What is the BIS CRS portal?
The CRS portal at www.crsbis.in, also called Smart Registration, is where every application under the BIS Compulsory Registration Scheme is made. On it the manufacturer registers, generates a test request, selects a BIS-recognised lab and files the application on Form I[1].
It is a separate system from Manakonline, which BIS uses for ISI mark (Scheme-I) applications[6] and, from 1 June 2026, for all Foreign Manufacturers Certification Scheme applications[7]. If your product is on the CRS list, such as power banks under IS 13252 (Part 1)[8] or wireless earphones under IS 616[8], crsbis.in is the portal you need.
Whose account it is. Under CRS the applicant is the manufacturer, the owner of the factory, and the licence is granted per manufacturing unit, not to an importer or trader[2]. An importer cannot hold the licence, but it can be the foreign manufacturer's Authorised Indian Representative if it qualifies[9].
For the rules behind the portal, read our full BIS CRS registration guide; for which products are in scope, see the electronics CRS order or run the approval checker.
What can you see on the CRS portal without logging in?
Without a login you can use the public dashboard, which shows tiles for operative licences, product categories, standards covered, pending applications, pending inclusions, pending renewals, new applications received, granted, rejected, licences expired or cancelled, a search by R-number and market surveillance[10].
The R-number search is the quickest way to check a supplier's claim before you place an order. Ask for the R-number, search it, and confirm that the manufacturer name, factory address, brand and model match what you are buying. Our walk-through on how to verify a BIS licence shows what to compare.
The home page also carries BIS's news list, which is where new product guidelines first appear. On 1 November 2026 it listed guidelines for glass screen protectors for smartphones under IS 19348:2025[11], next to the extension notices for LED lamps[12] and satellite TV receivers[13].
BIS says the portal is best viewed in Chrome, Mozilla and Safari[14]. If a page will not load or a button does nothing, try one of those browsers before raising a query.
How do you get a login on the CRS portal?
To obtain login credentials, the manufacturer uploads a business licence in English. If the licence is in another language, a certified translation is needed. The document must establish the factory's name and address and show manufacturing in its scope[1].
Three things to check at this stage:
- A trading licence instead of a manufacturing one. The portal wants proof of manufacturing activity[1]. A trading company's or brand owner's licence will not do if it does not cover making the product.
- An office address instead of the factory address. The login is for the manufacturing unit, because that is what the licence is granted to[2].
- An uncertified translation. Foreign-language licences need a certified English translation[1].
If a manufacturer has more than one factory, remember that the licence is per manufacturing unit[2]; plan which factory each product will be registered from before you begin.
How do you reset a CRS password or change the registered email?
Use 'Forgot Password' on the login page: if you hold an R-number, enter it, take the OTP sent to your registered email and the new password arrives by email; this reset is free when the email stays the same[15].
Changing the registered email is a paid request. On the same screen you answer 'YES' to changing the email, type the new address twice, upload a supporting document, verify an OTP sent to the new address and pay against a password-reset reference that starts PWR-[15]. BIS then accepts, rejects or raises a query, which you answer from 'Pending/Submitted Request(s)' with a PDF upload[15]. The published fee for an email or contact-number update is Rs 5,000 plus GST[16][5].
The 'Other Change Requests' page describes the older route too: pay the fee, email a request with a letter on the manufacturer's letterhead, and reset through the link sent to the registered email[17].
The practical lesson: register an email that the factory controls, not a consultant's personal inbox. When the consultant leaves, the factory still needs that mailbox to reset the login.
How to apply for BIS CRS registration on crsbis.in, step by step
BIS's own summary of the process is: log in, generate a test request, get the product tested at a BIS-recognised lab, verify the test report, apply using the verified report within 90 days of its issue, and submit documents per the checklist[1]. Here it is in more detail.
- 1Log in
Use the credentials issued after your business licence is accepted[1].
- 2Generate a test request and choose a lab
Create the test request on the portal and select a BIS-recognised lab for your product[1]. CRS accepts reports from labs established, maintained or recognised by BIS for that product, government labs empanelled by BIS, and other labs the BIS Executive Committee decides[3].
- 3
- 4Verify the test report
When the lab issues the report, verify it on the portal[1]. The 90-day clock starts on the report's issue date.
- 5
- 6
- 7Make sure BIS receives it within 90 days of the report
The test report must not be more than 90 days old on the date BIS receives the online application[3].
- 8Post the original affidavit within 30 days
Send the original notarised affidavit to BIS by post or courier. If it is not received within 30 days of online submission, the application or licence is liable for cancellation[4].
- 9Answer any queries
If BIS finds deficiencies it issues a rejection notice giving at least 30 days to resolve them[3].
- 10Licence granted
BIS expects to complete the grant within 20 working days if documents and product conformity are in order at first instance[3].
How do you generate a test request and choose a lab?
Log in, enter the sample details, pick an approved laboratory from the portal list and wait for the lab's confirmation[19]. The portal then gives you a test request with a QR code.
The sample and test request must reach the lab within 60 days of generating the request, with the QR code pasted on the sample or packet[1]. Labs accept CRS samples only against a test request generated on the CRS website[20], so a sample sent without one simply waits.
The lab list on crsbis.in is arranged by Indian Standard, with each entry linking to BIS LIMS[21]. For power banks and other IT equipment under IS 13252 (Part 1), LIMS listed 68 recognised labs on 1 November 2026, with declared charges from Rs 25,000 to Rs 2,00,000 before tax[22]. Our CRS test labs guide compares them.
Check the request before you print it. Product category, product name, models and brands cannot be changed at the application stage; if something is wrong, cancel the request before testing starts and raise a fresh one[23]. If you plan to cover several models, decide the series first using the series guidelines, and see importing samples for BIS testing for the customs side.
What does the Form I application ask for, screen by screen?
Form I is filed by quoting the test request reference, which pulls in the verified test report, then accepting the undertaking on declaration of conformity, paying, and uploading the signed documents[19][4].
One brand, one application: a separate application is needed for each brand unless the brand owner is the same[3], and if BIS finds two applications for the same product and brand it rejects all pending ones[24]. Use our CRS application checklist and documents guide before you press submit.
| Stage | What you enter or upload | Where people slip |
|---|---|---|
| Test report | The alphanumeric test request reference, which uploads the lab report[19] | Report more than 90 days old when BIS receives the application[3] |
| Undertaking | Form II undertaking for the test report, accepted before payment[4] | Model numbers in the report not matching the test request[25] |
| Payment | Application and processing fees, plus GST[5] | Paying a grant when an inclusion was needed (refundable only after re-applying correctly)[26] |
| Form I upload | Sealed and signed Form I[4] | Brand name and status not matching the trade mark document[25] |
| AIR letter | Letter nominating the AIR, for foreign units[4] | Missing or unsigned AIR nomination[27] |
| Affidavit | Notarised affidavit on Rs 100 stamp paper; original posted within 30 days[18][4] | Affidavit details differing from Form I[25] |
Which forms are used on the CRS portal?
BIS uses numbered forms for each kind of request[28]. Knowing which one you need saves time when you look for the right menu.
| Form | Used for | Source |
|---|---|---|
| Form I | Application for grant of registration | [28] |
| Form II | Undertaking for the test report, accepted online before payment | [28][4] |
| Form III | Affidavit, on Rs 100 non-judicial stamp paper, notarised | [28][18] |
| Form IV | Letter nominating the Authorised Indian Representative (foreign manufacturers) | [28][3] |
| Form VI | Renewal application | [28] |
| Form VIII A | Inclusion of models, or model withdrawal | [28] |
| Form VIII B | Change of other details in the licence scope | [28] |
How do payments work on the CRS portal?
Payment is made on the portal during the application, after you accept Form II and before you upload Form I and the affidavit[4]. All CRS fees exclude tax and GST is charged on every payment[5].
The fees are set by the BIS (Conformity Assessment) Amendment Regulations, 2026, notified on 25 February 2026[16]: an application fee of Rs 1,000[16], an annual licence fee of Rs 1,000[16], a processing fee of Rs 25,000 per application for each year, paid in advance[16], and Rs 20,000 per additional test report[16]. Licences now run for up to five years with fees paid every year[29].
The fee structure PDF linked from crsbis.in is still the one applicable from 4 June 2018, which charged Rs 50,000 once as the processing fee, including one test report[5]. The Gazette governs, and the full 2026 schedule is in our table below[16]. If the portal asks for a different amount, check with BIS before you pay. See what CRS registration costs for worked totals.
What we could not confirm. The payment methods the portal accepts, and any fee for password resets, are not stated in the official documents we checked. The portal says a fee is payable for model withdrawal[30]; the 2026 schedule lists model withdrawal among the Rs 5,000 service requests[16].
Which fees are paid on the CRS portal, and when?
Every CRS fee is paid online on the portal at the stage it arises, and all amounts are before GST[5]. The published amounts below come from the fee structure on crsbis.in, stated as applicable from 4 June 2018[31].
| Request on the portal | Fee | When you pay |
|---|---|---|
| New application | Rs 1,000 application + Rs 1,000 annual licence[16] | After accepting Form II, before uploading Form I |
| Processing | Rs 25,000 a year, in advance[16] | With the new application, then every year before the due date |
| Each extra test report | Rs 20,000[16] | With the application |
| Inclusion of models | Rs 30,000 per application[16] | With the Form VIII A request |
| Renewal | Rs 1,000 renewal application + Rs 1,000 annual licence + Rs 25,000 processing a year[16] | With Form VI |
| Late renewal | Rs 5,000 late fee[32] | If filed after the validity date |
| Yearly fee paid late | Licence suspended for 90 days; Rs 5,000 late fee lifts it[16] | Within 90 days of the due date, or the licence is cancelled |
| Name, address, management, AIR, contact, model withdrawal or CCL change | Rs 5,000 each[16] | With the change request |
| Appeal to the DG | Rs 2,000 within 90 days[32] | Outside the portal workflow |
What can you do on the portal after the licence is granted?
Add models (inclusion). Generate a new test request, get the lab report and apply online referencing it on Form VIII A[33]. Series models can be added through supplementary test reports that refer to an accepted original report[3]. Supplementary reports for brand or series additions must also be submitted within 90 days of their own issue[3]. The fee is Rs 30,000 per application, plus Rs 20,000 for each additional test report[16].
Withdraw models. Use Model Withdrawal online and pay the applicable fee[30].
Change details. Name, address, management, AIR or contact person, email or phone changes, and CCL updates are charged at Rs 5,000 each[16]. Changes to other details in the licence scope use Form VIII B[28].
Add a brand. A separate application is needed for each brand name unless the brand owner is the same[3].
Pay annual fees and file production details. Under the 2026 rules, if the annual fee and production details are not received by the due date, the suspension, deferment and cancellation or expiry provisions apply[34].
Renew. File Form VI with a production report, preferably three months before the validity date[32]. After the validity date of a licence that has not been renewed, you may not mark or dispatch goods with the Standard Mark, including stock in hand[32].
How do renewal, AIR changes and CCL updates work on the portal?
Each post-grant change has its own menu: renewal is an online form with documents and fee, an AIR change needs a fee and an affidavit, and a CCL update needs a verified test report and an undertaking[35][17].
Renewal. Fill the online renewal application, upload documents, pay and generate the receipt, then download the renewal certificate once granted[35]. Apply at least three months before the validity date[32]. Late filing costs Rs 5,000, and after 90 days past validity the licence expires[32]. Put the date in our licence renewal date tool and read the CRS renewal guide.
AIR change. Fill the details, upload documents, pay and generate a receipt, then submit an affidavit to the Registration Department[17].
Name or address change. Go to 'Profile update', choose the option and upload a business licence in English[17].
Critical components. Open 'CCL Update', upload the verified test report and submit the undertaking[17]. Where a component is itself under a QCO, BIS accepts its Standard Mark[36].
Model withdrawal. Select the registration and the models, pay and submit[17].
What do the CRS application statuses mean?
The portal groups requests as pending, granted, rejected, or expired and cancelled[10]; what matters is the action each one needs from you, set out below.
| What you see | What it means | Your next step |
|---|---|---|
| Pending application | BIS is scrutinising; the target is 20 working days if all is in order[3] | Make sure the original affidavit reaches BIS within 30 days[4] |
| Query or rejection notice | BIS found deficiencies and gives at least 30 days to reply[3] | Reply on the portal with corrected documents; see common rejections |
| Granted | An R-number is issued per brand and product[24] | Mark products as per the CRS labelling rules |
| Rejected | Fees are not refunded after processing[26] | Fix the cause and file afresh |
| Renewal deferred | Renewal not received within validity; decision deferred up to 90 days[32] | Pay with the late fee before the 90 days run out |
| Expired or cancelled | No marking or dispatch is allowed[32] | Apply for a new licence; an appeal costs Rs 2,000[32] |
| Password request 'Place on Record' | A free reset was completed[15] | Log in with the emailed password |
Common CRS portal problems and how to fix them
Each row below comes from a rule BIS publishes. Most delays on the portal are a missed deadline or a document that does not match.
| Problem | Why it happens | Fix |
|---|---|---|
| Login request not approved | Business licence not in English, does not show the factory address, or does not show manufacturing[1] | Upload a manufacturing licence for the factory, with a certified translation if needed |
| Sample deadline missed | Sample not sent to the lab within 60 days, or QR code missing[1] | Ship the sample promptly with the QR code on the sample or packet |
| Test report rejected as too old | More than 90 days between report issue and BIS receiving the application[3] | Verify the report and file straight away; retest if it has expired |
| Report from a lab BIS does not accept | Only BIS-recognised or empanelled labs count[3] | Choose the lab from the portal list for your product |
| Affidavit rejected | Not on Rs 100 stamp paper, not notarised, or details differ from Form I[18] | Re-execute it with details copied exactly from Form I |
| Application at risk of cancellation | Original affidavit not received within 30 days[4] | Courier it the day you submit online and keep tracking |
| Foreign application incomplete | AIR nomination missing[3] | Upload the Form IV nomination letter |
| Second brand refused on the same application | One application per brand unless the brand owner is the same[3] | File a separate application |
| Rejection notice received | Deficiency in documents or product conformity[3] | Reply within the period given (at least 30 days) |
| Cannot mark goods after validity date | Licence not renewed in time[32] | Renew three months before expiry |
How do foreign manufacturers use the CRS portal?
Foreign manufacturers use the same portal, with two additions. First, they must nominate an Authorised Indian Representative on Form IV[3], and upload the AIR nomination letter after payment[4]. The AIR may be the manufacturer's liaison or branch office in India, the brand owner or registered user of the brand in India, or another Indian entity if the brand owner declares it has no proprietor or registered user of the brand in India[9]. Second, the business licence used to obtain the login needs a certified English translation if it is in another language[1].
The AIR must be an Indian resident who accepts responsibility for compliance[37], and may represent only one foreign manufacturing firm, with exceptions for group companies and related importers[37]. Changing the AIR later costs Rs 5,000[5].
If your product is under Scheme-I rather than CRS, you will use Manakonline and the FMCS process instead.
Our guide for foreign manufacturers covers the AIR choice in more detail, and the AIR glossary entry explains the role in one page.

What changed for CRS portal users in 2025 and 2026?
The big change is licence term: since the 25 February 2026 amendment, a CRS licence is granted for up to five years and renewed for up to five more, with fees paid annually in advance[29][16]. Missing the annual fee and production details triggers the suspension and cancellation provisions[34].
Other dated changes that show up as portal work:
- January 2025 advisory. BIS listed the mismatches it rejects: factory address, MSME certificate year, brand name against the trade mark document, unsigned Form I[25].
- 10 February 2026. Lithium cells and batteries under IS 16046 need rated capacity verified, with reports for lead models due by 30 April 2027[39].
- 9 March 2026. Licensees in 38 categories must upload full IS/IEC 62368-1:2023 reports for lead models by 1 November 2028[40].
- 1 June 2026. All FMCS (ISI) applications moved online to Manakonline[7], a separate portal covered in our Manakonline guide.
- 13 August 2026. BIS guidance placed audio glasses under wireless earphones and camera glasses under digital or video cameras[41].
We track each of these on new rules 2026.
Worked example: a power bank maker files on crsbis.in
A factory in Shenzhen wants to sell two 10,000 mAh power banks in India through an importer that will act as its AIR. Here is how the portal timeline and fees run, using the published rules.
- Login. The factory uploads its Chinese business licence with a certified English translation showing manufacturing[1].
- Test request. It raises one test request for both models as a series and ships the samples with the QR code. The latest arrival date is day 60[1].
- Report. The lab must issue the report within 7 days of finishing tests[42]. From the issue date the factory has 90 days to get the application to BIS[3].
- Fees. Under the 2026 schedule it pays Rs 1,000 + Rs 1,000 + Rs 25,000 in year one, then Rs 26,000 a year, plus GST[16][5]. A second, separate test report would add Rs 20,000[16]. Run the yearly totals in our CRS fee calculator.
- Paperwork. Form I, the AIR letter and the affidavit go up online; the original affidavit is couriered within 30 days[4].
- Decision. If nothing is wrong, BIS expects to finish in 20 working days[3].
Budget the lab charge separately; for IS 13252 (Part 1) the LIMS median was about Rs 63,750[22]. Our CRS cost breakdown and China sourcing guide add freight and consultant costs. Not sure of your timeline? Ask for a free compliance check.
