BIS consultants in Kolkata: Salt Lake's BIS offices, NTH and ERTL labs, Kolkata and Haldia ports, and West Bengal rules

Kolkata importers file BIS CRS online, so a consultant's value is lab choice and clean documents. Two Kolkata labs test IS 13252: NTH Alipore at Rs 50,000 and ERTL (East) at Rs 1,10,500. None listed IS/IEC 62368-1. BIS charges Rs 1,000 plus Rs 50,000.

Do Kolkata importers need a local BIS consultant?

No. BIS CRS is an online process on crsbis.in[9], the licence is granted to the manufacturer[11], and a foreign factory must name an Authorised Indian Representative[12]. None of that needs a Kolkata office.

Kolkata's position is unusual. It hosts BIS's Eastern Regional Office and Eastern Regional Laboratory[1][2], and two government electronics labs, National Test House at Alipore and the STQC Electronics Regional Test Laboratory (East), are on BIS LIMS for IS 13252 (Part 1)[3]. But on 1 November 2026 no Kolkata lab listed IS/IEC 62368 (Part 1):2023, the standard most CRS electronics are moving to[3][13]. So many Kolkata importers will test elsewhere, and a consultant's lab plan matters more than their address.

This page is a local guide, not a list of firms. It covers the Salt Lake BIS offices, the Kolkata lab picture with declared charges, how Kolkata and Haldia ports check BIS, West Bengal's Legal Metrology process, fees, timelines and how to vet anyone you hire. See BIS consultants in India for the national view.

What does BIS compliance look like from Kolkata, in one table?

Filing is national; the port, the labs and the state Legal Metrology office are local.

Which BIS offices are in Kolkata, and what do they handle?

Kolkata has BIS's Eastern Regional Office and the Kolkata Branch Office (KKBO) on the same Salt Lake plot: KKBO on the 7th floor of the NSIC Building, CP Block, Plot 7/7 and 7/8, Sector V, Kolkata 700091, and the regional office on the 6th floor[1]. BIS's own Eastern Regional Laboratory is at P-230, C.I.T. Scheme VII M, Kankurgachi[2].

For CRS electronics, your file is handled on the portal[9]. The Kolkata offices matter for:

  • ISI-mark licences under Scheme-I, filed on Manakonline[14]; average grant is about one month with a lab report and four months without[14].
  • Market surveillance of BIS Act and QCO violations, which branch offices can plan in their areas[15].
  • Search and seizure under section 28 of the BIS Act[16].

CRS surveillance for MeitY runs through a PMU at STPI and the crsbis.stpi.in portal[17]. See CRS surveillance.

Does a Kolkata importer have to visit BIS to get CRS?

No. The steps are online: log in, generate a test request, test at a recognised lab, verify the report, apply within 90 days of its issue, and upload documents[9]. The factory's login needs its business licence in English or with a certified translation[9]. The notarised affidavit, on Rs 100 stamp paper[18], must reach BIS within 30 days of online submission[19].

A consultant pitching 'Salt Lake contacts' for CRS is pitching something the process does not use. Pay for a clean document set and a realistic lab plan. Our BIS CRS application checklist lists every item.

Which BIS-recognised labs in Kolkata test electronics?

Two government labs lead. On 1 November 2026 BIS LIMS listed National Test House (NTH), Alipore at Rs 50,000 and the Electronics Regional Test Laboratory (East), STQC at Rs 1,10,500 for IS 13252 (Part 1), excluding taxes[3]. ERTL (East) was also listed for IS 616 at Rs 78,000[3]. National Test House-ER, Kolkata appeared in LIMS results for the LED lamp standard IS 16102[3].

What Kolkata lacked on that date: any lab with a Kolkata name for IS/IEC 62368 (Part 1):2023, lithium batteries under IS 16046, or LED control gear under IS 15885[3]. For those, the nearest deep cluster in Comploa's data is Bengaluru, with six 62368 labs[20]; see also our Delhi consultants page and BIS labs in Delhi NCR.

The wider list is bigger but not electronics-led. BIS's Group-1 list has 16 West Bengal entries, 15 in Kolkata or Howrah[4], covering steel, food, chemicals and materials as well as electronics. Search LIMS by IS number to see who tests your product[21].

How should a Kolkata consultant choose a lab?

Start with the standard, not the city.

  • If your product is still on IS 13252 or IS 616, a Kolkata government lab may be convenient. But IS 13252 (Part 1) can be used only until 1 November 2028[13], and BIS's March 2026 guidelines push existing licensees in 38 categories to submit 62368 reports for lead models[25].
  • Check exclusions. LIMS shows clause-wise charges and excluded tests for every lab[22].
  • Check status. Reports issued during a lab's suspension are not accepted[26].
  • Compare declared charges. They stay fixed for three years unless the standard changes[27].
  • No commissions. Recognised labs may not pay referral commissions[27].

Read CRS test labs for the national rules.

How is BIS checked when goods land at Kolkata or Haldia?

The Commissioner of Customs, Kolkata (Port) has jurisdiction over the ports of Kolkata and Haldia and the Andaman and Nicobar Islands, and this formation collects nearly 90% of the Kolkata Customs Zone's revenue[5]. Kolkata Customs has four commissionerates: Port; Airport and Air Cargo Complex; Preventive (West Bengal), which operates the land customs stations; and Appeals[6].

The BIS check itself is national. According to a reported copy of CBIC Instruction 28/2023-Customs, officers check BIS registration in the system for every CRS consignment, the Risk Management System picks consignments for random sampling at BIS-recognised labs, and out of charge follows only a pass; failing goods may be re-exported or destroyed at the importer's cost[28]. The import condition is reported to come from DGFT Notification 50/2015-2020[29].

Kolkata's land customs stations matter for goods arriving overland. The BIS rule does not change at a land border: CRS goods need registration and the Standard Mark. Read why shipments get held at Indian ports and our customs clearance documents checklist.

Can a Kolkata importer bring in samples for BIS testing?

Yes. MeitY's CRS FAQ says the Order does not apply to goods imported for demonstration, R&D or testing[30]. Samples must not carry the Standard Mark[31]. If the lab is outside Kolkata, plan the onward courier inside the 60-day window from test request to lab[9]. See importing samples for BIS testing.

Which products do Kolkata importers usually need BIS for?

Comploa has no official count of CRS registrations by port, so we do not claim a Kolkata product mix. This table shows common CRS products and whether a Kolkata lab lists the standard.

How does LMPC importer registration work in West Bengal?

West Bengal's Directorate of Legal Metrology has up to 75 working days to dispose of an application for a manufacturer, importer or packer registration certificate, under the West Bengal Right to Public Services Act, 2013[7]. That is a maximum, not a typical time, but it is the longest stated limit Comploa has found among the states on this site, so start early.

The state's SoP lists documents including a trade licence, rent or ownership proof, VAT registration, a partnership deed or incorporation form, a photocopy or photo of the label, and the GRIPS fee challan[7]. The national rule 27 fee is Rs 500[34], and you must apply within 90 days of starting imports[34].

Since 29 May 2026 companies must name the director responsible for violations[42], update details online annually[42], and certificates last until cancelled[42]. A seller in several states may be reported to need central registration instead[43]; new central applications go through NSWS[44]. See LMPC consultants and LMPC penalties.

How much does BIS CRS registration cost a Kolkata importer in 2026?

BIS's fees are national: Rs 1,000 application[8], Rs 50,000 processing including one test report[8], Rs 20,000 per extra report[8], Rs 1,000 annual licence fee[8], all plus GST[8]. Consultancies report the 2026 amendment moved processing to Rs 25,000 a year paid annually[45].

How much do BIS consultants charge in Kolkata?

There is no official rate and no Kolkata-only price list that Comploa could find. National price pages start at Rs 7,899 (IndiaFilings)[46] and Rs 14,999 plus Rs 7,500 for renewal (Professional Utilities)[47], plus GST.

Those pages also show government figures that differ from BIS's own: a Rs 15,340 'application fee' and two-year validity[47], and a Rs 5,000 to Rs 10,000 application fee[46]. BIS's table says Rs 1,000 plus Rs 50,000[8], and validity is five years since February 2026[10]. Ask for a written split of every line.

How long does BIS registration take for a Kolkata importer?

BIS's target is 20 working days from a complete application[12]. Testing comes first and depends on the lab's workload[48]; the lab must issue the report within 7 days of completing it[27]. Then you have 90 days to apply[12] and 30 days to get the affidavit to BIS[19]. BIS gives at least 30 days to answer a query[12]. If LMPC is still pending in West Bengal, its 75-working-day limit may be the longest clock[7].

How does a Kolkata importer get BIS CRS through a consultant, step by step?

Start LMPC in parallel with BIS because of West Bengal's longer limit.

  1. 1
    Confirm category and standard

Check the product with the approval checker and confirm whether IS 13252, IS 616 or IS/IEC 62368-1 applies.

  2. 2
    File West Bengal LMPC early

Apply to the Directorate of Legal Metrology with the label and GRIPS challan, since the state allows up to 75 working days.

  3. 3
    Agree the AIR

Nominate the Authorised Indian Representative for a foreign factory.

  4. 4
    Open the factory's portal account

Register on crsbis.in with an English or translated business licence.

  5. 5
    Choose the lab

Use NTH Alipore or ERTL (East) if they list your standard; otherwise book a lab elsewhere from LIMS.

  6. 6
    Test request and sample

Get the sample and test request to the lab within 60 days.

  7. 7
    Verify and apply

Apply within 90 days of the report with BIS fees plus GST.

  8. 8
    Courier the affidavit

Notarised on Rs 100 stamp paper, reaching BIS within 30 days.

  9. 9
    Answer queries, mark and register

Answer deficiencies, then apply the Standard Mark with the R-number and register it on crsbis.stpi.in.

Worked example: a Kolkata trader importing LED bulbs through Haldia

A Kolkata lighting trader imports LED bulbs from one factory, landing at Haldia.

  • BIS: Self-ballasted LED lamps are a CRS category under IS 16102 (Part 1)[32]; the revised 2026 edition has an extended implementation date[49]. NTH-ER Kolkata appears on LIMS for IS 16102[3].
  • BEE: LED lamps are on BEE's mandatory star-label list[41].
  • E-waste: LED lamps reportedly fall under CEEW18[50].
  • Customs: Haldia falls under Kolkata (Port) Customs[5], where the R-number is checked in the system[28].

BIS fees are Rs 51,000 plus GST[8]. The lab charge depends on the IS 16102 entry on LIMS.

Worked example: a Kolkata importer of power adaptors moving to 62368

An importer holds a factory's CRS licence for adaptors tested to IS 13252 (Part 1) at NTH Alipore, which declared Rs 50,000[3].

The catch: IS 13252 (Part 1) can be used only until 1 November 2028[13], and BIS's March 2026 guidelines require existing licensees in 38 categories to submit 62368 reports for lead models[25]. No Kolkata lab listed IS/IEC 62368-1 on 1 November 2026[3], so the migration test goes to Bengaluru, where declared charges run Rs 1,50,000 to Rs 2,99,000[20], or to NCR. Budget for it now rather than in 2028.

Worked example: a Kolkata distributor of power banks

A Kolkata distributor imports power banks under its own brand.

  • BIS: Power banks are a CRS category under IS/IEC 62368-1[32]; no Kolkata lab lists it[3].
  • Battery EPR: The importer is a producer[51] and must register with CPCB before importing[37]. CPCB has asked CBIC to have Customs verify registration certificates for batteries[52].
  • Plastic EPR: Required for the plastic packaging[53].

A consultant who handles BIS but not EPR leaves the shipment exposed at Kolkata port.

What goes wrong for Kolkata importers, and how do you fix it?

  • Testing to a standard on its way out. IS 13252 reports are usable only until 2028[13].
  • Starting LMPC late. West Bengal allows up to 75 working days[7].
  • Mismatched factory details across documents, a top BIS deficiency[54].
  • Models changed after the test request, which cannot be done at application stage[55].
  • Importing before grant, punishable with up to two years in prison or a fine of at least Rs 2 lakh[56].
  • Missed renewal. After validity you may not mark goods[57]; renewal after validity costs a Rs 5,000 late fee[57].

See BIS CRS rejections and BIS CRS renewal.

How do you vet a BIS consultant in Kolkata?

  1. Ask for the lab plan by standard, checked on LIMS[21].
  2. Ask for BIS's current fees: Rs 1,000 and Rs 50,000[8].
  3. Ask about 62368 migration for existing licences[25].
  4. Refuse lab commissions; recognised labs may not pay them[27].
  5. Ask who the AIR is and about section 30 liability[56].
  6. Ask them to cover LMPC and EPR or name who will.
  7. Verify the R-number yourself in BIS Care[58].

See how to choose a BIS consultant.

What does Comploa do for Kolkata importers?

Comploa is an independent reference site. BIS, CPCB, DoT and West Bengal's Legal Metrology directorate make every decision; we cannot speed them up. We offer a free compliance check through our contact page: send the product, HS code and factory details, and we will tell you which approvals apply, which labs list your standard and what the government fees are, with sources. For filing help we can introduce a partner; their fee is separate and agreed with them. See our services.

What could Comploa not confirm about Kolkata?

We could not confirm which land customs stations the Preventive commissionerate runs; its home page says only that it operates them[6]. CBIC Instruction 28/2023 is cited from a reported copy[28]. LIMS city counts rely on lab names that include a city, and we did not capture NTH-ER's IS 16102 charge[3]. Tell us through contact if you have better sources.
