What is IS 10322 (Part 1)?
IS 10322 (Part 1) is the Indian standard for luminaires: general requirements and tests. It is the base safety standard for light fittings. The particular sections in IS 10322 (Part 5), one per type of luminaire, build on it[3]. BIS keeps it under committee ETD 49, Illumination Engineering and Luminaires[2].
Is the slug's standard still the one BIS uses? Yes, in a new edition. IS 10322 (Part 1):2014 (First Revision) has been superseded by IS 10322 (Part 1):2026 (second revision)[1].
Important for importers: IS 10322 (Part 1) is not itself the standard named against any CRS category. BIS registers LED luminaires against the Part 5 sections, which refer to Part 1[3]. So you will not see "IS 10322 (Part 1)" on a CRS licence, but every luminaire licence depends on it, and its 2026 revision is the reason all seven LED luminaire categories are being re-tested[3].
This page gives facts about the standard and how Indian rules use it. It does not reproduce the standard's text; BIS sells the full standard.
IS 10322 (Part 1) and the standards beside it: who covers what?
IS 10322 (Part 1) is the base; the Part 5 sections are what a luminaire is registered against. Lamps, drivers and modules inside a fitting have their own standards. This table shows who covers what.

What changed in IS 10322 (Part 1):2026?
BIS lists these significant technical changes[3]:
- IPX9 ingress protection rating introduced.
- EMF safety requirements added.
- Marking requirements modified, including a new sub-clause for marking a mains socket outlet on the luminaire.
- Fan blades. A new clause on protection against fast-rotating parts such as moving fan blades.
- PELV (protective extra-low voltage) systems introduced.
- Controllable control gear with SELV outputs gets additional requirements.
- Touch voltage and touch current limits added to the test for whether a conductive part can cause shock.
- Informative annexes on powering Class III luminaires over IT communication cabling, and on luminaires that need overvoltage category III.
- A normative annex for battery- and EDLC-operated luminaires.
- Photobiological requirements extended.
These changes are listed for general guidance; the standard itself is the authority[3].
What changed in the IS 10322 (Part 5) sections in 2026?
Each Part 5 section was revised alongside Part 1. Besides updating references to Part 1, BIS lists these section-specific changes[3]:
| Section | Luminaire type | Main additional changes |
|---|---|---|
| Sec 1 | Fixed general purpose | Scope widened to all electric light sources[3] |
| Sec 2 | Recessed | Recessed rules moved in from Part 1; air-handling luminaires; extra marking[3] |

Which HS codes do LED luminaires ship under?
LED luminaires are commonly declared under heading 9405, for example 94051100 for ceiling and wall fittings designed only for LED sources[12]. These come from tariff lookups, not official rulings, so confirm them with your broker. See HS code.
| Product | ITC(HS) code (commonly declared) | Part 5 section usually involved | Import guide |
|---|---|---|---|
| Ceiling and wall fittings, LED only | 94051100[12] | Sec 1 or Sec 2 | LED luminaires |
| Table, desk, bedside or floor lamps, LED only | 94052100[12] | Sec 4 (portable) | LED luminaires |
| Solar (photovoltaic) LED lights | 94054100[12] | Depends on type | - |
| Other LED luminaires (street, flood, emergency) | 94054200[12] | Sec 3, Sec 5 or Sec 8 | LED luminaires |
| LED bulbs (not luminaires) | 85395200[13] | None; IS 16102 applies | LED bulbs |
| LED drivers (not luminaires) | 85044090[13] | None; IS 15885 applies | LED drivers |
How do you check a luminaire against IS 10322? 6 steps
Work out which Part 5 section your fitting belongs to, then test to the 2026 edition before the 2 February 2027 cut-off. These six steps cover it.
- 1Screen the product
Run the fitting through the HS code approval finder or the approval checker to list BIS, EPR and any radio approvals.
- 2
- 3Use the 2026 edition
Both editions are accepted only until 2 February 2027[4], so a new test should be to the 2026 section.
- 4Group models into series
For LED luminaires, a series may hold up to 20 models, with one sample tested per ten models[14]. See series guidelines.
- 5Pick a lab with 2026 scope
Fewer labs list the 2026 sections than the old ones[6]. Compare with our test labs guide and BIS labs by city.
- 6Update the label
IS 10322 (Part 1):2026 changes marking requirements[3]; check artwork with the label checker and the CRS labelling guide.
Which other standards refer to IS 10322 (Part 1)?
IS 10322 (Part 1) is also a building block for lamp standards. BIS's cross-reference record shows the LED lamp safety standard, IS 16102 (Part 1):2026, refers to IS 10322 (Part 1):2026[9]. See IS 16102 (Part 1).
The 2026 Part 5 sections each update their references to Part 1 and add their own changes[3]. For example, the emergency lighting section adds requirements for lithium batteries and electric double layer capacitors, in line with the new battery/EDLC annex in Part 1[3].
When must luminaire licences move to the 2026 standards?
BIS's guidelines of 20 March 2026 set 2 August 2026 as the last date of concurrent running of the old and revised Part 5 sections for seven LED luminaire categories[3]. A circular of 31 July 2026 extended it to 2 February 2027[4].
| Category | Current | Revised | Last date of concurrent running |
|---|---|---|---|
| Fixed general purpose (incl. fancy lights) | Sec 1:2012 | Sec 1:2026 | 2 Feb 2027[4] |
| Recessed | Sec 2:2012 | Sec 2:2026 | 2 Feb 2027 |
| Road and street | Sec 3:2012 | Sec 3:2026 | 2 Feb 2027 |
| Flood lights | Sec 5:2013 | Sec 5:2026 | 2 Feb 2027 |
| Hand lamps | Sec 6:2013 | Sec 6:2026 | 2 Feb 2027 |
| Lighting chains | Sec 7:2017 | Sec 7:2026 | 2 Feb 2027 |
| Emergency lighting | Sec 8:2013 | Sec 8:2026 | 2 Feb 2027 |
How do existing luminaire licensees migrate?
The rules are the same for all seven categories[3]:
- Existing licensees submit complete test reports from a BIS-recognised lab for every lead model tested to the old standard, plus an undertaking that series models also comply. If they miss the date, the licence stops being operative, and BIS may cancel it or delete models.
- New applicants may file on the old or revised standard until the last date; old-standard applicants must declare that they will switch. After the last date, no licence is granted on the old standard.
- Changes of scope follow the applicant rules.
BIS's guidelines list "Fancy Lights" with fixed general purpose luminaires[3], so decorative fittings are part of the same migration. Rope lights (Sec 9) are not among the seven categories in the circular[3].
What does testing to IS 10322 involve for BIS registration?
Lab price lists on BIS's LIMS portal show what a full test covers. Intertek India in New Delhi charges Rs 1,15,000 for IS 10322 (Part 5/Sec 1):2026 and prices lines for marking, construction (Rs 20,000), creepage and clearances, earthing, terminals, wiring, protection against electric shock, endurance and thermal tests (Rs 30,000), resistance to dust, solid objects and moisture (Rs 15,000), insulation resistance, electric strength and touch current (Rs 10,000) and resistance to heat, fire and tracking (Rs 12,000)[6]. Endurance and thermal tests are the biggest single cost. The official process around the test is:
How much does IS 10322 luminaire testing cost in 2026, and how many labs can do it?
Median lab charges for the 2026 Part 5 sections run from about Rs 55,000 (fixed, street, hand lamps, chains) to about Rs 85,000 (emergency), before tax[6]. Fewer labs are recognised for the 2026 editions than for the old ones, which matters with the 2 February 2027 deadline close.
Labs fix declared charges for three years unless the standard changes[17]; a revised standard is exactly the case where prices can move. Budget with the BIS CRS fee calculator and the CRS registration cost guide.
| Section | 2026 edition: labs, median | Old edition: labs, median | Source |
|---|---|---|---|
| Part 1 (general) | 7 labs | - | [6] |
| Part 5/Sec 1 fixed general purpose | 27 labs, about Rs 55,000 | Sec 1:2012: 41 labs, about Rs 40,000 | [6] |
| Part 5/Sec 2 recessed | 24 labs, about Rs 63,250 | Sec 2:2012: 23 labs | [6] |
| Part 5/Sec 3 road and street | 25 labs, about Rs 55,000 | Sec 3:2012: 26 labs | [6] |
| Part 5/Sec 5 flood lights | 23 labs, about Rs 75,000 | Sec 5:2013: 24 labs | [6] |
| Part 5/Sec 6 hand lamps | 18 labs, about Rs 55,000 | Sec 6:2013: 28 labs | [6] |
| Part 5/Sec 7 lighting chains | 17 labs, about Rs 55,000 | Sec 7:2017: 30 labs | [6] |
| Part 5/Sec 8 emergency | 10 labs, about Rs 85,000 | Sec 8:2013: 13 labs | [6] |
| Part 5/Sec 9 rope lights | Not revised in 2026[11] | Sec 9:2017: 24 labs, about Rs 40,000 | [6] |
How many samples and models does a luminaire test need?
BIS does not publish a unit count per luminaire test; the lab sets it. BIS's series rules decide coverage. For LED luminaires (items 32 to 37 of the order), one sample is tested per ten models and a series may hold up to 20 models[14].
- Fancy lights and chandeliers. Three samples covering the highest, interim and lowest ratings are tested[18].
- Migration. Existing licensees must re-test every lead model to the 2026 section, with an undertaking for series models[3].
- Brands. One report can serve several brands from the same factory if every brand's label is in it[19].
- Samples into India. Goods imported only for testing are outside the CRS order[20]; see importing samples for BIS testing.
What goes wrong with luminaire registrations?
The 2026 switch adds two new failure points to the usual paperwork ones: missing lead-model reports and outdated labels.
- Lead models not re-tested. A licence that has not migrated every lead model by 2 February 2027 stops being operative, and BIS may cancel it or delete models[3][4].
- Old marking. The 2026 Part 1 revises marking, including a sub-clause for a mains socket outlet on the luminaire[3].
- Report mismatches. BIS's January 2025 advisory requires model numbers that match the test request, marking labels for every applied model and label ratings that match the product description[21].
- Emergency fittings. The 2026 Sec 8 adds lithium battery and EDLC requirements[3], so older battery choices may not pass.
BIS does not refund fees on rejected processed applications[22]. See CRS rejections and the CRS application checklist.
How does IS 10322 link to BIS CRS?
LED luminaires are registered under MeitY's 2021 CRS order[23], explained on our electronics CRS order page, through the BIS Compulsory Registration Scheme, BIS Scheme-II[10]. The licence goes to the manufacturer for each factory[24]; foreign factories need an Authorised Indian Representative[16]. Covered goods cannot be imported or sold without the Standard Mark and registration number[24], which carries the IS reference and R-number[25].
Because IS 10322 (Part 1):2026 modifies marking requirements[3], check your luminaire labels when you migrate. See LED luminaires for the full import picture.
Worked examples: three luminaire importers before February 2027
1. A street light brand with 18 models. Up to 20 models fit in one series[14], but one sample is tested per ten models, so plan on two tests. At the 2026 Sec 3 median of about Rs 55,000[6], that is about Rs 1,10,000 in lab fees before tax, plus BIS fees such as the Rs 20,000 for the additional report[26].
2. An emergency light with a lithium battery. Only 10 labs listed the 2026 Sec 8 on 1 November 2026, with a median of about Rs 85,000[6]. The new section adds battery and EDLC rules[3], and the importer becomes a battery producer[27]; see battery EPR.
3. Decorative chandeliers from China. They sit with fixed general purpose luminaires[3], tested on three samples across the rating range[18]. Lighting also falls under e-waste rules, most likely as code CEEW18[28]; see e-waste EPR and importing from China.

What could this page not confirm about IS 10322?
- Units per sample. BIS sets which models are tested but not how many units; ask the lab.
- Sec 4 and Sec 18 in CRS. Portable luminaires (Sec 4) and the new swimming-pool section (Sec 18) are not among the seven categories in BIS's circular[3].
- HS codes. The 9405 lines come from a tariff lookup, not a ruling[12].
- 2026 fee structure. Consultants report a Rs 25,000 yearly processing fee[29]; we have not seen the official table.
