What is Manakonline?
Manakonline is the Bureau of Indian Standards' online system for conformity assessment. For importers and manufacturers, its main use is the product certification module: applying for, paying for and running ISI-mark licences under Scheme-I. BIS accepts Scheme-I applications and payments online only, through manakonline.in[2].
It is not the portal for electronics registration. Products under the Compulsory Registration Scheme (CRS), such as chargers and power banks, are registered on crsbis.in instead; see the BIS CRS portal guide. If your product is under an ISI-mark QCO, such as steel, electrical accessories or textiles, Manakonline is where the factory applies.
The Conformity Assessment page also offers a licence search, a surveillance dashboard, a fees lookup and lists for the now-rescinded machinery OTR[6].
For the rules behind the portal, read our ISI mark guide and, for overseas factories, the FMCS guide. The CRS vs ISI vs FMCS explainer shows which scheme your product falls under.
Who uses Manakonline?
An importer cannot apply for an FMCS licence on behalf of a foreign factory; the manufacturer must apply[7]. What an importer can do on Manakonline is check whether a supplier's licence exists and covers the product.
| User | What they do on the portal | Source |
|---|---|---|
| Indian manufacturer | Applies for a Scheme-I licence, pays fees, manages the licence | [2] |
| Foreign manufacturer (FMCS) | Applies through the FMCS login; online only from 1 June 2026 | [3][4] |
| Authorised Indian Representative | Nominated by the foreign manufacturer and named on the licence | [8] |
| Importer or buyer | Searches licences to check a supplier | [6] |
| Laboratory | Uploads test reports for simplified-procedure applications | [9] |
Which imported products are licensed through Manakonline?
Products under a Quality Control Order that requires the Standard Mark under Scheme-I are licensed on Manakonline, such as domestic pressure cookers to IS 2347, two-wheeler helmets to IS 4151 and ceiling fans to IS 374[10][11][12].
| Product | Order and standard | QCO page |
|---|---|---|
| Pressure cookers | Domestic Pressure Cooker QCO, IS 2347:2017[10] | Pressure cooker QCO |
| Helmets | Helmet QCO, IS 4151:2015[11] | Helmet QCO |
| Ceiling fans | Ceiling Fans QCO 2023, IS 374:2019[12] | Electrical appliances QCOs |
| Washing machines | Clothes washing QCO 2024, IS 302 (Part 2/Sec 7)[13] | Electrical appliances QCOs |
| Water heaters | Water heating QCO 2025[14] | Electrical appliances QCOs |
| Steel products | Steel QCO 2024, 151 Schedule 1 entries[15] | Steel QCO |
What do you need before you start?
How to apply for an ISI licence on Manakonline, step by step
These steps follow BIS's own user manual for a new Scheme-I licence under the normal procedure[1].
- 1Log in to Manakonline
Go to manakonline.in, open the Conformity Assessment (Manakonline) tab and sign in with your username, password and captcha[1]. New users create an account first.
- 2Open Product Certification and complete the organisation profile
The profile must be filled and submitted before you can apply[1].
- 3Choose Apply for New Licence and select the standard
Select the Indian Standard for the product, accept the marking fee and the scheme of inspection and testing, and choose normal or simplified procedure[1].
- 4Enter management and contact details
Top management, technical management and contact person[1].
- 5List test equipment and production details
Fill in testing equipment (you can download an Excel template), production details and declarations[1].
- 6Add brand, testing and inspection details
Enter brand details, testing and inspection details and the test report section[1].
- 7Sign the declaration and review
Complete the declaration and undertaking and review the whole application[1].
- 8
What does the Manakonline application form ask, screen by screen?
After you pick the Indian Standard and accept the marking fee and the scheme of inspection and testing, the form walks through management, test equipment, production, brand, testing and inspection, test report and declaration screens before review and payment[1].
| Screen | What to have ready | Common slip |
|---|---|---|
| Organisation profile | Legal name, factory address, contact person[1] | Profile details differing from licence documents |
| Standard selection | The exact IS number and its marking fee[1][16] | Two products in one application[2] |
| Procedure | Option 1 (BIS draws samples) or Option 2 (your lab report)[1] | Choosing Option 2 without a valid report |
| Management and production | Who runs the factory and how much it makes[1] | Capacity that does not match the factory visit |
| Test equipment | Equipment list, or shared/sub-contracted testing since Dec 2025[5] | Listing equipment the factory does not hold |
| Brand | Brand names to be marked[1] | Brands without ownership proof |
| Test report and declaration | Report under 90 days old, from a BIS or recognised lab[2] | IEC or foreign-standard reports[7] |
| Payment | Retail or corporate net banking[1] | Paying before the form is final |
Normal or simplified procedure: which should you choose?
Manakonline asks you to pick a procedure at the start[1].
- Option 1, normal procedure. BIS scrutinises the application, visits the factory and draws samples for testing; once the test report arrives, the branch office processes the grant[1]. BIS's average is about four months[2].
- Option 2, simplified procedure. You submit a test report with the application, then BIS visits to verify the infrastructure, process and quality control[1]. BIS's average is about one month[2]. Test reports must come from BIS or BIS-recognised labs and generally be under 90 days old[2].
For the simplified route, the portal runs the lab booking too. You generate QR codes and a test request on Manakonline, pick a laboratory from the portal's suggestions, and apply for the licence once the lab uploads the test report[9].
| Option 1 (normal) | Option 2 (simplified) | Source | |
|---|---|---|---|
| Test report | Samples drawn by BIS after the visit | Submitted with the application | [1] |
| Factory visit | Before testing | To verify infrastructure after applying | [1] |
| Average grant time | About 4 months | About 1 month | [2] |
| Lab booking | Via BIS after sampling | By the applicant through the portal | [9] |
How do Option 2 samples and test requests work?
Generate the test request on Manakonline, choose a lab from the portal's list, send the sample by courier or in person, and pay the testing charges directly to the lab; the request shows up in the lab's LIMS account[17][9].
BIS's guidelines LPPD/5:11 give labs firm clocks, and missing them costs you the sample[17]:
| Situation | Lab may | Your window |
|---|---|---|
| Test request raised, no sample | Withdraw and discard the request | 45 days from generation |
| Sample in, charges unpaid | Withdraw and return the sample | 15 days after intimation, then 15 days to collect |
| Sample in, no test request | Mark the sample 'disputed' | 7 days to raise the request, else 7 days to collect |
The report you then attach should generally be under 90 days old and from BIS or a BIS-recognised lab[2]. Option 2 is also the faster route, about one month on average against four months for Option 1[2]. See BIS-recognised laboratory for how labs qualify and importing samples for BIS testing for getting samples through customs.
How do foreign manufacturers use Manakonline?
Since 1 June 2026, FMCS applications are accepted only through the online portal; hard copies were accepted only until 31 May 2026[3]. BIS's FMCS page links a user manual for online FMCS applications[18], and the Manakonline home page has a separate FMCS login[4].
The FMCS route still needs everything the paper route needed: the application with documents and a nominated Authorised Indian Representative[3]. BIS then records and scrutinises the application, visits the factory and draws samples for independent testing[19]. BIS gives about six months from a complete application as the average grant time[19].
Fees under FMCS are the domestic fees plus officers' travel costs and a Rs 10,000 contingency payment[20], paid in US dollars by non-SAARC applicants[20]. See FMCS fees.
Which fees are paid through Manakonline?
The portal's fees lookup and BIS's IS-wise marking fee list give the figure for your standard[6][21].
| Fee | Amount | Stage | Source |
|---|---|---|---|
| Application fee | Rs 1,000 | On submission | [2] |
| Inspection fee | Rs 7,000 per man-day | Before the preliminary visit | [2] |
| Annual licence fee | Rs 1,000 | After the grant decision | [2] |
| Minimum marking fee | Set per Indian Standard | After the grant decision | [2][16] |
| MSE concession on marking fee | 80% micro, 50% small, 80% start-ups, +10% women-led | 17 Mar 2026 to 31 May 2029 | [22] |
What can you do on Manakonline after the licence is granted?
- Check and show your licence. The licence search lets buyers and officials confirm a licence exists[6].
- Renew on time. Manakonline states that from 1 January 2023 licences past their validity are automatically deferred, and those more than 90 days past validity automatically expire[4]. Since 25 February 2026 a Scheme-I licence is granted initially for up to five years and renewable for up to five more, with fees paid every year in advance; a missed yearly fee suspends the licence for 90 days[23]. BIS's FAQ still says up to two years at first grant[2], but the Gazette governs.
- Expect surveillance. BIS runs surprise factory inspections and buys marked samples from the market for testing[2].
- Use outside labs if you want. Since 16 December 2025 an in-house laboratory is no longer required; shared, cluster or sub-contracted testing at BIS-recognised or ISO/IEC 17025 labs is allowed, and the product manual's testing scheme is recommendatory[5].
How do you renew an ISI licence on Manakonline?
Renew online before the validity date; a licence past validity is automatically deferred and, more than 90 days later, automatically expires[4]. A Scheme-I licence is renewable for up to five years at a time, and fees are paid every year in advance before the due date[23].
For FMCS licensees, renewal needs Form XII, month-wise production details with consignee addresses, a performance bank guarantee extended six months beyond the new validity, and the marking fees[24]. The renewal application fee is Rs 1,000 and late renewal costs Rs 5,000[20]. Marking fees are set per standard and have been amended several times, most recently on 2 January and 10 June 2026[25], so check the current figure in the portal's fees lookup before you pay. Put the validity date into our licence renewal date tool and see the ISI fee guide for the marking-fee maths.
How to check a supplier's BIS licence on Manakonline
Before you pay a deposit to a new supplier of an ISI-mark product, check the licence yourself. Manakonline's Conformity Assessment page has a licence search[6].
- 1Get the licence number and factory address from the supplier
A licence is tied to one product standard and one factory[2], so you need both.
- 2Search the licence on Manakonline
Use the licence search on the Conformity Assessment page[6].
- 3Match the standard and factory
Confirm the Indian Standard on the licence is the one your product needs and that the address is the factory making your goods.
- 4Check validity
A licence past its validity is deferred and expires after 90 days[4]. Goods made under an expired licence are not covered.
- 5Check the scope
For products with grouping rules, such as IS 1293 plugs and sockets, the licence scope lists the ratings and types covered[26].
What does the public Manakonline dashboard show?
Without logging in you can see BIS's conformity assessment figures and search licences. On 1 November 2026 the page showed 1,488 standards under certification, 54,556 total licences, 1,629 licences under deferment and 1,231 under suspension[27].
The same page offers the licence search, a surveillance dashboard, a fees lookup and the OTR registration and certification lists[6]. Deferment and suspension matter to buyers: a supplier whose licence is deferred or suspended must not use the Standard Mark during that period[28]. Our guide on how to verify a BIS licence explains what to compare against the invoice.
What do licence statuses on Manakonline mean?
A licence is operative, deferred, suspended, expired or cancelled; Manakonline states that since 1 January 2023 licences past validity are automatically deferred and expire automatically after 90 days[4].
| Status | What it means | What to do |
|---|---|---|
| Operative | Licence valid; BIS runs surprise factory and market surveillance[2] | Keep paying marking fees and reporting production |
| Under deferment | Past validity, renewal not completed[4] | Renew before 90 days run out |
| Under suspension | 1,231 licences on 1 Nov 2026[27] | Stop marking; meet BIS's conditions to revoke |
| Expired | More than 90 days past validity[4] | Apply for a fresh licence |
| Cancelled | Listed separately on the dashboard[6] | Fresh application after the cause is fixed |
What changed on Manakonline and BIS licensing in 2025-2026?
The Conformity Assessment Amendment Regulations of 25 February 2026 (Gazette No. 142) changed Scheme-I licences: up to five years at first grant and up to five more on renewal, fees paid every year in advance before the due date, and a 90-day suspension if the yearly fee and production statement are missed[23]. Paying within the 90 days with a Rs 5,000 late fee lifts the suspension; otherwise the licence is cancelled[23].
| Date | Change | Source |
|---|---|---|
| 1 Jun 2026 | FMCS applications accepted online only | [3] |
| 10 Jun 2026 | Latest recorded amendment to the Scheme-I marking fee schedule | [25] |
| 17 Mar 2026 | MSE marking fee concessions extended to 31 May 2029 | [22] |
| 16 Jan 2026 | Machinery OTR rescinded; its Scheme X portal lists become legacy | [29] |
| 16 Dec 2025 | In-house laboratory no longer required | [5] |
Common Manakonline problems and how to avoid them
- Applying for two products in one application. Each product standard and factory needs its own application[2].
- Stale test reports. Option 2 reports should generally be under 90 days old[2].
- Using IEC reports. Only reports against the Indian Standard are accepted for foreign factories[7].
- Profile not completed. The portal will not let you apply until the organisation profile is submitted[1].
- Letting a licence lapse. After 90 days past validity it expires automatically[4], and you start again.
- Short foreign payments. FMCS fees must arrive net of bank charges[30].
How do you get help with Manakonline?
Join BIS's online Jan Sunvai, held every Wednesday from 14:00 to 15:00 and linked from the Manakonline home page, to raise queries and grievances directly with BIS officials[31]. For CRS-style technical queries BIS also runs a toll-free Facilitation Centre on 1800-11-1206[32].
Watch the news list as well. In 2026 it carried the in-house laboratory circular, the upgrade of product certification licences to the latest 10-digit series, and BIS's appointment of outside agencies for factory inspection and documentation review[33]. The in-house lab change is the big one: since December 2025 a licensee can rely on shared, cluster or sub-contracted testing instead of its own lab[5]. Need help deciding whether you need ISI at all? Worked example: a foreign pressure cooker maker files FMCS on Manakonline
A factory in Vietnam wants to export pressure cookers to India. They must meet IS 2347:2017 and carry the Standard Mark[10], and since 1 June 2026 the FMCS application can only be made online[3].
- Login. Use the separate FMCS login on Manakonline[4]; the manufacturer applies, not the importer[7].
- AIR. Nominate an Indian-resident AIR who meets BIS's conditions[8].
- Fees. Pay the Rs 1,000 application fee[20]; inspection is charged at Rs 7,000 per man-day plus travel and per diem[20]. A non-SAARC applicant pays in US dollars, net of bank charges[20].
- Inspection and samples. BIS visits the factory and draws samples for testing in India[19]; only IS reports count[7].
- Before grant. Pay the licence fee and advance minimum marking fee[19], then furnish a USD 10,000 performance bank guarantee[19].
BIS's average for FMCS grant is about six months from a complete application[19]. Our ISI licence costs page and importing from Vietnam add the rest of the budget.
