How to use this BIS CRS application checklist
This checklist follows the official sequence on the CRS portal: log in, generate a test request, test at a BIS-recognised lab, verify the report, apply using the verified report within 90 days of its issue, and submit the documents[2]. It is written for the person who actually prepares the file, whether that is the factory, its Indian representative or a consultant working for them.
Two things to settle before you start. First, the application belongs to the manufacturer: CRS licences are granted to the factory owner for each manufacturing unit, not to an importer or trader[1]. An importer cannot hold the licence, but the importer is still bound by the ban on importing uncertified goods[8]. Second, every item that states a rule is cited. Anything marked "reported" comes from a non-official source and should be confirmed before you rely on it.
For the full background, see the BIS CRS guide, the CRS documents list and the CRS portal walkthrough.
BIS CRS application checklist at a glance: what BIS checks and where files fail
BIS reviews a CRS file against its Grant of Licence guidelines, the forms and its own list of frequent deficiencies. The table maps each thing BIS checks to the rule or advisory behind it and the failure BIS itself reports most often.
| What BIS checks | Rule or advisory | Usual failure | Read more |
|---|---|---|---|
| Factory name and address match everywhere | January 2025 advisory[9] | Address differs between application, report and licence[10] | CRS documents |
| Business licence in English | Portal login rule[2] | Missing or conflicting translation[11] | CRS portal |
| Real signatures | Login and grant checks[11] | Signature stamps used instead of signatures | CRS rejections |
| Model numbers match the test request | January 2025 advisory[9] | Model added to the report after the request | Series guidelines |
| Marking labels of all models in the report | [9] | Labels missing for series models | CRS labelling |
| Brand matches the trade mark document | [9] | Brand on label differs from the certificate[10] | Glossary: R-number |
| AIR route chosen correctly | Form I point 7(b) or 7(c)[9] | No brand-owner declaration for an unrelated AIR | Authorised Indian Representative |
| One application per product and brand | [12] | Two consultants file the same product | BIS CRS |
| Report unamended, complete and conforming | Form II undertaking[13] | Amended report uploaded without justification | CRS test labs |
| Critical components conform | Component rules[14] | Cell or adaptor without its own registration or report | IS 16046 |
| Current-year MSME certificate if claiming a concession | [9] | Last year's certificate uploaded | CRS fees |
| Affidavit on Rs 100 stamp paper, matching Form I | [5] | Details differ from Form I | CRS documents |
How long does each stage of a CRS application take?
Plan on a sequence of fixed clocks plus lab time. BIS targets 20 working days from a complete file[3], but testing comes first and depends on the lab[15]. These are the stages in the order they run.
- 1Day 0: generate the test request
Product category, name, models and brands entered here cannot be changed later; cancel and regenerate before testing if there is an error[16].
- 2
- 3Test, then report within 7 days
A recognised lab must issue the report within 7 days of finishing testing and may not withhold it[18].
- 4
- 5Within 30 days: original affidavit at BIS
Courier the notarised original at once[6].
- 6Answer queries
Reply within the window in the rejection notice, at least 30 days[3].
- 7Grant and R-number
Expected about 20 working days after a complete, conforming file[3]. See how long BIS registration takes.
Which BIS CRS deadlines can sink an application?
CRS has a chain of short clocks. Miss one and you usually start that stage again, often with a new test report. Put these dates in a shared calendar the day you generate the test request.
| Stage | Deadline | What happens if you miss it | Source |
|---|---|---|---|
| Send sample and test request to the lab | Within 60 days of generating the test request | The test request has to be generated again | [2] |
| File Form I with the test report | Report not over 90 days old when BIS receives the application | Report not accepted; retest needed | [3] |
| Original notarised affidavit reaches BIS | Within 30 days of online submission | Application, or licence if granted, liable to be cancelled | [6] |
| Reply to a BIS deficiency notice | Window of at least 30 days given in the notice | Application can be rejected | [3] |
| BIS decision | Expected within 20 working days if documents and product conform first time | Target only; queries extend it | [3] |
| Renewal | Apply before three months of validity remain | Late fee, then expiry 90 days after validity | [19] |
Before you start: is the product, brand and factory ready?
Step 1: Portal login and the Authorised Indian Representative
Login credentials are issued to the factory, not the brand. BIS checks that the business licence matches the factory you are registering.
Step 2: Test request, lab and sample
Testing is usually the longest stage. The CRS FAQ says testing time depends on the lab's workload and on how quickly the manufacturer supplies technical details[15].
How do you choose a BIS-recognised lab for CRS testing?
Pick a lab recognised for your exact Indian Standard, with the clauses you need in scope and a declared charge you can compare. BIS's July 2026 FAQ says recognised labs are listed on LIMS, searchable by IS number[31]. LIMS shows each lab's clause-wise charges, any excluded tests and its recognition validity[32].
| Standard | Labs listed | Range | Median | Used for |
|---|---|---|---|---|
| IS 13252 (Part 1) | 68 | Rs 25,000 to Rs 2,00,000 | About Rs 63,750 | IT equipment, adaptors, power banks[32]; see IS 13252 Part 1 |
| IS 16046 | 72 entries | Rs 37,500 to Rs 4,80,000 | About Rs 80,000 | Lithium and other secondary cells and batteries[33] |
| IS 15885 (Part 2/Sec 13) | 52 | Rs 20,000 to Rs 1,85,000 | About Rs 45,000 | LED control gear[34]; see IS 15885 |
Step 3: Which documents does the CRS application need?
The forms are fixed by BIS. Make sure the names, addresses, brand and model numbers match across every form, the test report and the business licence. Mismatches are a common reason for queries.
| Form | What it is | When |
|---|---|---|
| Form I | Application for grant of licence | Uploaded sealed and signed after payment[6] |
| Form II | Undertaking for test report | Accepted online before payment[6] |
| Form III | Affidavit, on Rs 100 non-judicial stamp paper, notarised | Uploaded, then the original posted[5] |
| Form IV | Letter nominating the Authorised Indian Representative | Foreign factories only[3] |
| Form VI | Renewal application | Before validity ends[28] |
| Form VIII A | Inclusion of models or model withdrawal | After grant[37] |
| Form VIII B | Change of other details in scope | After grant[28] |
Step 4: How much will you pay BIS?
Fees are per application and exclude GST, which is charged on every payment[4]. The 2026 amendment moved CRS licences to a five-year term with fees paid annually in advance[7]; consultants report the processing fee under that amendment as Rs 25,000 a year[38], which we have not confirmed from the gazette text. For the full picture, see BIS CRS fees and the CRS fee calculator.
| Fee | Amount | Source |
|---|---|---|
| Application fee | Rs 1,000 | [4] |
| Annual licence fee | Rs 1,000 | [4] |
| Processing fee (includes one test report) | Rs 50,000 | [4] |
| Each additional test report | Rs 20,000 | [4] |
| Inclusion of models (includes one report) | Rs 30,000 | [4] |
| Change of name, address, AIR, contact details | Rs 5,000 each | [4] |
| Late renewal | Rs 5,000 | [19] |
| Lab testing | Paid to the lab directly; not a BIS fee | [3] |
Step 5: Submit, post the affidavit and answer queries
Step 6: After grant, before the first shipment
The grant gives you the R-number. Nothing should be printed until you have it.
Do CRS applications now need IS/IEC 62368-1 test reports?
New applications in the affected categories should be tested to IS/IEC 62368 (Part 1):2023, because IS 13252 (Part 1) and IS 616 stand withdrawn after 1 November 2028[22]. MeitY's S.O. 4997(E) replaced the two older standards in the CRO schedule[21].
Existing licensees in 38 categories must submit full 62368-1 reports for all lead models by 1 November 2028[44]. BIS's July 2026 FAQ adds that one sample per licence is not enough, that an end-of-life lead model can be withdrawn and the next lead model tested, that migrating registered models through the Standard Revision module is free, and that each manufacturing location needs its own reports[31]. MeitY is reported to allow up to ten models per series under 62368[45].
For an application filed today, testing to the new standard avoids a second round of testing within two years. Details are on IS/IEC 62368-1 and IS 616.
Worked example: fees for a power bank and battery application
A Shenzhen factory applies for one brand of power banks with two test reports (two series) and, separately, for the lithium-ion cells inside them under IS 16046. Base BIS fees before GST[4]:
| Item | Power banks | Cells |
|---|---|---|
| Application fee | Rs 1,000 | Rs 1,000 |
| Annual licence fee | Rs 1,000 | Rs 1,000 |
| Processing fee incl. one report | Rs 50,000 | Rs 50,000 |
| Additional test report | Rs 20,000 | none |
| Total | Rs 72,000 | Rs 52,000 |
Sources:[4]. The two applications total Rs 1,24,000 before GST and lab charges. At the LIMS medians, two power bank reports under IS 13252 (Part 1) at about Rs 63,750 each[32] and one cell report under IS 16046 at about Rs 80,000[33] add about Rs 2,07,500.
Two cautions. Each cell application or inclusion may carry reports for only one chemistry[46]. And lithium cells must now also have rated capacity verified under IS 16047 (Part 3)[47]. Run your own numbers in the CRS fee calculator or the compliance cost estimator; see also what BIS CRS registration costs and power banks.
What happens if a CRS application is rejected?
BIS must give a chance to be heard and a speaking order before rejecting[14], so most problems surface first as a deficiency notice you can answer. If the file does fail, these are the routes.
| Failure | Consequence | What to do |
|---|---|---|
| Rejected after processing for unsatisfactory replies | Fees are not refunded[48] | Fix the cause and file a fresh application with a valid report |
| Filed by mistake, or as grant instead of inclusion | Withdrawal within 24 hours or before processing is refunded minus the application fee[48] | Withdraw at once and re-apply correctly |
| Report expired during a dispute | Report outside time norms | Ask a DDG of BIS to accept it on justification[14] |
| Lab suspended mid-application | Its reports are not accepted | Test fresh samples at another recognised lab and continue in the same file, with a Rs 10,000 scrutiny fee per report[35] |
| Duplicate application detected | All pending ones rejected and granted R-numbers for that product and brand cancelled[12] | Keep one consultant and one file per product and brand |
| Order you disagree with | Licence refused or expired | Appeal to the BIS Director General within 90 days with a Rs 2,000 fee[19] |
| Unsure if the product is covered at all | BIS will not decide coverage | Ask the regulator, such as MeitY[9] |
What gets CRS applications delayed or rejected?
Most delays come from the file, not the product:
- Expired test reports. A report more than 90 days old when BIS receives the application is not accepted[3]. Do not generate a test request until the factory documents and AIR are ready.
- A late affidavit. The original must reach BIS within 30 days of online submission[6].
- Brand mismatches. Each brand needs its own application unless the brand owner is the same[3], so a reseller's brand added at the last minute does not ride on the factory's own licence.
- The wrong AIR. An AIR already representing another foreign manufacturer cannot take you on[27].
- Marked samples. The Standard Mark must not appear on lab samples[29].
- Ignoring the query window. You have at least 30 days, not unlimited time[3].
For detail on rejections, see CRS rejections and fixes.
Which tools and help are available for a CRS application?
Before filing, confirm the category with the approval checker or the HS code approval finder, and price the file with the CRS fee calculator. After grant, check the label artwork with the label checker and diarise renewal with the licence renewal date tool.
Foreign factories can read compliance for foreign manufacturers. If you plan to use a consultant, see BIS consultants and how to choose a BIS consultant. For a second opinion on a file before you submit it, ask for a free compliance check.
Frequently asked questions
Can an importer apply for BIS CRS registration?
No. The licence is granted to the manufacturer for each manufacturing unit, not to an importer or trader[1]. An Indian importer can act as the foreign factory's Authorised Indian Representative if it is the brand owner or meets the other AIR conditions[26].
How old can the test report be?
Not more than 90 days, counted from the report's issue date to the date BIS receives the online application[3]. Plan the submission before the lab issues the report.
What happens if the original affidavit is late?
If BIS does not receive the original notarised affidavit within 30 days of online submission, the application, or the licence if already granted, is liable to be cancelled[6]. Courier it as soon as you file.
How much does a CRS application cost in government fees?
Do I need a separate application for each brand?
How long does BIS take to decide?
Can I put the Standard Mark on samples sent for testing?
No. The mark must not be applied to products outside the licence scope, which includes samples sent to labs for an intended grant[29].
How long is a CRS licence valid now?
Can I change the models on a test request after testing starts?
No. Product category, name, models and brands entered in the test request cannot be changed at application stage; if there is an error, cancel the test request before testing starts and generate a new one[16].
Does BIS refund fees if my CRS application is rejected?
