Do you need an LMPC consultant to register as an importer?
Usually not for the filing itself. Rule 27 requires every person who pre-packs or imports a commodity for sale to register their name and address[1], with a Rs 500 fee[1], within 90 days of starting[1]. The application asks for little: your name, the full address of the premises where import is made, and the commodities imported[1].
Where a consultant helps is choosing the right authority, preparing the state's own document list, and checking your product label, which is where most real penalties come from. The registering authority is either the State Controller of Legal Metrology or the Central Director[1], and states run their own portals and timelines. Tamil Nadu lists 7 days[4], Telangana 15[5], and West Bengal allows up to 75 working days[6].
This page is a guide, not a directory. It covers the rule, central versus state registration, what we found state by state, the 2026 changes, labels, penalties, consultant fees and how to vet anyone you hire. See LMPC for the approval itself and LMPC importer registration for the filing detail.
What does rule 27 actually require of an importer?
Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011, notified in March 2011 and in force from 1 April 2011[1], is a registration of name and address, not a product approval.
| Point | Rule | Source |
|---|---|---|
| Who | Anyone who pre-packs or imports a commodity for sale, distribution or delivery | [1] |
| Fee | Rs 500 | [1] |
| Deadline | Within 90 days of starting | [1] |
| Particulars | Name, full import address, commodities | [1] |
| Responsible director | Company must name one (from 29 May 2026) | [3] |
| Incomplete application | Returned within 7 working days | [1] |
| Alteration | Rs 100 | [1] |
| Validity | Until cancelled (from 29 May 2026) | [3] |
| Annual update | Address, products, quantities, country of origin each year | [3] |
Should you register with your state or with the Centre?
It depends on where you sell. Commentators report that an applicant selling packaged goods in a single state registers with that state's Controller, while one selling in more than one state applies to the Central Director of Legal Metrology[8]. The Department of Consumer Affairs' portal routes new central applications through the National Single Window System, handles amendments on lm.doca.gov.in/pcr and publishes the list of issued certificates[2]. Company director nominations under section 49 also go through NSWS[2].
For an online seller shipping across India from one warehouse, the multi-state reading points to central registration. Ask your consultant which route they recommend and why, in writing. A consultant who files with one state without asking where you sell is guessing.
How does LMPC importer registration differ from state to state?
Here is what Comploa could confirm from official state sources. Where a cell says 'not confirmed', we could not find an official statement; that does not mean the state has no rule.
| State | Authority and route | Timeline | Documents and notes |
|---|---|---|---|
| Delhi | Weights and Measures Department; rule 27 form[9] | Not confirmed | IEC, label, premises proof, directors' details[9]; register the registered office only[9] |
| Tamil Nadu | Labour Department enforces Legal Metrology[4] | 7 days[4] | Rule 27 form on the department site |
| Telangana | Department of Legal Metrology, online[5] | 15 days[5] | Trade licence, tax registration, label, Aadhaar[5] |
| West Bengal | Directorate of Legal Metrology[6] | Up to 75 working days[6] | Trade licence, premises proof, label, GRIPS challan[6] |
| Maharashtra | Online application, then self-attested copies at the office and a spot inspection[10] | Not confirmed | Portal states lifetime validity[10] |
| Karnataka | State Controller (official site not reachable) | Not confirmed | See the Maharashtra note below |
| Multi-state sellers | Central Director via NSWS[2] | Incomplete applications returned in 7 working days[1] | Amendments on lm.doca.gov.in/pcr |
What does Delhi ask an importer for?
Delhi's Weights and Measures Department form asks for the applicant's name and full address, warehouse addresses where imported goods are kept, the packaged commodities imported with the country of import, and names and addresses of all directors, partners or the proprietor[9]. Its guidelines list self-attested copies of the trade or factory licence or a premises affidavit, address proof and photos of the people running the business, sales tax registration, the label used, the MoA or partnership deed, the Import-Export Code and a supplementary form[9].
Two Delhi rules save work. A concern with several units needs to register only its registered office, and adding commodities later means returning the original certificate with the fee for a revised one[9]. See BIS consultants in Delhi for the wider Delhi picture.
What do Tamil Nadu and Telangana require?
Tamil Nadu. Legal Metrology is enforced by the Labour Department, whose services timeline lists packer and importer registration under the Packaged Commodities Rules at 7 days in total, and amendments at 7 days[4]. Chennai importers can read more on BIS consultants in Chennai.
Telangana. The Department of Legal Metrology takes applications online with the fee paid through its gateway; the Assistant Controller scrutinises, the approving authority signs, and the certificate is downloaded online, with a 15-day timeline[5]. The checklist asks for a trade licence, tax registration, a label sample for importers, authorised-signatory proof, the constitution document and Aadhaar[5]. The procedure document is dated 2017 and marked draft, so confirm the live list. See BIS consultants in Hyderabad.
Karnataka. We could not reach the state department's website, so Karnataka's portal, fee schedule and timeline are unconfirmed. See BIS consultants in Bengaluru.
What do West Bengal and Maharashtra require?
West Bengal. The Directorate of Legal Metrology has up to 75 working days to dispose of a registration application under the West Bengal Right to Public Services Act, 2013[6]. The SoP asks for a trade licence, rent or ownership proof, VAT registration, partnership deed or incorporation form, a copy or photo of the label, and the GRIPS fee challan[6]. See BIS consultants in Kolkata.
Maharashtra. The state portal describes an online application with uploads, followed by submitting self-attested copies at the office and a spot inspection by an officer; it says these certificates have lifetime validity[10]. Oddly, the same page says the Karnataka department issues the certificates, apparently copied text[10]. Treat it as Maharashtra's process with a drafting error. See BIS consultants in Mumbai and BIS consultants in Pune.
What changed in LMPC registration in 2026?
Three things, all from the Third Amendment Rules notified on 29 May 2026 as G.S.R. 418(E)[3]:
- No more renewals. Registration certificates remain valid until cancelled[3]. TeamLease RegTech reports that the amendment took effect from 1 June 2026[11].
- A named director. A company's application must give the name of the director responsible for violations[3].
- Annual updates. Companies must update their address, products, quantities and country of origin on the portal every year[3].
Also from 29 May 2026, importers may make mandatory declarations at AEO Tier-2 and Tier-3 bonded warehouses, as long as retail packs carry them before leaving[3]. Watch out for consultant pages that still describe one-year or five-year validity: one shows both[12]. Track these on our new rules 2026 page and the compliance calendar.
What must the label say, and why does it matter more than the registration?
Because label offences carry the money. Every pre-packaged commodity must declare the name and address of the manufacturer, packer or importer, country of origin, common name, net quantity, month and year of manufacture, MRP, unit sale price, best-before where relevant, and consumer care details[13]. Consumer care means a name, address, phone and email[1]. Unit sale price and month and year of manufacture have been required since 1 January 2024[13].
Stickers that alter mandatory declarations are not allowed, except a reduced-MRP sticker that does not cover the original[1]. E-commerce platforms are reported to have had to display the declarations on listings since 2018[14], and a searchable country-of-origin filter is reportedly due from 1 July 2027[15]. Packages over 25 kg and sales to industrial or institutional buyers fall outside the retail chapter[1].
A consultant who registers you but never looks at your box has done the easy half. Use our label checker and product label checklist, and see LMPC label rules and the principal display panel.
Are there special LMPC label rules for electronics importers?
A few. For electronic products, spare parts and accessories, G.S.R. 722(E) reportedly lets the month and year of manufacture appear anywhere on the retail package, as long as it is visible and legible[16]. Between July 2022 and July 2023, electronics could give some declarations through a QR code, but the package still had to show the importer's name and the consumer-care phone and email[17]. That window has closed, so a consultant still recommending QR-only labels is working from old rules.
Where size matters, the package must state dimensions[1]. A product packed in several units carries the declarations on the main package, but spare parts sold separately need them on each package[1]. A DoCA advisory reportedly allows customary units such as inches for TV screens alongside SI units, if the SI unit is prominent, for example '139 cm (55 inches)'[18]. See importing televisions and monitors.
What is the e-commerce country-of-origin filter rule?
It is a listing rule that affects importers who sell online. Rule 6(10A) was reportedly first inserted in February 2026, requiring e-commerce entities to offer a searchable and sortable country-of-origin filter for imported products from 1 July 2026[19]. G.S.R. 312(E) of 27 April 2026 then replaced it and, as reported, deferred the date to 1 July 2027[15]. The duty sits with the platform, but your country-of-origin declaration on the pack feeds it, so it must be right.
What are the LMPC penalties in 2026?
The Jan Vishwas (Amendment of Provisions) Act, 2026 rewrote them; the Legal Metrology changes reportedly took effect on 1 May 2026[18].
| Offence | Penalty | Source |
|---|---|---|
| Non-conforming package declarations (s.36(1)) | 1st: improvement notice; 2nd: up to Rs 5 lakh; later: Rs 25 to 50 lakh | [7] |
| Net quantity error (s.36(2)) | Rs 10,000 to Rs 1 lakh; 2nd up to Rs 5 lakh; 3rd up to Rs 50 lakh and/or 1 year | [7] |
| Breach of central rules (s.52(3)) | Up to Rs 5 lakh plus suspension or revocation | [7] |
| Ignoring an improvement notice | Registration can be suspended or revoked after a hearing | [7] |
| Indexation | Fines rise by 10% of the minimum every three years | [7] |
What does LMPC registration not cover?
Rule 27 registration covers packers and importers of packaged commodities. It is not the same as registering as an importer of weights and measures, which the DoCA portal handles separately under section 19 of the Legal Metrology Act, 2009[2]. If you import kitchen scales, measuring tapes or similar instruments, ask your consultant about both.
It is also not a product approval. A registered importer can still sell a non-conforming package and be penalised for it[7]. And it does not replace BIS, WPC or EPR registrations, which most electronics need as well. The approval checker shows the whole stack for a product.
How much do LMPC consultants charge?
There is no official rate. Published prices cluster at the low end:
- One consultancy advertises LMPC importer help at Rs 4,999 plus the Rs 500 government fee, Rs 9,999 on an urgent basis, with delivery in 7-10 working days[20].
- The same firm's state pages for Uttar Pradesh, Gujarat and Maharashtra show identical pricing[21], which tells you the price is national, not state-specific.
- Its importer page shows a Rs 6,489 total including GST, and describes validity as both one year and up to five years[12].
Compare those claims with the rules. Validity is now until cancelled[3], and West Bengal's legal limit is up to 75 working days[6], so a flat 7-10 day promise cannot hold everywhere. See LMPC registration costs.
How do you get LMPC importer registration done, step by step?
This order avoids the two common mistakes: the wrong authority and a non-compliant label.
- 1Decide where you sell
One state points to the State Controller; several states point to the Central Director via NSWS.
- 2Fix the label first
Check every mandatory declaration, including consumer care details, unit sale price and month and year of manufacture, using the label checker.
- 3Collect the state's documents
Trade licence or premises proof, tax registration, constitution document, IEC, label sample and directors' details.
- 4Name the responsible director
Companies must name the director responsible for violations.
- 5File and pay Rs 500
Apply online where the state allows it; some states also want self-attested copies at the office.
- 6Be ready for inspection
Some states send an officer for a spot inspection of the premises.
- 7Download the certificate and print the details
Keep the certificate with your customs documents and print the registered address on packages.
- 8Update every year
File the annual update of address, products, quantities and country of origin.
Worked example: an Amazon seller importing power banks into a Bengaluru warehouse
A seller imports power banks into one Bengaluru warehouse but ships to buyers across India through Amazon.
- Authority: Selling in several states points to central registration, as commentators report[8], filed through NSWS[2].
- Fee: Rs 500[1].
- Label: Power banks imported as retail packs need full declarations on the package, on Comploa's reading[22]; Amazon is reported to be required to display them on the listing[14].
- Other approvals: BIS CRS and battery EPR[23]; see power banks and Amazon sellers.
The consultant's real value is the label, because a second label offence can cost up to Rs 5 lakh[7].
Worked example: a Kolkata distributor selling only in West Bengal
A distributor imports LED bulbs and sells only in West Bengal. The state route applies, as commentators read the rules[8]. It files with the Directorate with its trade licence, premises proof, label and GRIPS challan[6]. The Directorate has up to 75 working days[6], so the distributor files the week it signs the supplier, not the week the ship sails. The rule 27 deadline is 90 days from starting imports[1].
Worked example: an importer selling only to factories
An importer of industrial power supplies sells only to manufacturers in bulk. Rule 3 says the retail-package chapter does not apply to packaged commodities for industrial or institutional consumers buying directly, or to packages over 25 kg[1][13]. Whether rule 27 registration is still needed is a judgment call; a careful consultant will say so in writing rather than assume. If even some units reach retail, the full label rules apply.
What goes wrong with LMPC, and how do you fix it?
- Registering late. You have 90 days from starting imports[1].
- Stickers over the MRP. Not allowed, except a reduced-MRP sticker that leaves the original visible[1].
- No unit sale price on packs made since 2024[13].
- Missing consumer care email or phone[1].
- Forgetting the annual update[3].
- Changing products without amending; alterations cost Rs 100[1].
See LMPC penalties.
How do you vet an LMPC consultant?
- Ask: state or central, and why?[8]
- Ask about validity. The right answer is 'until cancelled'[3]; one-year or five-year answers are out of date[12].
- Ask about the 2026 director and annual-update rules[3].
- Ask them to review your label against the mandatory list[13].
- Ask for the state's timeline in writing, not a national promise[6].
- Check the certificate yourself: the Director or Controller keeps a public register open to inspection free of charge[1], and DoCA publishes issued certificates[2].
Most importers also need BIS, EPR and WPC help; ask who covers what.
Can you print a shorter address on the label?
Rule 28 lets a manufacturer or packer register a shorter address in addition to the complete address, and once registered it may be printed on labels[1]. The rule names manufacturers and packers; whether an importer can use it is worth asking the Controller. Ask your consultant to check before redesigning packaging.
What does Comploa do for LMPC?
Comploa is an independent reference site. State Controllers and the Department of Consumer Affairs decide every registration; we cannot speed them up. We offer a free compliance check through our contact page: send your product, label and states of sale, and we will tell you which route applies, what the label is missing and which other approvals you need, with sources. If you want filing help, we can introduce a partner; their fee is separate. See our services.
What could Comploa not confirm about LMPC by state?
Karnataka's Legal Metrology website did not load, so its portal, fee and timeline are unconfirmed. The state-or-central split is a commentators' reading, not a rule we found stated officially[8]. Telangana's procedure document is a 2017 draft[5]. We did not check Uttar Pradesh, Gujarat or Haryana official portals for this page. Tell us through contact if you have better sources.
