the series guidelines: one sample for every ten models in a series, worst case first[18].
- 4Raise the test request
On the CRS portal, enter category, product, models and brands exactly. These cannot be changed later; cancel and redo the request before testing starts if you spot an error[19].
- 5Pack and ship
Paste the QR code on each sample or packet and send it within 60 days of the request[6]. Do not put the BIS Standard Mark on samples[20]. Foreign makers should read importing samples for BIS testing.

How long does BIS testing take at Bengaluru labs?
BIS does not publish a testing time. One compliance firm reports around 10 to 15 days of lab testing for a typical CRS product, then 10 to 15 days for BIS review[21]. Treat that as a planning figure, not a promise.
With only six or seven Bengaluru labs on the main IT standards, queues can be longer than in Delhi NCR at busy times, such as the IS/IEC 62368-1 migration. Ask each lab for its current wait in writing.
The official clock around testing is fixed, and it is what you should plan against.
| Stage | Limit | Source rule |
|---|---|---|
| Ship sample after raising the test request | Within 60 days[6] | CRS portal |
| Lab issues report after tests end | Within 7 days[7] | Lab Recognition Scheme |
| Lab keeps sample remnants | At least 3 months from the report[7] | Lab Recognition Scheme |
| You file the BIS application | Within 90 days of the report date[8] | BIS grant of licence guidelines |
| BIS decides a clean application | Expected within 20 working days[8] | BIS grant of licence guidelines |
What do Bengaluru importers test most?
Bengaluru lab recognitions concentrate on IT and audio-video safety, batteries, LED lighting and solar PV[2]. In product terms that is laptops, tablets, monitors, Wi-Fi routers, smartwatches, lithium-ion battery packs and solar panels.
Two gaps stand out. No Bengaluru lab in our search holds IS 9873 for toys, IS 4151 for helmets or IS 2347 for pressure cookers[2]. The nearest recognised labs for those products are in Chennai (pressure cookers only) or Delhi NCR. And wireless products need more than BIS: a router also needs WPC ETA and possibly MTCTE, tested to different rules.
Which BIS office covers Bengaluru?
BIS's Bengaluru Branch Office (BNBO) is in Peenya Industrial Area, 1st Stage, on the Bengaluru-Tumkur Road, under BIS's Southern Region[4]. BIS's Southern Regional Office is in Chennai[5].
For CRS you work through the CRS portal[6]; the branch office matters more for ISI licences on Manakonline, factory inspections and surveillance. Local help is listed under BIS consultants in Bengaluru.
Does BIS have its own laboratory in Bengaluru?
Yes. The Bangalore Branch Laboratory (BNBL) is in Peenya Industrial Area, 1st Stage[5], part of a BIS network that runs from the Central Laboratory at Sahibabad to branch labs in Patna, Guwahati, Hyderabad and Jammu[5].
BIS's own labs test samples from BIS's certification and surveillance work[7]. For a CRS test request you will normally pick one of the recognised labs in the table above.
What does a first CRS registration cost with a Bengaluru lab? A worked example
For one mobile charger model, budget the lab charge plus BIS's processing fee and small fixed fees, then add GST. Using a Bengaluru lab as the example:
- Lab test: React Compliance and Testing Laboratories declares Rs 65,000 for IS 13252 (Part 1) on LIMS, excluding taxes[2].
- BIS processing fee: Rs 25,000 for each year, paid in advance[9]. Under the 2018 table it was Rs 50,000 once[22].
- Application fee: Rs 1,000[9]; annual licence fee: Rs 1,000[9].
- GST: charged on every BIS fee[22], and the lab adds tax to its declared charge.
So the government and lab amounts before tax are the lab charge plus Rs 27,000 in year one (Rs 1,000 application, Rs 25,000 processing and Rs 1,000 licence fee), then Rs 26,000 a year. A second model in the same application adds Rs 20,000 per extra test report on the BIS side[9], plus another lab charge. Indian micro enterprises and start-ups get 80% off the processing fee, small firms 50% and medium firms 20%, until 31 May 2029[9]. Courier, consultant and AIR fees are extra and not set by BIS; see BIS CRS fees, the fee calculator and the mobile charger guide. The test standard is IS 13252 (Part 1), moving to IS/IEC 62368-1.
Worked example: a laptop moving to IS/IEC 62368-1 in Bengaluru
A laptop brand that already holds CRS registrations must move its lead models to IS/IEC 62368-1:2023. BIS's March 2026 guidelines require complete 62368-1 reports for all lead models, plus an undertaking for series models, by 1 November 2028[23]. BIS charges no fee for migrating registered models through the Standard Revision option[24].
In Bengaluru, six operative labs are recognised for IS/IEC 62368-1, at a median headline charge of Rs 2,40,000[2]. React Compliance declares Rs 1,50,000 and CSA India Rs 2,99,000[2]. For five lead models, the lab bill alone could vary by several lakh rupees depending on the lab chosen. See the laptops guide and IS/IEC 62368-1 page.
What goes wrong with lab testing in Bengaluru, and how do you fix it?
Most delays come from paperwork around the sample rather than the test itself. These are the problems that cost importers the most time.
- The lab is suspended mid-test. BIS does not accept reports a lab issued while suspended; you send fresh samples to another lab[25]. Check the remarks column before you ship. On the October 2026 list no Bengaluru lab was among those shown as suspended[1].
- Wrong model or brand in the test request. Details in the request are locked; cancel it before testing and raise a new one[19].
- Report and label do not match. BIS's January 2025 advisory requires model numbers, category and label ratings in the report to match the portal and the product[26]. See common BIS CRS rejections.
- The report goes stale. Reports older than 90 days at filing are refused[8]. Prepare documents before the sample reaches the lab.
- A lab or agent promises speed for a fee. Recognised labs may not use agents or pay referral commissions[7]. Be wary of anyone selling a 'guaranteed' slot.
- Critical components lack certificates. Where a standard requires component conformity, BIS accepts a BIS mark on the component first, then a BIS-accepted lab report, then IEC/UL/VDE certificates[27]. Collect these before testing.
How do you check a Bengaluru lab before you pay?
Check three things in this order: the lab's current status on the BIS Group-1 list, its recognition for your exact standard on LIMS, and the scope of its accreditation. All three take ten minutes and cost nothing.
- Group-1 list. Find the lab and read the latest remark. Six labs across the five big regions were shown as suspended on the 30 October 2026 list[1], and some entries show a validity date that had already passed with no remark[1].
- LIMS. Search by IS number[10] and confirm the validity date, the product scope and any excluded clauses[11]. Labs declare their charges here and cannot raise them for three years unless the standard changes[7].
- NABL. Recognition requires ISO/IEC 17025 accreditation covering the standard's tests[7]. NABL's site has a 'Verify Certificate' option for this[28].
Once the report arrives, use how to read a BIS test report to check it before you file.
How does Bengaluru compare with other lab regions?
On headline price and choice, Delhi NCR leads on every main CRS standard, Bengaluru is the dearest, and Chennai and Hyderabad have one CRS electronics lab each. The figures below count operative labs per region and give the median headline charge excluding taxes[2].
| Region | IS 13252 (Part 1) | IS/IEC 62368-1 | IS 16046 | IS 15885 |
|---|---|---|---|---|
| Delhi NCR | 46 labs, Rs 50,000 | 37 labs, Rs 1,00,000 | 30 labs, Rs 77,500 | 41 labs, Rs 45,000 |
| Mumbai and Pune | 8 labs, Rs 84,000 | 3 labs, Rs 1,20,000 | 1 lab, Rs 1,03,000 | 5 labs, Rs 50,000 |
| Bengaluru | 7 labs, Rs 1,15,000 | 6 labs, Rs 2,40,000 | 4 labs, Rs 1,89,000 | 3 labs, Rs 52,000 |
| Chennai | 1 lab, Rs 68,000 | None | None | None |
| Hyderabad | 1 lab, Rs 45,000 | 1 lab, Rs 80,000 | None | 1 lab, Rs 30,000 |
| National (all labs on LIMS) | 68 labs, about Rs 63,750[11] | 46 labs, about Rs 1,25,000[12] | 72 entries, about Rs 80,000[3] | 52 labs, about Rs 45,000[29] |
Should you test in Bengaluru or somewhere else?
Use Bengaluru when a lab there has your exact standard and you value its brand or international programme; use Delhi NCR when price or queue matters more. NCR has many more operative labs on the main CRS standards and lower median prices[2].
Compare Delhi NCR, Mumbai and Pune, Chennai and Hyderabad, and the national guide to BIS test labs for CRS. The BIS labs hub explains recognition, NABL and charges. For a lab and standard check on your product, ask for a free compliance check.
