BIS consultants in Chennai: the BIS offices, labs, ports and fees a Tamil Nadu importer should know first

A Chennai importer files BIS CRS online like anyone else, so a consultant here sells paperwork and lab handling, not access. BIS charges Rs 1,000 plus Rs 50,000 processing, and only one Chennai lab, IIT Madras's CEC at Rs 68,000, tests IS 13252.

Do Chennai importers need a local BIS consultant?

No law requires one, and nothing about BIS registration has to happen in Chennai. CRS applications go online on the BIS CRS portal, crsbis.in[3], and the licence is granted to the manufacturer, not to the importer[13]. A foreign factory must name an Authorised Indian Representative[11], and that is often the Chennai importer itself.

What a consultant actually sells is time and fewer mistakes: picking the right standard, choosing a lab that tests it, getting the factory's documents to match the test report, and answering BIS queries inside the 30-day window[11]. If you have done one BIS CRS registration before, you may not need help for the next. If it is your first, or your product sits on a borderline, paying for help is usually cheaper than a rejected application, because BIS does not refund fees on a rejection after processing[14].

This page is a local guide, not a list of firms. It covers which BIS offices sit in Chennai, which labs here test what, how Chennai's ports check BIS at clearance, Tamil Nadu's Legal Metrology and EPR picture, real fee numbers and how to vet anyone you hire. For the national view, see BIS consultants in India.

What does BIS compliance look like from Chennai, in one table?

The short version: the paperwork is national, the lab choice and the port are local.

Which BIS offices are in Chennai, and what do they handle?

Chennai hosts both the BIS Chennai Branch Office and the BIS Southern Regional Office, on the same C.I.T. Campus at Taramani[1][2]. Neither is where a CRS application is decided in practice, because CRS runs on crsbis.in[3].

The branch office matters in three situations:

  • ISI mark licences. If you or your supplier need an ISI mark licence for a Tamil Nadu factory, Scheme-I applications are filed online on Manakonline[15], and BIS officers inspect the factory. The average grant time is about one month when you file with a lab report, and about four months otherwise[15].
  • Market surveillance. BIS branch offices can plan market surveillance in their areas for any violation of the BIS Act and of Quality Control Orders[16]. Under the 2026 guidelines, a branch must also make sure at least one market sample of a licensee's product is bought outside the licensee's own state[16].
  • Search and seizure. A BIS certification officer who has reason to believe goods breach section 17 can search and seize under section 28 of the BIS Act[17].

For electronics under CRS, day-to-day market surveillance is run for MeitY by a Project Management Unit at STPI, through the crsbis.stpi.in portal where every R-number must be registered with model, channel and price details[18]. Read more on CRS surveillance.

Does a Chennai importer have to visit BIS for CRS registration?

No. Every step of a CRS grant runs on the portal: log in, generate a test request, test at a BIS-recognised lab, verify the report, apply with it within 90 days of its issue, and upload documents[3]. The one physical step is the notarised affidavit, which must reach BIS by post or courier within 30 days of online submission or the application can be cancelled[21]. The affidavit goes on a Rs 100 non-judicial stamp paper[22].

This matters when a consultant's pitch leans on 'contacts at the Chennai office'. For CRS, there is no Chennai desk deciding your file. A good consultant's value is in preparing a clean document set, choosing a lab that can test your standard quickly, and keeping track of deadlines like the 60 days you have to get the sample and test request to the lab[3]. Use our BIS CRS application checklist to see the whole set before you hire anyone.

Which BIS-recognised labs in Chennai can test electronics?

For the two classic electronics safety standards, Chennai has one listed lab: the Central Electronics Centre at IIT Chennai, recognised for IS 13252 (Part 1) and IS 616 at a declared Rs 68,000 each[5]. No Chennai lab appeared in BIS LIMS for the newer IS/IEC 62368 (Part 1):2023, for lithium batteries under IS 16046, or for LED control gear under IS 15885 on 1 November 2026[5].

That gap matters because MeitY has made IS/IEC 62368-1 the successor to IS 13252 (Part 1), with concurrent use only until 1 November 2028[23]. A Chennai importer of chargers, power banks or earphones will often test outside the city, typically in Bengaluru, where six labs list IS/IEC 62368-1[24].

Tamil Nadu's wider lab base is large but not electronics-heavy. BIS's Group-1 list has 33 Tamil Nadu entries, 21 of them in Chennai[6], but these span chemicals, plastics, leather, textiles and materials across every BIS scheme. Search the official list yourself on BIS LIMS by entering the IS number[25], or read our BIS labs in Chennai guide.

How much do labs charge a Chennai importer for BIS testing?

Declared lab charges range widely. Across all 68 IS 13252 (Part 1) labs on LIMS the range is Rs 25,000 to Rs 2,00,000 with a median of about Rs 63,750[30]. For lithium batteries under IS 16046 it is Rs 37,500 to Rs 4,80,000, median about Rs 80,000[31]. The Chennai IIT lab's Rs 68,000 for IS 13252 sits close to that median[5].

Two rules keep these numbers honest. A recognised lab declares its charges at recognition or renewal and they stay fixed for three years unless the standard changes[32]. And a recognised lab must not use agents or pay commissions for referrals[32]. If a consultant quotes a 'lab fee' well above the LIMS figure, ask for the breakup: the difference is their margin or the cost of extra models, not a BIS charge.

LIMS also shows each lab's clause-wise breakup and any excluded tests[30]. Check exclusions before booking, because a lab that cannot run one clause sends you to a second lab. Our BIS CRS fee calculator adds lab, BIS and consultant costs into one figure.

Which products do Chennai importers most often need BIS for?

Comploa has no official count of BIS registrations by import port, so we do not claim a Chennai product mix. What we can say is which standards the common electronics fall under, so you know which lab list to check before you ship.

How is BIS checked when goods land at Chennai's ports?

At every Indian port, Customs is told to check BIS registration in the system for every consignment of CRS goods. Under CBIC Instruction 28/2023-Customs, as reported, the Risk Management System picks consignments at random for sampling, samples go to BIS-recognised labs for limited non-destructive safety tests, and out of charge is given only if the sample passes[37]. Failing goods may be sent back or destroyed at the importer's cost[37].

The legal hook is a DGFT import condition: BIS registration, or a MeitY exemption letter, is reportedly a condition for importing CRS goods under DGFT Notification 50/2015-2020[38]. The same source reports that a MeitY OM lets Customs at all ports and ICDs deform non-compliant notified goods[38].

Chennai Customs runs separate desks for each sea port. Its Public Notice 63/2025, issued by the Principal Commissioner of Customs, Chennai-III, lists customs contacts for Chennai Port, Kamarajar Port at Ennore and Adani Kattupalli Port[7]. Air cargo and courier clear through the Chennai-I (Airport) Commissionerate at Meenambakkam, whose courier cell sits inside the air cargo complex[8].

What this means in practice: your Bill of Entry should carry the R-number, the goods should already wear the Standard Mark, and your customs broker should hold a copy of the registration. Read why shipments get held at Indian ports for the full list of triggers.

Can a Chennai importer bring in samples for BIS testing without a licence?

Yes. MeitY's CRS FAQ says the Compulsory Registration Order does not apply to goods imported for demonstration, research and development, or testing in India[39]. The sample must not carry the Standard Mark, because the mark may not be applied to products outside a licence's scope, including lab samples[40].

Timing is the trap. Once you generate the test request on crsbis.in, the sample must reach the lab within 60 days[3], and the finished report must be used within 90 days[11]. A sample that sits at Meenambakkam for three weeks eats into that window. Our guide on importing samples for BIS testing covers the customs paperwork.

Which other approvals sit alongside BIS for a Chennai importer?

BIS is rarely the only approval. Most electronics also need Legal Metrology registration for retail packs, EPR registrations, and a WPC ETA if there is a radio inside. A consultant who quotes only for BIS and leaves these out is quoting for a third of the job.

How does LMPC importer registration work in Tamil Nadu?

In Tamil Nadu, Legal Metrology is enforced by the Labour Department, and its services timeline lists registration of packers and importers under the Packaged Commodities Rules at 7 days in total[9]. The rule behind it is national: every person who pre-packs or imports a commodity for sale must register under rule 27[42], with a Rs 500 fee[42], within 90 days of starting[42].

The application states your name, the full address where import is made and the commodities imported[42]. From 29 May 2026 a company must also name the director responsible for violations[52], details must be updated online every year[52], and certificates stay valid until cancelled[52].

Which authority? Commentators report that a single-state seller registers with the State Controller and a multi-state seller with the Central Director[53]. New central applications go through the National Single Window System[54]. If you sell on Amazon or Flipkart across India from a Chennai warehouse, ask your consultant which route they will use and why. Our LMPC consultants page compares states, and LMPC label rules covers the package itself.

How many Tamil Nadu importers are registered for plastic EPR?

Quite a lot. CPCB told the National Green Tribunal that, as on 25 June 2026, 1,607 PIBOs in Tamil Nadu had applied on the plastic EPR portal and 1,375 were registered, including 1,150 importers out of 1,238 importer applications[10]. The state also had 114 registered plastic waste processors with 16.68 lakh TPA of capacity[10].

Why this belongs on a BIS page: an importer of any commodity in plastic packaging is an 'importer' under the plastic EPR rules[55]. That catches nearly every boxed gadget. CPCB has also asked CBIC to have Customs verify plastic EPR registration when clearing importers' consignments[56]. A PIBO operating in one or two states registers with the state board; one in more than two registers with CPCB[48]. See EPR consultants for how this work is usually bought.

How much does BIS CRS registration cost a Chennai importer in 2026?

BIS's fees are the same in Chennai as anywhere. A new CRS licence costs a Rs 1,000 application fee[4] and a Rs 50,000 processing fee that includes one test report[4], plus GST on everything[4]. Each additional test report costs Rs 20,000[4]. Consultancies report that under the February 2026 amendment the Scheme-II processing fee moved to Rs 25,000 a year paid annually in advance[57]; check the live fee page before you pay.

How much do BIS consultants charge in Chennai?

Consultant fees are private and not set by BIS. Published national price pages give a sense of the floor. Professional Utilities lists a Rs 14,999 professional fee for CRS, plus Rs 7,500 for renewal, excluding GST[59]. IndiaFilings advertises BIS consultation from Rs 7,899[60]. Neither is Chennai-specific, and both are starting prices.

Watch the government figures on these pages. The Professional Utilities page shows an 'application fee' of Rs 15,340 and a two-year validity[59], and IndiaFilings shows a CRS application fee of Rs 5,000 to Rs 10,000[60]. BIS's own table says Rs 1,000 application plus Rs 50,000 processing[4], and the 2026 amendment gives five years' validity[12]. A quote built on stale numbers is a warning sign, not a bargain.

How long does BIS registration take for a Chennai importer?

BIS's own target is 20 working days from a complete application, if documents and product conformity are right the first time[11]. The real calendar is longer, because testing comes first and depends on the lab's workload[61]. A lab must issue the report within 7 days of completing testing[32].

How does a Chennai importer get BIS CRS through a consultant, step by step?

This is the order that avoids the usual rework. Your consultant should be able to show you where each step stands.

  1. 1
    Confirm the product and standard

Check the CRS list and the standard. Use the approval checker or the HS code approval finder, then the product's Comploa page.

  2. 2
    Settle who is the AIR

A foreign factory must nominate an Authorised Indian Representative; it can be a branch office, the brand owner in India or another Indian entity.

  3. 3
    Get factory login on crsbis.in

The manufacturer uploads its business licence in English, with a certified translation if needed.

  4. 4
Pick a lab that lists your standard

Search LIMS by IS number. In Chennai only IIT's CEC lists IS 13252 and IS 616; for IS/IEC 62368-1 most importers use Bengaluru or NCR labs.

  5. 5
Generate the test request and ship the sample

Send the sample and the test request to the lab within 60 days, with the portal QR code on the packet.

  6. 6
    Verify the report and apply

Verify the report on the portal and apply with it within 90 days of issue, paying the application and processing fees.

  7. 7
    Courier the affidavit

Send the notarised affidavit on Rs 100 stamp paper so it reaches BIS within 30 days.

  8. 8
Answer queries and receive the R-number

Reply to any deficiency notice within the window given (at least 30 days). After grant, mark products with the Standard Mark and R-number.

  9. 9
Register on the STPI surveillance portal

Register each R-number with model, channel and MRP details on crsbis.stpi.in.

  10. 10
Line up LMPC, EPR and WPC before the ship sails

Register under rule 27 with Tamil Nadu or the Centre, complete battery, plastic and e-waste EPR as relevant, and file the WPC ETA for radio products.

Worked example: a Chennai importer of Bluetooth earphones

A Chennai trading company imports TWS earphones from one factory under its own brand, landing at Chennai Port.

  • BIS: Wireless earphones are a CRS category under IS/IEC 62368 (Part 1):2023[33]. No Chennai lab lists that standard[5], so the consultant books a Bengaluru lab; declared charges there run Rs 1,50,000 to Rs 2,99,000[24]. BIS fees are Rs 1,000 plus Rs 50,000[4].
  • WPC: On Comploa's reading, Bluetooth earphones need a self-declaration ETA because they use the licence-exempt 2.4 GHz band[62] at Rs 10,000 per model[43].
  • Battery EPR: The charging case holds a lithium battery, so the importer is a producer[34], and importers must register with CPCB before importing[63]. Under Rs 5 crore turnover the fee is Rs 10,000[47].
  • LMPC: Rs 500 under rule 27[42]; Tamil Nadu's stated timeline is 7 days[9].

Government fees alone come to about Rs 71,500 before GST and lab charges. Add the lowest Bengaluru 62368 charge and the bill passes Rs 2.2 lakh before any consultant fee. Run your own numbers in the compliance cost estimator.

Worked example: a Tamil Nadu distributor of LED bulbs and drivers

A Coimbatore distributor buys LED bulbs and separate LED drivers from two Chinese factories and clears them at Kattupalli.

  • Two licences, not one. The CRS licence belongs to each factory[13], so each needs its own registration. LED bulbs fall under IS 16102 (Part 1)[33], and the revised IS 16102 (Part 1):2026 has its own implementation date[64].
  • Lab: LED control gear is tested to IS 15885 (Part 2/Sec 13); no Chennai lab lists it, three Bengaluru labs do[29], and nationally declared charges run Rs 20,000 to Rs 1,85,000[65].
  • Series: LED control gear needs three samples covering the highest, lowest and middle ratings under the Phase II series guidelines[66].
  • BEE: LED lamps are on BEE's mandatory star-label list[36], which is a separate registration. See BEE star label.

The lesson for Tamil Nadu buyers: a consultant quoting 'one BIS certificate' for two factories has misunderstood the scheme.

Worked example: a foreign brand using a Chennai company as its AIR

A Taiwanese brand appoints its Chennai distributor as AIR. The AIR can be a liaison or branch office, the brand owner in India, or another Indian entity with a brand-owner declaration[67]. BIS's January 2025 advisory adds that an unrelated Indian AIR under point 7(c) of Form I needs a brand-owner declaration[68].

Two cautions. If the distributor later changes, switching AIR costs Rs 5,000 plus GST[4]. And the BIS Act holds the authorised representative, as well as the company's officers, liable for offences by the company[69]. A Chennai distributor agreeing to be AIR should take advice before signing. See BIS for foreign manufacturers.

What goes wrong for Chennai importers, and how do you fix it?

Most delays come from documents that do not match, not from BIS being slow.

  • Factory name or address differs across the application, report and licence. BIS lists this among the most frequent deficiencies[70]. Fix it before applying; amended reports without justification draw scrutiny[71].
  • Model numbers in the report differ from the test request[68]. Test request details cannot be changed at application stage[72].
  • Report too old. Over 90 days and it is unusable[11].
  • Goods shipped before grant. Importing CRS goods without registration breaches section 17, punishable with up to two years in prison or a fine of at least Rs 2 lakh for a first offence[69].
  • Renewal missed. Apply three months before expiry[58]; after the validity date you may not mark goods[58]. Set a reminder with our licence renewal date tool.

For the full list, see common BIS CRS rejections.

How do you vet a BIS consultant in Chennai?

Ask questions that only someone who has filed recently can answer well.

  1. Which lab, and why? They should name a lab listed on LIMS for your exact standard and quote its declared charge[25].
  2. What are BIS's fees today? The right answer starts with Rs 1,000 plus Rs 50,000[4] and mentions the 2026 change. A Rs 15,340 'application fee' or two-year validity is out of date[59].
  3. Who is the AIR and who is liable?[69]
  4. Will you take a lab commission? Recognised labs may not pay referral commissions[32].
  5. Do you cover LMPC, EPR and WPC? If not, who does?
  6. Do you promise a date? Nobody can; BIS's 20 days is a target[11].

After grant, check the R-number yourself in the BIS Care app[73]. Our guide on how to choose a BIS consultant has a longer checklist, and how to verify a BIS licence shows the lookup.

What does Comploa do for Chennai importers?

Comploa is an independent reference site. We do not issue licences and we cannot speed up BIS, CPCB, DoT or the Tamil Nadu Labour Department; they make every decision.

What we offer is a free compliance check: send us the product, HS code and factory details through our contact page and we will tell you which approvals apply, which labs list your standard and what the government fees are, with sources. If you want hands-on filing help, we can introduce you to a partner who handles BIS, LMPC, EPR and WPC work. Partner fees are separate from government fees and are agreed directly with them. Read how this works on our services page, or see become a partner if you are a consultant.

What could Comploa not confirm about Chennai?

We could not find an official breakdown of which Chennai Customs commissionerate assesses imports at each of the three sea ports; PN 63/2025 lists the port desks but not assessment groups[7]. CBIC Instruction 28/2023 is cited here from a reported copy, not the CBIC site[37]. The Tamil Nadu 7-day timeline comes from a table whose serial numbers are laid out separately from its rows[9]. LIMS city counts rely on lab names that include a city[5]. Tell us through contact if you have better sources.
