CPCB EPR portals explained: which one to use for plastic, e-waste and batteries, and how to register and file

CPCB runs EPR registration for plastic packaging, e-waste and batteries behind one sign-on at epr.cpcb.gov.in, and plastic filing is reported to have moved fully onto that Common EPR Portal in 2026. An electronics importer often needs all three.

Which CPCB EPR portal do I use for plastic, e-waste and batteries?

There is no single EPR portal. Each set of rules has its own centralised CPCB portal, its own login and its own registration number. The e-waste rules expressly exclude batteries and packaging plastics, which are handled under their own rules[8], so the three are separate obligations even for one product.

Use only the official domains, which all end in cpcb.gov.in. The official e-waste portal is the "E-Waste Management System" at eprewaste.cpcb.gov.in[1]. Watch out: CPCB's own April 2023 e-waste SOP names a different web address that is not on gov.in. When we checked on 30 October 2026, that address served an ad-supported blog with no CPCB branding[1]. Do not enter credentials or pay fees anywhere except a cpcb.gov.in address.

How do you log in to the CPCB EPR portals in 2026?

Through CPCB's Single Sign-On at epr.cpcb.gov.in, which now gives access to all its EPR portals; FAQs and user manuals sit on that common SSO portal[13]. For plastic packaging, CPCB is reported to have shut the separate Centralized EPR Portal for Plastic Packaging (eprplastic.cpcb.gov.in) on 28 June 2026 and moved its functions and users' data to the Common EPR Portal from 1 July 2026[2]. We could not open the CPCB notice itself, so check the login page for current instructions.

Inside each portal the login is still by role. On the battery portal you choose Producer, Recycler or Refurbisher and sign in with email ID and password; producers sign up as an Importer or a Manufacturer[13]. KYC differs by stream:

  • Plastic: PAN, GST and CIN of the company, and the Aadhaar and PAN of the authorised person[4].
  • Battery: PDF copies of the company's PAN, CIN and GST[12]; a proprietorship or partnership enters the authorised person's PAN[14].
  • E-waste: sales by weight for each financial year over the product's average life, plus self-declarations[7].

If the authorised person has left and nobody can reach the registered email, use 'Lost Credentials' on the login page to request an update of the authorised person's details[13]. The battery portal also has an 'Edit Sales Data & Account Unblock' service[13].

Which portals does a typical electronics importer need?

Usually two or three: battery EPR for any product with a battery, e-waste EPR for products in Schedule I, and plastic EPR for the packaging of almost every import[12][8][9].

Where Schedule I does not name a product, there is no official CPCB mapping we could find; ask CPCB before choosing an EEE code. Small importers should also read EPR for small importers.

How to register on the CPCB plastic EPR portal

All PIBOs apply on the same portal, which is now reported to be the Common EPR Portal at epr.cpcb.gov.in rather than the old eprplastic.cpcb.gov.in site[2]. Existing users are asked to check their migrated data. If you operate in more than two states or UTs, CPCB registers you; if one or two, your SPCB or PCC does[4]. Each role (importer, producer, brand owner) and each state needs its own registration[4]. Detailed rules are on our plastic EPR page.

  1. 1
Create the account with company KYC

Enter PAN, GST and CIN of the company and the Aadhaar and PAN of the authorised person[4].

  2. 2
Pick your role and packaging categories

Choose importer, producer or brand owner and the categories you place on the market: I rigid, II flexible, III multilayered, IV compostable, V biodegradable[9].

  3. 3
    Enter packaging quantities

For an importer: average packaging imported and sold over the last two years, pre-consumer waste, and quantity supplied to brand owners[4].

  4. 4
    Pay the application fee

Rs 10,000, Rs 20,000 or Rs 50,000 by tonnes per annum, per CPCB's March 2022 SOP, the latest we found[5].

  5. 5
    Wait for processing

The SOP says applications are processed within 15 days, after which the portal generates a deemed registration[5].

How to register on the CPCB e-waste EPR portal

Producers, including anyone who offers imported EEE for sale[8], must register on the portal before doing business, and registered entities may not deal with unregistered ones[8]. More on the rules is on our e-waste EPR page.

  1. 1
    Open the official portal

    Go to eprewaste.cpcb.gov.in, the E-Waste Management System[1].

  2. 2
Enter sales data by EEE item

Give the weight of EEE placed on the market in each financial year for a period equal to the product's average life[7]. Each item has a Schedule I code, such as ITEW3 for laptops[8].

  3. 3
    Upload declarations

Self-declarations of RoHS compliance and of EN 50581 technical documentation, plus an awareness plan[7].

  4. 4
    Pay the processing fee

From Rs 2,500 by annual recycling target, or Rs 10,000 if your sales have just started[7].

  5. 5
    Answer CPCB's queries in time

CPCB communicates shortcomings within 25 working days and you must reply within 7 working days[7].

How to register on the CPCB battery EPR portal

Importers of batteries and of equipment containing batteries are producers and must register with CPCB before importing; registrations under the old 2001 rules are no longer valid[12]. See battery EPR.

  1. 1
    Apply in Form 1(A)

Apply through the centralised online portal in Form 1(A)[6].

  2. 2
    Upload KYC

PDF copies of the company's PAN, CIN and GST[12].

  3. 3
    Pay the fee

Rs 10,000, Rs 20,000 or Rs 40,000 by turnover, online and excluding transaction charges[3].

  4. 4
    Receive Form 1(B)

CPCB must register you within two weeks of a complete application, or you are deemed registered unless refused[6]. The certificate is valid until cancelled or withdrawn[6].

What does battery Form 1(A) ask, and where do importers slip?

Form 1(A) is the producer application on the battery portal, and the registration itself is issued in Form 1(B)[6]. CPCB's FAQ answers the questions importers get wrong most often:

  • Whose brand to enter. An importer enters its own brand names, not the brand names of the imported battery[14].
  • No separate EPR certificate. There is no other registration certificate; Form 1(B) is it[14].
  • Old registrations. Registrations under the 2001 rules are not valid; register afresh[14].
  • In-house use. A company importing batteries for its own use must register, has EPR obligations and files annual returns by 30 June[14].
  • Dealers. A dealer selling under its own brand is a producer; one selling under the manufacturer's brand need not register[14].

CPCB must register a producer within two weeks of a complete application, after which registration is deemed[6]. Once registered, mark the EPR registration number on batteries[6], or use the QR option allowed since 2025[15]. Targets are on our battery EPR targets page.

What do registration outcomes and deadlines on the portals mean?

Each portal works on fixed clocks: plastic applications are processed in 15 days, battery in two weeks, and e-waste shortcomings are flagged within 25 working days with 7 working days to reply[5][6][7].

Registration states on the CPCB EPR portals
SituationPlasticE-wasteBattery

Renewal windowFour months before expiry[5]120 days before expiry[7]Not applicable

Will Customs check your EPR registration at the port?

Increasingly, yes. CPCB has written to CBIC asking Customs to verify battery registration certificates (23 December 2022) and plastic packaging EPR registration (13 June 2025) when clearing importers' consignments[16][17].

In practice that means the registration should exist before the goods ship, not after they land. Keep a PDF of the battery Form 1(B) and the plastic registration with your shipping documents, and give them to your customs broker for upload with the bill of entry on ICEGATE. The e-waste rules also bar registered entities from dealing with unregistered ones[8], so marketplaces and distributors may ask for the number too.

Our customs clearance documents checklist lists what else travels with the shipment, and why shipments get held at Indian ports covers what happens when a registration is missing.

How do EPR certificates work on the portals?

Producers meet targets by buying EPR certificates on the portal from registered recyclers (and, for plastic, processors), within a price band CPCB sets at 30% to 100% of the environmental compensation[8][18][19][9].

Point E-waste Battery
Validity Two years from the end of the FY of generation[8] Seven years[11]
Purchase cap Current liability + leftover + 5%[8] Current liability + leftover + 10%[11]

Plastic surplus certificates can be used only within the same category[4]. The battery portal says certificate transfers have resumed and are operational[13]. Read our EPR certificate glossary entry and the e-waste targets and plastic targets pages to size your purchase.

Which returns do I file on each EPR portal, and when?

Deadlines do move. The government can relax e-waste return deadlines by up to nine months under rule 9A[18] and battery deadlines by up to nine months under rule 14(6)[6]. Battery returns have been extended for each of the last three years[20][21], most recently FY 2025-26 to 30 November 2026[10]. We could not confirm any extension order for plastic returns for FY 2024-25 or FY 2025-26. See EPR annual returns.

Common problems on the CPCB EPR portals and how to fix them

ProblemWhat to do
You used a look-alike websiteOnly use cpcb.gov.in addresses. The domain named in the April 2023 e-waste SOP now serves an unrelated blog[1].
Registered on one portal and assumed it covers the othersEach stream is separate: batteries and packaging are outside the e-waste rules[8].
Plastic registration with the wrong authorityMore than two states means CPCB, not the SPCB[4].
One plastic registration for several roles or statesRegister per sub-category per state[4].
Product not named in e-waste Schedule IEarphones, chargers, power banks, smartwatches, CCTV cameras, keyboards and Bluetooth speakers are not named separately; we found no official CPCB mapping, so ask CPCB before choosing a code[8].
Missed the 7-day reply on an e-waste queryReply within 7 working days of CPCB's shortcoming notice[7].
Bought certificates from an unregistered recyclerDeal only with registered entities[9][8].
Plastic renewal blockedFile all annual returns and, per the March 2022 SOP, apply four months before expiry[5].
Goods held at CustomsCPCB asked CBIC to verify battery registration (Dec 2022)[16] and plastic registration (June 2025)[17]; carry your certificates with the import documents.
False data enteredPlastic registration is revoked for one year[4]; e-waste for up to three years[8].

What do the CPCB EPR portals charge?

Each portal collects its own fee. In short: plastic Rs 10,000 to Rs 50,000 by tonnage[5]; e-waste Rs 2,500 to Rs 15,00,000 by recycling target[7] plus Rs 5,000 annual maintenance[7]; batteries Rs 10,000 to Rs 40,000 by turnover[3]. Certificates bought on the portals must be priced within a band of 30% to 100% of the environmental compensation rate[9][18][19]. The full breakdown is on our EPR registration cost page.

How do you contact CPCB about an EPR portal problem?

For batteries call 011-43102350 or email [email protected] (9:30 am to 6 pm, Monday to Friday); for e-waste write to [email protected] or call 43102317[13][22].

The battery portal also has 'Create Ticket'[13] and a daily video-conference slot from 4 pm to 5 pm, Monday to Saturday, for registration and certificate issues[13]. Both teams sit at Parivesh Bhawan, East Arjun Nagar, Delhi[22]. We could not read a plastic portal helpline from the official pages, so use the SSO portal's FAQs and manuals first[13]. If you would rather hand the filing to a specialist, see EPR consultants or ask us for a free compliance check.

What changed on the CPCB EPR portals in 2025 and 2026?

Login moved to a single sign-on, plastic EPR was reported to move onto the Common EPR Portal, and several deadlines and duties changed; the dated list is below[13].

27 Aug 2026Reported: CPCB notice makes registration on the Common EPR Portal mandatory for plastic EPR entities[2]Register there if you have not

Worked example: a small laptop importer registers on all three portals

A trader importing laptops with turnover under Rs 5 crore, a sales history that puts its e-waste recycling target under 50 tonnes, and packaging well under 1,000 tonnes a year registers on three portals.

Portal Basis Fee
E-waste Target under 50 MT[7] Rs 2,500
E-waste annual maintenance Per year[7] Rs 5,000
Battery Turnover under Rs 5 crore[3] Rs 10,000
Plastic Under 1,000 TPA[5] Rs 10,000
Plastic annual processing 25% of application fee[5] Rs 2,500

That is Rs 30,000 in portal fees in the first year, before buying any EPR certificates. The bigger cost is certificates: laptops are ITEW3[8], and the e-waste target is a share of past sales by weight. Price it with our compliance cost estimator and the EPR registration cost page, and follow the EPR registration checklist.

What we could not confirm about the portals

  • Whether CPCB has replaced the March 2022 plastic SOP's fees and its one-year and three-year validity rules after the 2024 amendment.
  • Any extension of plastic annual return deadlines for FY 2024-25 or FY 2025-26.
  • How the e-waste portal classifies products not named in Schedule I[8].
  • A current CPCB battery fee schedule later than the SOP whose cover is dated February 2022[3].
  • The helpline numbers, OTP rules and status names inside the plastic and e-waste portals. Both are JavaScript applications whose screens we could not read from the public pages, apart from the e-waste contact block[22]. Treat any status label you see there as CPCB's own wording and ask the helpdesk if it is unclear.

If you have an official document on any of these, please send it through our contact page.

Frequently asked questions

Is there one CPCB portal for all EPR?

There is one login, at epr.cpcb.gov.in[13], but plastic, e-waste and batteries each keep their own registration and returns. The e-waste rules exclude batteries and packaging plastics, which have their own rules[8].

What is the official CPCB e-waste EPR portal address?

eprewaste.cpcb.gov.in, the E-Waste Management System[1]. An older address printed in the 2023 SOP is not on gov.in and now shows an unrelated blog, so do not use it.

Do I register with CPCB or the state board for plastic EPR?

Through the same portal either way: CPCB registers PIBOs in more than two states, and the SPCB or PCC registers those in one or two[4].

What KYC documents does the battery EPR portal need?

PDF copies of the company's PAN, CIN and GST[12].

What happens if CPCB does not process my application on time?

On the plastic portal the SOP says a deemed registration is generated after 15 days[5]; under the battery rules you are deemed registered after two weeks unless refused[6].

When are e-waste returns due on the portal?

Quarterly and annual returns are due by the end of the month following the quarter or year[8]. EPR certificates are submitted through the quarterly return[8].

When is the battery annual return for FY 2025-26 due?

MoEFCC extended it to 30 November 2026 by an office memorandum of 27 August 2026[10].

Is there a single login for CPCB EPR portals now?

Yes. CPCB says Single Sign-On for its EPR portals is live at epr.cpcb.gov.in, and FAQs and user manuals are on that common portal[13]. Registration numbers, fees and returns are still separate for each stream.

What if we lost access to the registered email on the EPR portal?

Use 'Lost Credentials' on the login page to request an update to the authorised person's details[13]. The battery portal also offers an account unblock service[13].

What is the CPCB battery EPR helpline?

011-43102350 and [email protected], 9:30 am to 6 pm, Monday to Friday[13]. CPCB also runs a video-conference slot from 4 pm to 5 pm, Monday to Saturday[13].

Does a battery importer get a separate EPR certificate?

No. CPCB's FAQ says registration is granted only in Form 1(B) and there is no separate EPR registration certificate[14]. EPR certificates are a different thing: they are bought from recyclers to meet targets[11].
