What is an Indian Standard?
An Indian Standard is a technical document published by BIS, named by an IS number and year, that sets the requirements and tests a product must meet. When an order makes it compulsory, a product must be tested to it and carry a BIS mark before it can be imported or sold.
Many Indian Standards are adopted from IEC standards. IS 13252 (Part 1):2010 is identical to IEC 60950-1:2005[13], and IS/IEC 62368-1:2023 is identical to IEC 62368-1:2023[1]. A standard on its own is voluntary; it becomes compulsory through a Quality Control Order or MeitY's CRS order. Misusing the BIS name or the words 'Indian Standard' is itself an offence, with a fine up to Rs 5 lakh[12]. See the glossary entry for a short definition.

How do you read an IS number?
An IS number has the standard's number, then any part and section, then the year of the edition: IS 15885 (Part 2/Sec 13):2012 is section 13 of part 2 of IS 15885, published in 2012. 'IS/IEC' means the Indian Standard is a single-numbered adoption of the IEC standard.
The year matters, because BIS certifies to a specific edition. IS 302 (Part 1):2024 is the seventh revision and supersedes the 2008 edition[5]. IS 16102 (Part 1):2026 is the first revision of the 2012 edition[19]. Order texts sometimes name an older edition than BIS uses: the pressure cooker order names IS 2347:2017, while BIS's manual covers IS 2347:2023[44]. The CRS Standard Mark prints the IS number with the R-number[45].
What is changing with IS/IEC 62368-1:2023?
MeitY's S.O. 4997(E) of 29 October 2025 replaces IS 13252 (Part 1) and IS 616 with IS/IEC 62368-1:2023 for CRS[14]. Both old standards can be used alongside the new one until 1 November 2028[2].
What it means for you:
- Which products: 38 CRS categories are moving[3].
- Existing licences: submit full test reports for all lead models through the Standard Revision option[3]; BIS charges no fee for this[4], and the R-number stays the same[4].
- New applications: may use the old standards until 1 November 2028, with a declaration to implement the new one; after that no licence is granted under IS 13252 (Part 1) or IS 616[3].
- Renewals: can be done under the old standards up to 1 November 2028[4].
- Not affected: IS 15885 and IS 16046[14].
The series guidelines set the lead-model retest deadline at 1 November 2028[46].
Which standards were revised in 2026, and what are the deadlines?
Four standard families have deadlines running into 2027 and 2028: LED lamps, LED luminaires, household appliances and the IS/IEC 62368-1 migration. Each lets old and new editions run side by side until a fixed date.
| Standard | Old edition | New edition | Old edition usable until |
|---|---|---|---|
| IS 16102 (Part 1), LED lamps | 2012 | 2026[19] | 2 February 2027 (was 2 August 2026)[7] |
| IS 10322, luminaires | Part 1:2014; Part 5:2012-2017 | 2026[47] | 2 February 2027[22] |
| IS 302 (Part 1), appliances | 2008 | 2024 | 23 February 2027[6] |
| IS/IEC 62368-1, ICT and AV | IS 13252 (Part 1):2010; IS 616:2017 | 2023 | 1 November 2028[2] |
| IS 14286, PV modules | 2010 | 2023 series[31] | 27 July 2025 for new licences[33] |
How do I find the standard my product is tested to?
Find your product's CRS category or QCO, and the standard is named next to it. Then check the edition BIS currently uses and whether a revised one is running alongside.
- 1Find the product guide
Open your product in the product hub. The approvals table names the standard, such as IS 16046 (Part 2):2018 for lithium-ion packs[34].
- 2
- 3Check the edition
Open the standard's page here to see the current edition and any concurrent-running date.
- 4Find a lab
Search BIS LIMS by IS number[10], or use our BIS CRS test labs and BIS labs guides.
- 5Confirm series rules
For CRS, check how many models one report can cover in the series guidelines.
What does testing to an Indian Standard involve?
For CRS, the factory sends samples to a BIS-recognised lab, which tests to the standard and issues a report; BIS checks the report. For the ISI mark, BIS also inspects the factory and draws samples as set out in the standard's product manual.
The CRS sample and test request go to the lab within 60 days of generating the request[48], the lab issues the report within 7 days of finishing[49], and you apply within 90 days of the report[50]. For Scheme-I, BIS publishes a product manual for each standard with sampling, test equipment and the scheme of inspection[51]. Read how to read a BIS test report and importing samples for BIS testing.
How many samples does each standard need?
Sample sizes come from BIS's product manuals and vary widely, from one pressure cooker to nine helmets. Ship spares, because a failed or damaged sample restarts the clock.
| Standard | Sample for BIS testing |
|---|---|
| IS 4151, helmets | 9 helmets plus 3 m of chin strap[52] |
| IS 9873, toys | 3 to 10 pieces, fully packaged[53] |
| IS 2347, pressure cookers | 1 cooker (2 for induction bottoms) plus spares[54] |
| IS 1293, plugs and sockets | 10 socket-outlets and 15 plugs[24] |
| IS 302 (Part 1), appliances | 2 in the July 2025 manual[55]; revised in February 2026[56] |
How much does testing to each standard cost?
Labs set their own charges, and BIS's LIMS portal shows each lab's declared price. Ranges are wide, so compare several labs for your standard before sending samples.
| Standard | Labs listed | Charge range | Median |
|---|---|---|---|
| IS/IEC 62368-1:2023 | 47 entries[9] | Rs 50,000 to Rs 2,99,000 | About Rs 1,25,000 |
| IS 616:2017 | 63 entries[57] | Rs 20,000 to Rs 1,80,000 | About Rs 60,000 |
| IS 13252 (Part 1) | 68 labs[58] | Rs 25,000 to Rs 2,00,000 | See guide |
| IS 16046 (Part 2) | 35 labs[59] | Rs 37,500 to Rs 4,80,000 | About Rs 80,000 |
| IS 16102 (Part 1):2026 | 25 labs[60] | Rs 17,000 to Rs 1,25,000 | About Rs 51,000 |
What marking fee does each ISI standard carry?
For the ISI mark, BIS charges an annual minimum marking fee plus a per-unit rate, set for each Indian Standard. CRS has no marking fee; its fees are per application and per year.
For a large firm: IS 9873 (Part 1) toys Rs 98,000 a year[61], IS 15644 electric toys Rs 1,46,000[43], IS 4151 helmets Rs 46,000 at Rs 0.45 per helmet[62], and IS 2347 pressure cookers Rs 46,000 at Rs 0.87 per cooker[63]. Micro enterprises and start-ups get 80% off the minimum, small enterprises 50%[64]. See ISI mark fees and BIS ISI licence cost.
How does a standard connect to BIS CRS or the ISI mark?
The standard says what to test; the scheme says how BIS certifies it. A CRS standard is met by a recognised lab's report and registration; an ISI standard by a licence with factory inspection, through FMCS for a factory abroad.
Under CRS, the Standard Mark carries the IS number and the R-number[45]; a migrated product shows 'IS/IEC 62368-1' with its R-number[4]. Under Scheme-I, one licence covers one product or Indian Standard at one factory[65]. Compare the routes in CRS vs ISI vs FMCS and on the approvals hub.
Where can I get help choosing a standard or lab?
If your product sits between two standards, ask BIS in writing or get a free compliance check. For testing, compare labs in BIS labs in Delhi NCR and Bengaluru, and for the application, compare BIS consultants. The approval checker shows which standard applies to 20 common electronics.
