Who does what when you import electronics from Germany?
India does not run a separate approval system for goods from Germany. The work splits the same way it does for every foreign source. BIS product approvals belong to the factory in Germany that makes the goods. Environmental, packaging and radio approvals belong to the business in India that imports and sells them.
The CRS licence goes to the manufacturer for each factory, not to an importer or trader[7]. Even so, the ban on covered goods without the Standard Mark applies to anyone who imports them[7], and the BIS Act counts importers, distributors and sellers as persons bound by it[8]. So the German factory's licence must cover your exact model before the goods leave Hamburg or Bremerhaven.
| Approval | Held by | What you, the Indian importer, do |
|---|---|---|
| BIS CRS | The factory in Germany, per manufacturing unit[7] | Check the R-number covers your model and brand; you may act as the factory's AIR[9] |
| BIS ISI mark via FMCS | The factory in Germany, after a BIS factory visit[10] | Confirm the licence before ordering QCO products such as plugs or appliances |
| AIR nomination | Nominated by the factory on Form IV[3] | Can be the Indian brand owner, a branch office or another Indian entity[9] |
| EPR: e-waste | The importer who offers the goods for sale[11] | Register on the CPCB portal before selling[11] |
| EPR: batteries | The importer of batteries or equipment containing them[12] | Register with CPCB before importing[13] |
| EPR: plastic packaging | The importer of goods in plastic packaging[14] | Register on the plastic EPR portal |
| Legal Metrology | Anyone who imports a commodity for sale[15] | Register within 90 days of starting imports[15] |
| WPC ETA | The importer or authorised Indian representative[16] | File the self-declaration for each wireless model[17] |
| TEC MTCTE | The foreign maker, through an Indian company importing its equipment[18] | Act as the AIR for notified telecom gear such as Wi-Fi routers |
Which electronics does India import from Germany?
India imported goods worth US$ 19,478.60 million from Germany in 2025-26, against US$ 18,947.62 million in 2024-25[1]. This is a machinery relationship more than a consumer-electronics one: chapter 84 machinery was US$ 5,545.51 million[1], more than double the US$ 2,469.45 million of chapter 85 electrical goods[1].
The biggest electrical lines are switching and protection apparatus at US$ 411.01 million[1] and transformers and converters at US$ 280.64 million[1]. Computers under HS 8471 more than doubled to US$ 128.76 million[1]. Home appliances are a niche: water heaters, irons, microwave ovens and similar electro-thermic appliances came to US$ 23.37 million[1] and refrigerators to US$ 26.36 million[1].
| HS heading | Imports 2025-26 | Indian approvals that usually apply |

How many BIS licences do factories in Germany hold?
We could not find a BIS count of CRS registrations by country, so there is no official figure for German factories under CRS. Germany has no entries on BIS's list of CCTV registrations meeting the security Essential Requirements[27].
For the ISI mark, BIS's FMCS list showed 127 records for Germany on 30 October 2026, 120 operative and 7 deferred[2]. Appliances feature more than for most countries: 11 licences under IS 302 for household electrical appliances, including instantaneous water heaters, range hoods and commercial dispensing appliances, plus 1 for household refrigerators, 3 for three-phase AC motors and 5 for copper strip[2].
Which ISI-mark products do German factories already hold licences for?
Mostly appliances, electrical components and industrial materials, and nearly all of them are live. Of Germany's 127 FMCS records, 120 were operative on 30 October 2026[2], a far healthier ratio than China's 23 of 256[28]. That makes it more likely that a German supplier of an ISI-mark product already holds a usable licence.
The groups that matter to electronics and appliance importers are household appliances under IS 302, including instantaneous water heaters and range hoods[2], and low-voltage switchgear under the IS/IEC 60947 series, where 8 German records were all operative on 1 November 2026, including ABB's Stotz-Kontakt plant[2]. Switchgear matters because switching apparatus under HS 8536 is Germany's largest electrical export line to India[1].
One caution applies to every country: across the whole FMCS list, 428 records marked operative showed a validity date before 1 November 2026, including 8 German ones[2]. The list may lag renewals, so ask the supplier for the current licence document as well.
| Product group | Indian Standard | German records | Related guide |
|---|---|---|---|
| Household electrical appliances (water heaters, range hoods, dispensers) | IS 302 | 11[2] | Water heaters, electrical appliances QCO |

Does CE marking or a German test report count in India?
No. India's BIS schemes rest on Indian Standards and Indian-recognised labs, not on EU conformity.
- CRS. Test reports are accepted only from labs established, maintained or recognised by BIS for the product[3]. On 1 November 2026, all 68 lab entries BIS listed for IS 13252 (Part 1) were in India[29]. A CE declaration or a report from a German notified body is not on the accepted list.
- The standard may still match. Many Indian standards follow IEC texts. IS/IEC 62368-1:2023, which replaced IS 13252 (Part 1) and IS 616 in the CRS schedule[30], is identical to IEC 62368-1:2023[31]. That makes testing easier, but the report still has to come from a BIS-recognised lab.
- FMCS. For ISI-mark goods, BIS itself visits the German factory and has samples tested independently[10].
- RoHS. India has its own RoHS limits for electrical and electronic equipment[11]. EU RoHS data from the German maker is the natural starting point for your Indian declaration.
Can a lab in Germany test products for BIS, WPC or MTCTE?
BIS CRS: plan on testing in India. A test report counts only if it comes from a lab established, maintained or recognised by BIS for that product[3]. When we checked BIS's laboratory search on 1 November 2026, all 68 lab entries listed for IS 13252 (Part 1) were in India[29], and none of the 54 lab entries listed for IS/IEC 62368 showed a location outside India[32]. So samples from Germany normally travel to an Indian lab, and a report from a German lab for its home certification does not replace it.
WPC ETA: an accredited lab anywhere. The self-declaration asks that the RF test report come from an accredited laboratory and that you state the lab's name and country[16]. A report from an accredited lab in Germany can therefore support an ETA filing.
MTCTE: foreign labs only from non-border countries. Germany does not share a land border with India, so the 2025 telecom conformity rules allow an ILAC-accredited lab there to be recognised as a Conformity Assessment Body for MTCTE[33]. Check TEC's current list before relying on one.
How does a factory in Germany get BIS CRS registration?
Most consumer electronics from Germany fall under the Compulsory Registration Scheme: phones, laptops, earphones, power adapters, CCTV cameras, lithium cells and more. CRS is BIS's Scheme-II and rests on the manufacturer's self-declaration of conformity backed by a lab report[7]. The factory applies online on crsbis.in[34]. These are the steps from the factory's side.
- 1Get portal login
The factory uploads its business licence in English, or a certified translation, showing the factory name and address and manufacturing in its scope[34]. A German Handelsregister extract needs a certified English translation.
- 2Generate a test request and ship samples to India
The factory generates a test request on the portal and picks a BIS-recognised lab. Samples and the test request must reach that lab within 60 days, with the portal QR code on the sample[34].

Do BIS officers inspect factories in Germany?
It depends on the scheme.
CRS: no factory visit in the official steps. The listed steps are lab testing and an online application[34].
ISI mark through FMCS: yes. Products under a Quality Control Order that need the ISI mark are certified for foreign factories under the Foreign Manufacturers Certification Scheme. BIS scrutinises the application, visits the factory to check its manufacturing and testing set-up and draw samples, has the samples tested independently, and then grants the licence[10]. For a factory in Germany that means:
- Apply online. From 1 June 2026 BIS accepts FMCS applications only through the Manakonline portal[37].
- Pay in dollars. Applicants outside SAARC pay in equivalent US dollars, by RTGS, NEFT or SWIFT, net of bank charges[4].
- Pay for the inspection trip. Fees match Indian Scheme-I licensees, plus per-diem, air tickets, visa and insurance for the BIS officers and a Rs 10,000 contingency payment[4]. Visit charges are Rs 7,000 per man-day[4].
- Give a bank guarantee. After grant the factory signs an agreement and indemnity bond and gives a USD 10,000 performance bank guarantee[10].
- Allow about six months. BIS says FMCS licences take on average around six months from a complete application[10].
- Expect surveillance. BIS keeps visiting licensed factories and buys samples from the market[38].
German appliance makers already hold 11 IS 302 licences[2]. The Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026 was issued on 6 April 2026 with implementation on 1 October 2026[26]; check its schedule for your appliance.
Worked example: what does it cost to bring a German storage water heater to India?
Expect two separate bills: the German factory pays BIS for an FMCS licence, including the officers' trip, and you pay for BEE, EPR and Legal Metrology. Storage water heaters need the ISI mark under the 2025 water heating order, to IS 302-2-21 and IS 2082[39], and they are on BEE's mandatory star-label list[25].
The FMCS visit charge is per man-day[4], so the total depends on how long the officers stay; as an illustration only, four man-days would be Rs 28,000. Marking fees are set standard by standard, and the minimum can be large: for flashlights it is Rs 2,87,000 a year for a large enterprise[40]. Check the figure for your IS on Manakonline before budgeting. The ISI licence cost guide and FMCS fees page break these down.
| Item | Amount | Who pays |
|---|---|---|
| FMCS application fee | Rs 1,000, paid in US dollars[4] | German factory |
| Inspection visit | Rs 7,000 per man-day[4] | German factory |
| Contingency payment | Rs 10,000, plus officers' tickets, visa and per-diem[4] | German factory |
| Annual licence fee | Rs 1,000[4] | German factory |
| Performance bank guarantee | USD 10,000[10] | German factory |
| BEE company registration | Rs 5,000 one-time[25] | Indian importer |
| BEE label fee | Rs 5 per heater[41] | Indian importer |
| E-waste EPR registration (sales just started) | Rs 10,000[42] | Indian importer |
| LMPC importer registration | Rs 500[15] | Indian importer |
Does a trade agreement cut duty on goods from Germany?
Not yet. Neither Germany nor the EU is among India's FTA partners in the Commerce Ministry's July 2026 table[43], so German goods pay normal (MFN) duty today.
India–EU FTA. India and the EU announced the conclusion of their free trade agreement on 27 January 2026, but tariff benefits apply only once it enters into force[6]. The Commerce Minister was reported as saying it would be signed in December 2026 and enter into force in February–March 2027[44]. Until then, no EU preference can be claimed.
India–EFTA TEPA. India's agreement with the EFTA states entered into force in October 2025[45]. Germany is not an EFTA member, so it does not apply to German goods.
When the EU agreement does take effect, any claim will run through CAROTAR, which applies whenever a preferential rate is claimed[46]. You will need to hold origin information showing the product meets the rule[47], so it is worth asking German suppliers now how they will document origin.
Are there anti-dumping duties on goods from Germany?
Anti-dumping duty is imposed by a Finance Ministry customs notification under section 9A of the Customs Tariff Act, after final findings by the Directorate General of Trade Remedies; it usually runs for five years and is paid in rupees[48]. It is charged on top of basic customs duty and applies whatever approvals the product has. No Indian duty in force names Germany alone; German goods are caught when a notification covers the European Union. The EU measures in force are on chemicals, not electronics. One EU duty also ended in 2026: the n-butanol renewal of July 2026 covers only Malaysia, South Africa and the USA, dropping the EU[49].
This is a selection of duties in force on 1 November 2026, chosen for relevance to electronics and appliance importers; it is not a complete list. Check the CBIC notification for your exact product and producer before you price an order.
| Product | Duty on goods from this country | Notification and term |
|---|---|---|
| Toluene di-isocyanate (TDI 80:20) | USD 221.04 per tonne for Covestro Deutschland AG; USD 264.96 for other EU producers not named[50] | 03/2026-Customs (ADD), five years |
| Vitamin A palmitate | USD 11.09 per kg for any EU producer[51] | 14/2025-Customs (ADD), five years |
| Sodium cyanide | USD 13 to 230 per tonne for EU producers[52] | 10/2024-Customs (ADD), five years |
Which approvals fall on you, the Indian importer of German goods?
These cannot be held by the factory in Germany. They sit with the business in India that imports and sells.
EPR for e-waste. A producer under the E-Waste (Management) Rules, 2022 includes anyone who offers imported electrical and electronic equipment for sale[11]. Imports are allowed only for products that meet the RoHS limits[11], so ask the factory for its RoHS data.
EPR for batteries. Importing batteries, or equipment containing them, makes you a producer[12], and CPCB says importers must register before importing[13].
EPR for plastic packaging. An importer of any commodity in plastic packaging is covered[14].
Legal Metrology. Every person who imports a commodity for sale must register its name and address[15], for a Rs 500 fee[15], within 90 days of starting[15]. Every retail pack must declare the importer's name and address and the country of origin[53]: that is Germany only if the goods were made there.
WPC ETA. Bluetooth, Wi-Fi and other licence-exempt radio devices need an ETA[5], filed by the importer or Indian representative at Rs 10,000 per model[5]. If you file as the German maker's representative, you need its authorisation letter[5].
BEE star label. Any company that makes, sells or imports an appliance on BEE's mandatory list must register with BEE, for a one-time Rs 5,000 fee[25]. The list includes refrigerators, room air conditioners, ceiling fans, storage water heaters, televisions and washing machines[25].
MTCTE. A foreign maker's telecom equipment is certified through an Indian company that imports it, acting as AIR[18]. Wi-Fi access points and CPE have needed MTCTE since 1 January 2024[24].
What should you check with a supplier in Germany before you pay?
Which documents does Customs want for a shipment from Germany?
The invoice, packing list and bill of lading or air waybill, plus every registration certificate the goods need, uploaded in eSanchit before the Bill of Entry is filed[56]. German shipments do not need a certificate of origin today, because no trade agreement gives German goods a lower rate[43].
File the Bill of Entry before the end of the day before arrival[57]. Keep the assessed Bill of Entry and supporting documents for five years[58]. Our customs clearance documents checklist lists the full set, and ICEGATE is where filing happens.
| Document | Code or source | Note |
|---|---|---|
| Commercial invoice | eSanchit 380000[59] | Mandatory upload[59] |
| Bill of lading (Hamburg, Bremerhaven) or air waybill | 705000 or 740000[59] | Mandatory upload[59] |
| BIS CRS registration or FMCS licence | crsbis.in or BIS FMCS list[60][28] | Must cover the exact model and factory |
| BEE registration and label approval | BEE portal | For appliances on the mandatory list[25] |
| EPR certificates | CPCB portal | Battery, e-waste and plastic as they apply |
| Electrical parameters for components | Declared in the Bill of Entry | Wattage, voltage and frequency for transformers, motors and similar[61] |
What goes wrong with goods from Germany, and how do you fix it?
The commonest mistake is assuming European approval is enough. It is not: FMCS accepts only test reports against the Indian Standard, never IEC or EN reports alone[62]. The other problems are the same paperwork mismatches BIS sees from every country[63].
| Problem | Why | Fix |
|---|---|---|
| Supplier offers a CE declaration instead of BIS | Covered goods need the Standard Mark under a licence[7] | Ask for the R-number or CML number before ordering |
| German distributor offers to apply for FMCS | An importer or trader cannot apply; the foreign manufacturer must[62] | Get the factory to apply, with you or another Indian entity as AIR |
| AIR nominee rejected | An FMCS AIR must be an Indian resident, at least a graduate, with no lab conflicts[64] | Choose a qualified AIR before filing |
| Handelsregister extract refused at login | Missing or conflicting English translation[65] | Upload a certified English translation |
| Goods made in the group's plant in another country | Licences are per manufacturing unit[7] | Check the factory address on the licence |
| Licence renewal missed | Late renewal costs Rs 5,000 and needs an extended bank guarantee[66] | Set reminders with the licence renewal tool |
Where can you get help with labs, consultants and tools?
Testing for BIS happens in India: BIS's Group-1 list of 30 October 2026 has 444 recognised labs, every one in India[67]. Choose one with our test labs guide and the city directories for Delhi NCR, Mumbai and Pune and Bengaluru.
German makers new to India often appoint a consultant to coordinate the FMCS visit and documents. See our BIS consultants directory, including Mumbai and Pune, where much German engineering business sits, and the ISI documents guide.

Frequently asked questions
Is a CE-marked appliance legal to sell in India?
Not on CE alone. Goods covered by a BIS order cannot be imported or sold without conforming to the Indian Standard and carrying the Standard Mark[7]. The German factory needs the BIS licence first.
Does BIS inspect German factories?
Do German appliances need a BEE star label?
Can a German lab test my router for MTCTE?
Germany does not border India, so an ILAC-accredited German lab can be recognised as a Conformity Assessment Body[33]. Recognition is case by case.
How long does an FMCS licence take for a German factory?
BIS says around six months on average from a complete application[10].
Is the India–EU free trade agreement in force?
Does the India–EFTA agreement cover German goods?
No. It entered into force in October 2025[45] but covers the EFTA states, and Germany is not one of them.
Can an Indian distributor of a German brand apply for the FMCS licence?
No. Under FMCS the foreign manufacturer must apply; an importer cannot apply on its behalf[62]. The distributor can be nominated as the Authorised Indian Representative if it meets the conditions[64].
Does BIS accept an EN or IEC test report from Germany for the ISI mark?
How long is an FMCS licence valid for a German factory?
