What is a BIS-recognised lab?
A BIS-recognised lab is a private or government laboratory that BIS has approved, under its Laboratory Recognition Scheme, to test products against named Indian Standards[2]. BIS accepts CRS test reports only from labs it runs or recognises for that product, from empanelled government labs, and from others its Executive Committee decides[7].
To be recognised, a lab needs ISO/IEC 17025 accreditation from a body in ILAC or APAC, covering every test parameter of the standard[2]. Recognition lasts three years, and each lab gets a unique OSL code[2]. The glossary entry has a short definition.
Where are BIS-recognised labs in India?
How do you choose a BIS lab?
Choose on four things, in this order: recognition for your exact standard, current status, price for your product, and queue. Location matters least.
- 1Find your Indian Standard
Use the approval checker or your product guide, such as power banks or LED bulbs.
- 2
- 3Check exclusions and scope
LIMS shows each lab's clause-wise charges, excluded tests and validity[4].
- 4Check status on the Group-1 list
Read the latest remark. Six labs in the five largest regions were shown as suspended on the October 2026 list[9].
- 5Get written quotes
Ask for price, sample count and queue. Charges are declared on LIMS and fixed for three years[2].
- 6Raise the test request
Select the lab on the CRS portal and ship within 60 days[6].
How do you search the official BIS lab list?
BIS publishes two things, and you need both. The Group-1 list is a PDF of every recognised lab with its state, OSL code, validity date and suspension remarks[9]. BIS LIMS is a search tool showing which labs are recognised for which standard, at what charge[3].
LIMS has been linked to the CRS portal since 2021, so test requests reach labs electronically[12]. BIS also lists a Group-2 of government labs of national repute that it uses[13]. Our regional pages join the Group-1 list and LIMS for you, and the BIS CRS test labs guide covers the CRS rules in depth.
What is the difference between NABL accreditation and BIS recognition?
NABL accreditation says a lab is technically competent for a stated scope; BIS recognition says BIS will accept its reports for named Indian Standards. Accreditation comes first: BIS requires ISO/IEC 17025 accreditation covering the standard's tests[2].
So an NABL lab is not automatically a BIS lab. For BIS CRS or ISI, only recognised labs count. NABL accreditation can be checked with NABL's 'Verify Certificate' option[14]. Some other rules use NABL labs directly: customs sends a sample of every toy consignment to an NABL-accredited lab[15].
How much do BIS labs charge?
Labs set their own charges and declare them on LIMS, excluding taxes. For the main CRS standards the national ranges and medians on 1 November 2026 were:
| Standard | Range | Median |
|---|---|---|
| IS 13252 (Part 1) | Rs 25,000 to Rs 2,00,000[4] | About Rs 63,750 |
| IS/IEC 62368-1 | Rs 50,000 to Rs 2,99,000[5] | About Rs 1,25,000 |
| IS 616 | Rs 20,000 to Rs 1,80,000[16] | About Rs 60,000 |
| IS 16046 | Rs 37,500 to Rs 4,80,000[17] | About Rs 80,000 |
| IS 15885 | Rs 20,000 to Rs 1,85,000[18] | About Rs 45,000 |
What does BIS charge labs, and what rules must labs follow?
BIS charges labs an application fee of Rs 10,000 to Rs 40,000 and a three-year recognition fee of Rs 60,000 or Rs 1,00,000[19]. In return labs accept rules that protect you: issue the report within 7 days of finishing tests[2], keep sample remnants for 3 months[2], and use no agents or referral commissions[2]. BIS's Laboratory Recognition and Management Department handles recognition[8].
How many samples does a BIS lab need?
It depends on the standard, and the lab will tell you once the test programme is set[20]. For CRS model coverage, MeitY's series guidelines ask for one sample per ten models, worst case first[21], and three samples across the rating range for LED drivers[22].
Some product manuals fix quantities: 2 for household appliances under IS 302 (Part 1) in the 2025 manual[23], 3 to 10 pieces for toys[24], and 40 pieces for smartphone screen protectors[25]. Never put the BIS mark on samples[26]. See the series guidelines.
How long does BIS lab testing take?
BIS sets no testing time, but one consultancy reports 10 to 15 days of lab work for a typical CRS product[27]. The fixed clock is around it: ship within 60 days of the test request[6], report within 7 days of testing[2], file within 90 days of the report[7], and BIS aims to decide in 20 working days[7]. See how long BIS registration takes.
Does BIS run its own labs?
Yes. BIS has a Central Laboratory at Sahibabad, regional labs in Kolkata, Mohali, Mumbai and Chennai, and branch labs in Bengaluru, Patna, Guwahati, Hyderabad and Jammu[8]. They test samples from BIS's own schemes[2], including surveillance samples; for a CRS test request you normally choose a recognised lab.
Can a lab outside India test for BIS?
In principle yes, in practice not today. The scheme allows foreign labs on the same criteria plus an Indian presence and an agreement with BIS[2], but the October 2026 Group-1 list has no overseas lab[1]. Foreign makers ship samples to India; read importing samples for BIS testing. Other regulators differ: MTCTE can recognise foreign labs that are ILAC-accredited[28], and a WPC ETA uses an accredited lab's RF report[29].
What happens if your lab is suspended?
BIS does not accept reports a lab issued while suspended; you retest at another lab[30]. Some entries also show validity dates already passed with no remark[9], so check LIMS before you ship. If you are unsure, ask for a free compliance check or use a BIS consultant.
Do BIS labs work differently for CRS and the ISI mark?
Yes. For BIS CRS you choose the lab, raise an online test request and file the lab's report yourself[6]. For the ISI mark, BIS usually draws samples at the factory, and under FMCS samples drawn during BIS inspection are tested only in BIS or BIS-recognised labs, with the applicant sending them to India[31].
ISI applicants can also use a lab report to speed things up: BIS's average grant time is about one month with a report from a BIS or recognised lab, against four months without[32]. And since December 2025 Indian makers no longer need an in-house lab; shared or sub-contracted testing at recognised or ISO/IEC 17025 labs is allowed[33].
What are the most common lab mistakes importers make?
- Testing to the wrong edition. Many CRS products are moving to IS/IEC 62368-1, with the old standards withdrawn after 1 November 2028[34].
- Wrong details in the test request. They cannot be changed later; cancel and redo before testing starts[35].
- Mismatched labels and reports. BIS rejects reports whose models, category or ratings do not match the portal and label[36]. See common rejections.
- Missing component certificates. BIS has a strict order of accepted evidence for critical components[37].
- Testing too early. A report older than 90 days at filing is refused[7]; have your documents ready first.
- Paying an agent for a slot. Labs may not use agents or pay commissions[2].
Can components and the finished product be tested at the same time?
Yes. Since 9 January 2024 parallel testing is a permanent, voluntary option for all CRS categories: components and the end product can be tested together at BIS or recognised labs[38]. BIS still grants the licences in sequence, and if a component fails, the manufacturer bears the risk. It suits products such as power banks, where cells under IS 16046 and the finished pack are both registered.
Which regional lab guides are available?
Each regional page lists every lab on the BIS list in that area, what it is recognised for among 14 import-heavy standards, its headline charges, status, the BIS office and worked cost examples.

Where do I find the list of BIS labs for my product?
On BIS LIMS, searched by Indian Standard number[3].
Is an NABL lab the same as a BIS lab?
No. BIS recognition requires ISO/IEC 17025 accreditation, but adds BIS's own approval for named standards[2].
Can I use a lab abroad?
No overseas lab was on the October 2026 Group-1 list[1].
Who sets lab charges?
Each lab, declared on LIMS and fixed for three years unless the standard changes[2].
How fast must a lab issue the report?
Within 7 days of finishing the tests[2].
Which city has the most BIS labs?
Delhi NCR, with 162 entries on the Group-1 list[9].
Can I send a sample without a test request?
Not for CRS; labs accept CRS samples only with an online test request[39].
