Do Pune businesses need a local BIS consultant?
No. BIS CRS is filed online on crsbis.in by the manufacturer[10], and a consultant anywhere can do it. A Pune consultant helps with Pune labs, ISI factory inspections by the Pune branch and clearance at Pune's ICDs.
Pune sits between Mumbai's port and its own industrial belt. It has more CRS labs than Mumbai for the older IT standard: three Pune-named labs on BIS's IS 13252 (Part 1) list[2], against three in the whole Mumbai region[2]. For the newer IS/IEC 62368-1:2023 and for batteries, Pune has one lab each[3].
This guide covers the BIS offices serving Pune, the local labs and what they charge, Pune's customs points, Maharashtra's Legal Metrology route, consultant fees, and worked examples for Pune importers and factories. For the national picture, see BIS consultants in India.
One point to settle first: if you import finished goods, your overseas factory is the CRS applicant and you are not[11]. If you make the goods in Pune, you are the applicant, and the choice of consultant is really a choice about who will manage your lab testing, your documents and, for QCO products, your ISI inspection.
Which BIS office serves Pune?
BIS's Pune Branch Office is at 657-660, MIDC Building, Market Yard, Gultekdi, Pune 411037[1]. The Western Regional Office and BIS's Western Regional Laboratory are in Mumbai[1].
| Office | Address | Relevance |
|---|---|---|
| Pune Branch Office | 657-660, MIDC Building, Market Yard, Gultekdi[1] | ISI (Scheme-I) licensing and factory inspections for local manufacturers |
| Western Regional Office | 5th floor, MTNL CETTM, Powai, Mumbai[1] | Regional administration |
| Western Regional Laboratory | Manakalaya, E-9, MIDC, Andheri (East), Mumbai[1] | BIS's own lab |
The branch office matters most for Pune factories that need an ISI licence, because Scheme-I involves a BIS inspection, charged at Rs 7,000 per man-day before the first visit[12]. For CRS, everything runs on the portal[10], and the branch plays little part.
Which BIS-recognised CRS labs are in Pune?
Three Pune-named labs appear on BIS LIMS for IS 13252 (Part 1): TUV India, Pune (Rs 60,000), Astute Labs, Pune (Rs 60,000) and Hi Physix Laboratory India, Pune (Rs 1,38,952)[2].
| Standard | Typical products | Pune-named labs on LIMS | Declared charge |
|---|---|---|---|
| IS 13252 (Part 1) | Power banks, IT equipment | TUV India; Astute Labs; Hi Physix[2] | Rs 60,000; Rs 60,000; Rs 1,38,952 |
| IS/IEC 62368 (Part 1):2023 | CCTV cameras, laptops, smartwatches | Hi Physix only[3] | Rs 1,75,000 |
| IS 16046 (Parts 1 and 2) | Lithium-ion battery packs | Hi Physix only[3] | Rs 1,03,000 (Part 1); Rs 1,23,000 (Part 2) |
| IS 15885 (Part 2/Sec 13) | LED drivers | TUV India; Hi Physix[3] | Rs 50,000 each |
Are Pune lab prices higher or lower than elsewhere?
Pune's headline prices sit inside the national ranges but above the cheapest labs elsewhere. For IS 13252 (Part 1), the national range on LIMS is Rs 25,000 to Rs 2,00,000 with a median of about Rs 63,750[13]; two Pune labs list Rs 60,000[2].
For batteries, Pune's only IS 16046 lab lists Rs 1,03,000 and Rs 1,23,000[3], while Noida's eight battery labs list Rs 45,000 to Rs 80,000[14]. A Pune consultant who ships battery samples to NCR may save money even after courier costs.
Read the LIMS entry, not just the headline: it shows the clause-wise breakup and excluded tests[13]. Declared charges stay fixed for three years from recognition or renewal[15]. See BIS labs in Mumbai and Pune and CRS test labs.
How much do BIS consultants in Pune charge?
Published BIS consultant fees are national rather than city-specific: one firm lists Rs 14,999 for CRS and another starts at Rs 7,899[16][17]. BIS and lab fees are added on top.
| Cost line | Amount | Type |
|---|---|---|
| BIS application + annual licence | Rs 1,000 + Rs 1,000[5] | Official |
| BIS processing fee | Rs 50,000 incl. one report[5] | Official |
| Extra test report | Rs 20,000[5] | Official |
| Pune lab, IS 13252 (Part 1) | Rs 60,000 to Rs 1,38,952[2] | Lab-declared |
| Pune lab, IS/IEC 62368-1:2023 | Rs 1,75,000[3] | Lab-declared |
| Consultant fee | Rs 7,899 to Rs 14,999 on published pages | Reported |
| Maharashtra LMPC help | Rs 4,999 plus Rs 500[18] | Reported |
GST applies to all BIS fees[5]. Try the BIS CRS fee calculator and the compliance cost estimator.
How long does BIS registration take for a Pune applicant?
BIS targets 20 working days for a clean CRS file[6]. A Pune applicant's total depends on the lab queue and on how quickly the factory answers the lab's technical questions[19].
| Stage | Rule | Source |
|---|---|---|
| Sample to lab | Within 60 days of the test request | [10] |
| Report | Within 7 days of finishing testing | [15] |
| Filing | Report no more than 90 days old | [6] |
| BIS grant | 20 working days if right first time | [6] |
| Query reply | At least 30 days | [6] |
| ISI licence | About one month (option 2) or four months (option 1) | [12] |
Where do Pune imports clear customs, and how is BIS checked?
A listing of Pune Customs offices shows the Pune Commissionerate supervising Pune International Airport and Air Cargo, ICD Talegaon, ICD Dighi, ICD Chinchwad and ICD Pimpri[20]. A port-code directory compiled from ICEGATE lists ICD Talegaon as INTLG6 and ICD Dighi as INDIG6[4].
Many Pune importers land containers at Nhava Sheva (INNSA1)[21] and move them inland, or clear at the port itself. Either way, the BIS check is the same. DGFT made BIS registration a condition of import for goods under the electronics CRS order[22], and CBIC is reported to require a system check of BIS registration on every such consignment[23].
Out of Charge without manual intervention now applies to all importers with duty paid and no pending alerts[24], but an officer can still hold goods[25]. File the Bill of Entry before the day of arrival to avoid late charges[26]. See the customs clearance documents checklist.
How does a Pune company register for LMPC?
Pune falls under Maharashtra's Legal Metrology Organization, which comes under the state's Food, Civil Supplies and Consumer Protection Department and offers a manufacturer/packer/importer registration form[7]. The rule 27 fee is Rs 500 and the deadline is 90 days from starting imports[8].
If you sell in several states, commentators say you apply to the Central Government instead[27], through the National Single Window System[28]. An incomplete application is returned within seven working days[8]. From 29 May 2026, a company must name the Director responsible for violations[29], and every registered firm must update its details annually online[29]. Certificates now remain valid until cancelled[29].
We could not find Maharashtra's own time limit for this registration. See LMPC importer registration and the product label checklist.
What should Pune factories know about ISI licences?
A Pune factory making a QCO product needs an ISI (Scheme-I) licence, filed and paid online on Manakonline[12], with a BIS inspection before grant. A separate application is needed for each product standard and each factory location[12].
Fees: Rs 1,000 application fee, Rs 7,000 per man-day for inspection, and after the grant decision an annual licence fee plus the product's minimum marking fee[12]. Micro and small units get concessions on the minimum marking fee until 31 May 2029: 80% for micro enterprises and start-ups, 50% for small units[30]. After grant, BIS carries out surprise factory inspections and market sampling[12]. See ISI mark, ISI licence fees and ISI licence costs.
Do Pune machinery makers and importers need BIS under the machinery QCO?
Not under the omnibus order. The Ministry of Heavy Industries rescinded the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 with immediate effect by S.O. 239(E) dated 14 January 2026[9].
The order had listed 20 categories of machinery and electrical equipment, including pumps, compressors and machine tools[31], and its start date had already been pushed to a date to be notified[32]. BIS's upcoming-QCO list updated 30 October 2026 has no machinery omnibus entry[33]. Consultants still marketing "machinery BIS certification" as mandatory under the OTR are out of date. Individual products may still be covered by other orders; check with the QCO deadline checker and the machinery QCO page.
How does a Pune importer get BIS CRS through a consultant, step by step?
The official CRS steps apply[10]; the Pune-specific choices are the lab and the customs point.
- 1Confirm the product is covered
Use the approval checker; CRS questions about coverage go to MeitY, not BIS.
- 2Pick the lab
Compare Pune labs with NCR or Bengaluru labs on LIMS for your exact standard and price.
- 3Prepare factory documents
English business licence, trade mark papers, Form I and the AIR nomination for a foreign factory.
- 4Generate the test request and ship the sample
The sample must reach the lab within 60 days with the portal QR code.
- 5Verify the report
Match model numbers, ratings and label artwork; file within 90 days of issue.
- 6Pay and file
Upload Form I, the notarised affidavit and the AIR nomination, and pay BIS fees.
- 7Answer BIS queries
Reply within the time given (at least 30 days).
- 8Mark and ship
Print the Standard Mark with the R-number; give your broker the R-number, EPR and LMPC details before arrival.
Worked example: a Pune importer of CCTV cameras
CCTV cameras and recorders are a CRS category under IS/IEC 62368 (Part 1):2023 together with ER 01:2024, the essential security requirements[34]. That second document is why CCTV files take longer than most.
- BIS fees: Rs 52,000 plus GST[5].
- Lab: Pune's only IS/IEC 62368-1:2023 lab lists Rs 1,75,000[3]. The crsbis.in lab page lists the CCTV security requirements ER01 as a separate standard with its own lab list[35], so the consultant must confirm the lab is recognised for both.
- WPC: Wi-Fi or 4G cameras are reported to need a WPC ETA[36]; the fee is Rs 10,000 per model[37].
- Plastic EPR applies to importers using plastic packaging[38].
See CCTV cameras and WPC ETA.
Worked example: a Pune buyer of LED drivers for a lighting brand
LED drivers are a CRS category under IS 15885 (Part 2/Sec 13):2012[34], and two Pune labs list Rs 50,000 each for that standard[3].
If the lighting brand imports finished luminaires with drivers inside, the driver usually needs its own licence as a critical component: where a standard requires conforming critical components, BIS accepts the component's own Standard Mark if it is under a QCO or CRO[39]. Parallel testing lets the driver and the finished product be tested at the same time[40], though BIS grants the licences in sequence. See LED drivers and LED luminaires.
Worked example: a Pune factory making UPS units
A Pune MSME making home UPS units applies for CRS itself, because CRS licences go to the manufacturing unit[11]. UPS/inverters are a CRS category under IS 16242 (Part 1):2014, and units rated up to 10 kVA are licensed under "UPS/Inverters"[34].
- BIS fees: Rs 1,000 application, Rs 1,000 annual licence and Rs 50,000 processing including one test report[5]. BIS's concession table moved to 20% for all MSMEs from 1 June 2026[41].
- Batteries inside: if the UPS ships with a lithium battery, the cells or pack may need their own CRS licence under IS 16046[34], and the maker or brand owner registers for battery EPR[42].
- Labs: IS 16242 testing is not in the Pune counts above; the consultant should search LIMS for that standard, which BIS says is searchable by Indian Standard number[43].
- Second plant: a new unit in Chakan or Talegaon needs its own licence, since making licensed goods at other premises is misuse[44].
See UPS and inverters.
Which EPR registrations do Pune electronics businesses need?
Most electronics importers and brand owners need at least one EPR registration with CPCB. Anyone offering imported electrical and electronic equipment for sale is a producer under the E-Waste Rules[45].
| EPR | Who it catches | Registration fee | Source |
|---|---|---|---|
| E-waste EPR | Producers of listed EEE | Rs 2,500 upwards by recycling target | [46] |
| Battery EPR | Importers of batteries or equipment with batteries | Rs 10,000 to Rs 40,000 by turnover | [47] |
| Plastic EPR | Importers and brand owners using plastic packaging | Rs 10,000 to Rs 50,000 by tonnage | [48] |
Customs has been asked to verify battery and plastic EPR registrations at clearance[49][50], so a Pune importer clearing at Talegaon or Nhava Sheva needs them before arrival. See EPR consultants.
Should your BIS consultant also handle WPC and MTCTE?
If your product has a radio or connects to a telecom network, yes, or hire someone who does. Wireless products usually need a WPC ETA, and telecom equipment may need TEC's MTCTE certification on top of BIS.
Published prices give a sense of scale. One consultancy lists WPC ETA help at a Rs 7,500 professional fee on top of the Rs 10,000 government fee[51]. TEC's MTCTE administrative fee runs from Rs 10,000 (Group A) to Rs 50,000 (Group D)[52], and SGS India publishes MTCTE testing charges such as Rs 85,000 for a router[53]. See WPC consultants, MTCTE and WPC ETA vs MTCTE.
What happens after the BIS licence is granted?
The licence needs looking after. Since the February 2026 amendment, CRS licences are granted for five years with fees paid annually in advance[54], and missing them is reported to lead to suspension[55].
Register each R-number on MeitY's STPI-run surveillance portal[56]. Add new models by inclusion, at Rs 30,000 including one test report[5]. Apply for renewal three months before expiry[57]. Use the licence renewal date tool to set reminders.
What do Pune applicants get wrong?
The common errors are picking a lab without checking that it is recognised for the exact standard and edition, and letting the report age past 90 days[6].
| Mistake | Fix |
|---|---|
| Lab recognised for IS 13252 but not IS/IEC 62368-1:2023 | Check the LIMS entry for the edition; IS 13252 is usable for CRS only until 1 November 2028[58] |
| Making the product at an unlicensed second site[44] | One licence per factory |
| Mismatched factory address[59] | Match business licence, MSME certificate and portal |
| Late renewal[57] | Apply three months before expiry |
| Paying for machinery "OTR certification"[9] | Check whether any order still applies |
What red flags should a Pune importer watch for in a BIS consultant?
Be wary of anyone who promises a date, offers to skip testing or quotes old rules. BIS's 20-working-day target applies only when documents and product are right first time[6], and BIS lists the grounds on which it rejects files, including non-conforming reports and unanswered queries[39].
Three warning signs we see often:
- Stale validity. A quote that says the licence lasts two years is using pre-2026 rules; CRS licences are now granted for five years[54].
- Lab steering. BIS-recognised labs may not pay referral commissions or use agents[15], so a consultant should be able to show you alternatives on LIMS.
- Duplicate filings. Filing the same product and brand twice for one manufacturer gets all pending applications rejected[60]. Use one consultant per product and brand.
Our guide on how to choose a BIS consultant has more.
How do you vet a BIS consultant in Pune?
Check their past R-numbers in BIS Care, ask which labs they use and why, and get a written fee split. BIS Care verifies R-numbers and searches CRS registrations by product, model and brand[61].
What does Comploa do for Pune importers and factories?
Comploa is a free, sourced first check. We tell you which approvals apply, the official fees, the labs recognised for your standard and what to ask a consultant; we do not file applications.
