How do I find which approvals my product needs?

Find your product in the matrix below, open its guide, and confirm the HS code with your customs broker. If it is not listed, the closest product with the same function and radio is usually the right starting point.

  1. 1
    Describe the product precisely

Note what it does, whether it has a battery, a radio (Bluetooth, Wi-Fi, cellular), a mains plug, and whether it is sold in retail packs. These four facts drive most of the list.

  2. 2
    Fix the HS code

Agree the 8-digit ITC(HS) code with your customs broker; it is declared on the Bill of Entry and decides import policy. The HS code approval finder maps codes to approvals.

  3. 3
    Find the BIS route

Check whether the product is a CRS category (66 categories[1]) or covered by a Quality Control Order. The approval checker above does this for 20 electronics.

  4. 4
Add radio, energy and waste rules

Add WPC ETA for any radio, MTCTE for notified telecom equipment, BEE for listed appliances, and the three EPR regimes.

  5. 5
    Check dated changes

Look at the QCO tracker and new rules 2026 for orders starting soon; the QCO deadline checker gives your date by business size.

  6. 6
    Ask when unsure

Borderline products are common. Send the datasheet for a free compliance check.

What do phones, computers and networking products need?

Phones, tablets, laptops, monitors, printers, keyboards and smartwatches are BIS CRS products; Wi-Fi routers and GPS trackers are not CRS but need TEC MTCTE. Nearly all add WPC ETA for their radios and e-waste plus battery EPR.

Plastic EPR and LMPC registration apply to every product in this table when sold in retail plastic packs, so they are not repeated in each row.

What do home appliances need?

Most home appliances need the ISI mark (through FMCS for a foreign factory) and e-waste EPR; ACs, refrigerators, washing machines, ceiling fans and storage water heaters also need a mandatory BEE label. Microwaves and induction cooktops are the exception: they are CRS products.

What do toys, helmets and pressure cookers need?

All three need the ISI mark under their own Quality Control Order, through FMCS when made abroad. Toys also face a random sample test at customs.

Which approvals does almost every imported product need?

Three registrations apply to almost every boxed consumer import, whatever the product: the IEC, plastic EPR and LMPC registration. Budget for them even when the product itself needs no BIS certificate, as with USB cables.

  • IEC: no import without one[63]; Rs 500[64].
  • Plastic EPR: importers of goods in plastic packaging are covered[65]. CPCB counted 52,935 importers among 62,175 registered PIBOs in June 2026[66].
  • LMPC: rule 27 registration for anyone importing commodities for sale[9], plus the label declarations.

The first electronics import checklist and EPR for small importers walk through these for a first shipment.

Which HS codes do common products use?

The HS code sets duty and import policy but does not by itself decide BIS coverage; BIS goes by the product description in the order. Confirm every code with your broker, because a wrong code can mean a held shipment.

The codes below are the ones our product guides use. Some are verified against the ITC(HS) schedule; others are reported and should be checked.

Which products are restricted or prohibited at import?

Complete drones are prohibited, colour TVs are restricted and need a DGFT licence, and ACs with refrigerant are reported as prohibited. Laptops and tablets are reported to need an Import Management System authorisation.

  • Drones: CBU, SKD and CKD imports prohibited from 9 February 2022[10], with exceptions for government, R&D and defence[10]; components are Free[10].
  • Televisions: Restricted, DGFT licence needed[24].
  • Air conditioners: reported Prohibited for units with refrigerant; check the current DGFT notification[39].
  • Laptops and tablets: trade sources report an IMS authorisation under HSN 8471[70].
  • Toys: every consignment is sampled and tested[11].

Read the DGFT portal guide for how licences are filed.

What if my product is not clearly on any list?

Borderline products are common: smart plugs, e-bike chargers, wireless chargers, mice, dash cams and USB cables all sit near, but not inside, a named category. In each case our guide says what is confirmed, what is our reading, and whom to ask.

For example, no CRS category is named 'wireless charger'[29], but the adaptor in the box is a CRS product[20]. Dash cams are not named either; the closest category is Video Camera[20]. E-bike chargers have no CRS category; the nearest is standalone SMPS, and that fit is unverified[13]. Many electronics are not named in e-waste Schedule I[17]. When a product is borderline, ask BIS or CPCB in writing and keep the reply with your customs file, or get a free compliance check. Read does my product need BIS? for the method.

Which products have rules changing in 2026 and 2027?

The main dated changes are the household appliances QCO from 1 October 2026, the TV satellite-receiver standard from 26 January 2027, revised LED lamp and luminaire standards by 2 February 2027 and screen protectors joining CRS on 1 April 2027.

Track them in the compliance calendar.

Does the country of manufacture change the approvals?

No. Approvals depend on the product, not the origin, but origin changes the route: a foreign factory uses FMCS rather than domestic Scheme-I for the ISI mark, and needs an Indian representative for CRS. Country guides cover shipping, documents and supplier checks.

See importing from China, Vietnam, Taiwan, South Korea, Japan, Germany, the USA, Hong Kong and Thailand. Country-and-product guides start with power banks from China and toys from China.

What do marketplace sellers need to show for each product?

Amazon and Flipkart ask for the same approvals the law requires: the BIS registration or licence number, and often the WPC ETA and EPR registration. The Standard Mark must appear on the product or pack with the R-number[75].

Use the Amazon listing checklist, the Flipkart listing checklist and the guides for Amazon sellers, Flipkart sellers and D2C brands. To verify a supplier's certificate, follow how to verify a BIS licence.

Frequently asked questions

How many products does BIS CRS cover?

BIS's Scheme-II list shows 66 numbered categories, the latest being screen protectors for smartphones[1]. Each of our product guides says which category applies.

Do I need BIS for USB cables?

No. Cables are not a CRS category[13]. You still need plastic EPR[76] and LMPC registration for retail packs.

Does every wireless product need WPC ETA?

Devices in de-licensed bands need an ETA[5], filed by self-declaration for Rs 10,000 per model[5]. Drones, radar and jammers cannot use self-declaration[5].

Do Wi-Fi routers need BIS?

Not for the router itself; only its external adaptor is a CRS product[13]. Routers need TEC MTCTE since 1 August 2024[6].

Which appliances need a BEE star label?

Schedule A appliances, including ACs, refrigerators, TVs and LED lamps[7]. Laptops and microwave ovens are voluntary[16][32].

Can I import drones into India?

Complete drones have been prohibited since 9 February 2022[10]. Government bodies, R&D entities and defence users are exempt[10], and components are Free[10].

Do toys need testing at the port?

Yes. A sample from each toy consignment is picked at random and tested at an NABL lab[11]. The toys also need the ISI mark under IS 9873 or IS 15644[53].

Which products need battery EPR?

Anything that is or contains a battery, because importers of equipment containing batteries are producers[77]. That covers phones, laptops, power banks, earbuds and smartwatches.

Are kettles and small appliances now under BIS?

Yes. The household appliances QCO, S.O. 1739(E), covers 90 named appliances[4] from 1 October 2026 for large firms[4].

Does the HS code decide whether BIS applies?

Not on its own. The Steel QCO, for example, says its HS codes are indicative and the order applies by Indian Standard[78]. Use the product description and the order's list.
