What is the BEE Star Label portal?

The BEE Star Label portal at beestarlabel.com is the Bureau of Energy Efficiency's online system for the Standards and Labelling programme. BEE rebuilt its registration process for the BEE (Appliance Labeling and Compliance) Regulations, 2026, and its Standard Operating Procedure (Version 2.0) is dated 4 February 2026[1]. The Regulations took effect on 1 January 2026[3].

You use the portal for:

  • company and brand registration, and paying the registration fee and label security deposit[1];
  • model applications and sample labels[1];
  • generating secure QR codes for labels[6];
  • quarterly production data and label fee payments[1];
  • label changes when star tables are revised[1].

The same site lists the mandatory and voluntary appliances, publishes advisories, and has a "Search and Compare" tool and a mobile app for consumers[5].

The portal is only the filing system; the rules sit in our BEE star label guide. To see whether your appliance is covered at all, start with the approval checker.

Who can register on the BEE portal?

BEE's FAQ says permittees, manufacturers, importers, OEMs and brand owners of notified appliances can register, and one manufacturer may register several brands and appliance categories[2]. For mandatory (Schedule A) appliances, every company that makes, sells or imports them must register[3]. For voluntary appliances, registration is optional[2].

Each brand is a separate company. The SOP says each brand is treated as an individual company[1], and the FAQ repeats that brands owned by one manufacturer are still registered separately[4]. Plan one registration, and one security deposit per appliance category, for each brand.

Foreign companies. The portal works from Indian IP addresses; users abroad must ask BEE to whitelist their IPs[4]. Most foreign brands therefore let an Indian importer or subsidiary run the account.

Which imported appliances go through the BEE portal?

Every Schedule A appliance must be registered and labelled before sale, including refrigerators, room ACs, ceiling fans, storage water heaters, colour and UHD TVs, washing machines, LED lamps and grid-connected solar inverters[3]. Schedule B appliances such as laptops and microwave ovens are voluntary[3][2].

Common imports on the BEE portal (2026 Regulations)
ApplianceMandatory or voluntaryLabel fee
Air conditionersMandatory[3]Rs 30 per piece[7]
RefrigeratorsMandatory[3]Rs 15 per piece[7]
TelevisionsMandatory[3]Rs 10 colour TV; Rs 30 UHD[3]
Washing machinesMandatory[3]Rs 30 per piece[7]
Ceiling fansMandatory[3]Rs 2 per piece[7]
Water heaters (storage)Mandatory[3]Rs 5 per piece[7]
LED bulbsMandatory[3]Rs 10 per 100 pieces[3]
Solar inverters (grid-connected)Mandatory[3]Rs 5 per kW[3]
LaptopsVoluntary[3]Rs 20 per piece if labelled[3]
PrintersVoluntary[3]0.05% of MRP[3]
Microwave ovensVoluntary[3]Per Schedule B
Induction cooktopsVoluntary until mandatory from 1 January 2027[8]Per Schedule

Which login do you choose on the BEE portal?

Manufacturers, importers and brand owners use the 'Manufacturers' login; the portal also has separate IAME and Laboratory logins, plus Register New Agency, Agency Search and Pay Registration Fee options[9].

Before you pay the registration fee, the portal asks you to verify the contact person's email ID[9]. That email receives the receipt and login credentials[1], so use a company mailbox that will outlive any one employee or consultant.

Each login asks for the Agency ID, password, captcha and a fresh verification code valid for three minutes[1]. Users outside India must ask BEE to whitelist their IP addresses first[4], which matters for a foreign brand that wants its head office to file. A foreign brand without an Indian office can also read our foreign manufacturers guide.

What do you need before you start?

The 2026 SOP shows the document upload as a screenshot rather than a list, and BEE's FAQ points to the Regulations and the Operational Manual for documents[1]. The portal still links BEE's older "Important Instructions" (2014), which list what BEE has asked for[10]:

How do you register a company on the BEE portal, step by step?

These steps follow BEE's SOP v2.0[1].

  1. 1
    Open the registration form

Go to beestarlabel.com, then Login > Manufacturers > Register New Agency, and accept the disclaimer[1].

  2. 2
Enter company, brand and appliance details

Fill in the brand and the appliance category. Tick the small-scale industry box and upload the certificate if it applies[1].

  3. 3
    Upload documents

Upload the listed documents, including the retailer list in BEE's downloadable format[1].

  4. 4
    Review and submit

Check the agency details and submit. You receive a Reference ID and a verification email[1].

  5. 5
Pay the registration fee and deposit

Use Login > Manufacturers > Pay Registration Fee with the Reference ID; pay by Billdesk, Razorpay or direct transfer[1]. The fee is Rs 5,000 and the deposit Rs 3 lakh per appliance (Rs 50,000 for SSI)[3].

  6. 6
    Receive login credentials

The payment receipt and login credentials arrive at the registered email[1].

How do you register a model on the BEE portal?

  1. 1
Log in with the verification code

Enter Agency ID, password and captcha, then the one-time code, which is valid for three minutes[1].

  2. 2
    Start a new application

Open 'New Application' and complete pages 1 to 3 with model details and documents[1].

  3. 3
Submit and pay the label permission fee

    Pay Rs 5,000 per model[1][3].

  4. 4
    Upload the sample label

A JPG, JPEG or PNG file of 100 to 300 KB[1], in the Schedule C design for that appliance.

  5. 5
    Respond to queries

BEE completes scrutiny within 30 working days; if it finds discrepancies you get up to 60 days to fix them, or the application is cancelled[3].

  6. 6
    Receive permission

Permission to affix labels is granted for three years per model[3].

How do you generate QR codes for BEE labels?

Every label must carry a QR code with its particulars[3]. BEE's Secure QR Code SOP sets the process[6]:

  1. From the dashboard, open Secure QR Code and select the approved model.
  2. Request the number of QR codes you need.
  3. Download the XML file. Do not rename it.
  4. Map each QR code to the serial number of a production unit in the XML.
  5. Upload the XML under its original filename and submit. The portal shows used, scrapped and unused codes.

A QR code cannot be mapped to more than one model[6]. From 1 April 2027 BEE plans prepaid label fees at the time of QR code requests; until the portal supports this, quarterly payment continues[3].

How do you report production and pay label fees on the portal?

Open Upload Quarterly Production Data, choose the financial year and enter production. The portal calculates the fee from Schedules A and B. You then upload a CA-certified production report and pay online[1].

  • Deadline: within 30 days of each quarter end, plus an annual CA-certified reconciliation within two months of the year end[3].
  • If you do not pay: BEE can recover dues from your deposit with 10% annual interest. After a year it can cancel all labels and publish your name as a defaulter[7].
  • Authorised sellers: submit an updated list by 30 April each year[3]; failing to do so is a ground for revocation[7].

How do you renew or change a label when star tables change?

When BEE revises an appliance's star table, existing models move across through Change of Label to New Label (Degradation). Click the continuation link for the model and fill Form IV, uploading the earlier approval letter and the new sample label. The SOP says no renewal fee applies[1], which matches the Regulations[3].

BEE opens a continuation window for each revision and deactivates models not moved in time. For storage water heaters, the 2026 window closed on 20 July 2026[11]. You must also self-declare compliance within 60 days of a revision[7].

BEE's 2025 advisories charged Rs 1,000 per model for continuation and Rs 2,000 for a new model. Those fees predate the 2026 Regulations, which set Rs 5,000 per model and no fee for continuation[12].

Ceiling fan child models. Since April 2026, ceiling fan permittees can add variant child models under a parent once, with no fee[13].

How do you renew a model on the BEE portal?

Use the 'Renew Model' option on the dashboard, which shows how many models are eligible; a model becomes eligible six months before it expires[14].

BEE's reference manual for renewals sets these conditions[14]:

  • Only approved models can be renewed.
  • An expired model cannot be renewed; it needs a fresh application.
  • All production data and CA documents must be uploaded and all label fees paid.
  • The manual gives a renewal fee of Rs 500 per model.

The technical specifications must match the original application, or the renewal is put on hold; on renewal the old application number is cancelled and a new one assigned[14]. Note that the manual is undated, and the 2026 Regulations grant permission for three years with no fee when renewal follows a revised or continued star-rating plan[3]. Check the fee shown on screen. Our licence renewal date tool helps you track the six-month window.

What happens if production data or label fees fall behind?

BEE can suspend portal access, recover fees from the security deposit and, after a year, cancel all labels; its July 2025 notice gave a final deadline of 25 August 2025 for FY 2017-18 to 2023-24 arrears, with a 10% penalty[15][7].

That notice also set two practical rules that still help: enter '0' for quarters with no production, backed by a CA-certified statement, and allow 2-3 working days for payments to show, since they update only on realisation from the bank[15][16].

Under the 2026 Regulations, label fees are paid within thirty days of each quarter end with a production statement, and a CA-certified annual reconciliation is due within two months of the year end[3]. Unpaid fees are recovered from the deposit with 10% annual interest[7]. Persistent failures can draw a penalty of up to Rs 10 lakh under section 26[17]. Renewal is blocked until the data and fees are complete[14].

What do the application and model statuses mean?

An application is scrutinised within thirty working days; discrepancies get up to sixty days to fix before cancellation[3]. The other states below come from BEE's manuals and regulations.

How do you get help with the BEE portal?

Use 'Raise Query' and 'Track Query' on the portal, call the help-desk on 011-26766700, or email [email protected] for application and agency registration questions and [email protected] for portal issues[9].

Avoid the scheduled maintenance windows on Tuesdays and Thursdays, 16:00 to 19:00[5]. If renewal-eligible models do not appear, the renewal manual asks you to email the help-desk with the agency ID, application ID and model number[14]. For an email change you cannot do yourself, send a letterhead request signed by the MD, CEO or CFO[1].

BEE also runs a consumer alert asking permittees to submit retailer and distributor details[9], separate from the authorised-sellers list due by 30 April each year[3]. Prefer not to file yourself? Ask us for a free compliance check.

What changed on the BEE portal in 2025 and 2026?

The portal was rebuilt for the BEE (Appliance Labeling and Compliance) Regulations, 2026, in force from 1 January 2026[3][1].

Dated changes for BEE portal users
DateChangeWhat to do
21 Jul 2025Final notice on arrears for FY 2017-18 to 2023-24[15]Clear any old quarters

Worked example: an importer registers three washing machine models

An importer brings in three front-load washing machines under its own brand and plans to sell 2,000 units in the first quarter. Washing machines are on Schedule A, so the label is mandatory[3].

Step Basis Amount
Company registration (one brand) One-time fee[3] Rs 5,000
Label security deposit (not SSI) Per appliance category[3] Rs 3,00,000
Model registration, 3 models Rs 5,000 each[3] Rs 15,000
Label fees, 2,000 units Rs 30 per washing machine[7] Rs 60,000

The deposit is refunded within 30 days if the company permanently stops dealing in the appliance[7]. A second brand means a second company registration[1]. Testing must be at a BEE-recognised lab[4], a cost on top of these fees. Label fees are due within thirty days of the quarter end with the production statement[3].

The same machines also need a BIS ISI licence under the IS 302 family (see IS 302 Part 1) and e-waste EPR registration, as our washing machine page explains. Air conditioners would follow the same BEE steps at the same Rs 30 per piece[7], but check import policy first on the AC page. Model the total in our compliance cost estimator, and check the product label checklist before printing cartons.
