BIS-recognised test labs in Delhi NCR: every lab, what it tests, what it charges and which are suspended

Delhi NCR has the biggest cluster of BIS-recognised labs in India: 162 entries on BIS's Group-1 list of 30 October 2026 sit in Delhi, Noida, Ghaziabad, Gurugram, Faridabad, Bahadurgarh and Sonipat^[1], out of 444 entries nationally^[8]. 54 of them hold LIMS recognition for at least one electronics or lighting standard we searched.

That depth matters for importers. For IS 13252 (Part 1), the standard behind power banks and mobile chargers, 46 operative NCR labs are recognised, against 8 in Mumbai and Pune and 7 in Bengaluru^[2]. More labs means more choice on price and queue. The table below counts operative NCR labs per standard; the full lab tables follow.

These 54 NCR entries are recognised on LIMS for at least one CRS standard among the 14 we searched: IT and AV safety, lithium batteries, LED lamps, drivers and luminaires, or solar modules^[2]. Charges are the headline figure each lab declares on LIMS, excluding taxes; many labs quote lower or higher figures for particular products in their remarks, so ask for a written quote. 'Listed' means the lab is recognised but shows no usable headline charge.

These NCR labs hold none of the CRS standards we searched but are recognised for ISI-mark products: toys to IS 9873, helmets to IS 4151, pressure cookers to IS 2347, household appliances to IS 302, plugs to IS 1293 and PVC cables to IS 694^[2]. They matter for ISI mark and FMCS applicants and for customs sampling of toys.

The remaining NCR entries are recognised for standards outside the 14 we searched, typically chemicals, food, water, textiles, building materials, footwear, petroleum products or heavy electrical gear^[1], judging by their names. If your product is not electronics, search LIMS by your own IS number; one of these labs may be the right one. Several are government institutions, such as the Central Power Research Institute and FDDI, both in Noida. Footwear importers under the footwear QCO should search LIMS for their footwear standard among these.

Each line of the BIS Group-1 list gives a lab's name, state, whether it is private or government, its OSL code, the date its recognition runs to, and a remarks column with any suspension history^[1]. The OSL code is the lab's unique BIS identity^[5], so use it, not the name, when you compare the list with LIMS.

Three things on the list trip people up. First, one company can have several entries: separate units, separate addresses or separate OSL codes, each recognised for different standards. Second, the remarks column records old suspensions that were later revoked, so a long remark does not mean the lab is suspended today; read the most recent line. Third, the list says nothing about which products a lab can test. That is on BIS LIMS, searched by Indian Standard number^[9], which also shows each lab's charges, exclusions and validity^[10].

Our tables join the two: we took every Delhi NCR entry on the Group-1 list^[1] and matched it by OSL code to LIMS search results for 14 standards that importers use most^[2]. A blank against a lab means it holds none of those 14, not that it holds no recognition at all.

On the 30 October 2026 list, five NCR labs carry a suspension as their latest remark: ATCC Test Labs, Delhi; Northern Centre for Research and Testing, New Delhi; National Testing Bureau, Ghaziabad; Shiva Test House, Ghaziabad; and Shri Bajrang Testing Labs, Noida^[1]. Do not send CRS or ISI samples to them until BIS revokes the suspension.

A second group needs checking rather than avoiding. Global Compliance Laboratory India in Ghaziabad, Techvision Testing Lab in New Delhi, IEC Test labs in Delhi and AA Electro Magnetic Test Laboratory in Gurugram show validity dates that had passed with no remark^[1]. The list does not say whether renewal is pending, so confirm current validity on LIMS. Recognition runs three years at a time^[5].

Why it matters: a report from a suspended lab is not accepted, and you start again elsewhere^[11].

NCR labs are, on headline price, the cheapest of the five regions we checked. The median NCR charge for IS 13252 (Part 1) is Rs 50,000, against Rs 1,15,000 in Bengaluru and Rs 84,000 in Mumbai and Pune^[2]. Nationally the IS 13252 median across 68 labs is about Rs 63,750^[10].

The same pattern holds for the new IS/IEC 62368-1: an NCR median of Rs 1,00,000 against a national median of about Rs 1,25,000^[12]. Battery testing to IS 16046 has the widest spread, Rs 40,000 to Rs 4,00,000 in NCR^[2], because some labs price destructive misuse tests separately.

Two cautions. The headline figure is not always your price: LIMS entries carry clause-wise breakups, exclusions and remarks that change what you pay^[10]. And a cheap lab with a long queue or a suspension history can cost more in lost selling time than a dearer one. Declared charges are fixed for three years unless the standard changes^[5].

Generate the test request on the CRS portal first, choose the lab there, then ship the sample with the portal's QR code on it within 60 days^[4]. A recognised lab will not accept a CRS sample without an online test request^[13].

Foreign manufacturers usually send samples to their Authorised Indian Representative or straight to the lab; read importing samples for BIS testing first, because the samples still need customs clearance.

BIS does not publish a testing time. One compliance firm reports around 10 to 15 days of lab testing for a typical CRS product, then 10 to 15 days for BIS review^[19]. Treat that as a planning figure, not a promise.

With 46 NCR labs on IS 13252 alone, you can usually find a lab with a free slot. Ask each shortlisted lab for its current queue in writing before you raise the test request, because the 60-day shipping window starts when the request is generated.

The official clock around testing is fixed, and it is what you should plan against.

NCR lab recognitions cluster around consumer electronics, lighting and household appliances. By count of operative recognised labs, the biggest groups are household appliances to IS 302 (47 labs), IT equipment to IS 13252 (46) and audio-video to IS 616 (43)^[2].

In product terms, that covers power banks, mobile chargers, Bluetooth earphones, smartwatches, LED bulbs and LED drivers under CRS, and electric kettles, mixer grinders and extension boards under the ISI mark. Toys are a special NCR case: customs draws a sample from every toy consignment for testing at an NABL-accredited lab^[20], and JNCH's 2019 list of nominated toy labs included Eko Pro Engineers (Ghaziabad), Geo-Chem (Gurgaon), Intertek (Gurugram) and Alpha Test House (Bahadurgarh)^[21]. BIS has four branch offices inside Delhi NCR. The two Delhi branch offices, DLBO-I and DLBO-II, share the Konnectus Tower-1 address on Bhavbhuti Marg, New Delhi^[3]. Noida's branch office is at the NITS campus, Sector 62^[3], and the Ghaziabad branch office sits inside the BIS Central Laboratory in Sahibabad^[3]. Faridabad has its own branch office, while the Haryana Branch Office works from Chandigarh^[22].

Yes. BIS's Central Laboratory is at Plot 20/9, Site IV, Sahibabad Industrial Area, in Ghaziabad district^[3]. It heads a network of BIS laboratories that also includes regional labs in Kolkata, Mohali, Mumbai and Chennai and branch labs in Bengaluru, Patna, Guwahati, Hyderabad and Jammu^[23].

BIS's own labs test samples from BIS's certification schemes^[5], including market and factory samples under the ISI mark. For a CRS test request you will normally pick a recognised private or government lab from the tables above; the Central Laboratory is not a general walk-in service.

For one power bank model, budget the lab charge plus BIS's processing fee and small fixed fees, then add GST. Using a Delhi NCR lab as the example:

• Lab test: Nextron International Lab, Bawana declares Rs 50,000 for IS 13252 (Part 1) on LIMS, excluding taxes^[2].
• BIS processing fee: Rs 25,000 for each year, paid in advance^[7]. Under the 2018 table it was Rs 50,000 once^[24].
• Application fee: Rs 1,000^[7]; annual licence fee: Rs 1,000^[7].
• GST: charged on every BIS fee^[24], and the lab adds tax to its declared charge.

So the government and lab amounts before tax are the lab charge plus Rs 27,000 in year one (Rs 1,000 application, Rs 25,000 processing and Rs 1,000 licence fee), then Rs 26,000 a year. A second model in the same application adds Rs 20,000 per extra test report on the BIS side^[7], plus another lab charge. Indian micro enterprises and start-ups get 80% off the processing fee, small firms 50% and medium firms 20%, until 31 May 2029^[7]. The test standard is IS 13252 (Part 1) until the IS/IEC 62368-1 migration completes.

A buyer importing three wattages of LED bulb plus their drivers faces two standards and a three-sample rule. Lamps are tested to IS 16102 (Part 1) and drivers to IS 15885. For LED control gear, the series guidelines ask for three samples covering the highest, middle and lowest ratings^[25].

In NCR, 40 operative labs are recognised for IS 16102 with a median headline charge of Rs 49,750, and 41 for IS 15885 with a median of Rs 45,000^[2]. EMC Testing and Compliance in Gurugram, for example, declares Rs 35,000 for IS 16102 and Rs 45,000 for IS 15885^[2]. Some LIMS entries restrict lamp scope by cap type or wattage^[26], so match the lab's scope to your range before you ship.

Note the edition change: the revised IS 16102 (Part 1):2026 becomes compulsory after 2 February 2027^[27]. If you test now, check which edition the lab is recognised for. See the LED bulbs guide and LED drivers guide.

Most delays come from paperwork around the sample rather than the test itself. These are the problems that cost importers the most time.

• The lab is suspended mid-test. BIS does not accept reports a lab issued while suspended; you send fresh samples to another lab^[11]. Check the remarks column before you ship. In NCR the suspended labs on the October 2026 list are in Delhi, Noida and Ghaziabad.
• Wrong model or brand in the test request. Details in the request are locked; cancel it before testing and raise a new one^[17].
• Report and label do not match. BIS's January 2025 advisory requires model numbers, category and label ratings in the report to match the portal and the product^[28]. See common BIS CRS rejections.
• The report goes stale. Reports older than 90 days at filing are refused^[6]. Prepare documents before the sample reaches the lab.
• A lab or agent promises speed for a fee. Recognised labs may not use agents or pay referral commissions^[5]. Be wary of anyone selling a 'guaranteed' slot.
• Critical components lack certificates. Where a standard requires component conformity, BIS accepts a BIS mark on the component first, then a BIS-accepted lab report, then IEC/UL/VDE certificates^[29]. Collect these before testing.

Check three things in this order: the lab's current status on the BIS Group-1 list, its recognition for your exact standard on LIMS, and the scope of its accreditation. All three take ten minutes and cost nothing.

1. Group-1 list. Find the lab and read the latest remark. Six labs across the five big regions were shown as suspended on the 30 October 2026 list^[1], and some entries show a validity date that had already passed with no remark^[1].
2. LIMS. Search by IS number^[9] and confirm the validity date, the product scope and any excluded clauses^[10]. Labs declare their charges here and cannot raise them for three years unless the standard changes^[5].
3. NABL. Recognition requires ISO/IEC 17025 accreditation covering the standard's tests^[5]. NABL's site has a 'Verify Certificate' option for this^[30].

Test where a recognised lab for your exact standard has a free slot at a price you accept; location only matters for courier time and, for foreign makers, customs. For most CRS electronics, NCR wins on choice: it holds more operative IS 13252, IS/IEC 62368-1 and IS 16046 labs than the other four regions combined^[2].
