BIS CRS renewal: validity, annual fees and what happens if you are late

Since the February 2026 amendment a BIS CRS licence is granted for five years and renewed for five more, with fees paid every year in advance. Renew on Form VI with a production report, ideally three months before expiry; after the validity date you have 90 days and a Rs 5,000 late fee before the licence expires.

How long is a BIS CRS licence valid in 2026?

The answer changed this year.

Under the original 2018 rules, a CRS (Scheme-II) licence was granted for two years and could be renewed for not less than two and up to five years[2].

Since the 25 February 2026 amendment to the BIS (Conformity Assessment) Regulations, a CRS licence is granted for five years at first and renewed for a further five years, with fees paid annually in advance[1]. The amendment was notified as F. No. BS/XI/11/01/2025-26, and a corrigendum followed on 28 April 2026[4].

Two cautions. First, the corrigendum indicates that some schemes read "up to five years", and we have not seen the exact wording for Scheme-II[1]. Second, the full text of the amendment has not been found on the BIS website or the e-Gazette[4]. The validity date printed on your licence is what counts for you.

What do you have to do every year under the 2026 CRS rules?

Under the 2026 rules there is something to do every year, not just at renewal. The licensee must send the annual fee and production details by the due date each year. If they are not received on time, the suspension or deferment and the cancellation or expiry provisions of the Conformity Assessment Regulations apply[6].

A consultant reports how that works in practice: the licence is suspended for 90 days from the due date; paying within that window with a Rs 5,000 late fee lifts the suspension; otherwise the licence is cancelled[7]. This detail is reported, not yet confirmed from the gazette text.

The amount of the annual fee is also not confirmed. The published fee table on crsbis.in still dates from 4 June 2018[5]. A consultant reports a processing fee of Rs 25,000 per year payable annually in advance under the 2026 amendment[7]. See CRS fees for the full picture.

What to do: note the annual due date the day your licence is granted, keep monthly production records per model so the production details are ready, and pay through the portal before the date.

Worked example: which dates matter for a licence granted in 2026?

Take a CRS licence granted on 1 July 2026 under the 2026 rules. It runs five years[1], so the validity date falls on 30 June 2031. BIS has not published how it fixes the annual due date, so the example assumes the grant anniversary; check the date shown on your licence and the portal.

The licence renewal date tool works these out for any grant date, and our compliance calendar tracks dated rule changes that can move them.

Key dates for a CRS licence granted 1 July 2026 (our calculation; the annual due date is an assumption)
DateWhat is dueRule
1 July 2027, 2028, 2029, 2030Annual fee and production details, in advance (assumed anniversary)[6]
By 30 March 2031Renewal on Form VI with production report, three months before validity[3]
30 June 2031Validity date; no marking or dispatch with the Standard Mark after this unless renewed[3]
1 July to 28 September 2031Late renewal still possible, with Rs 5,000 late fee; decision may be deferred[3]
After 28 September 2031Licence expires if renewal and fees have not arrived[3]

What about licences granted before February 2026?

A licence granted under the original rules started with a two-year term[2]. When it comes up for renewal, the 2026 regime applies: renewal is for a further five years with fees paid annually in advance[1]. We have not found a transitional clause in published text, because the full amendment has not been located on the BIS site or e-Gazette[4].

Worked example. A power bank licence granted on 15 March 2025 for two years has a validity date of 14 March 2027. Renewal should go in by 14 December 2026, three months ahead[3]. Before filing, the factory must also plan for the lithium cell rated-capacity reports due by 30 April 2027[8] and for IS/IEC 62368-1 lead-model reports due by 1 November 2028[9]. Under the old table a five-year renewal would have cost Rs 1,27,000 in BIS fees before GST[5]; the portal will show what the 2026 schedule actually asks for.

How do you renew a BIS CRS licence, step by step?

These steps follow BIS's renewal guidance for CRS[3]. Check the portal when you start, as screens may change with the 2026 rules.

  1. 1
    Check the validity date

Find the validity date on the licence and set a reminder at least three months ahead. BIS asks for renewal preferably three months before the validity date, and the CA Regulations Scheme-II para 9 requires the application before three months of expiry[3].

  2. 2
    Gather production data

Prepare the production report that goes with the renewal application[3].

  3. 3
    Check the standard

Confirm the product still meets the current version of its Indian Standard. Several CRS standards have been revised in 2026 (see below).

  4. 4
    Check licence details

If the company name, address, management, AIR or contacts have changed, update them; each change costs Rs 5,000[5].

  5. 5
    File Form VI and pay

Submit Form VI, the renewal application, on crsbis.in with the production report[10][3] and pay the renewal fees shown on the portal, plus GST[5].

  6. 6
    Answer any query

If BIS raises a deficiency, the notice gives at least 30 days to resolve it[11].

  7. 7
    Keep marking only within validity

Until the renewal is granted, do not mark or dispatch with the Standard Mark after the validity date[3].

What happens if you miss the BIS CRS renewal date?

Missing the date does not end the licence at once, but the clock is short.

  • Late fee. A renewal filed after the validity date costs an extra Rs 5,000, charged under regulation 8(5) of the CA Regulations 2018[3].
  • Deferment. If renewal with the fee is not received within validity, BIS may defer the decision to renew for up to 90 days[3].
  • Expiry. If the renewal and fees, including the late fee, are not received within 90 days after the validity date, the licence expires[3].
  • Suspended licences. A licence under suspension expires if the suspension is not lifted within 180 days[3].

Stop marking at the validity date. After the validity date of a licence that has not been renewed, the licensee may not mark or dispatch products with the Standard Mark. This includes stock already in hand[3]. Marked goods still sitting in your factory's stock do not get a grace period.

An importer selling those goods is exposed too: the BIS Act bans selling, storing or importing notified goods without the Standard Mark under a valid licence[12], and importers are covered by its definition of "person"[12].

WhenWhat happensSource
3 months before the validity dateApply for renewal on Form VI with production report[3]
Validity date passes, no renewalMarking and dispatch with the Standard Mark must stop[3]
Within 90 days after validityRenewal still possible with Rs 5,000 late fee; decision may be deferred[3]
More than 90 days after validityLicence expires[3]
180 days of suspension without revocationSuspended licence expires[3]
Within 90 days of an adverse orderAppeal to the BIS Director General, Rs 2,000 fee[3]

What happens to stock, listings and shipments when a renewal lapses?

They stop. After the validity date of a licence that has not been renewed, the licensee may not mark or dispatch products with the Standard Mark, including stock in hand[3]. Licensees must not use the mark during deferment, suspension, expiry or cancellation either[13].

The effects spread down the chain:

  • Importers and sellers. Section 17 of the BIS Act bars importing, selling or storing notified goods without a Standard Mark under a valid licence[12], and the Act's definition of 'person' includes importers, distributors and retailers[12]. Fines start at Rs 2 lakh for a first contravention[12].
  • Shipments. Customs reportedly checks BIS registration for every consignment under the electronics CRO[14], so a lapsed R-number can hold goods at the port. See why shipments get held.
  • Marketplace listings. Anyone can look up the licence status on crsbis.in by R-number, model or brand[15]. Amazon sellers and Flipkart sellers should check their suppliers' validity dates, not just the R-number.

What happens in practice is covered in selling without BIS, and BIS's market checks in CRS surveillance.

What can you do if your CRS licence has already expired?

You can appeal the expiry order within 90 days, or file a fresh application with a new test report. There is no late renewal once the 90-day window after validity has closed[3].

  1. Appeal. If you think BIS got it wrong, for example your fee was paid but not credited, appeal to the BIS Director General within 90 days with a Rs 2,000 fee[3].
  2. Fresh grant. Otherwise start again: test request, report under 90 days old[11], new application and full grant fees. The fees page has the amounts and the documents page the file list.
  3. Reuse of reports in one case. Where a licence was cancelled because one model failed, a fresh application within three months may reuse the older accepted reports for the other models[16]. A DDG of BIS can also accept reports outside the time norms for genuine reasons on justification[16].

Book the lab early: our test labs guide explains how long testing usually takes, and BIS-recognised labs lists them by region.

How much does it cost to renew a BIS CRS licence?

The published CRS fee table, dated 4 June 2018, prices renewal as follows: application fee Rs 1,000, annual licence fee Rs 1,000, renewal processing fee Rs 50,000, plus Rs 25,000 for each additional year where renewal is for more than two years[5]. GST is added to every amount[5].

That table was built for 2, 3, 4 and 5-year renewals under the old regime. With the 2026 move to validity of up to five years and annual fees[1], it may be superseded; we have not found the full amendment text or a revised fee table[4][5]. A consultant reports annual fees of Rs 1,000 each for application, licence and renewal application, and a Rs 25,000 yearly processing fee[7]; treat that as reported only.

Does a revised Indian Standard affect your CRS renewal?

A licence is tied to an Indian Standard, and standards change. Several CRS standards are moving in 2026, which can mean retesting before or during the licence term. Check these before renewal:

  • IS/IEC 62368-1:2023. BIS issued guidelines on 9 March 2026 for migrating CRS products to IS/IEC 62368-1:2023, with FAQs on 22 July 2026[17]. MeitY's S.O. 4997(E) replaced IS 13252 (Part 1) and IS 616 with IS/IEC 62368-1:2023; the old standards may run alongside it only until 1 November 2028[18][19]. Existing licensees in 38 categories must file complete 62368 reports for every lead model, plus an undertaking for series models, by that date[9]. Migrating registered models through the portal's Standard Revision module carries no fee[20].
  • Lithium cells and batteries. Licensees under IS 16046 (Part 2) must submit rated-capacity reports for all lead models plus an undertaking by 30 April 2027, or by their validity date if later[8]. This hits lithium-ion battery packs and the cells inside power banks.
  • LED lamps. The last date for implementing revised IS 16102 (Part 1):2026 for self-ballasted LED lamps is 2 February 2027[21].
  • LED luminaires. Old and revised 2026 versions of IS 10322 Part 5 run side by side for seven luminaire categories until 2 February 2027[22].
  • TVs. The IS 18112 digital satellite receiver requirement now applies from 26 January 2027, after MeitY extended it from 26 April 2025[23]. The crsbis.in product list still shows 26 July 2026[24]; the later circular is the one to follow.

New models tested to a revised standard are added by inclusion, with a fresh test report[25].

Can you change a CRS licence between renewals?

Yes. You do not need to wait for renewal to keep the licence accurate.

  • Add models by inclusion: test, then apply on Form VIII A. Rs 30,000 including one test report, Rs 20,000 per extra report[5].
  • Withdraw models online through Model Withdrawal[26].
  • Change details such as name, address, management, AIR or contacts, Rs 5,000 each[5].

A licence that lists only the models you actually make and the right contacts is easier to renew. See CRS documents for the forms.

What should foreign licensees check before renewal?

Mainly the AIR and the factory address. A foreign licence depends on a valid Authorised Indian Representative, who must be an Indian resident responsible for compliance on the factory's behalf[27]. If the AIR has changed, update it before renewal; the change costs Rs 5,000[5].

The licence covers one manufacturing unit[28]. Making licensed products at other premises is misuse that may lead to cancellation[13], so a factory that has moved needs a new licence for the new site, not a renewal of the old one. For the 62368 migration, BIS wants separate test reports for each manufacturing location[20]. The foreign manufacturers guide covers the AIR relationship in full.

How does CRS renewal compare with ISI, FMCS and BEE renewal?

Each scheme renews on its own clock. CRS now runs five-year terms with annual fees; ISI and FMCS licences renew for one to five years depending on the fees you pay; BEE label permissions run three years per model.

Renewal rules across the main product approvals
SchemeTermWhen to applyLate or lapse rule
BIS CRS5 years, fees yearly in advance[1]Form VI, three months before validity[3]Rs 5,000 late fee within 90 days, then expiry[3]
ISI mark and FMCS (Scheme-I)1 to 5 years, by fees paid[29]Form XII, preferably two months before validity[29]Rs 5,000 late fee; dormant option up to one year[30]
BEE star label3 years per model permission[31]Model eligible 6 months before expiry[32]Expired model needs a fresh application[32]

Which renewal mistakes cause the most trouble?

Most lapses are calendar or contact failures, not technical ones.

CRS renewal mistakes and fixes
MistakeConsequenceFix

Where can you get help with a CRS renewal?

Most renewals are a portal filing you can do yourself on crsbis.in[33]; the CRS portal guide shows the screens. If a migration retest or an expired licence is involved, a BIS consultant can manage the lab booking and the filing together. BIS CRS renewal checklist

Frequently asked questions

How early can I renew my BIS CRS licence?

BIS asks for the renewal application, Form VI with a production report, preferably three months before the validity date[3].

Is a CRS licence now valid for 5 years?

Yes. Following the 25 February 2026 amendment, a CRS licence is granted for five years and renewed for a further five, with fees paid annually in advance[1]. Licences granted under the original 2018 rules started at two years[2].

What is the late fee for CRS renewal?

Rs 5,000, if you apply after the validity date. You must apply within 90 days of that date or the licence expires[3].

Can I keep selling stock after my CRS licence expires?

After the validity date of a licence that has not been renewed, the licensee may not mark or dispatch products with the Standard Mark, including stock in hand[3]. Selling unmarked notified goods is an offence under the BIS Act[12].

What happens if I miss the annual CRS fee?

Under the 2026 rules, missing the annual fee and production details triggers the suspension and cancellation provisions[6]. A consultant reports a 90-day suspension that can be lifted by paying with a Rs 5,000 late fee[7]; that detail is not yet officially confirmed.

Can I appeal if my CRS licence is declared expired?

Yes. An appeal to the BIS Director General must be filed within 90 days with a Rs 2,000 fee, under section 34 of the BIS Act read with Rule 37 of the BIS Rules[3].

Do I need a new test report to renew?

Not for the renewal filing itself, which is Form VI with a production report[3]. But licensees in 38 categories must file IS/IEC 62368-1 reports for all lead models by 1 November 2028[9], and lithium cell licensees need rated-capacity reports by 30 April 2027[8], whatever their renewal date.

Is there a fee for migrating my CRS licence to IS/IEC 62368-1?

BIS's July 2026 FAQ says migrating registered models through the Standard Revision module carries no fee[20]. You still pay the lab for the new 62368 test reports on each lead model[9].

My CRS licence expired more than 90 days ago. Can I still renew?

No. The licence expires 90 days after validity if renewal and fees have not arrived[3]. You can appeal within 90 days of the order[3] or file a fresh application with a new test report.

Can I use the BIS mark while my renewal is deferred?

No. BIS says licensees must not use the Standard Mark during deferment, suspension, expiry or cancellation[13], and no marking or dispatch is allowed after the validity date unless renewed[3].

Does a CRS licence move with the factory if we relocate?

No. The licence is granted per manufacturing unit[28], and making licensed products at other premises is misuse that may lead to cancellation[13]. License the new site before moving production.
