What is the Domestic Pressure Cooker Quality Control Order?
It is the order that makes BIS certification compulsory for pressure cookers used at home. The Department for Promotion of Industry and Internal Trade (DPIIT) issued it as S.O. 294(E) on 21 January 2020, under sections 16, 17 and 25(3) of the BIS Act, 2016[1].
The order requires domestic pressure cookers to conform to IS 2347 and to bear the Standard Mark (the ISI mark) under a BIS licence as per Scheme-I of the BIS (Conformity Assessment) Regulations, 2018[3]. BIS is the certifying and enforcement authority[3].
It sits apart from the broader cookware and utensils orders: pressure cookers have their own order[9], and the cookware QCO deals with stainless steel and aluminium utensils, sinks and cans. For the import process, see import pressure cookers. Not sure your product is a 'domestic pressure cooker'? The approval checker gives a first answer, and the ISI mark guide explains the licence itself.
Why are pressure cookers under a separate Quality Control Order?
Because a pressure cooker is a pressure vessel in the kitchen, and its safety depends on devices that only work if they are built to standard. BIS's test scheme centres on the parts that stop an explosion: the safety relief device, the gasket, the pressure regulating device, and air, proof and bursting pressure tests[10]. That is a different risk from an ordinary pot, which is why the cookware orders leave pressure cookers to their own order[9].
The government has treated cookers as one of three priority household safety products. When CCPA launched its campaign against goods that break QCOs in November 2021, it named helmets, pressure cookers and cooking gas cylinders, and told District Collectors to investigate[11]. Pressure cookers have since produced the clearest marketplace enforcement record of any QCO product (see below).
Which pressure cookers need the ISI mark?
The order's table lists one item: 'Domestic Pressure Cooker'[3]. It gives no capacity limit, no material restriction and no HS codes[3]. BIS's licence scope for IS 2347 shows how wide that is in practice: capacities from 1 to 24 litres, aluminium alloy, stainless steel or 3-ply bodies, inner or outer lids, hard-anodised and other coatings, induction or composite bases[12].
| Product | Covered? | Note |
|---|---|---|
| Aluminium pressure cookers, inner or outer lid | Yes | Core of the standard |
| Stainless steel and 3-ply pressure cookers | Yes | Listed material options |
| Hard-anodised and non-stick coated cookers | Yes | Coatings are grouping factors |
| Cookers with integral electric heating | Pressure vessel in scope | The IS 2347 scope includes 'external/integral electrical heat source'[12] |
| Commercial or industrial pressure vessels | No | Order covers domestic cookers |
| Ordinary pots, pans and utensils | No | See the cookware QCO |
Aluminium pressure cookers are commonly classified under tariff item 7615 10 11[13], but the order does not depend on the code.
Which cookers and accessories are borderline?
The order names one product, 'Domestic Pressure Cooker', with no capacity or material limit[3]. The difficult cases sit at the edges: electric cookers, accessories and commercial vessels.
| Product | Likely treatment | Reason |
|---|---|---|
| Pressure cooker sold with a spare gasket and weight | Covered as a cooker; spares go with the sample | BIS samples the cooker plus a spare gasket, regulating device and safety relief device[14] |
| Pressure pan or handi with a pressure lid | Covered if it works as a domestic pressure cooker | Shape is a grouping factor in the IS 2347 scope, not an exclusion[12] |
| Induction-base or 3-ply cooker | Covered | Induction-friendly bases and 3-ply bodies are listed options[12] |
| Electric multi-cooker with pressure function | Check both orders | IS 2347 scope includes an integral electric heat source[12]; electrical safety may fall under the appliances QCO |
| Rice cooker without pressure | Not this order | Rice cookers are under BIS CRS to IS 302-2-15[15] |
| Gasket or safety valve sold alone as a spare | Not listed as a separate product | The order covers the cooker[3]; gaskets are tested to IS 7466 as part of it[10] |
| Commercial or industrial pressure vessel | Outside this order | The order covers domestic cookers[3] |
Which Indian Standard applies to pressure cookers?
IS 2347, Domestic Pressure Cooker. The order names IS 2347:2017 and adds that the latest version notified by BIS, with amendments, applies from the date of notification[3]. BIS's February 2025 product manual is written for IS 2347:2023, with one amendment[2]. BIS's Scheme-I list still shows the 2017 edition[5], but the order's own note points to the newest version.
The BIS testing scheme covers materials and components, construction, temperature-responsive devices, coatings and a set of pressure tests, including air, proof and bursting pressure and tests of the pressure regulating and safety relief devices[10]. See IS 2347. The mark that results is the ISI mark.
When did the pressure cooker QCO come into force? Dates and amendments
The order was notified in January 2020 to start on 1 August 2020[3]. In June 2020 DPIIT moved the date to 1 February 2021[4]. There have been no further amendments listed by BIS[5].
| Date | Instrument | What changed | Source |

Who is exempt from the pressure cooker QCO?
Only exporters: nothing in the order applies to goods meant for export[3]. The order has no MSME exemption, no R&D allowance and no stock sell-off period. Compare the cookware orders, which allow up to 200 R&D units a year[17] and six months to sell declared old stock[17]; none of that applies to pressure cookers.
Indian micro and small manufacturers do get help on the cost side, through concessions on the BIS minimum marking fee until 31 May 2029[18]. For IS 2347 that brings the minimum from Rs 46,000 to Rs 9,200 for a micro firm[8].
Do small manufacturers get relief under the pressure cooker QCO?
Only on fees. The order's single exemption is export[3]. The size-based marking fee concession runs from 17 March 2026 to 31 May 2029: 80% off the large-firm minimum for micro enterprises, 50% for small ones and an extra 10% for women-led firms[18].
Pressure cookers also miss the 2026 transition reliefs. DPIIT's shipped-before and purchase-order exemptions of February 2026 cover 26 QCOs notified in 2024 and 2025[19]; this order dates from 2020. The Transition Facilitation Order's Schedule leaves it out[16]. What has changed for small factories is testing: since December 2025 most products no longer need an in-house laboratory, and shared or sub-contracted testing at BIS-recognised or ISO/IEC 17025 labs is allowed[20].
Can old or unmarked pressure cooker stock still be sold?
No. There is no sell-off period in the order or its one amendment[3], and section 17 covers storing and exhibiting for sale, not only selling[21]. CCPA's orders went further back than many sellers expected: Amazon's recall covered every non-conforming cooker sold after the QCO was notified[6].
When a supplier's licence lapses, BIS directs it to stop using the Standard Mark at once[22], and Manakonline treats licences more than 90 days past validity as expired[23]. Put your supplier's renewal date in the licence renewal date tool; the rules are on ISI mark renewal.
Is the pressure cooker QCO still in force in 2026?
Yes. On 1 November 2026, BIS's Scheme-I list showed the order, S.O. 294(E), and its 2020 amendment, with no rescission[5]. Pressure cookers were not among the QCOs rescinded in late 2025, which hit chemicals, polymers, fibres and metals[24], and they are not in the 2026 Transition Facilitation Order's schedule[16]. See the QCO tracker for every change. The QCO deadline checker and our QCO orders dataset carry the same status.
How does a manufacturer or importer comply?
The factory holds the licence; an importer complies by buying only from a licensed factory whose scope covers the models.
What does the pressure cooker QCO mean for importers?
The order binds importers directly. The BIS Act's definition of 'person' includes importers[21], and section 17 bars importing notified goods without the Standard Mark under a valid licence[21]. Four practical consequences follow:
- You cannot hold the licence for someone else's factory. A Scheme-I licence is granted per product standard and per factory location[25]. Your supplier's factory must be licensed.
- Foreign factories use FMCS. BIS runs it for all products except MeitY-notified electronics[27]. Expect about six months on average[28] and a USD 10,000 bank guarantee after grant[28].
- The scope matters as much as the licence. The mark may be used only on varieties listed in the licence scope[29]. For cookers, capacity band, coating, lid, material, base and shape are grouping factors[12].
- Marking happens at the factory. Goods must be marked before they leave. There is no route to mark them on arrival in India in the order text.
For the step-by-step import route see import pressure cookers.
How do you check a pressure cooker supplier's BIS licence?
Check the CM/L number against BIS records and match the models to the scope. The detailed method is in how to verify a BIS licence.
- 1Collect the licence number
It must appear on the cooker or package as CM/L-... with the BIS website line[14].
- 2Search it
Use the licence search on Manakonline[30].
- 3Match the factory
Licences are granted per factory location[25].
- 4Match the group
Capacity group, coating, lid, material, base and shape must fall inside the licence scope[12].
- 5Check the standard edition
BIS now certifies against IS 2347:2023[2]; old 2017-only test reports are a warning sign.
- 6Check the physical mark
Every cooker must carry the Standard Mark itself, not only the box[14].
What happens after a pressure cooker licence is granted?
- Surveillance. BIS makes surprise factory visits and buys ISI-marked products in the market for third-party testing[25]. FMCS licensees also report production and dispatch monthly or quarterly[31].
- Actual marking fee. At renewal the factory files a production statement certified by a chartered or cost accountant, and BIS works out the actual marking fee[32]. For IS 2347 the unit rate is Rs 0.87 per cooker, so the actual fee passes the Rs 46,000 minimum at about 52,900 cookers a year[8].
- Renewal. Licences can be renewed for one to five years, paying the licence fee and advance minimum marking fee for the chosen period[33].
- Late renewal. If the validity date passes, the factory may not mark or dispatch until it renews, with a Rs 5,000 late fee within 90 days; after that the licence expires[34].
The fee rules are explained on BIS ISI mark fees.
How does the pressure cooker QCO compare with other consumer-product QCOs?

Common misunderstandings about the pressure cooker QCO
'Stainless steel cookers are outside it.' The order covers domestic pressure cookers without a material limit, and BIS's IS 2347 scope lists aluminium alloy, stainless steel and 3-ply bodies[12].
'The cookware QCO's R&D and stock relief applies.' Those reliefs are in the cookware orders[17]; the pressure cooker order has only an export exemption[3].
'IS 2347:2017 test reports are fine.' BIS's current manual certifies against IS 2347:2023[2], and the order applies the latest version notified by BIS[3].
'Marketplaces are only intermediaries.' CCPA held that a platform earning commission on each sale cannot disassociate itself, and ordered Amazon to recall non-compliant cookers[6].
'The importer can hold the licence.' It is granted per factory location[25].
How is the pressure cooker QCO enforced?
Two regulators act on it.
BIS. It is the certifying and enforcement authority[3]. Section 17 of the BIS Act bars importing, selling or storing for sale notified goods without a Standard Mark[21], with penalties up to two years' imprisonment or fines from Rs 2 lakh, up to ten times the value of the goods[21].
CCPA. The Central Consumer Protection Authority took suo motu action against e-commerce sales of non-compliant cookers. On 4 August 2022 it ordered Amazon to notify buyers of 2,265 pressure cookers sold in breach of the QCO, recall them, refund the price and pay a Rs 1,00,000 penalty; it had issued notices to Flipkart, Paytm Mall, Shopclues, Snapdeal and their sellers too[6]. Its first Safety Notice named pressure cookers alongside helmets and gas cylinders[43].
For importers and sellers, the lesson is that a marketplace listing is not a safe harbour. The platform, the seller and the importer can all be pulled in. Contraventions of section 29(3) are cognizable[44]. The helmet QCO page shows the same pattern of joint BIS and CCPA action.
What has CCPA done about non-ISI pressure cookers?
More than for any other QCO product. CCPA took suo motu action against marketplaces in November 2021[11], issued 15 notices to platforms and sellers by the end of that year[44], and then ordered recalls and penalties. Its reasoning: non-conforming cookers are 'defective' under the Consumer Protection Act, 2019, and permitting their sale can be an unfair trade practice, which the e-commerce rules forbid[11].
| Date | Action | Numbers | Source |
|---|---|---|---|
| 17 Aug 2022 | CCPA order against Flipkart | 598 cookers to be recalled and refunded; Rs 1,00,000 penalty; fees earned Rs 1,84,263 | [7] |
| 17 Aug 2022 | BIS seizures under the campaign | 1,435 cookers and 1,088 helmets | [7] |
| 4 Aug 2022 | CCPA order against Amazon | 2,265 cookers; Rs 1,00,000 penalty; fees earned Rs 6,14,825.41 | [6][45] |
| Before Aug 2022 | CCPA order against Paytm Mall | Penalty of Rs 1,00,000 deposited | [45] |
| 29 Dec 2021 | Notices | 15 CCPA notices; 3 BIS notices on cookers | [44] |
| 6 Dec 2021 | CCPA Safety Notice | Cookers, helmets and gas cylinders | [44] |
| 22 Nov 2021 | CCPA suo motu cognizance against e-commerce entities | Replies sought within 7 days | [11] |
What does the pressure cooker QCO mean for Amazon and Flipkart sellers?
The seller, the platform and the importer can all be held to account. CCPA found that Amazon earned a sales commission on each cooker and so could not disassociate itself[6], and pointed to Flipkart's 'Powered by Flipkart' invoices and seller tiers as evidence of its role, ordering both to recall and refund[7]. Platforms now expect proof before they list.
Before you list a cooker, have ready: the factory's licence copy with your models in scope, a photo of the Standard Mark and CM/L number on the product[14], and, for imports, the LMPC declarations on the retail pack, which pressure cookers are likely to need[46]. Our checklists for Amazon and Flipkart cover the rest; the audience guides for Amazon sellers and Flipkart sellers explain platform-side approvals.
Pressure cooker compliance worked examples
Marking fee for a mid-size factory. A large factory making 1,00,000 cookers a year pays Rs 0.87 each, which is Rs 87,000, above the Rs 46,000 minimum[8]. The actual fee is settled from a production statement certified by a chartered or cost accountant[32].
A micro unit. Making 8,000 cookers a year gives Rs 6,960 on the unit rate, so the micro minimum of Rs 9,200 applies[8].
A foreign factory adding a 3-ply range. Material is a grouping factor[12], so a new 3-ply line is a scope change. Under FMCS each new variety or group costs Rs 5,000 to include[47], plus the sample: one cooker, or two for induction bottoms, with spare gasket and devices[14].
What a marketplace lost. Amazon earned Rs 6,14,825.41 in fees on non-conforming cookers[45], then had to refund buyers of all 2,265 units and pay a Rs 1,00,000 penalty[6]. For a seller, the refund cost of the full sale price is the bigger number.
To price your own case, use the compliance cost estimator or read BIS ISI licence cost. Foreign factories should add the items on FMCS fees.
Common pressure cooker compliance problems and fixes
- Mark on the box only. The Standard Mark must go on each cooker[14]. Fix it at the factory, not in India.
- Old edition test reports. The certifying manual is IS 2347:2023[2]. Ask the factory for current-edition reports from a BIS or BIS-recognised lab, such as those on BIS labs in Mumbai and Pune.
- Licence covers aluminium, order is stainless. Material is a scope factor[12].
- Assuming cookware relief applies. The cookware orders' R&D and stock relief do not apply here[17].
- Importer trying to hold the licence. Under FMCS only the manufacturer can apply[48].
A BIS consultant can manage a factory's application; for a quick view of your own risk, ask for a free compliance check.
Frequently asked questions
Is the ISI mark compulsory on pressure cookers?
What was the original date of the pressure cooker QCO?
Which version of IS 2347 applies?
Is a pressure cooker covered by the cookware QCO?
No. Domestic pressure cookers have their own order, S.O. 294(E)[9].
Are small manufacturers exempt?
What did CCPA do about non-ISI pressure cookers?
It ordered Amazon in August 2022 to recall and refund 2,265 cookers and pay Rs 1,00,000, after notices to several marketplaces[6].
Is the pressure cooker QCO still in force?
Yes. BIS's Scheme-I list shows it in force with no rescission as of November 2026[5].
What penalty did CCPA impose on Flipkart for pressure cookers?
Rs 1,00,000, with a direction to notify buyers of 598 non-conforming cookers, recall them, refund the price and report within 45 days[7].
Are non-ISI pressure cookers 'defective' under consumer law?
CCPA's position is yes: cookers that do not meet the compulsory standard are liable to be held defective under section 2(10) of the Consumer Protection Act, 2019[11]. That opens refunds and recalls on top of BIS Act penalties.
What is the BIS marking fee for pressure cookers?
The minimum is Rs 46,000 a year for a large firm and Rs 9,200 for a micro firm, with a unit rate of Rs 0.87 per cooker[8].
Do electric pressure cookers fall under this order?
BIS's IS 2347 scope includes cookers with an external or integral electric heat source[12]. Check the electrical side separately with BIS or a consultant.
