Do Mumbai importers need a local BIS consultant?
No. BIS CRS is an online process run by the manufacturer on crsbis.in[9], so the consultant's city does not change the result. In Mumbai, the bigger local questions are lab distance, clearance at JNCH and Maharashtra's Legal Metrology registration.
Mumbai is India's import gateway for many traders, but it is thin on CRS labs. On 1 November 2026, only three labs on BIS's IS 13252 (Part 1) list had names in the Mumbai region[2], against at least 32 in Delhi NCR[2]. A Mumbai consultant who can manage a sample sent to a lab in another city is more useful than one who only knows the local options.
This guide covers BIS's Mumbai offices, the labs near Mumbai, how BIS checks happen at Nhava Sheva, Maharashtra's Legal Metrology route, consultant fees, and worked examples. For the national picture, see BIS consultants in India.
Which BIS offices are in Mumbai?
BIS's Western Regional Office and its Mumbai Branch Office (MUBO) share the 5th floor of MTNL CETTM, Technology Street, Hiranandani Gardens, Powai, Mumbai-400076[1]. BIS's Western Regional Laboratory is in Andheri (East)[1].
| Office | Address | Relevance |
|---|---|---|
| Western Regional Office | 5th floor, MTNL CETTM, Powai[1] | Regional administration for western India |
| Mumbai Branch Office (MUBO) | Same building[1] | ISI (Scheme-I) licensing and inspections for local factories |
| Western Regional Laboratory | Manakalaya, E-9, MIDC, behind Marol Telephone Exchange, Andheri (East)[1] | BIS's own testing |
| Pune Branch Office | Gultekdi, Pune[1] | Neighbouring branch |
BIS runs eight laboratories of its own for its schemes[10], and its directory lists 36 branch offices without mapping them to districts[1]. For a CRS file, none of these offices is your point of contact: the grant runs on the portal[9]. Treat any promise of "local contacts" at the branch as a red flag.
Which BIS-recognised CRS labs are near Mumbai?
Only three IS 13252 (Part 1) labs are named in the Mumbai region: ERTL (West) of STQC in Mumbai at Rs 78,000, Karandikar Laboratories in Boisar at Rs 90,000 and EAMP Laboratories in Palghar at Rs 25,000[2].
| Standard | Mumbai-region labs named on LIMS | Declared charge | Nearest larger cluster |
|---|---|---|---|
| IS 13252 (Part 1) | ERTL (West) STQC Mumbai; Karandikar, Boisar; EAMP, Palghar[2] | Rs 78,000; Rs 90,000; Rs 25,000 | Pune: 3 labs[2] |
| IS/IEC 62368 (Part 1):2023 | EAMP, Palghar only[3] | Rs 95,000 | Pune: Hi Physix[3] |
| IS 16046 (batteries) | None named[3] | - | Noida: 8 labs[11] |
Should a Mumbai importer test outside Mumbai?
Often yes, especially for batteries and for products tested to IS/IEC 62368-1:2023. There is no rule that the lab must be near you; BIS accepts reports from any lab it recognises for the product[12].
How Mumbai consultants usually handle it:
- Ship the sample, not the people. Under CRS, samples for initial registration go directly to any BIS-recognised lab[13], against an online test request with a QR code[14].
- Watch the 60-day window. The sample must reach the lab within 60 days of the test request[9].
- Compare like with like. Battery labs in Noida list Rs 45,000 to Rs 80,000 for IS 16046[11]; nationally the range runs to Rs 4,80,000[15].
- Plan for the new standard. IS 13252 (Part 1) is superseded for CRS and usable concurrently only until 1 November 2028[16]. With one Mumbai-region lab on the 62368-1:2023 list, a Mumbai file may well test elsewhere.
See BIS labs in Mumbai and Pune and CRS test labs.
How much do BIS consultants in Mumbai charge?
Mumbai consultants mostly price like the national firms: published CRS fees run from Rs 7,899 to Rs 14,999 on top of BIS and lab fees[17][18]. Expect extra courier cost if your sample goes to another city.
| Cost line | Amount | Type |
|---|---|---|
| BIS application + annual licence | Rs 1,000 + Rs 1,000[6] | Official |
| BIS processing fee | Rs 50,000 incl. one test report[6] | Official |
| Extra test report | Rs 20,000[6] | Official |
| Mumbai-region lab, IS 13252 (Part 1) | Rs 25,000 to Rs 90,000[2] | Lab-declared |
| Consultant fee | Rs 7,899 to Rs 14,999 on two published pages | Reported |
| Maharashtra LMPC help | Rs 4,999 plus Rs 500 government fee[19] | Reported |
Put the numbers into the BIS CRS fee calculator, and read BIS certificate cost.
How long does BIS registration take for a Mumbai importer?
The BIS stage targets 20 working days for a clean CRS file[12], wherever you are. For a Mumbai importer, sample transit to an out-of-town lab and the lab's queue usually decide the total.
| Stage | Rule or estimate | Source |
|---|---|---|
| Sample reaches lab | Within 60 days of the test request | [9] |
| Lab report | Within 7 days of finishing testing | [10] |
| Filing window | Report no more than 90 days old | [12] |
| BIS grant | 20 working days if right first time | [12] |
| Query reply | At least 30 days given | [12] |
| Consultant estimate (one firm) | 20 to 25 working days | [18] (reported) |
Testing time depends on the lab's workload and on the factory sending the technical details the lab needs[13]. If BIS raises a query, the clock pauses on your side, not BIS's. Read how long BIS registration takes and the BIS CRS application checklist.
How does BIS get checked when goods land at Nhava Sheva?
Most of Mumbai's container imports clear at Jawaharlal Nehru Custom House, Nhava Sheva, Raigad[4]; a port-code directory compiled from ICEGATE lists JNPT as INNSA1 and Mumbai Port as INBOM1[5]. For CRS goods, the R-number is checked against the system.
DGFT made BIS registration, or a specific MeitY exemption, a condition for importing goods under the electronics CRS order[20], and CBIC is reported to require a BIS registration check on every such consignment[21]. For goods made overseas, the landing date decides whether a new CRS deadline applies: goods landing on or after the due date must comply[22].
JNCH has its own history of clearance glitches too. Mumbai Customs (Import-I) Public Notice 02/2023 recorded that some duty payments were not reflected in ICES after 1 April 2023, so Out of Charge was not given[23]. Since February 2026, Out of Charge without manual intervention covers all importers with duty paid and no pending alerts[24]. Read why shipments get held at Indian ports.
How are toys cleared at JNCH?
Toys need BIS certification under the Toys QCO, plus a customs sampling step: at JNCH the importer or broker gives a No Use Bond equal to the assessable value with the Bill of Entry, uploads it on e-Sanchit, and a sample of each toy type is drawn for testing[25].
The basis is DGFT's December 2019 policy condition: a sample from each toy consignment goes to an NABL-accredited lab, and goods may be cleared on condition they are not sold until the result[26]. JNCH Public Notice 113/2019 nominated six labs for these samples, including Reliable Analytical Laboratories in Thane[25].
The BIS side is separate: toys are certified under Scheme-I[27], so a foreign toy factory needs an FMCS licence[28]. A Mumbai consultant handling toys should manage both, or work with your customs broker on the bond. See toys and the Toys QCO.
How do high-sea sales at JNCH affect BIS?
A high-sea sale changes who files the Bill of Entry, not what BIS requires: the goods must still carry a valid R-number or ISI licence when they are cleared. JNCH checks high-sea-sale details in the Bill of Entry at assessment or before Out of Charge[29].
Mumbai distributors who buy on the high seas should ask for the factory's R-number and BIS certificate before signing. Under the BIS Act, "person" includes importers and distributors[30], so the last buyer who clears the goods is exposed if they are uncertified. JNCH's document list for a high-sea sale includes the notarised contract, Bill of Lading and invoices[29]. See the high-sea sales glossary and distributors.
How does LMPC importer registration work in Maharashtra?
Maharashtra's Legal Metrology Organization sits under the state's Food, Civil Supplies and Consumer Protection Department, and its website carries forms for "Registration of Manufacturer/Packer/Importer" and "Registration of Shorter Address"[7]. The rule 27 fee is Rs 500, due within 90 days of starting imports[8].
Points for a Mumbai importer:
- State or central? Rule 27 lets you apply to the Director (central) or the Controller (state)[8]. Commentators say single-state sellers register with the state and multi-state sellers centrally[31].
- Shorter address. Rule 28 lets you register a shorter address to print on labels, in addition to the full one[8].
- 2026 changes. Applications must name the responsible Director[32], details must be updated annually online[32], and certificates stay valid until cancelled[32].
- Consultant price. One firm's Maharashtra page lists Rs 4,999 plus Rs 500, or Rs 9,999 urgently[19].
We could not find Maharashtra's fee or time limit on the state site itself. See LMPC importer registration and LMPC label rules.
Which EPR registrations does a Mumbai electronics importer need?
Most electronics importers need at least one EPR registration with CPCB before goods land, and customs has been asked to check two of them. Importers of batteries or battery-containing equipment are producers who must register with CPCB before importing[33].
| EPR | Who it catches | Registration fee | Customs check |
|---|---|---|---|
| Battery EPR | Importers of batteries or equipment containing them | Rs 10,000 to Rs 40,000 by turnover[34] | CPCB asked CBIC to verify[35] |
| Plastic EPR | Importers using plastic packaging | Rs 10,000 to Rs 50,000 by tonnage[36] | CPCB asked CBIC to verify[37] |
| E-waste EPR | Anyone offering imported EEE for sale[38] | Rs 2,500 upwards by recycling target[39] | - |
A BIS consultant may or may not handle EPR; ask before you sign. See the EPR registration checklist and EPR consultants.
What does a Mumbai importer need to do after the BIS licence is granted?
After grant, the factory and its AIR must keep the licence alive: pay annual fees, renew on time, add new models by inclusion and register R-numbers for surveillance. Under the 2026 amendment, CRS licences run five years with fees paid annually in advance[40].
- Surveillance portal. Each R-number is registered with model details on MeitY's STPI-run CRS surveillance portal[41].
- New models. Added by inclusion: Rs 30,000 including one report, plus Rs 20,000 per extra report[6].
- Renewal. Apply three months before expiry[42]; after expiry there is a Rs 5,000 late fee and a 90-day limit[42].
- Marketplace listings. Amazon and Flipkart ask sellers for licence documents; see Amazon compliance documents.
Set reminders with the licence renewal date tool and read CRS renewal.
Worked example: a Mumbai trader switching power bank suppliers
A Mumbai trader who moves its power bank order from one factory to another needs a new CRS licence for the new factory, because CRS is granted per manufacturing unit[43]. The old factory's R-number cannot be used on goods from the new one.
The new factory pays the full BIS fees again: Rs 52,000 plus GST[6]. Power banks are tested to IS/IEC 62368 (Part 1):2023, with IS 13252 (Part 1) also listed[44]; the only Mumbai-region lab on the 62368-1:2023 list declares Rs 95,000[3]. If the cells inside are not already certified under IS 16046, they need their own licence, since lithium cells are a separate CRS category[44]. Plan this before the purchase order, not after the container is booked.
How does a Mumbai importer get BIS CRS through a consultant, step by step?
The steps are the official CRS steps[9], with one Mumbai-specific decision early on: which city's lab to use.
- 1Confirm coverage and standard
Use the approval checker and confirm the CRS category and Indian Standard for your product.
- 2Choose the lab city
Check LIMS for labs recognised for your standard in Mumbai, Palghar, Pune and NCR, and compare charges and queues.
- 3Prepare factory documents
English business licence, trade mark papers, Form I details and the AIR nomination for a foreign factory.
- 4Generate the test request
The factory generates it on crsbis.in and the sample reaches the lab within 60 days with its QR code.
- 5Check the report
Match models, ratings and labels before filing; file within 90 days of the report.
- 6File and pay BIS fees
Upload Form I, affidavit and AIR letter; pay the fees online.
- 7Answer queries
Reply within the time given (at least 30 days).
- 8Mark goods before shipping
Print the Standard Mark with the R-number on the product and packaging before the goods leave the factory.
- 9Line up clearance at JNCH
Give your customs broker the R-number, EPR registrations and LMPC certificate before the vessel arrives.
Worked example: a Mumbai importer of smartwatches via Nhava Sheva
A Mumbai D2C brand importing smartwatches needs the factory's CRS licence, a WPC ETA for Bluetooth, battery EPR and plastic EPR. Smartwatches are a CRS category under IS/IEC 62368 (Part 1):2023[44], and they are exempt from prior MTCTE[45].
| Item | Cost | Source |
|---|---|---|
| BIS fees | Rs 52,000 plus GST | [6] |
| Lab (62368-1:2023), Palghar | Rs 95,000 declared | [3] |
| WPC ETA | Rs 10,000 per model | [46] |
| Battery EPR (turnover under Rs 5 crore) | Rs 10,000 | [34] |
| LMPC | Rs 500 | [8] |
That is Rs 1,67,500 in official and lab costs before GST, RF testing and consultant fees. The importer is a battery producer because smartwatches contain batteries[47], and customs may verify that registration[35].
Worked example: a Mumbai importer of plush toys
A Mumbai toy importer needs its foreign factory to hold an FMCS licence and must handle JNCH's sampling and No Use Bond[25].
The factory's FMCS process includes a BIS factory visit before grant[48], a USD 10,000 performance bank guarantee after grant[48], and online-only filing since 1 June 2026[49]. The goods cannot be sold until the customs sample passes[26], so the importer should budget warehouse time. If the toys are only for R&D, the 2024 amendment allows limited imports (up to 300 units a year) by BIS-certified or applicant manufacturers[50].
What do Mumbai importers get wrong with BIS consultants?
The most expensive mistake is shipping before the R-number is granted and marked. Under the CRS orders, nobody may import covered goods without the Standard Mark and a valid registration number[43].
| Mistake | Fix |
|---|---|
| Booking a far lab without checking its queue | Ask the lab for its current turnaround before generating the request |
| Test report ages past 90 days[12] | Fix the filing date before testing |
| Bill of Entry filed late[51] | File before arrival day |
| Assuming high-sea purchase shifts BIS duty[30] | Get the R-number before signing |
| LMPC not filed within 90 days[8] | File with Maharashtra or centrally in parallel |
| Duplicate CRS filings for one product and brand[52] | One consultant, one file per factory |
| Withdrawing after processing starts[53] | Decide before you submit; fees are not refunded |
Most of these are scheduling failures rather than technical ones. A consultant who works backwards from your vessel's arrival date, and builds in time for a query, prevents nearly all of them. Ask to see that schedule in writing before testing starts.
How do you vet a BIS consultant in Mumbai?
Ask for verifiable R-numbers, a written fee split and a lab plan that covers labs outside Mumbai. Check their past R-numbers in BIS Care[54].
