Do Noida businesses need a local BIS consultant?
No. BIS CRS is filed online by the manufacturer on crsbis.in[11], so any consultant can file it. Noida stands out because it has a BIS branch office, a dense cluster of recognised labs and many factories that apply for themselves.
Noida is different from Delhi in one way that matters: many Noida businesses are manufacturers, not just importers. The Uttar Pradesh government's investment agency says the state makes 40% of India's mobile phones and that Greater Noida hosts Samsung, OPPO and VIVO[6]. A Noida factory making chargers, power banks or LED drivers is itself the CRS applicant, because CRS licences are granted to the manufacturing unit[12]. An importer in Noida, on the other hand, needs its overseas factory to hold the licence.
This guide covers the BIS offices serving Noida, the local labs and what they charge, ICD Dadri, Uttar Pradesh's Legal Metrology route, consultant fees, and worked examples for a Noida manufacturer and a Noida importer. For the national view, see BIS consultants in India.
Which BIS offices serve Noida?
BIS has a Noida Branch Office at the NITS campus, A-20 & 21, Institutional Area, Sector-62, Noida-201309[1], and a Ghaziabad Branch Office inside the Central Laboratory block in Sahibabad[1].
| Office | Address | What it means for you |
|---|---|---|
| Noida Branch Office | NITS campus, A-20 & 21, Sector-62[1] | Local BIS presence; ISI (Scheme-I) licensing and inspections for local factories |
| Ghaziabad Branch Office (GZBO) | Central Laboratory (chemical lab block), Plot 20/9, Site IV, Sahibabad[1] | Neighbouring branch for Ghaziabad-side units |
| BIS Central Laboratory | Plot 20/9, Site IV, Sahibabad Industrial Area[1] | BIS's own lab |
| Central Regional Office | Konnectus Tower-1, New Delhi[1] | Regional administration |
BIS's office directory does not say which branch covers which district[1], so ask BIS or your consultant which office handles your factory for ISI work. For CRS, the branch office plays little part in the grant: the file runs on the portal from test request to R-number[11].
Which BIS-recognised labs are in Noida, and what do they charge?
Noida has more CRS labs than any other NCR district on BIS LIMS: nine Noida-named labs for IS 13252 (Part 1) at Rs 40,000 to Rs 1,50,000[2], and eight each for IS/IEC 62368-1:2023, IS 16046 and IS 15885[3][4][5].
| Standard | Typical products | Noida-named labs | Declared charges | Ghaziabad-named labs |
|---|---|---|---|---|
| IS 13252 (Part 1) | Power banks, IT equipment | 9[2] | Rs 40,000 to Rs 1,50,000 | 5, Rs 35,000 to Rs 75,000 |
| IS/IEC 62368 (Part 1):2023 | Mobile phones, smartwatches, adaptors | 8[3] | Rs 50,000 to Rs 2,50,000 | 4, Rs 75,000 to Rs 1,75,000 |
| IS 16046 | Lithium-ion battery packs | 8[4] | Rs 45,000 to Rs 80,000 | see LIMS |
| IS 15885 (Part 2/Sec 13) | LED drivers | 8[5] | Rs 28,000 to Rs 80,000 | 5, Rs 30,000 to Rs 50,000 |
How should a Noida manufacturer read lab prices on LIMS?
Treat the LIMS headline charge as a starting point. Each listing shows a clause-wise breakup and any excluded tests[13], and many labs price different products differently in their remarks.
Three Noida-specific points:
- Battery testing is cheaper locally than the national spread. Noida's eight IS 16046 labs list Rs 45,000 to Rs 80,000[4], while the national range for IS 16046 runs from Rs 37,500 to Rs 4,80,000[14].
- IS/IEC 62368-1:2023 is now the standard to plan for. IS 13252 (Part 1) has been superseded for CRS and can be used concurrently only until 1 November 2028[15].
- Charges are frozen for three years from recognition or renewal, unless the standard changes[16].
Labs must issue the report within 7 days of finishing testing[16] and must not pay referral commissions[16]. See BIS labs in Delhi NCR.
Is a Noida factory treated differently from a Noida importer?
Yes. A Noida factory applies for CRS in its own name for its own premises; a Noida importer cannot apply, and depends on its overseas factory's licence[12]. The fees are the same, but who files and who signs differ.
| Question | Noida manufacturer | Noida importer |
|---|---|---|
| Who is the CRS applicant? | You, for your factory | Your overseas factory |
| Authorised Indian Representative? | Not needed | Required for the foreign factory[17] |
| MSME fee concession? | Possible: 20% for all MSMEs from 1 June 2026[9] | Depends on the factory |
| Making at another site | Misuse; licence covers the licensed premises only[18] | Each overseas factory needs its own licence |
| Customs BIS check | Not at import for finished goods made here | At ICD Dadri or the airport for each consignment |
For a factory, a consultant's value is often in critical components. Where a standard requires critical components to conform, BIS accepts the component's own Standard Mark if it is under a QCO or CRO, otherwise a report from a BIS-accepted lab, and only failing that an IECEE CB, UL or VDE certificate[19]. Parallel testing of components and the end product has been a permanent option since 9 January 2024[20].
Do Noida factories need BIS for imported components and R&D samples?
Usually not for components. The CRS order applies to finished goods, not to spare parts or components used to make them, unless they are separately notified[21]. Goods imported for R&D, demonstration or testing are also outside the order[22].
There are edges a Noida consultant should check:
- CKD and SKD. Notified items may come in CKD condition, but SKD imports are allowed only to manufacturers of the finished product[21].
- Highly specialised equipment. CBIC is reported to have told customs to apply MeitY's 2026 exemption for highly specialised equipment only on a specific MeitY exemption and for small volumes[23].
- Notified components. Some components, such as lithium cells under IS 16046, are themselves CRS categories[24].
If in doubt, coverage questions go to MeitY, not BIS[25]. See importing samples for BIS testing.
How much do BIS consultants in Noida charge?
Noida consultants publish prices in the same range as Delhi: one national firm lists Rs 14,999 for CRS[26], and its Delhi NCR page starts at Rs 9,999 excluding GST[27]. BIS and lab fees are always extra.
| Cost line | Amount | Type |
|---|---|---|
| BIS application + annual licence | Rs 1,000 + Rs 1,000[8] | Official |
| BIS processing fee | Rs 50,000 incl. one report[8] | Official |
| Extra test report | Rs 20,000 each[8] | Official |
| Noida lab, IS 16046 | Rs 45,000 to Rs 80,000[4] | Lab-declared |
| Noida lab, IS/IEC 62368-1:2023 | Rs 50,000 to Rs 2,50,000[3] | Lab-declared |
| Consultant fee | From Rs 9,999 to Rs 14,999 on published pages | Reported |
For a Noida factory, ask whether the consultant's quote reflects your MSME status; BIS's 2024 concession table moved to 20% for all MSMEs from 1 June 2026[9]. Run the numbers in the BIS CRS fee calculator.
How long does BIS take for a Noida applicant?
The BIS stage is the same everywhere: a 20-working-day target for a clean CRS file[17]. What Noida saves is the lab leg, because the sample can reach a local lab the same day.
| Stage | Rule | Source |
|---|---|---|
| Sample to lab | Within 60 days of the test request | [11] |
| Report issued | Within 7 days of finishing testing | [16] |
| Application filed | Report no older than 90 days | [17] |
| BIS grant | 20 working days if right first time | [17] |
| Query reply | At least 30 days given | [17] |
| ISI licence (Scheme-I) | About one month with a lab report (option 2), about four months under option 1 | [28] |
Testing time itself depends on the lab's workload and on the factory sending the technical details the lab needs[29]. See how long BIS registration takes.
What if a Noida factory makes ISI-mark products instead?
Products under a Quality Control Order, such as many appliances and electrical accessories, need an ISI (Scheme-I) licence, which involves a BIS factory inspection rather than CRS-style registration. Applications and payments are online only, on Manakonline[28].
The fee model is different: Rs 1,000 application fee, Rs 7,000 per man-day inspection fee before the first visit, and after grant an annual licence fee plus the product's minimum marking fee[28]. Micro and small units get large concessions on the minimum marking fee until 31 May 2029: 80% for micro enterprises and start-ups and 50% for small units[30]. A separate application is needed for each product standard and each factory location[28]. After grant, BIS runs surprise factory inspections and buys market samples[28]. See the ISI mark guide and ISI licence costs.
Where do Noida imports clear customs?
Container imports for Noida commonly move through ICD Dadri, listed in a port-code directory compiled from ICEGATE as INDER6, an inland container depot in Gautam Budh Nagar[7]. Air shipments usually land at Delhi's IGI Airport custom house (INDEL4)[31].
BIS is checked at clearance for CRS goods: DGFT made BIS registration an import condition[32], and CBIC is reported to require a system check of BIS registration on every such consignment[33]. For batteries and battery-containing equipment, CPCB asked CBIC to have customs verify EPR registration[34].
Since February 2026 Out of Charge without manual intervention applies to all importers who have paid duty and have no pending compliance alert[35]. A missing R-number or EPR registration is the kind of gap that keeps a container at Dadri. File the Bill of Entry on time to avoid Rs 5,000 a day in late charges[36]. See the customs documents checklist and ICEGATE.
How does LMPC registration work for a Noida company?
Every importer or packer of pre-packed goods must register under rule 27 of the Packaged Commodities Rules, paying Rs 500, within 90 days of starting[10]. A Noida company applies either to Uttar Pradesh's Controller of Legal Metrology or to the Central Government's Director.
Which one? Rule 27 lets you apply to the Director (central) or the Controller (state)[10]. Commentators say a business selling in one state registers with that state, and one selling in more than one state applies centrally[37]. Most Noida electronics brands sell nationally, so the central route is common; new central applications go through the National Single Window System[38].
What changed in 2026:
- A company's application must name the Director responsible for violations, from 29 May 2026[39].
- Registered firms must update details every year online, including products, quantities imported and country of origin[39].
- Certificates now stay valid until cancelled[39].
Consultant pricing for Uttar Pradesh LMPC is published: one firm lists Rs 4,999 professional fee on top of the Rs 500 government fee, Rs 9,999 on an urgent basis[40]. We could not open an official Uttar Pradesh Legal Metrology page to confirm state-specific forms. See LMPC importer registration and LMPC consultants.
Which EPR registrations do Noida electronics businesses need?
Most Noida electronics manufacturers and importers are "producers" under the E-Waste Rules, which cover anyone who makes and sells EEE under its own brand or offers to sell imported EEE[41]. Battery and plastic packaging EPR often apply too.
| EPR | Who is caught | Fee | Source |
|---|---|---|---|
| E-waste EPR | Producers of listed EEE | Rs 2,500 to Rs 15,00,000 by annual recycling target | [42] |
| Battery EPR | Importers of batteries or equipment with batteries | Rs 10,000 to Rs 40,000 by turnover | [43] |
| Plastic EPR | Importers and brand owners using plastic packaging | Rs 10,000 to Rs 50,000 by tonnage | [44] |
The e-waste portal also charges Rs 5,000 a year in maintenance[42]. A BIS consultant who does not do EPR should say so; see EPR consultants and the EPR registration checklist.
How does a Noida factory get BIS CRS, step by step?
A Noida factory follows the official CRS steps itself, with or without a consultant: log in, test request, recognised-lab testing, report check, application within 90 days, documents and queries[11].
- 1Confirm the CRS category
Check the product list on crsbis.in or with the approval checker, and confirm the Indian Standard (IS/IEC 62368-1:2023 for most IT and audio products).
- 2Register the factory on crsbis.in
Upload the business licence showing manufacturing at the Noida premises.
- 3Plan critical components
List components that need their own Standard Mark or a lab report, and decide whether to use parallel testing.
- 4Book a Noida lab
Compare declared charges on LIMS, generate the test request and deliver the sample within 60 days.
- 5Check the report
Match models, ratings and label artwork before filing; the report must be under 90 days old when BIS receives it.
- 6File Form I with the MSME certificate
Upload the sealed Form I, the notarised affidavit and the current-year MSME certificate if you claim a concession.
- 7Answer queries and receive the R-number
Reply within the time BIS gives (at least 30 days), then mark products with the Standard Mark and R-number.
- 8Register on the STPI surveillance portal
Register each R-number with model details for MeitY market surveillance.
Worked example: a Noida contract manufacturer of power banks
A Noida MSME making power banks for a D2C brand applies for CRS itself. Power banks are a CRS category under IS/IEC 62368 (Part 1):2023, with IS 13252 (Part 1) also listed[24].
- BIS fees: Rs 52,000 (application, annual licence and processing) before any MSME concession and GST[8].
- Lab for the cells: if the cells are not already certified, IS 16046 testing at a Noida lab is Rs 45,000 to Rs 80,000[4].
- Lab for the power bank: Rs 40,000 to Rs 1,50,000 at a Noida IS 13252 (Part 1) lab[2].
- Brands: if the factory makes for two brands, each brand needs its own registration, but both can rely on a common test report when the product and factory are the same[45].
The D2C brand, not the factory, will usually carry battery EPR and plastic EPR as the brand owner. See D2C brands.
Worked example: a Noida importer of mobile chargers through ICD Dadri
A Noida importer buying wall chargers from a factory abroad needs that factory to hold a CRS licence; chargers are reported to fall under "Power Adaptors for IT Equipments" under IS/IEC 62368 (Part 1):2023[24].
- The factory nominates the importer or another Indian entity as AIR[46].
- A Noida lab tests to IS/IEC 62368-1:2023, at Rs 50,000 to Rs 2,50,000 declared[3].
- BIS fees of Rs 52,000 plus GST[8].
- Plastic EPR as an importer using plastic packaging[47].
- LMPC registration and full package declarations[48].
At ICD Dadri, the R-number must be on the goods and in the system before the container moves. See mobile chargers.
What do Noida businesses get wrong with BIS?
The most common error is making licensed products at a second, unlicensed site. BIS treats production at other premises as misuse that can lead to cancellation[18].
Other frequent mistakes:
- Assuming a component's Standard Mark covers the product. Each finished product needs its own licence[12].
- Letting the annual fee lapse. Under the 2026 rules fees are paid annually in advance[49]; missing them is reported to trigger suspension[50].
- Address mismatches between the Udyam/MSME certificate, business licence and portal[25].
- Forgetting the annual LMPC update introduced in 2026[39].
How do you vet a BIS consultant in Noida?
Check past R-numbers in BIS Care, compare at least three Noida labs on LIMS and get a written fee split. BIS Care searches CRS registrations by product, model and brand[51].
What does Comploa do for Noida manufacturers and importers?
Comploa is a free, sourced reference and first check. We tell you which approvals apply, what BIS and the labs charge, and what to ask a consultant; we do not file applications.
Ask for a free compliance check with your product list and factory or supplier details, and we reply in writing with the approvals, official fees and likely timeline. If you want a consultant, we can introduce one from our partner network, and you agree terms with them directly. Consultants can apply at become a partner. Start with the approval checker or the compliance cost estimator.
Frequently asked questions
Is there a BIS office in Noida?
Yes. The BIS Noida Branch Office is at the NITS campus, A-20 & 21, Institutional Area, Sector-62, Noida-201309[1].
How many BIS-recognised labs are in Noida?
What does battery testing cost at Noida labs?

Does a Noida factory need a consultant for CRS?
No. The factory is the applicant and files on crsbis.in[11]. Many factories hire one for the first file or for critical-component planning.
Do I get an MSME discount on BIS CRS fees?
BIS's 2024 concession table set 80% for micro enterprises and start-ups, 50% for small and 20% for medium, moving to 20% for all MSMEs from 1 June 2026[9].
Do imported components need BIS for my Noida factory?
Which ICD serves Noida?
ICD Dadri in Gautam Budh Nagar, listed as INDER6 in a port-code directory compiled from ICEGATE[7].
Where does a Noida company register for LMPC?
What does LMPC help cost in Uttar Pradesh?
One consultancy lists Rs 4,999 plus the Rs 500 government fee, or Rs 9,999 urgently[40]. That is its published price, not a regulated rate.
Can I make my licensed product at a second Noida unit?
Not under the same licence. BIS treats making licensed products at other premises as misuse that may lead to cancellation[18].
Why are so many CRS labs in Noida?
We have no official explanation. The UP government links the area to large-scale mobile and electronics manufacturing[6], which creates steady demand for testing.
