Why keep a compliance file at all?

Because the obligations follow the product, not the channel. If you sell online, you are still the person offering the goods for sale. For CRS electronics, no one may import, store for sale or sell goods without the Standard Mark and a BIS registration number[1]. The Legal Metrology penalty for non-conforming packages now expressly covers sales through e-commerce platforms and online marketplaces[12]. Under the e-waste rules, you are a producer whatever your selling technique, including e-retail[13].

This article lists the documents the law creates. It does not describe Amazon's own document requests or seller policies; those are set by the marketplace and we have no official source for them. In practice, having the official documents organised by model means you can answer whatever a marketplace, a regulator or a buyer asks. For the seller side of the rules, see our guide for Amazon sellers; if you are not sure which approvals your product needs, run the approval checker first.

Which documents should an electronics seller keep?

Up to ten official documents, depending on the product. This is the master list; the sections below explain each one.

What is the quick checklist before you list a new model?

Tick these off per model before the listing goes live. Our before listing on Amazon checklist is the longer version, and the label checker tests your artwork.

BIS documents: licence, test report and AIR

Keep a copy of the factory's licence, the test report reference and, for foreign factories, the AIR nomination.

The CRS licence. Under CRS the licence is granted to the manufacturer, per manufacturing unit, not to an importer or trader[1]. So if you are the seller but not the manufacturer, you hold a copy. Check three things on it: the factory, your brand (a separate application is needed for each brand unless the owner is the same[2]), and every model you sell. The R-number on the licence is the one that must appear in the Standard Mark with the IS number[21]. Our guide to verifying a BIS licence shows how to check it in BIS Care.

The test report. CRS accepts reports from BIS-recognised labs[2]. Ask the factory for the report reference for each model. MeitY's S.O. 4997(E) replaced IS 13252 (Part 1):2010 and IS 616:2017 in the CRS schedule with IS/IEC 62368 (Part 1):2023[22], so note which standard each report is against. See how to read a BIS test report.

The AIR nomination. A foreign manufacturer under CRS must nominate an Authorised Indian Representative on Form IV[2]. The AIR must be an Indian resident who takes on responsibility for compliance with the BIS Act on the manufacturer's behalf[23]. If you are the AIR, you should keep the full application set: Form I, the nomination letter and the notarised affidavit[24].

Licence status. Keep proof that the licence is current. After validity an unrenewed licence holder may not mark or dispatch goods, including stock in hand[25]. For the full document list a licence holder needs, see BIS CRS documents.

What if you also sell ISI-mark goods?

Keep a copy of the factory's Scheme-I licence with its CM/L number, because non-electronic goods under Quality Control Orders use the ISI mark, not CRS. Examples are toys under IS 9873[26], pressure cookers under IS 2347[27] and two-wheeler helmets under IS 4151[28]. The licence number appears with the mark as CM/L- followed by the digits[29].

Marketplace enforcement here has a track record. On 4 August 2022 the Central Consumer Protection Authority ordered Amazon to notify buyers of 2,265 pressure cookers sold in violation of the QCO, recall them, refund the price and pay a Rs 1,00,000 penalty[30]. See CRS vs ISI vs FMCS for which scheme applies to which product.

Wireless and telecom documents: ETA and MTCTE

Anything with Bluetooth or Wi-Fi needs a WPC ETA; notified telecom equipment such as routers also needs MTCTE.

WPC ETA certificate. For licence-exempt wireless devices, ETA is granted by self-declaration on the Saral Sanchar portal[31], and the certificate is downloaded from the dashboard[3]. The fee is Rs 10,000 per model[4]. Keep alongside it the documents you filed: the RF test report, the manufacturer's authorisation if you applied as its Indian representative, and technical literature[4]. Also keep the signed undertaking. In it the importer confirms the goods operate only in licence-exempt bands, and accepts prosecution liability for a wrong declaration[32]. See WPC ETA, WPC ETA documents and how to get WPC approval.

Which products need it: Bluetooth speakers[33], smartwatches with Bluetooth or Wi-Fi[33] and Bluetooth earphones[33] are all likely to. A plain power bank has no radio and is likely not to[33].

MTCTE certificate. Notified telecom equipment may not be sold without a valid Certificate of Conformity Assessment[16]. For consumer sellers this mainly means Wi-Fi routers and access points[34]. Smartwatches and mobile handsets are exempt from prior MTCTE[35]. Our comparison of WPC ETA and MTCTE explains the overlap.

Do radio products need anything extra in the listing itself?

Yes. Under CCPA's 2025 guidelines, listings for licence-exempt radio equipment must show the operating frequencies, the ETA details with a downloadable ETA copy and test report, and the seller's certification[36]. The guidelines, issued on 27 May 2025, apply to platforms and to manufacturers, importers and sellers of radio equipment[36]. A device without an ETA, or one altered after certification, counts as an 'unauthorised device'[36].

News reports in January 2026 said CCPA fined several platforms, including Amazon, Rs 10 lakh each in walkie-talkie listing cases[37]. So for radio products the ETA certificate and test report are not just file copies; they must be ready to upload. See walkie-talkies.

Legal Metrology documents: registration and label artwork

Keep the LMPC importer registration certificate and the final label artwork for every package.

Registration certificate. Anyone who imports commodities in pre-packed form for sale must register[19], within ninety days of starting[19], with a Rs 500 fee[19]. A complete application is registered and a certificate granted[19], which since 2026 is valid until cancelled[5]. The rules now require a yearly portal update covering address, products, quantities imported and country of origin; once the portal option is live, keep evidence of it[5]. See LMPC importer registration.

Label artwork. Keep the final artwork for each package. It should show the mandatory declarations: name and address of the manufacturer, packer or importer, country of origin, generic name, net quantity, month and year of manufacture, MRP, unit sale price and consumer care details[38]. E-commerce entities are reported to be required to display these declarations on their platforms[39], so the artwork is also your source for the listing. See LMPC label rules.

If the declarations were applied in an AEO Tier-2 or Tier-3 bonded warehouse rather than at the factory, keep a record of that too[5].

What do the e-commerce rules require of a marketplace seller?

Importer details, country of origin, mandatory notices and a grievance officer, given to the platform for display. Rule 6(5) of the Consumer Protection (E-Commerce) Rules, 2020 requires a marketplace seller to give the platform the total price with breakup, all mandatory notices required by law, product details including country of origin, the grievance officer's details, and the name and details of the importer with guarantees of authenticity of imported products[11]. Rule 6(4) adds a prior written contract with the platform and a grievance officer who acknowledges complaints within 48 hours and resolves them within one month[11].

A further change is reported for 2027: from 1 July 2027 every e-commerce entity offering an imported product must give the listing a searchable, sortable country-of-origin filter[40]. Your label artwork and Bill of Entry are the evidence for that field. Selling through your own website instead? See D2C brands.

EPR documents: registrations, returns and certificates

Most electronics sellers who import need at least two EPR registrations, and some need three.

Battery EPR. Importers of equipment containing batteries are producers[6]. Registration is through CPCB's portal in Form 1(A), and the certificate (Form 1(B)) is valid until cancelled or withdrawn[6]. KYC for the application is the company's PAN, CIN and GST[41]. Keep each year's Form 1(C)[6] and annual return in Form 3, which lists the recyclers whose EPR certificates you bought[42]. See battery EPR.

Plastic EPR. Importers of products in plastic packaging are obligated[43]. KYC is company PAN, GST and CIN, plus the authorised person's Aadhaar and PAN[44]. Keep annual returns, which are due by 30 June with certificate details[20]. See plastic EPR.

E-waste EPR. Needed for EEE in Schedule I. The registration file includes sales by weight by financial year, RoHS self-declarations, a declaration that EN 50581 technical documentation is available, and an awareness plan[7]. Since 2023, the RoHS conformance declaration is provided when CPCB requires it rather than in user documentation[9], so keep it ready. Some products, such as earphones and power banks, are not named in Schedule I, and their coverage depends on generic entries[13]. See e-waste EPR.

See EPR annual returns for the filing calendar, and EPR for small importers if you are a small business.

Product and package photos

Photos are not a legal document, but they are the fastest proof that the marking rules are met. For each model, photograph:

  • The Standard Mark with R-number and IS number[21], on the product, the package or both[21]. If a product such as earphones is too small to mark, the packaging alone is allowed[45]. See CRS labelling.
  • www.bis.gov.in on the product or package[46].
  • The battery's crossed-out wheeled bin symbol[42] and the EPR registration number on the equipment or its packaging[47].
  • The plastic packaging showing the producer's or brand owner's name and registration number, or the QR code carrying it, where required; the rule text conflicts on whether packaging of imported goods is exempt[48][49].
  • The Legal Metrology declarations panel[38].
  • The BEE label with QR code, if the product is a labelled appliance[18]. BEE's market surveillance covers e-commerce, and it can direct a platform to de-register a non-compliant model[18].

Our product label checklist lists every mark in one place.

Import and trade documents

Keep the IEC, and for each shipment the purchase order, invoice, bill of lading and Bill of Entry, for at least five years. An Importer Exporter Code is compulsory for imports, with narrow exemptions such as personal use[50], and DGFT requires IEC details to be updated online every year between April and June[51]. See the IEC guide.

The importer or customs broker must keep the assessed Bill of Entry and all original supporting documents for five years from the date the Bill of Entry was presented[10]. They prove what you imported and when. They matter for compliance because some reliefs are claimed with them. Under the furniture QCO's transition relief, for example, importers give BIS the purchase order, bill of lading, bill of entry and supporting documents within seven days of clearance[52].

If you import IT hardware under HSN 8471, such as laptops and tablets, an Import Management System authorisation is reported to be needed[53]. Keep it with the shipment file. Our customs clearance documents checklist and documents required for import in India list the rest.

Which documents does each product need?

It varies by product: every battery product needs battery EPR, every wireless one usually needs an ETA. The HS code approval finder gives the same view by tariff code.

Worked example: the file for one Bluetooth speaker model

A seller importing its own-brand portable Bluetooth speaker from a factory abroad would build this file. The fees are the official ones; the rest is what each rule requires.

What happens when a seller cannot produce the documents?

Listings can come down, stock can be seized and penalties follow. BIS reportedly searched an Amazon seller warehouse in Delhi on 19 March 2025 and seized over 3,500 products without ISI marks or with fake ones[59]. A Ministry of Consumer Affairs reply reportedly said BIS bought 344 QCO samples from e-commerce platforms in FY 2024-25 and found 142 without valid certification[60]. During market surveillance, a trader may be asked for the registration certificate and source-of-procurement documents[61].

Under the BIS Act as published, selling notified goods without a valid licence can draw a fine of at least Rs 2 lakh for a first contravention[62]. See selling without BIS and why shipments get held at Indian ports.

How should you organise the file?

One folder per model works well, with a shared folder for company-level registrations (IEC, LMPC and the three EPR registrations), since those cover you as an importer rather than one product.

Diary the dates that make documents go stale:

  • CRS annual fees under the 2026 rules[14] and renewal, applied for three months before validity ends[25].
  • Plastic EPR renewal, four months before expiry[8].
  • E-waste EPR renewal, 120 days before expiry[7].
  • Battery returns: for FY 2025-26 the deadline was extended to 30 November 2026[63].
  • IEC update every April to June[51].

The licence renewal date tool and the compliance calendar track these. If you are setting up from scratch, our before listing on Amazon checklist walks through the steps in order, and importing electronics costs helps you budget. Want someone to check your file? Frequently asked questions

Do I need a BIS certificate in my own name to sell on Amazon India?

Not if you only resell. The CRS licence is granted to the manufacturer per factory[1]. Keep a copy of it, and check it covers your brand and models[2].

Is the WPC ETA certificate the same as a WPC import licence?

No. The ETA covers RF compliance[31]. For 'Free' licence-exempt devices, the Saral Sanchar import undertaking replaces a separate import licence[64]; 'Restricted' devices have needed a separate licence, though how they are handled since the September 2024 self-declaration OM is unclear[64].

Does my LMPC registration need renewing?

No. Since 2026 the certificate is valid until cancelled[5], but the rules now require a yearly update of your details on the portal, once that option is live[5].

Which EPR certificate do I need for power banks?

Battery EPR, because power banks contain lithium-ion batteries[55], and plastic EPR if they come in plastic packaging[43]. E-waste coverage of power banks is unclear[58].

Do I need a RoHS certificate?

The e-waste rules require a RoHS conformance declaration to be provided when CPCB asks for it[9], and imports are allowed only for RoHS-compliant products[13].

Does Amazon require these documents?

We do not describe Amazon's internal policies. These are the documents the law requires; a marketplace may ask for some or all of them, or for others.

What must a marketplace seller tell the platform about imported goods?

Under rule 6(5) of the E-Commerce Rules, the importer's name and details, guarantees of authenticity, country of origin and all mandatory notices, among other things[11].

Do walkie-talkie and other radio listings need the ETA uploaded?

Yes. CCPA's 2025 guidelines require listings for licence-exempt radio equipment to show the frequency ranges and give a downloadable ETA copy and test report[36].

How long should I keep import documents?

Five years from the date the Bill of Entry was presented, for the assessed Bill of Entry and all original supporting documents[10].

Does the BIS licence cover ISI-mark products like pressure cookers?

No. Pressure cookers are under Scheme-I with IS 2347[27], so you need a copy of the factory's ISI licence with its CM/L number[29], not a CRS registration.

How much does the paperwork cost for one wireless model?

The ETA alone is Rs 10,000 per model[4]; company-level registrations such as LMPC (Rs 500)[19] and battery EPR (from Rs 10,000)[57] are paid once, not per model.
