How do you use the BIS CRS fee calculator?
- 1
- 2Enter licence years
Enter how many years of annual licence fee you want to include, from 1 to 5. Each year is Rs 1,000[1].
- 3Read the total
The total is the BIS government fee before GST. Add GST at the applicable rate[1].
- 4Add your private costs
Add lab testing, sample shipping, notary and any AIR or consultant fees, which are not BIS fees and are not in the total.
What do the calculator inputs mean?
Test reports needed. A CRS application is built on test reports from a BIS-recognised lab[4]. BIS's processing fee of Rs 50,000 includes one report[1], and every additional report in the same application costs Rs 20,000[1]. So the number that matters is reports, not models.
How many reports you need depends on how your models group. Samples are selected under MeitY's grouping and series guidelines for each phase of CRS products, and series models can be added with a supplementary report that refers to an accepted original report[4]. Ask your lab to group your models before you enter a number; the rules are explained in CRS series guidelines. We have not found official confirmation of whether a supplementary series report attracts the Rs 20,000 charge.
Licence years paid. The annual licence fee is Rs 1,000[1]. The calculator multiplies it by the years you enter, up to five, because under the 2026 amendment a CRS licence is granted for up to five years with fees paid annually in advance[2]. If you only want the first payment, enter 1.
What the calculator does not ask. Your brand count and factory count. Each brand needs its own application unless the brand owner is the same[4], and each factory holds its own licence[5]. Run the calculator once per application and add the totals.
How is the BIS CRS fee total worked out?
The calculator uses four rows from BIS's published CRS fee table and nothing else. The formula is:
Total = Rs 1,000 + Rs 50,000 + (reports − 1) × Rs 20,000 + years × Rs 1,000, before GST.
What does the calculator show for common cases?
These are the totals you will see for a few typical inputs, using the published table[1]. All are before GST.
| Case | Reports | Years | BIS fees before GST |
|---|---|---|---|
| One model of earphones | 1 | 1 | Rs 52,000 |
| A charger range in two series | 2 | 1 | Rs 72,000 |
| Five power bank models, five reports | 5 | 1 | Rs 1,32,000 |
| One model, five years of licence fee | 1 | 5 | Rs 56,000 |
| Three reports, five years | 3 | 5 | Rs 96,000 |
Which products is this fee calculator for?
Only products under the Compulsory Registration Scheme (CRS), the BIS registration for electronics and IT goods, LED lighting and solar equipment. That includes Bluetooth earphones, power banks, mobile chargers, laptops, LED bulbs and solar panels. Not sure? Run the approval checker first: if it shows "BIS registration (CRS)", this calculator applies. If you only have a tariff code, the HS code approval finder does the same from an 8-digit ITC(HS) code. Once registered, the label checker confirms your pack carries the Standard Mark with its R-number.
Products under an ISI-mark Quality Control Order, such as air conditioners, ceiling fans or toys, pay a different set of fees: an application fee, inspection charges per man-day, an annual licence fee and a minimum marking fee[6]. Foreign factories applying under FMCS pay the same fees plus officers' travel costs and a Rs 10,000 contingency payment[7]. For those, see ISI mark fees and FMCS fees.
How have BIS CRS fees changed since 2018?
The table the calculator uses took effect on 4 June 2018 and doubled the main charges. The fee structure itself shows the rates it replaced[3]. Nothing in BIS's published CRS table has changed since, although the 2026 regulations changed how often fees are paid[2].
| Fee | Before June 2018 | Published table (used by the calculator) | Source |
|---|---|---|---|
| Processing fee, with one test report | Rs 25,000 | Rs 50,000 | [3][1] |
| Each additional test report | Rs 10,000 | Rs 20,000 | [3][1] |
| Inclusion of models, with one report | Rs 15,000 | Rs 30,000 | [3][1] |
| Renewal processing fee | Rs 25,000 | Rs 50,000 | [3][1] |
| Each renewal year beyond two | Not charged | Rs 25,000 | [3] |
What does a first BIS CRS registration cost in total?
The BIS fees are often the smaller part. For one power bank model, the calculator shows Rs 52,000 before GST[1]. Lab testing is paid to the lab, and our 1 November 2026 survey of BIS lab rates found a median headline charge of Rs 77,500 for IS 16046 battery testing in Delhi NCR, but Rs 1,89,000 in Bengaluru[8].
A worked example for one power bank model tested in Delhi NCR, before GST:
- BIS fees from the calculator: Rs 52,000.
- Lab test to IS 16046 at the Delhi NCR median: Rs 77,500[8].
- Total: Rs 1,29,500, before any Authorised Indian Representative, consultant or courier costs.
The lab charge can be larger than every BIS fee combined, so compare labs. See CRS test labs and the lab lists for Delhi NCR and Bengaluru. For a budget across BIS, WPC, EPR and LMPC, use the compliance cost estimator or the fee table in India compliance fees 2026.
| Standard | Typical products | Median lab charge | Source |
|---|---|---|---|
| IS/IEC 62368-1 | Laptops, phones, earphones, speakers | Rs 1,00,000 | [8] |
| IS 13252 (Part 1) | IT equipment and adaptors (old standard) | Rs 50,000 | [8] |
| IS 616 | Audio and video equipment (old standard) | Rs 50,000 | [8] |
| IS 16046 | Lithium-ion cells and batteries | Rs 77,500 | [8] |
| IS 15885 | LED drivers | Rs 45,000 | [8] |
| IS 16102 | LED bulbs | Rs 49,750 | [8] |
Are these the BIS CRS fees for 2026?
They are the fees in the last schedule BIS has published, which may not be what you are charged.
The BIS (Conformity Assessment) Amendment Regulations, 2026, notified on 25 February 2026 with a corrigendum on 28 April 2026[9], moved CRS to licences of up to five years with fees paid annually in advance[2]. The full text of that amendment has not been found on the BIS website or the e-Gazette, and the fee table on crsbis.in is still the one dated 4 June 2018[1].
A consultant has reported that under the amendment the processing fee is Rs 25,000 per year, payable annually in advance, with the other fees broadly unchanged[10]. That is a report, not an official figure, so the calculator does not use it.
We will update the calculator when BIS publishes the revised schedule. Until then, use this total as a planning figure and pay what the portal asks. BIS fees are not the only dates to watch: if your product also falls under a Quality Control Order, check its start date with the QCO deadline checker.
What is not included in the calculator total?
The calculator covers four BIS fees for a new application. It leaves out:
- GST, charged on all CRS fee amounts[1].
- Lab testing charges, which you pay to the lab directly.
- Inclusion of new models later, Rs 30,000 including one report plus Rs 20,000 per extra report[1].
- Renewal fees, priced separately in the published table[1]. See CRS renewal.
- Change fees, Rs 5,000 for each change of name, address, management, AIR or contact details[1].
- Late renewal fee, Rs 5,000[11].
- MSME concessions on the processing fee[12]. Their status after 1 June 2026 is not confirmed, so the calculator shows the full fee.
- Private costs such as an Authorised Indian Representative's service charge, a consultant, translation, notary and courier.
For the full fee table see BIS CRS fees. For typical private costs see the total cost of CRS registration.
How much does BIS CRS renewal cost?
Under the published table, renewal costs Rs 1,000 application fee, Rs 1,000 annual licence fee and a Rs 50,000 renewal processing fee, plus Rs 25,000 for each year beyond two[1]. The calculator does not total renewals.
Apply before the validity date: BIS asks for the renewal at least three months before expiry[11]. A late renewal costs an extra Rs 5,000 and must be filed within 90 days of the validity date, or the licence expires[11].
The 2026 amendment changes the timing: a CRS licence is now granted for five years and renewed for five[2]. Use the licence renewal date calculator to find your dates, and the CRS renewal guide for the process.
What does BIS CRS surveillance cost after registration?
You pay for any sample MeitY picks for surveillance testing, and the cap depends on the product. STPI's schedule lists up to Rs 45,500 for mobile phones, power banks, wireless earphones, Bluetooth speakers, CCTV cameras, power adaptors and LED lamps[13], and Rs 78,000 for laptops[13]. These are maximums; the charge levied is the lab's declared rate or the government rate, whichever is lower[13].
The calculator leaves surveillance out because it is not an application fee and not every model is picked. Budget for it anyway. The process is on CRS surveillance.
Does the calculator apply the MSME discount?
No. Under the 2024 amendment, the Scheme-II processing fee concession was 80% for micro enterprises and start-ups, 50% for small and 20% for medium enterprises, and was to become 20% for all MSMEs from 1 June 2026[12]. Whether the 2026 amendment changed this is not confirmed, so we show the undiscounted processing fee.
If your manufacturer may qualify as an MSME, ask BIS how the concession is claimed, and check the amount the portal shows before you pay.
In BIS's published table the concession applies only to the processing fee, the renewal processing fee and the extra per-year renewal fee; the application, annual licence, test report and change fees get no concession[3]. At the 2024 rates, a micro enterprise would save 80% of the Rs 50,000 processing fee, that is Rs 40,000[12]. A law firm reports that the 2026 amendment keeps the 80%, 50% and 20% concessions until 31 May 2029[14]; that is a secondary report, not the gazette text.
When are these fees paid?
On crsbis.in, during the application. You accept Form II online, pay, and then upload Form I (see the CRS documents list), the AIR nomination (for foreign factories) and the notarised affidavit[15]. Apply within 90 days of the test report's issue date, or the report is too old to use and you will need a fresh one[4].
Under the 2026 rules, fees are then due every year in advance. Missing the annual fee and production details can lead to suspension and cancellation[16].
For the whole process see BIS CRS registration.
What mistakes make the BIS CRS fee higher than planned?
Most overruns come from wasted test reports and missed dates, not from the fee table itself.
- Counting models, not reports. Grouped models can share a report under the series rules[4]. Entering one report per model can overstate the fee by Rs 20,000 a model[1].
- A stale test report. A report more than 90 days old at application cannot be used[4], so you pay the lab again.
- One application for two brands. Each brand needs its own application unless the brand owner is the same[4], which doubles the processing fee.
- Adding models as a new application. Inclusion in an existing licence is Rs 30,000 with one report[1], against Rs 51,000 for a fresh application and processing fee[1].
- Missing the annual fee. Under the 2026 rules a missed annual fee and production statement can lead to suspension or cancellation[16].
- Rejections. A rejected application means another round of documents and sometimes testing. See common CRS rejections and the CRS application checklist.

Frequently asked questions
How much does BIS CRS registration cost for one product?
Using the published fee table, one application with one test report and one year of licence fee comes to Rs 52,000 before GST: Rs 1,000 application, Rs 50,000 processing and Rs 1,000 licence fee[1]. Lab charges are extra.
Why does the calculator ask for test reports, not models?
Does the calculator include GST?
No. The total is before tax; GST is charged on all CRS fee amounts[1].
Why does the calculator not use the Rs 25,000 per year figure?
Can I use the calculator for two brands?
Run it once per brand owner and add the results. BIS requires a separate application for each brand unless the brand-name owner is the same[4].
Does the calculator cover adding models to an existing licence?
No. Inclusion is priced differently: Rs 30,000 including one test report, plus Rs 20,000 per extra report[1].
How much does BIS CRS renewal cost?
Are lab testing charges included in the calculator?
No. Labs set their own charges. On 1 November 2026 the median headline charge for IS/IEC 62368-1 testing in Delhi NCR was Rs 1,00,000, and higher in Bengaluru[8]. See CRS test labs.
Can I use this calculator for an ISI mark licence?
No. ISI-mark licences have a different fee structure, with inspection charges and a minimum marking fee[6]. See ISI mark fees.
