How much does LMPC registration cost, in short?

The government fee is Rs 500[1]. Each later alteration to the certificate costs Rs 100[1]. Since 29 May 2026 the certificate is valid until cancelled[2], so there is no renewal fee to budget for.

Everything else is optional or private: consultants, label redesign, notarised documents and courier. One consultancy advertises its LMPC importer service at a professional fee of Rs 4,999 on top of the government fee, or Rs 9,999 for urgent handling[3]. That is one vendor's price list, not a market survey.

For the process itself, see LMPC importer registration; for the rules behind the label, Legal Metrology packaged commodities. To add LMPC to your other import costs, use the compliance cost estimator or see every regulator's fees in India compliance fees 2026.

What are the official LMPC fees in 2026?

All official fees come from rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011.

How do you pay the LMPC fee?

It depends on the authority you file with.

  • Central route. New applications go through the National Single Window System, and amendments through lm.doca.gov.in/pcr[6], with payment online.
  • Delhi. The importer form says the Rs 500 (or Rs 100 for an amendment) is paid at the district office or by demand draft to the Controller[7].
  • West Bengal. The fee is paid through the state's GRIPS challan[4].

The amount does not change between routes, because it is fixed in the central rule[1].

What do consultants charge for LMPC registration?

Consultant fees are not regulated. The figures below come from vendors' own web pages and are reported prices, not official fees. They change, and some firms do not publish prices at all. Compare firms in our LMPC consultants directory.

Is a consultant worth it for LMPC registration?

For most importers the government side is simple: a form stating your name, address and commodities[1], supporting papers and a Rs 500 fee. Where a consultant can help:

  • choosing between the central and state route, which the rule leaves open[1];
  • assembling state-specific documents, which differ between states[7][4];
  • checking your pack label against the declarations at the same time[10].

Be wary of out-of-date sales copy. One vendor page still says an LMPC certificate is valid for one year in one place and up to five years in another[8]; since 29 May 2026 it is valid until cancelled[2]. Nobody should be selling you a "renewal".

Be wary of anyone promising a fixed number of days. The rules only fix the seven-working-day window for returning an incomplete application[1]. Some states set their own limits, such as West Bengal's 75 working days[4].

What does LMPC registration cost in practice? Three worked examples

These are the small (self-filed) and medium (consultant) cases. They use only the official fees and the reported consultant prices above. They leave out GST on consultant fees and your own staff time.

LMPC registration: worked totals
CaseWhat you payTotal
A. Importer files itselfRs 500 registration[1]Rs 500
B. Importer uses a consultant (standard)Rs 500[1] + Rs 4,999 reported fee[3]Rs 5,499 + GST on the fee
C. Importer uses a consultant (urgent)Rs 500[1] + Rs 9,999 reported fee[3]Rs 10,499 + GST on the fee
D. Later: new product line and new addressRs 100 per alteration[1]Rs 100 if filed as one alteration; Rs 200 if two

What does LMPC cost over five years?

Because the certificate no longer expires[2], the five-year official cost for a typical importer is the Rs 500 registration plus Rs 100 for each change. An importer that adds new commodity lines twice and moves office once, each filed separately, pays Rs 500 + 3 x Rs 100 = Rs 800 in official fees over five years.

The recurring work is the annual update on the portal that companies and firms now have to make, covering address, products, numbers imported and country of origin[2]. Budget staff time for it each year.

What does LMPC cost for a group with several importing companies?

Each legal entity that imports in its own name pays separately, because registration is of the applicant's name and premises[1]. Take a complex case: a group with two companies that each file their own bills of entry, both using a consultant on the urgent tariff, and three later alterations between them.

On our arithmetic: 2 x (Rs 500 + Rs 9,999) = Rs 20,998, plus 3 x Rs 100 = Rs 300 in alteration fees[1], for Rs 21,298 before GST on the consultant fees. If GST is 18%, as one vendor's inclusive price implies[8], add Rs 3,600 on the Rs 19,998 of consultant fees, for about Rs 24,898. Each company also nominates a director responsible for offences in a separate application on the same portal[6]; we found no fee for it.

LMPC cost by case (official fees and reported consultant prices)
CaseOfficial feesConsultant (reported)Total before GST
Small: one company, self-filedRs 500[1]NoneRs 500
Medium: one company, consultantRs 500Rs 4,999[3]Rs 5,499 (Rs 6,489 with GST as one vendor shows it)[8]
Complex: two companies, urgent, three alterationsRs 1,3002 x Rs 9,999 = Rs 19,998Rs 21,298

Is GST charged on the LMPC fee?

We found no official statement that GST applies to the Rs 500 rule 27 fee, which is a statutory fee paid to the Director or Controller[1]. Consultant fees do carry GST: one vendor shows its Rs 500 + Rs 4,999 package as Rs 6,489 including GST[8], which is 18% on the Rs 5,499 on our arithmetic (strictly, the fee portion should not attract tax, so ask for a split invoice). A GST-registered importer can usually claim input credit on the consultant's fee.

What does fixing the label cost, and where can you do it?

The label, not the registration, is where LMPC money is spent. Every retail package must carry the importer's name and address, country of origin, generic name, net quantity, month and year of manufacture, MRP, unit sale price and consumer care details[10], laid out on the principal display panel. Stickers cannot alter the mandatory declarations, except a reduced-MRP sticker that leaves the original visible[1].

Where you label changes the cost:

  • At the factory. Cheapest: the artwork is printed with the pack. Check it with our label checker and product label checklist before the print run.
  • In an AEO bonded warehouse. Since 29 May 2026 importers may make the declarations at bonded warehouses of AEO Tier-2 and Tier-3 operators, as long as every retail pack carries them before leaving[2]. You pay the warehouse's labour and storage.
  • At a CFS before clearance. Expensive. One Mundra CFS treats de-stuffing before out of charge as warehousing and charges 15 days' storage in advance, non-refundable, at Rs 90 to Rs 370 per tonne per day[11], plus container ground rent from day four[11].

Full rules are on LMPC label rules.

What extra LMPC costs do marketplace sellers face?

Online sellers carry the same pack rules plus listing duties. Section 36(1), as amended in 2026, applies to anyone who sells or offers a non-conforming package, including through e-commerce platforms and online marketplaces[5]. E-commerce entities are reported to be required to show the mandatory declarations on the listing[12], and a searchable country-of-origin filter for imported products is reported to be due from 1 July 2027[13], so expect platforms to ask sellers for clean country-of-origin data.

The practical cost is catalogue work: one listing per pack variant with declarations that match the physical label. See compliance for Amazon sellers, Flipkart sellers and the checklist before listing on Amazon.

How do you file LMPC registration yourself, and what does each step cost?

Filing yourself costs the Rs 500 fee and a few hours. The central route runs through the National Single Window System[6].

  1. 1
    Choose central or state

Apply to the central Director or a State Controller[1]; the fee is Rs 500 either way[1].

  2. 2
    Collect the documents

Premises proof, constitution documents, tax registration, the label, and your importer exporter code where the state asks for it[7]. Cost: notarisation of any affidavit.

  3. 3
    List every commodity

Name all the commodities you will import now[1], so you avoid Rs 100 alterations later[1].

  4. 4
    Pay and submit

Pay online on the central route, or by the state's method, such as West Bengal's GRIPS challan[4].

  5. 5
    Answer any return

An incomplete application is returned within seven working days[1]; fix and resubmit at no extra fee.

  6. 6
    Diary the annual update

Update address, products, quantities imported and country of origin every year on the portal[2]. Put it in the compliance calendar.

What does it cost to get LMPC wrong?

The fee is small; the penalties are not. Since the Jan Vishwas amendments of 2026:

  • breaching Central rules made under section 52(3), which include the Packaged Commodities Rules, carries a penalty of up to Rs 5 lakh plus suspension or revocation[5];
  • a pack without the required declarations draws an improvement notice for a first offence, a penalty of up to Rs 5 lakh for a second, and a fine of Rs 25 lakh to Rs 50 lakh after that[5];
  • a net-quantity error beyond the limits carries a fine of Rs 10,000 to Rs 1 lakh for a first offence[5];
  • fines and penalties rise by ten per cent of the minimum every three years[5].

At the port, a wrong label can also mean relabelling under bond and storage charges while you do it[11], and a late bill of entry costs Rs 5,000 a day for the first three days[14]. The full penalty structure is on Legal Metrology penalties.

Most offences can be compounded for a sum up to the maximum fine[5]. Even so, a single second-offence penalty on a pack can be up to a thousand times the Rs 500 registration fee.

LMPC fee against the penalties
ItemAmount
Registration feeRs 500[1]
Penalty for breaching the rulesUp to Rs 5,00,000[5]
Wrong pack, second offenceUp to Rs 5,00,000[5]
Wrong pack, third and later offencesRs 25,00,000 to Rs 50,00,000[5]

How many LMPC registrations do you need to pay for?

Usually one per legal entity, but it depends on your set-up.

  • One registration per applicant. Registration is of the applicant's name and the complete address of the premises where it imports or pre-packs[1]. A group company that files its own bills of entry is a separate applicant.
  • Several units. Delhi says a concern with more than one unit or factory needs to register only its registered office[7], though its form asks for the addresses of warehouses where imported goods are kept[7].
  • Central or state. The rule lets you apply to the central Director or a State Controller[1]. Consultants report that single-state sellers use their state and multi-state sellers apply centrally[15]. Either way, the fee is the same Rs 500[1].
  • Importer and packer. If you import in bulk and pack in India, one rule 27 registration covers both activities, because the rule covers anyone who pre-packs or imports[1]; list both in your application.

Separately, if you import weighing or measuring instruments, the registration of importers of weights and measures under section 19 of the Legal Metrology Act is a different process on the DoCA portal[6], with its own fees that this page does not cover.

Two free extras are worth knowing. A manufacturer or packer can register a shorter address alongside the complete one and print that on labels[1], which saves label space on small packs. And the register of registered names and addresses is open to public inspection free of charge[1], so you can check whether a supplier or distributor that packs for you is registered before you rely on it.

What hidden costs come with LMPC registration?

The Rs 500 is the only official charge, but the file has to be assembled. The lists differ by authority:

  • Delhi asks for self-attested copies of premises licences or an affidavit, address proof and photographs of directors or partners, tax registration, constitution documents, the label, the IEC and a supplementary form[7].
  • West Bengal asks for a trade licence, rent or ownership proof, tax registration, constitution documents, the label and the fee challan[4].

Budget for notarisation of any affidavit, label artwork and staff time. The label is the bigger job: it must carry every mandatory declaration[10], laid out on the principal display panel.

What does a slow LMPC registration cost?

The deadline is 90 days from the start of imports[1]. The rules only fix a seven-working-day window for returning incomplete applications[1]; states set their own limits for deciding complete ones, such as 75 working days in West Bengal[4]. If you apply late in the 90-day window and the office is slow, you risk being in breach. File before the first shipment if you can.

How does LMPC compare with other import registration costs?

LMPC is the cheapest of the routine registrations an importer of electronics needs. The table puts it next to the others. Full totals are on the cost of importing electronics, and each approval has its own page: WPC ETA cost, EPR registration cost and BIS CRS cost. The point of the comparison is proportion: LMPC is a few hundred rupees, while a single CRS licence or a year of EPR certificates runs to tens of thousands, so LMPC is never the line to economise on.

RegistrationOfficial feeRenewal
LMPC (rule 27)Rs 500[1]None[2]
WPC ETARs 10,000 per model[16]None for the model's life[16]

Battery EPRRs 10,000 to Rs 40,000[18]Renewal fee equals registration fee[18]
Plastic EPRRs 10,000 to Rs 50,000[19]Renewal fee equals registration fee[19]
BIS CRS (paid by the factory)Rs 25,000 processing fee a year[20]See CRS costs

How can you keep LMPC costs down?

  • File it yourself if you have one office and a short commodity list. The form only asks for name, address and commodities[1].
  • List every commodity you plan to import in the first application, so you do not pay Rs 100 for each later addition[1].
  • Apply before the first shipment so the 90-day deadline is never at risk[1].
  • Label at the factory, not at the port. Relabelling before out of charge triggers advance storage charges at some CFSs[11].
  • Get a second pair of eyes. Ask for a free compliance check on your label and commodity list before the first shipment, especially if you are one of the first-time importers still setting up.
  • Fix the label at the same time. Penalties for wrong packs are far larger than the registration fee[5]. See LMPC label rules.

Frequently asked questions

What is the government fee for LMPC registration?

Rs 500 under rule 27(1)[1]. Alterations to the certificate cost Rs 100[1].

Is there an annual or renewal fee for LMPC?

No renewal fee. Since 29 May 2026 the certificate is valid until cancelled[2]. Companies must update their details yearly on the portal[2].

What do consultants charge for LMPC registration?

One consultancy advertises Rs 4,999 plus the government fee, or Rs 9,999 for urgent handling[3]. These are vendor prices, not official fees.

Does the LMPC fee differ from state to state?

The Rs 500 fee is set in the central rule[1]. Payment methods differ: Delhi's form mentions cash or demand draft[7], and West Bengal uses a GRIPS challan[4].

How much does it cost to add a new product to my LMPC certificate?

Rs 100 per alteration[1].

What is the fine for importing without LMPC registration?

Breaching the Packaged Commodities Rules can now cost up to Rs 5 lakh plus suspension or revocation[5].

Is LMPC registration the same as the label requirement?

No. Registration costs Rs 500 once[1]. The label rules apply to every pack, with their own penalties[5].

Do I need a separate LMPC registration for each product?

No. One registration lists the commodities you import[1]; adding a commodity later is an alteration at Rs 100[1].

Can I relabel imported goods in India instead of at the factory?

Yes, at bonded warehouses of AEO Tier-2 and Tier-3 operators, provided every retail pack carries the declarations before it leaves[2]. Relabelling at a CFS before clearance can trigger advance storage charges[11].

Is GST charged on LMPC registration?

We found no official source applying GST to the Rs 500 statutory fee[1]. Consultant fees carry GST; one vendor shows Rs 6,489 for its Rs 5,499 package including GST[8].

Does LMPC apply to electronics like power banks and earphones?

On our reading, yes, when they are imported as pre-packaged retail units: they need rule 27 registration and the package declarations[21].

How long does LMPC registration take, and does paying more make it faster?

The rules only fix seven working days for returning an incomplete application[1]; states set their own limits, such as 75 working days in West Bengal[4]. Consultants sell urgent handling at Rs 9,999[3], but no official fast-track fee exists.
